WATCH THESE SPACES-

#1- Eight more green hydrogen agreements in the works? Eight industry players have expressed interest in setting up green hydrogen plants in Egypt, and MoUs are soon expected to be signed, Suez Canal Economic Zone (SCZone) CEO Walid Gamal El Din told CNBC Arabia (watch, runtime: 5:06). Gamal El Din didn’t provide any details about which companies could be involved or when agreements could be signed.

We already signed a spate of agreements last year, including nine frameworkagreements and another seven MoUs for green hydrogen plants and ammonia facilities in the SCZone. Most recently, China Energy earlier this month said that it could begin working on its USD 5.1 bn plant as soon as May. We haven’t heard much on the other proposed projects, though we’re hoping the release of the government’s long-awaited green hydrogen strategy may push some of them forward.


#2- More golden licenses coming? The General Authority for Freezones and Investment (GAFI) is looking into applications for golden licenses submitted by 40 companies, GAFI head Hossam Heiba told Al Arabiya. The authority has so far awarded 13 golden licenses to projects including a USD 5.5 bn green ammonia plant in Ain Sokhna and an EGP 8.8 bn home and electrical appliances manufacturing and assembly facility in Menoufia.

REMEMBER- Golden licenses fast-track new industrial and infrastructure projects. Also known as “single approval licenses,” they allow investors to require only one approval that covers everything from establishing the project, land allocation and building licensing, through to operation and management.


#3- The Industrial Development Authority (IDA) is preparing to allocate new industrial land as soon as next month, IDA head Mohamed Abdel Karim told Al Borsa. The authority is currently studying some 500 requests for industrial land from local and foreign investors, he said.

REMEMBER- The government is moving to a new online land allocation system that allows developers to purchase and resell land, instead of the previous system which allocated land directly to companies.

DEBT WATCH-

Egypt is scheduled to repay more than USD 5 bn in central bank deposits to Kuwait and the UAE over the next six months. Half of the USD 4 bn deposited at the Central Bank of Egypt (CBE) by Kuwait matures in April, while the remaining USD 2 bn will now come due in September after the Gulf state agreed to extend the maturity last year, according to the CBE’s latest external position report (pdf). Meanwhile, USD 1 bn is due to be paid to the UAE in July as well as some of a USD 2 bn deposit next month.

SOUND SMART- We expect Gulf countries to roll over their deposits ahead of the repayment deadlines. Arab countries currently have USD 28.2 bn in short- and long-term deposits at the central bank. Almost half of this is money deposited by Saudi Arabia, the UAE and Qatar last year to shore up Egypt’s reserves following the outbreak of war in Ukraine. KSA’s long-term USD 5 bn deposit doesn’t come due until October 2026, and we’re set to gradually repay USD 5.7 bn to the UAE.

DATA POINT-

Users have transferred some EGP 112.7 bn through InstaPay over the last year, according to a Central Bank of Egypt infographic(pdf). The digital payment app — think of it as Egypt’s answer to Venmo — was used to make 20.3 mn transactions and now has 2.2 mn users, it said.

The central bank wants to see usage expand: The CBE recently increased the limits on single, daily and monthly transactions in response to growing demand. Users can now transfer up to EGP 70k in one go and can send a maximum of EGP 120k per day and EGP 400k per month.InstaPay has zero transaction fees through the end of 2023.

FROM THE RUMOR MILL-

Abu Dhabi Ports (ADP) wants to invest some EUR 500 mn to develop Egypt’s river transport infrastructure, Al Borsa reported yesterday, citing sources it said were familiar with the matter. The capital spend would fund new fuel stations for barges, developing river boats, and bringing amphibious buses to Egypt, according to the newspaper’s sources. ADP already has a foot in the local river transport business, having signed an agreement to manage and operate a port in Minya.

Egypt wants to harness the private sector to develop its river transport infrastructure, last year passing legislation that modernizes river transport regulations, allowing the River Transport Authority to bring more private sector companies into the sector.

HAPPENING TODAY-

EU Vice-President Margaritis Schinas is in Egypt until Tuesday, 28 March to discuss skills, education and migration. Schinas, who arrived yesterday, will today meet with Education Minister Reda Hegazy after holding talks with Foreign Minister Sameh Shoukry and Manpower Minister Hassan Shehata yesterday.

Climate talks are happening in Luxor: The committee set up to continue discussions on the landmark loss and damage fund agreed at last year’s COP27 summit will hold its first meeting in Luxor today through to Wednesday. Representatives from 33 developing and developed countries are attending the talks, which will be led by Egypt’s lead climate negotiator, Amb. Mohamed Nasr.

