TODAY: Japanese PM and Erdogan in the GCC + Ocean freight rates ended 2Q at multi-year lows

Good morning, friends. We have a brisk issue for you this morning, with some big updates on the global front.

THE BIG LOGISTICS STORY- Iran is inaugurating its Pataveh-Dehdasht Road, linking the country’s southwestern region to its central areas. Also from Iran: MPs approved a bill to set up a trade ministry, separate from its current industry, mining and trade Ministry.

THE BIG LOGISTICS STORY ABROAD- Russia backs out of Black Sea grain pact: Russia suspended the Black Sea export grain pact until its own demands to facilitate wheat and fertilizer exports under the pact is met, Russian News Agency TASS reported yesterday. “As soon as the Russian part of the [pact] is fulfilled, the Russian side will immediately return to the implementation of this [agreement],” Kremlin spokesperson Dmitry Peskov said. Russia’s exports have been stalled as a result of western sanctions.

BACKGROUND- Russia has beenthreatening to withdraw from the agreement, which was brokered last year by the UN and Ukraine, that allowed Ukraine to safely export grain shipments through the Black Sea to avert a global food crisis. The agreement had been extended several times and was due to expire yesterday, unless the two sides agreed on a renewal.

HAPPENING TODAY-

Turkish President Recep Tayyip Erdogan kicked off the first leg of his Gulf tour with a visit to Saudi Arabia yesterday, the Saudi Gazette reports.Erdogan was set to meet King Salman bin Abdulaziz Al Saud and Crown Prince and Prime Minister Mohammed Bin Salman, though there have yet to be any statements from the visit.

Erdogan will head to Qatar today and the UAE tomorrow, as he looks to drum up investments and strengthen bilateral relations to boost Turkey’s economy, according to the Gazette. The Turkish head of state is set to meet Qatar Emir Tamim Bin Hamad Al Thani today and UAE President Sheikh Mohammed Bin Zayed in Abu Dhabi tomorrow. Erdogan’s visit is expected to see him sign agreements in several fields, including logistics, infrastructure and e-commerce, the Gazette reports.

Japanese Prime Minister Fumio Kishida is also in the Gulf this week, kicking off his tour with Saudi Arabia on Sunday and the UAE yesterday. Kishida visited the UAE yesterday, and will be heading to Qatar as part of his three-day visit. The trip is intended to help Japan develop its ties with Gulf Cooperation Council countries and build cooperation in various fields, particularly energy. It is also the first by a Japanese leader since the late Shinzo Abe visited in 2020.

The two countries also signed 26 cooperation agreements on clean energy and rare earth minerals, according to state-run TV channel El Ekhbariya (watch, runtime: 00:53).

ALSOFROM THE VISIT-Japan and the GCC agreed to resume trade agreement negotiations yesterday, in a bid to strengthen their economic relations. GCC Secretary-General Jassem Mohamed Albudaiwi and Kishida agreed to “liberalize trade” between the two sides in a “mutually beneficial manner” through the agreement, according to a joint statement (pdf). The next round of negotiations will take place in 2024.


Tehran warns the US to cease “provocative, non-constructive, and destabilizing actions,” state-owned Mehr news agency quotes Iran’s Foreign Ministry spokesperson as saying, adding that Iran has the right to show a reaction to ensure maritime and aviation security in the region. This follows claims that the US was deploying F-16 fighter jets to bases in the region.


WATCH THIS SPACE-Oman’s Transport, Communications, and Information Technology Ministry is launching tenders for two road dualization projects, according to Muscat Daily. The first tender is for a 27 km Raysut-Al Mughsayl dualization project in Dhofar, and entails improving infrastructure by developing a dual carriageway that will connect it to the November 18 Ring Road, via a double lane which will expand the road by 5 km, according to the outlet. The second tender involves completion of the road from the LNG roundabout to Bilad Sur Roundabout in Sur by completing 3 km of roadworks on both sides.

