DISRUPTION WATCH-

Two US-flagged Maersk vessels escorted by the US Navy doubled back after seeing explosions while transiting the Bab Al Mandeb strait, Reuters reports, citing a Maersk statement. The incident saw the naval escort shoot-down “multiple projectiles” before escorting the vessels back to the Gulf of Aden. No damage to vessels or harm to crew was reported.

Qatar is delaying some of its LNG shipments to Europe as disruptions yield longer transit times, Bloomberg reports. The country is rescheduling shipments and diverting cargoes to meet contracts, traders were cited as saying. The longer routes are also reducing tanker capacity, the outlet said. The European gas market has so far been unaffected with gas futures at their lowest in six months, as high stocks, ample alternative suppliers, renewables output, and diminished industrial demand offset delays. Qatar has also not curbed exports, with a 7% y-o-y boost in LNG exports over the previous two weeks, the outlet said citing tracking data.

US calls for China to step in fall on deaf ears: American officials have repeatedly asked China for months to convey warnings to Iran not to stoke tensions in the region, the Financial Times reports. Top US officials repeatedly raised the issue with their Chinese counterparts, but there is nothing to indicate that Beijing is willing to apply pressure on its Iranian ally. China is “very reluctant to use its limited influence with the Islamic state in a way that it perceives advance US interests without benefit to China,” CIA China expert Dennis Wilder said.

Egypt will cancel temporary listing for port companies as it seeks strategic investors instead, source says

Change of plans for some Egyptian port companies, sources say:Port Said ContainerHandling (PSCCHC) and Damietta Container Handling (DCHC) are set to cancel their temporary listing on the Egyptian Stock Exchange (EGX) — which goes back to 2022 — and stakes in the companies will instead be offered to strategic investors, an Egyptian government source told Enterprise Logistics, confirming reports from Al Borsa published earlier this week.

Why the switch in track? Listing the companies for minority shareholders on the EGX proved to not be financially viable, as it would not provide the scale of investments needed to develop and grow the companies, the source explained. The government will now seek a strategic investor to manage and operate the companies through a usufruct arrangement in a bid to transform Egypt into a strategic hub for logistics services and transit trade, the source added.

There are already offers on the table: Egypt has attractive offers already in place from interested parties, the source said. Emirati and Qatari investors have displayed a serious interest in managing and operating the two companies — with negotiations with Egyptian officials ongoing, Al Borsa reported earlier this week. AD Ports reportedly submitted an initial offer in March 2023 to acquire a controlling stake in state-owned PSCCHC and DCHC, against competition from Qatar Investment Authority’s investment arm Maha Capital. Talks with Maha Capital stalled over the size of the stake on offer as Egypt’s Transport Ministry is reportedly reluctant to sign off on the Qatari fund acquiring a majority stake in the state-owned companies.

What’s the timeline? The offers are expected to be decided upon by June 2024, the source told Enterprise, without disclosing further details.

Mozambique approves DP World's USD 2 bn Maputo port expansion

DP World’s USD 2 bn (AED 7.4 bn) Mozambique port expansion received the greenlight from Mozambique’s cabinet, Bloomberg reports. The agreement involves a further USD 1.1 bn investment into the port until 2033, when the original concession was due to end, according to the outlet.

Background: DP World secured the concession for Maputo Port back in 2003, as part of a consortium with Mozambique’s national railway operator Mozambican Railway Company, Grindrod and local company Mozambique Gestores, according to the port’s website. The concession was extended for a period of 15 years in 2010, with an option of an additional ten years of operations after 2033.

The new agreement: The 25 year-extension extends the group's concessions at Maputo until 2058.

The port’s capacity is expected to increase to 54 mn tons a year by 2058, up from 37 mn tons a year presently, according to the revised concession agreement. The Matola coal terminal near Maputo will be expanded, increasing its capacity to 18 mn tons per year from 7.5 mn tons. Annual shipping-container capacity is set to experience a nearly fourfold increase, reaching 1 mn units during the same period.

Maputo's port has seen increased demand in recent years, driven by the country's expanding economy and a surge in South African miners opting to export through the port, avoiding disruptions caused by issues with South Africa's state-owned rail and ports operator Transnet. These disruptions have incurred significant financial losses, amounting to bns of USDs for exporters.

FAA dispatches inspectors to Boeing + Malaysia breaks ground on USD 3.2 bn port

The US Federal Aviation Administration (FAA) has dispatched 20+ inspectors to Boeing’s 737 Max factory to assess the company’s quality control system, FAA Administrator Mike Whitaker told CNBC. At present, the FAA is visually inspecting the aircraft as it comes through which can take four to eight hours per plane, Whitaker added. Boeing plans to stop work at several production lines to conduct safety sessions for factory workers.

REMEMBER: Boeing has been struggling with supplier issues which resulted in defects in two of its major aircraft classes — the 737 Max and the 787 Dreamliner — as well as delivery delays. The company is facing mounting scrutiny after a panel flew off mid-flight on an Alaska Airlines 737 MAX 9 plane earlier this month. Subsequent investigations by the airline revealed manufacturing flaws in its Boeing 737 MAX 9 fleet.
