The ministries of tourism, antiquities, culture, and civil aviation could be merged into one that would have a more comprehensive approach to tourism. Similarly, he suggests, the functions of the ministries of agriculture and irrigation should be consolidated into one that would be able to determine what crops to grow based on water resources.