DATA POINT- The UAE’s AD Ports Group has recorded a 17% decline in greenhouse gas emissions’ intensity per TEU handled during 2022, according to the company’s sustainability report (pdf). The company also recorded a 13% decrease in fuel consumption intensity per TEU, and an 18% decline in electricity consumption intensity for container terminals, the report said. They also recycled 57% of their solid waste, according to the report.

DATA POINT #2-Qatar posted a QAR 18.2 bn trade surplus for May, falling 46.8% y-o-y and 17.2% m-o-m, according to preliminary figures released by Qatar’s Planning and Statistics Agency (PSA). Total exports for May stood at QAR 27.8 bn, dipping 35.3% when compared to the same period last year and 9.4% when compared to April. Meanwhile, imports for May stood at QAR 9.6 bn, up 9.5% y-o-y and 10.4% m-o-m. Declining exports were mostly attributable to lower sales of hydrocarbons, according to PSA’s statement.


MARKET WATCH-Ocean freight rates for 2Q 2023 hit multi-year lows despite a relatively strong start to the quarter, amid low demand and a capacity glut, Hellenic Shipping News reports. Breakbulk spot rates fell by 3-5% during the quarter, according to Toepfer’s Multipurpose Index (TMI) and the Drewry Multipurpose Time Charter Index. Meanwhile, shortsea rates dropped by 4-6% on a quarterly basis, and container rates hit levels last seen in 2019 and 2020. The Freightos Global Index also fell to its lowest in 44 months by the end of June, while the Drewry's World Container Index hit a 38-month low. Charter rates for May also tumbled by 27%, and all trade lanes experienced a decline.

Iran completes construction of Pataveh-Dehdasht Road

Construction of the Pataveh-Dehdasht Road, a key segment of the International North-South Transport Corridor (INSTC) in Iran, is now complete, Iran’s state-aligned Tasnimreports. The road — which spans 136 km from Pataveh to Dehdasht in Kohgiluyeh and Boyer-Ahmad province southwest of the country — will officially be inaugurated today with Iranian President Ebrahim Raisi and Urban Development Minister Mehrdad Bazrpash in attendance.

Details: The project includes twelve tunnels and 13 bridges and passes through the Zagros mountain region, reducing the distance between Pataveh and Behbahan by about 65 km compared to the existing route, according to Tasnim. Construction on the IRR 95 tn road began two decades ago but has been ramped up by Iran’s current government, Tasnim reports.

Boosting connectivity across Iranian villages: Completion of the Pataveh-Dehdasht Road will help better connect the country’s southwestern provinces — as well as over 400 villages in underprivileged areas along its path — to the central regions of the county.

Background: Iran and Russia recentlysigned a EUR 1.6 bn agreement to build a railway connecting Rasht and Astara, completing a crucial component of the International North-South Transport Corridor (INSTC). The corridor facilitates the transportation of freight from the Persian Gulf to Helsinki, Finland, passing through Saint Petersburg, Russia. The road aims to connect India, Iran, Russia, Azerbaijan, and other nations through railways and sea routes

Iran’s MPs approves bill to set up a ministry focused solely on trade

Iran’s Parliament (Majlis) has approved a bill to set up a Trade Ministry — divorcing it from the current Industry, Mines and Trade Ministry — on Sunday, Iran’s state-owned Islamic Republic News Agency (IRNA) reports. The bill seeks to set up a separate ministry for trade to streamline trade operations, including imports and exports, according to Tasnim News Agency.

Why the change?Lack of coordination from the current ministry has caused irregular spending on imports, Tasnim cites a lawmaker in favor of the bill as saying. “The fact that we pay USD 6.9 billion for imports from Turkey is the result of the absence of the commerce ministry,” said one MP, referencing Iran’s imports from Turkey in the calendar year to late March.

The makeup of votes: Out of 238 lawmakers, 129 votes were cast in favor of the bill, while 101 voted against, and four votes abstained, according to IRNA.

