A busy day at home and abroad: Egypt’s presidential election wraps, COP28 closes, the UN votes on Gaza, and the Fed kicks off its final policy meeting of 2023

Good morning, friends. It’s the third and final day of voting in the presidential election, but attention is focused squarely on Gaza as we start the day.

Conditions in Gaza are “catastrophic,” with “little to eat, no way to keep clean, and collapsing civil order as Israel’s offensive pushes hundreds of thousands towards” the Rafah border crossing with Egypt, the Financial Times and Reuters write in prominent front-page pieces ahead of a UN General Assembly vote on a ceasefire expected today.

The big business story: More companies will join the privatization program.

LAST DAY OF VOTING

#1- It’s the third and final day of the presidential election: Voters at home have been casting ballots for four presidential hopefuls: incumbent President Abdel Fattah El Sisi, Al Wafd Party’s Abdel Sanad Yamama, the Egyptian Social Democratic Party’s Farid Zahran, and the Republican People Party’s Hazem Omar.

Officials say turnout has been impressive: Some 30 mn people have voted in the first two days of the ballot, the highest number to participate in an election in the country’s history, the head of the National Elections Authority (NEA) told reporters yesterday (watch, runtime: 19:35). Around 45% of eligible voters have cast their vote so far, behind the 2012 poll (where 52% voted) and 47.5% turnout in 2014.

Pundits think it’ll top 50%: Amr Adib said that he expects the participation rate to break past 50% by the time the polls close tonight (watch, runtime: 25:51), while guests on last night’s Kelma Akhira speculated it could reach 60% (watch, runtime: 4:06).

Last chance: Polls are open from 9am through 9pm today. Find your nearest polling station by entering your national ID number on the NEA website. You can also text your national ID number to 5151 or call the same number to find your polling station and receive your voting number.

The next steps: Results of the vote are scheduled to be announced on Monday, 18 December. A runoff, if necessary, will take place in early January 2024.

LAST(?) DAY OF COP28

#2- It’s crunch time on the final day of COP28 in Dubai,although fierce divisions over a draft agreement could see the conference going into overtime.

Déjà vu? Last year’s COP27 also ran into overtime, with emissions reduction having been the stumbling block.

This time around, delegates are having a hard time agreeing on language about oil and gas. A week of tense negotiations has resulted in a draft agreement that would commit countries to “reducing” the consumption and production of fossil fuel use in a “just, orderly and equitable manner” to achieve net zero “by, before, or around” 2050.

It would be the first time a COP agreement calls for a reduction in the use of oil and gas, but falls far short of the “phase out” language sought by European negotiators and a group of small island nations.

Saudi Arabia and Arab oil producers are flatly opposed to calls to phase out hydrocarbons.

There won’t be a blanket call to triple renewable energy production, instead presenting it as an “option” and not a “prescribed step,” alongside doubling energy efficiency.

What happens now: Delegates from each participating country are lobbying and being lobbied on the final language, with the EU, small nations, and the United States firmly in one camp, and Arab and producing countries in the other. If there’s no agreement today, talks go into overtime. Under UN rules, any single country can block the adoption of the agreement.

UN VOTE ON CEASEFIRE TODAY

#3- Egypt, Arab world step up diplomatic pressure for Gaza ceasefire: The UN General Assembly will convene today to vote on a non-binding resolution demanding an immediate ceasefire in Gaza as the humanitarian crisis on the ground reaches catastrophic levels. The emergency meeting was called by Egypt and Mauritania after the US blocked another resolution at the Security Council last week despite the UN and aid agencies warning of starvation conditions and the imminent collapse of public order.

FED MEETING TODAY

#4- The US Federal Reserve begins its two-day policy meeting today where for the first time in almost two years the key question is not when the central bank will raise interest rates, but when it will cut them. Don’t expect any firm indicators about when this might happen, though: the key task for Fed officials is to temper the recent overexcitement in the financial markets, which are pricing in rate cuts earlier than they would like in 2024, according to the Financial Times.

They’re starting to get the message: Much of the heat has been taken out of the recent rally as investors recalibrate their expectations about how the Fed will proceed next year. A potentially key indicator will come later today when fresh US inflation data lands.

Yesterday:

  • Equities, bonds + the USD were little changed ahead of the inflation release
  • BTC fell as much as 7%
  • Gold is down significantly from its record high last week and fell below USD 2k
  • EM assets edged lower.