On the Senate agenda:

  • The Economic and Financial Affairs Committee will discuss the impact of the real estate tax on industry and investments;
  • The Energy and Environment Committee will review progress on establishing green hydrogen projects at the Suez Canal Economic Zone;
  • The Agriculture Committee will discuss the high cost of agricultural credit and its impact on farmers;
  • The Youth and Sports Committee will hold a session focused on encouraging young people to set up SMEs;
  • The Defence and National Security Committee will continue reviewing the National Telecommunications Regulatory Authority’s efforts to fight cybercrime.

HAPPENING THIS WEEK-

It’s interest rate week: The Central Bank of Egypt will meet on Thursday to review interest rates. Six of seven analysts we polled expect the Monetary Policy Committee to hike rates by at least 200 bps as it tries to tamp down on inflation and boost FX liquidity amid continued pressure on the EGP.

We can expect to get our first proper look at the state’s spending plans for the coming fiscal year when the Finance Ministry delivers the draft FY 2023-2024 budget to the House of Representatives.

Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn will visit Cairo this Wednesday and Thursday for talks, the Cambodian foreign ministry said Friday. Sokhonn will visit Morocco on Monday and Tuesday before arriving in Egypt.

Israel’s political crisis deepens after Netanyahu fires defense minister:Israeli Prime Minister Benjamin Netanyahu has dismissed his defense minister a day after he called for a halt to the government’s controversial plans to overhaul the judiciary. The plans have triggered large-scale protests and caused divisions within the Israeli military, prompting the now ex-defense minister, Yoav Gallant, to describe them as a “clear, immediate and tangible threat to the security of the state.” His dismissal triggered fresh protests in Tel Aviv and Jerusalem, with protesters gathering outside Netanyahu’s residence, and Israel’s consul general in New York quit in protest.

The story is dominating the front pages of the foreign press this morning: AP | Reuters | Bloomberg | Financial Times | New York Times | Washington Post | | BBC | Wall Street Journal | CNN.

BANKING CRISIS- IMF chief warns of rising threats to financial stability: IMF Managing Director Kristalina Georgieva warned yesterday of increasing financial instability following the recent banking failures in the US and Europe. Speaking at a conference in Beijing, the IMF boss spoke of “exceptionally high” uncertainty driven by deglobalizing trends, and said that the medium-term forecast for the global economy will “remain weak.” Reuters, Bloomberg and the Financial Times all have the story.

FROM THE REGION- The Saudi and Iranian foreign ministers will meet during Ramadan, Saudi state news agency SPA said early this morning. The two sides agreed to the meeting following a phone call yesterday, according to the report. This comes a few weeks after the countries agreed to restore diplomatic ties and reopen embassies in a landmark agreement brokered by China.

MARKET WATCH-

It’s looking like it’s going to be another rocky week in the global markets, as concerns continue to mount over the health of the US and European banking systems following the collapse of three mid-sized US lenders earlier this month, Bloomberg writes in its week-ahead preview. The sell-off among European banks continued on Friday, with giant German lender Deutsche Bank particularly hard hit as traders look for the next weak link following UBS’s emergency takeover of Credit Suisse. Expect more volatility in stocks and bonds and for safe haven assets to be bid up, the news outlet writes.

Asian markets are mixed this morning “as banking sector stress lingers,” CNBC reports. Futures suggest European shares will open in the green (with the exception of France, which is being rocked by labor unrest). Wall Street and Bay Street also look set to post gains when trading opens later today.

CIRCLE YOUR CALENDAR-

The National Dialogue will kick off on Wednesday, 3 May, the dialogue’s board said in a statement yesterday. The dialogue was expected to kick off on 14 January, but was postponed after political parties failed to name their representatives to the sessions on time. The dialogue’s 19 subcommittees are set to meet 3-6 times per week to discuss around 122 issues in total, Dialogue General Coordinator Diaa Rashwan said earlier this year.

The dialogue’s first order of business: Reviewing National Elections Authority’s mandate to supervise elections, which is due to expire on 17 January 2024. The board of trustees said it will submit a draft law to the House, which if passed would see the NEA supervise next year’s presidential elections.

STC’s Giza Systems to spend up to USD 40 mn on acquisitions in 2023. PLUS: Al Baraka Bank + BdC’s Taly?

Giza Systems’ new Saudi owners are planning an acquisition drive: Giza Systems is looking to invest up to USD 40 mn to acquire new companies this year in the wake of its acquisition by Saudi data firm Solutions by STC. The company is looking to acquire stakes in three or four companies and is prepared to allocate USD 5-10 mn to each transaction, Al Mal quotes company CEO Osama Sorour as having said.

The targets: Giza Systems will target companies that have a significant presence in the Saudi market as well as an Egypt-based workforce, according to Sorour. The acquisitions will allow the company to recruit top talent at a lower cost than in KSA, particularly given the recent devaluation of the EGP, he added.