Will the separation of ministries actually make a difference? Some MPs shared concerns that a separate trade ministry will only lead to an increase in the country’s imports, and not necessarily bolster the country’s exports, Tasnim writes.

Dubai’s Transworld forms JV Fleet Management to provide ship management services

Dubai-based shipping and logistics firmTransworld and Hong Kong-headquartered Fleet Management will establish a ship management JV dubbed Transworld Fleet Management to offer technical management services for Transworld’s fleet, which include container vessels, bulk carriers, and tankers, according to a press release. The statement did not disclose the breakdown of the shareholder ownership of the JV.

The details: The JV will see Transworld and Fleet employees cooperating in India, Hong Kong, Dubai and Singapore, the press release said. The JV will also provide ship management services to other vessel owners in the region.

What they said: “Fleet has managed a number of our vessels over the past year, and this joint venture is a natural progression in our working relationship as we continue to add to our ship ownership portfolio, particularly in tankers,” Transworld Chairman Ramesh Ramakrishnan said.

Iran could give India “priority” treatment for oil exports + Tunisia, EU eye boosting air transport ties. PLUS: Cooperation between Qatar and Algeria, and Qatar and Hungary

Iran is open to providing India with priority treatment for oil exports, but India needs to “show willingness,” Wion Newscites Iran’s Deputy Foreign Minister Ali Bagheri as saying. India has been on a four-year hiatus from importing Iranian oil, after the US pulled back sanction waivers to India and other countries.

Container emissions fell in 10 busy ocean freight lanes in 1Q 2023

Container industry CO2 emissions fell in 1Q 2023 on 10 out of the world's 13 busiest ocean freight routes, Xenetareports. The US West Coast to the Far East trade corridor recorded the most notable decline in emissions, and Taiwanese container shipping player Yang Ming recorded the most emission cuts for the second consecutive quarter, according to the Carbon Emissions Index (CEI). These positive improvements are largely attributed to carriers reducing speeds, which has led to fuel efficiency gains, and allowed them to accommodate for lower demand in a subdued economic climate, Xeneta analysts say. Despite this, analysts have concerns about whether carriers' commitment to reducing emissions will continue, especially when market conditions improve.

Europe, however, has seen a surge in its vessel emissions due to increased LNG activity: A surge in LNG vessel activity in 2022 has led to a three-year high in carbon emissions from Europe's shipping sector, according to S&P Global. Emissions from ships in EU territorial waters rose 3% y-o-y, according to data from the European Maritime Safety Agency. Containerships and bulk carriers were the largest emitters, while LNG tankers and cruise ships also recorded significant emission rises. Europe's increasing reliance on LNG imports, due to reduced dependency on Russian gas following the Ukraine conflict, has been a key factor, S&P Global reports.

Adnoc L&S receives new VLCC + News from Royal Air Maroc, Abu Dhabi, Svitzer

SHIPPING + MARITIME-

Adnoc L&S has received its second delivery of a newbuild dual-fuel very large crude carrier (VLCC), Habshan, this year, according to a statement. Habshan is the second of four VLCCs ordered by the company. The statement did not reveal the cost of the VLCCs, though Adnoc L&S has committed USD 2 bn towards building environmentally efficient vessels that cut the carbon production of its fleet by 20%. The LNG-powered carrier will bring the company’s fleet to 245 vessels, according to the statement.

ICYMI- Adnoc L&S received its first VLCC, Hafeet, at the end of June. The remaining two VLCCs are scheduled for delivery this year.

Major US airline agrees to wage increase for pilots

US-based United Airlines’ pilots will see an increase in salaries after reaching a labor agreement on Saturday, Reuters reports. Pilots are set to see a 34.5%-40.2% rise in pay, Reuters quotes the Air Line Pilots Association (ALPA) as saying. ALPA and United managed to agree on significant improvements to compensation, vacation and other benefits, after the union previously refused to provide higher wages for pilots in short supply.