Save the date:Here at home, the Central Bank of Egypt will hold its final monetary policy meeting of the year next Thursday, 21 December.

ALSO HAPPENING TODAY

#5- F&B players mingle at the Food Africa Expo, which runs today through to Thursdayat the Egypt International Exhibition Center. Wholesalers, distributors, and retailers in food and beverage industries hope to cook up trade across Africa and the Middle East.

#6- Trade delegation rustles up Saudi orders and investments: The Engineering Export Council of Egypt is in its third day of a trade mission to Saudi Arabia, the largest importer for our engineering sector. Sixteen Egyptian manufacturers are connecting with Saudi buyers in a bid to top up orders and investments from the kingdom for pumps, car parts, boilers, kitchenware, and the like. The visit wraps up on Friday.

HAPPENING THIS WEEK-

#1-LNG exports are back: Two of five LNG shipments destined for Europe are being prepared to leave Egypt within a week, unnamed government officials have reportedly told Al Arabiya. The Oil Ministry plans to export all five shipments before the end of 2023, with the first two deliveries carrying up to 250 mn cubic meters of LNG. All in, Egypt expects to ship 1 mn cubic tons of LNG before the year is out.

It hasn’t been a great 2023 for Egypt’s gas exports: Egypt has exported just 3.38 mn metrictons of LNG so far this year, down from 7.1 mn tons during the whole of 2022.

#2- GERD talks to reopen: Negotiators from Egypt, Ethiopia, and Sudan are set to congregate for another round of talks aimed at breaking the deadlock over the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) on 16-18 December in Addis Ababa. This will be the fourth round of talks since President Abdel Fattah El Sisi and Ethiopian Prime Minister Abiy Ahmed agreed to re-enter negotiations in July.

The talks come as Ethiopia faces the prospect of defaulting on its debt after it missed an interest payment yesterday on a USD bond. It has a 14-day window in which to set things right before it is declared in default. It’s in talks with bondholders for a restructuring that would see its bonds pay lower coupons, with officials there saying it couldn’t pay the USD 33 mn it had due yesterday because of its “fragile external position,” according to Bloomberg.

Privatization

Egypt eyes more state asset sales in 1Q 2024, says sovereign fund chief

The Sovereign Fund of Egypt (SFE) is gearing up for new sales of state-owned companies in 1Q 2024, SFE chief Ayman Soliman told CNN Business Arabia on the sidelines of COP28 in Dubai. The privatization program will expand to include companies working in the infrastructure and financial services sectors, he said. Soliman didn’t disclose which companies could be offered to investors.

REMEMBER-

  • There are 35 companies and assets currently on the privatization list, three of which have already sold stakes to private investors: Eastern Company, Telecom Egypt, and Al Ezz Dekheila.
  • The three transactions have brought in around USD 1 bn, though only the Eastern sale was paid in FX.
  • The government said in August it is aiming to raise USD 5 bn from the offering program between October and June 2024.
  • The SFE aims to finish by the year’s end the sale of a stake in a group of historic hotels that includes the Cairo Marriott, Marriott Mena House, the Winter Palace, and the Cecil.
  • A stake in filling station operator Wataniya is also on offer.

WAIT, JUST THREE? It turns out those Elab, Ethyco, and EDC stake sales haven’t been finalized: ADQ’s USD 800 mn acquisition of stakes in the three oil and petrochemical companies hasn’t been completed, Soliman told the news outlet, refuting a recent report in the local press. The sales will be wrapped up before the end of the year, he said. The government had initially hoped to sign the final contracts by the end of September.

What they’re buying: ADQ is in the process of acquiring a 35% stake of Egyptian Linear Alkyl Benzene (Elab), 30% in the Egyptian Ethylene and Derivatives Company (Ethydco), and 25% in Egyptian Drilling Company (EDC).

RACE FOR MUBARAK HQ- The SFE is set to finalize before the end of the year a contract with a consortium that will be in charge of developing the site of the former National Democratic Party (NDP) headquarters in Downtown Cairo, Soliman said. The fund has already decided which consortium is getting the contract and will make an announcement when the paperwork is signed.

Expect to see Gulf names involved: Several news outlets have reported that Gulf contractors are in line for the contract, including Al Manassa, which quoted Elhamy El Zayat, chairman of the SFE’s tourism sub-fund, as saying that Emirati investors are involved. Asharq Business has also reported that Saudi Egyptian Developers and the UAE’s Al Shafar General Contracting Group (ASGC) will bag the contract.