Remember: Giza Systems is under new management. Solutions by STC, a subsidiary of Saudi Telecom (STC), acquired an 89.5% stakein the company last October. Giza employs some 1k people across offices in Egypt, the Gulf, Africa, and the US and serves customers in 25 countries, according to its website.

Expansion plans: The company plans to invest an additional USD 100 mn by 2026 including USD 30-40 mn this year — to expand into other Gulf countries including Bahrain and Oman, according to Sorour. The investment would be financed by Egyptian or Saudi banks, he said. The company currently has offices in Riyadh, Dubai and Doha.

Giza Systems currently has a market share of 5–10% in Saudi Arabia, according to its estimates, and hopes to up that to 20% in the next three years. The business reported total consolidated revenues of USD 350 mn in 2022, and it aims to hit USD 450 mn in 2023, Sorour said.

AL BARAKA BANK EYEING TALY?

Does Al Baraka Bank want a piece of BdC’s Taly? Al Baraka Bank wants to acquire undisclosed shares in Banque du Caire’s digital paymentssubsidiary Taly and has tapped Elite Consultancy House to conduct a fair value study, Al Borsa reports, citing unnamed sources. Information about the size of investment and the timeline wasn’t disclosed.

Lawmakers in Egypt call for price controls on building materials amid soaring prices

Calls for price controls on building materials: Lawmakers have called on the government to introduce price controls on building materials amid a recent surge in prices. The cost of reinforced steel was selling at EGP 42k per ton, up 50% during March alone, while cement prices have hit a record EGP 4k per ton. “This astronomical rise has negatively impacted small contractors, with many of them being forced to close doors and lay off workers,” House Budget Committee member Samira El Gazzar said. “The government can intervene by setting obligatory prices for reinforced steel and cement and exercising tight control on the market,” he said.

No more anti-dumping duties? Ihab Mansour, deputy chair of the House Manpower Committee, blamed the inflation on price-gouging merchants, and called on the government to reconsider the anti-dumping duties it enforces on imported steel and cement in efforts to stabilize prices.

What’s next: The Senate will next month open a debate over the steel and cement and building materials markets. “The construction industry contributed 18.7% to GDP and should not be left a prey to monopolistic and greedy practices,” Senator Yasser El Hodeibi said.

Amazon Payment Services lands telecoms payments contract in Egypt

Amazon Payment Services has landed a contract to provide payment services for an Egyptian mobile network operator, with Banque Misr as the online payments acquirer, according to a press release (pdf). The agreement will see Amazon Payment Services process bills, subscription payments, and device purchases for the telecoms provider as well as offer installment payments to its customers through 10 Egyptian banks including Banque Misr.

REFRESHER- Amazon in 2020 rebranded Payfort to Amazon Payments Services after acquiring the UAE fintech startup as part of its 2017 acquisition of Souq.

Cherif Barakat succeeds Sherif Sousa as Aton’s Egypt country manager

Egypt-focused gold miner Aton Resources has appointed Cherif Barakat (LinkedIn) as its new Egypt country manager following Sherif Sousa’sresignation, the company said in a statement on Wednesday. Sousa, who had been in the position since March 2021, will step back from the company on 31 March “due to other commitments and personal reasons,” the company said. Interim company CEO Tonno Vahk (LinkedIn) will assume the position of general manager at the Egypt office.

Barakat has more than 20 years of experience at firms across the US, Europe, and Egypt. Prior to joining Aton, he founded Eastern Desert Gold in 2021 and before that held various positions at Exxon Mobil Corporation and Glover Park Group, as well as founding Acacia Consultants in 2011.

Archaeologists discover thousands of mummified ram heads in Egypt

New archaeological discoveries are leading the conversation on Egypt this morning: Some 2k mummified ram heads have been excavated by archaeologists at the temple of Ramses II in Abydos in Upper Egypt, the Tourism Ministry said Saturday. Rams were worshiped in Abydos during the Ptolemaic period and the heads are thought to have been left as offerings to Ramses II. Egypt to hike export subsidies almost 4x in FY 2023-2024. PLUS: Talgo, new capital finance hub

EXPORTS-

Gov’t to increase export subsidies next FY: The Madbouly government plans to up its spending on export subsidies to EGP 28-30 bn in FY 2023-2024 from EGP 8 bn for the current fiscal year, cabinet saidyesterday.

The new export subsidy program will kick off next year: Under the new program exporters will be able to get their payment within three months of submitting the required paperwork, the statement said.

REMEMBER- The government wrapped the fifth phase of the program in December, which saw the Export Development Fund disburse some EGP 9.7 bn in overdue subsidies. The fund has paid out a total EGP 42.5 bn in subsidy arrears.

MANUFACTURING-

#1- Spanish rail manufacturer Talgo could set up a rolling stock plant in Beni Suef, after the company signed a cooperation protocol with the Transport Ministry, according to a ministry statement, which did not include Information about the size of investment or the project timeline. The factory would produce 50 passenger trains as a first phase and another 50 in a second phase. Some 45% of the production inputs are set to be sourced locally, with that quota set to increase gradually, the statement says.

