Businesses running sales or promotions from premises in ADGM now need to check whether they require a permit before launching, according to a statement and new guidance (pdf). That covers campaigns run directly or through agencies or event contractors, with responsibility staying with the ADGM-licensed business or the non-ADGM entity holding a temporary commercial permit.
What needs checking: Permits may be required for temporary sales reductions, clearance reductions, prize campaigns, product launches, and promotional stands. The stricter bits: temporary reductions cannot run for more than 30 days, clearance sales must be tied to stock genuinely being cleared, and pop-ups and booths outside a business’ usual premises are more likely to need approval.
What likely does not: Permanent price cuts, same-for-everyone giveaways, online-only product announcements, and new products displayed inside an existing store will not usually trigger the permit requirement. Online promotions only need a permit if they are linked to activity from ADGM premises.
Plan earlier: Applications must be submitted through the Access ADGM portal before the activity starts, and businesses cannot launch while approval is pending. Major changes to location, duration, format, or activities may require a fresh application.