ECONOMY

Private-sector minimum wage to rise in January

We have it in writing: Private-sector workers on the minimum wage will get a salary bump from the beginning of 2024, according to a decision published in the Official Gazette yesterday. From 1 January, the minimum wage will rise 17% to EGP 3.5k a month (before taxes and social insurance deductions) from EGP 3k currently in a move announced in October to cushion the impact of soaring inflation on low-income households.

The background:

  • Times are tough: The currency crisis has caused the prices of basic goods and essential foods to soar this year, piling pressure on vulnerable households and pushing many into poverty.
  • Paying a higher basic wage is one way to cushion the blow: This is the third time the National Council for Wages has raised the private-sector minimum wage this year. As of 1 January, the minimum will have risen46% over the space of a year.
  • Catching up to the public-sector: State employees on the lowest end of the income scale will still be better off next year after the government raised the public-sector minimum wage from EGP 3.5k to EGP 4k earlier this year.

Commodities

Egypt taps its sugar reserves to calm soaring prices

The Madbouly government has turned to its strategic sugar reserves in a bid to put a lid on soaring prices, Asharq Business reports, citing a government source. The Supply Ministry will dump 240k tonnes into the market this month to fill the supply gap to reduce the volatility, which has continued despite a raft of measures put in place by the government to restore calm.

It has never been more expensive to have a sweet tooth: Sugar prices have soared to record highs in recent weeks and have jumped more than 50% in the past week alone. A kilo of the white stuff is now going for more than EGP 55.

Blame: The FX crunch and hoarding.

What does this do to our reserves? The official told the news outlet that before the withdrawal reserves were sufficient to last 5.5 months, but did not disclose a specific quantity. Supply Minister Ali El Moselhy said at the end of October that the country had 2 mn tons in reserve. Current demand is around 245k tonnes a month, the source said.

We’re getting a top-up: An 86k-tonne shipment arrived on Friday, and another 100k tonnes are set to be delivered in January, according to the source.

Time for Plan D: The ministry has introduced a number of measures to calm prices in recent days: exports are banned, suppliers have been barred from selling to traders and sugar has been restored to ration cards, while an attempt was made last month to persuade businesses to reduce prices. Earlier this month, El Moselhy floated the possibility of introducing price controls if the market remains volatile.

MEANWHILE- The government has extended its ban on onion exports through 30 March 2024 in a bid to maintain supply and tamp down prices, according to a cabinet readout. The ban, imposed in September to curb soaring local prices that saw onions trading hands at up to EGP 35 per kilo, was set to expire at the month’s end.

UN General Assembly to vote again on immediate Gaza ceasefire today

Egypt, Arab world step up diplomatic pressure for Gaza ceasefire: The UN General Assembly will convene today to vote on a non-binding resolution demanding an immediate ceasefire in Gaza as the humanitarian crisis on the ground reaches catastrophic levels. The emergency meeting was called by Egypt and Mauritania after the US blocked another resolution at the Security Council last week despite the UN and aid agencies warning of starvation conditions and the imminent collapse of public order.

Remember: The General Assembly has already passed one resolution calling for a ceasefire. In an emergency session in October, more than two-thirds of countries voted in favor of a resolution demanding an “immediate, durable” humanitarian ceasefire. Just 14 — including Israel, the US, and several European nations — voted against it.

UAE flies Security Council envoys to Rafah ahead of the vote:In a bid to build diplomatic pressure ahead of the vote, the UAE flew a dozen envoys of members of the UN Security Council to the Rafah border to meet with UNRWA personnel, where several reiterated calls for an immediate ceasefire. “Enough is enough,” China’s UN representative told reporters. “The reality is even worse than what words can speak,” said the Ecuadorian rep. “The humanitarian system is in breakdown.”

  • China, Russia and the UK were the three permanent members of the council that joined the trip;
  • The US and Francedeclined to attend.

ON THE GROUND- At least 18,205 Palestinians have been killed in Gaza since 7 October | Almost 50k have been injured | 1.9 mn people — 85% of Gaza’s population — have been displaced.

  • Israel is taking heavy casualties: More than 5k Israeli soldiers have been injured since the beginning of the war, a figure that Israeli newspaper Yedioth Ahronoth called “unprecedented.”
  • Picking up the bill for Israel’s destruction of Gaza? Saudi Arabia and the UAE, according to Israeli Prime Minister Benjamin Netanyahu, who told the Knesset Foreign Affairs Committee that he will expand the Abraham Accords “the day after the war” and persuade the two Gulf states to subsidize the reconstruction process, according to Israel Hayom.

REGIONAL ESCALATION- Iraqi armed factions attacked two US military bases in Syria and Iraq | An Israeli airstrike killed the mayor of a Lebanese village near the border.

STRIKING GOLD- Canadian gold miner Aton Resources plans to start extracting gold from its Abu Marawat concession in the Eastern Desert by 2025, according to Asharq Business. The Egypt-focused firm will reportedly secure a production license this month.

  • 16 years: The company was awarded the concession back in 2007 and began exploration operations in 2009, according to its website.
  • EGP 1 bn: The amount of money Aton has invested in the Hamama area of the concession since 2010.
  • 300k-400k ounces: The estimated reserves of recoverable gold in the area.

FX CRUNCH HITS EZZ- Ezz Steel entered the red in during the first nine months of 2023 after the slide in the EGP left it with bns of EGP in foreign-exchange losses, according to the firm’s latest earnings release. The steel giant reported a EGP 1.9 bn net loss despite a 70% growth in sales after being hit with an FX loss of almost EGP 24 bn. Ezz turned a EGP 5.7 bn profit in 9M 2022, when it reported just EGP 1.4 bn in FX losses.

  • Remember: The EGP has lost almost half of its value against the USD since March 2022.

BRAZIL x SCZONE-Brazil is showing interest in investing in logistics and green energy projects in the Suez Canal Economic Zone. Brazil has stepped up its interest in the region in recent months, exporting more beef and chicken to Egypt and eyeing energy, meatpacking, and aerospace investments in Saudi Arabia after a visit there by its president. A relief rally for risk assets — but does it have legs?

Isthe “everything rally” a lasting bull market or a flash in the pan?Investors rushed into stocks, bonds, gold, and crypto assets in December as markets were flooded with bets that the Federal Reserve could start lowering interest rates. But Wall Street is divided over whether the “everything rally” represents a bull market or just a “fleeting sugar high” from the end of the tightening cycle, writes the Wall Street Journal.

Analysts agree that the tightening cycle is over — but when will it pivot?Economists don’t expect the Fed to start cutting rates until at least July 2024, with the majority of participants forecasting a rate trim of only half a percentage point of less in 2024, from its current 22-year high of 5.25-5.5%, a recent Financial Times poll showed.

IN GLOBAL MARKETS- India has overtaken Hong Kong to become the world’s seventh-largest stock market by market capitalization as “optimism grows” about the country’s economy, CNBC reports.

THE CLOSING BELL-

The EGX30 was flat at yesterday’s closeon turnover of EGP 3.7 bn (18.9% above the 90-day average). Local investors were net sellers. The index is up 65.7% YTD.

In the green: Fawry (+3.1%), Heliopolis Housing (+3.0%) and CIRA Education (+2.7%).

In the red: Elsewedy Electric (-3.8%), Orascom Development Egypt (-3.7%) and Oriental Weavers (-3.7%).

Asian shares are having a good morning, with most benchmarks in the green (or nearly there) at dispatch time. Futures suggest US and European markets will open in the green later today, and there’s still a chance shares in Toronto could follow suit.

Going Green

Egypt x COP28: A rundown of climate change commitments, investments, and agreements signed during the conference

And that’s a wrap on COP28: After handing over its presidency with a somber “reality check” (watch, runtime: 6:51), Egypt kicked off a productive run in COP28 in Dubai. With water resource management, renewables, and climate finance for developing countries set as its priorities, Egypt signed agreements and forged partnerships to firm up its commitment to financing investments in clean energy projects and make deeper pledges on slashing emissions.

Here’s a breakdown of Egypt’s activities throughout the summit as we all sit and wait to see what language on oil and gas gets included in the final agreement expected later today or tomorrow.

RENEWABLES-

Scatec puts its money where its mouth is:Norwegian renewables developer Scatec inked a USD 1.1bn agreement with the SCZone last week to provide green fuel for ships bunkering at the east Port Said Port. Scatec will use a 190 MW electrolyzer powered with 317 MW of wind energy and 140 MW of solar energy to produce the green fuel and aims to produce 100k tons of methanol annually by 2027.

Scatec will also help us get our first hybrid PV+storage plant: The Norwegian firm signed an agreement with the Egyptian Electricity Holding Company to establish a 1 GW solar and 200 MWh battery storage plant — the first of its kind in Egypt. The project will be funded by the African Development Bank.

Egypt ♥️ BESS: Egypt enrolled in the Battery Energy Storage Systems (BESS) Consortium last week, joining 10 other nations committed to securing 400 GW of renewable energy by 2030 to help solve energy poverty.

WATER-

We joined forces with the EU on sustainable water management: The EU Commission for Environment and Egypt’s Water Ministry inked a joint declaration earlier this week to boost cooperation on sustainable water resources management. The partnership will see the two parties exchange expertise on water management and explore technologies to develop adaptation strategies.

Morocco also got in on the action: Egypt and Morocco signed an MoU to collaborate on advancing water sustainability, according to a statement. The two countries will cooperate on harvesting flood and rain water, advancing technologies for processing agricultural wastewater, adapting to the climate impact on water resources, and establishing water facilities and desalination projects.

NUCLEAR-

Egypt + UAE team up on nuclear energy: The Emirates Nuclear Energy Corporation (ENEC) and Egypt’s Nuclear Power Plants Authority (NPPA) signed an MoU last week to set a framework for cooperating on advancing the use of nuclear energy.

Egypt’s nuclear ambitions are on a roll: Egypt joined the International Atomic Energy Agency’s convention on nuclear energy safety in September. Egypt has also been making strides since April of this year in the construction of its 4.8 GW nuclear power plant in Dabaa after the country’s nuclear regulator gave Russian state-run nuclear company Rosatom a construction permit for the plant’s third reactor.

WASTE MANAGEMENT-

Beeah takes charge of waste management at the administrative capital: The UAE's Bee'ah signed an agreement with the Administrative Capital for Urban Development (ACUD) to develop waste management infrastructure in the country’s new administrative capital with the aim of diverting 80% of waste away from landfills.

BLUE ECONOMY-

Egypt to join Blue Med Partnership: Egypt inked a letter of intent last week to join the Blue Mediterranean Partnership (BMP) — a vehicle that aims to mobilize funds and technical assistance for the southern Mediterranean region’s blue economy. The BMP will kick off operations early 2024.

What is Blue Med? The initiative was launched jointly by Cyprus, Croatia, France, Greece, Italy, Malta, Portugal, Slovenia, and Spain in 2014 with the support of the European Commission. Now endorsed by all of the EU, the initiative aims to drive cooperation across both sides of the Mediterranean, focusing on the blue economy — a sector that aims to preserve marine and freshwater environments while using them to push sustainable economic growth.

COP28 draft text skips out on a full fossil fuel phaseout: The highly anticipated draft of the COP28 Global Stocktake delivered a range of global targets to reduce greenhouse gas emissions worldwide, but it fell short of including the “phaseout” or “phase down” of fossil fuels. Rather than deliver the awaited goal to phase out of fossil fuels, the draft text stated that fossil fuel production and consumption is to be reduced by 2050 in line with “scientific advice,” avoiding any mention of the contentious “phaseout” language despite being called for by over 80 countries. IT WAS A BIG WEEK FOR ELSEWEDY-

Elsewedy kept busy at COP28, with its subsidiaries signing several agreements on the sidelines of the climate summit last week, handing out land plots across industrial complexes and agreeing to boost renewables in Indonesia.

#1- Futurefert + Elsewedy:Futurefert, the fertilizer manufacturing arm of UAE-based SharkiaGroup, plans to set up a USD 50 mn fertilizer complex in Elsewedy’s Sokhna 360 industrial zone, targeting to produce 300k tons of fertilizers a year during the initial phase.

#2- Jushi + Elsewedy: Chinese fiberglass manufacturer Jushi will invest USD 8 mn to expand its factory in China’s TEDA trade zone after it was awarded a 60k-sqm plot by Elsewedy Industrial Development. Earlier this year, Jushi inaugurated a new USD 320 mn production line at its factory, pushing its production capacity to 350k tons a year.

#3- Indonesian gov’t x Elsewedy: The Indonesian government has inked an MoU with Elsewedy Electric to help link its renewable energy generators with the national electricity grid.

Majid Al Futtaim + Engazaat: Local independent power and water producer Engazaat has signed an agreement with UAE-based retail conglomerate Majid Al Futtaim (MAF) to install solar panels at four malls run by the latter, namely, Mall of Egypt, City Centre Maadi, and City Centre Alexandria in Egypt, as well as City Centre Beirut in Lebanon. Under the design, finance, build, own, and operate contract, Engazaat will supply MAF’s malls with more than 20 MW of solar power.