#2- Vacsera, India’s Serum launch vaccine production line: State-owned vaccine maker Vacsera and India’s Serum Institute have started operations at their first production line for Hepatitis B and pentavalent (AKA five-in-one) vaccines, the Health Ministry said in a statement. The line can produce 100 mn doses each year.

More to come: The two firms aim to produce some 300 mn doses a year of various vaccines by 2040, fulfilling 60% of demand for those jabs across Africa.

INVESTMENT-

Gulf consortium signs MoU for new capital finance hub: An Emirati consortium signed an MoU with the General Authority for Freezones and Investment (GAFI) to establish a finance hub in the new administrative capital, GAFI said last week. Under the memorandum, Promax Investments and Gulf Data International will study setting up the Cairo International Financial Center (CIFC), an area of the new capital that will house financial institutions.

AUTOMOTIVE-

The government’s car import scheme has brought in USD 307 mn since its launchin November, a fraction of the Finance Ministry’s USD 2.5 bn target, the ministry said Wednesday. Some 450 cars have so far been imported through the scheme, which seeks to help the country raise much-needed FX, the statement added.

Interest picking up? Some 3k Egyptian expats applied for the scheme on the day after the government tweaked the rules to make it more attractive, the statement reads. Applicants must submit their deposits before the initiative closes on 14 May, it adds.

TECH-

Germany’s Software AG opens Egypt office: Frankfurt-listed global tech firm Software AG has opened its first office in Egypt, the company said (pdf)yesterday. The company wants to double its operations in the local market in the next three years, including by working with the government to digitize services and on tech infrastructure in new cities, the statement reads. The company already works with firms in the local market, including in the telecoms, utilities, energy, banking, and manufacturing sectors, it adds.

DEBT WATCH-

ALC planning second securitization: The National Bank of Egypt’s Al Ahly Leasing and Factoring Company (ALC) wants to tap the securitization market with an EGP 1 bn bond sale in 4Q 2023, the company’s CEO, Tarek Kandil, reportedly told Al Mal. ALC made its first securitized bond sale last March through Al Ahly Pharos.

HEALTH CARE-

Egypt received another 2 mn Pfizer covid vaccines from eight European countries last week under the GAVI / Covax initiative, the Health Ministry said yesterday.

GREEN ENERGY-

Alcazar, Madkour partner on Egypt + Africa renewables projects: The UAE’s Alcazar Energyand Egypt-based Madkour Group have inked a partnership agreement to work together on renewable energy projects in Egypt and Africa, Al Mal reports. Information about potential projects and investments wasn’t disclosed.

Banking turmoil and recession fears weigh on global IPOs

Hopes for an IPO resurgence falter on financial turmoil: Global IPOs have raised just USD 19.7 bn so far in 2023 — 70% less than in the same period last year and the lowest since 2019, Bloomberg reports. A January equities rally propelled by China’s reopening and slower rate hikes had raised hopes for a revival of the IPO market, which struggled amid tighter conditions last year. Now, recession worries and turmoil in the banking sector have analysts predicting that IPO activity may not pick up again until markets stabilize and the picture on interest rates becomes clear. With the IPO pipeline blocked, private firms are instead raising funds through secondary offerings and convertible bonds, the business news outlet reports.

  • Money market funds in the United States saw USD 286 bn in inflows this month — their biggest month since 2020 — as investors pull their money from the troubled banking sector. (Financial Times)

More support to Egypt to curb migration possible, says EU’s Schinas

Illegal immigration tops discussions between Shoukry and EU VP Schinas: Foreign Minister Sameh Shoukry discussed illegal immigration and European investment in Egypt with EU Vice-President Margaritis Schinas during talks in Cairo yesterday, the Egyptian Foreign Ministry said in a statement. The EU is willing to increase support to Egypt to prevent illegal immigration across the Mediterranean, Schinas said. The EU last year handed Egypt’s coastguard a EUR 80 mn grant to clamp down on boats leaving its shores.

ALSO-Schinas met with Manpower Minister Hassan Shehata and Pope Tawadros II yesterday.

School’s not out, but summer camps are already on the cards: With Ramadan well underway and summer vacation just a few months away, organized parents might already be thinking about ways to keep younger family members entertained and engaged between the months of June and August. There are a range of educational, creative, and sports-focused summer camps available for children of varying ages this year in Egypt, including some that are returning for another year of operation, and others that are in the works for their first year in the market. We have a rundown of some options for budding fashion designers, scientists, or athletes to keep them engaged and learning throughout the summer vacation.

Good for the body: Beyond Egypt has been organizing summer camps since 2017, for children aged between four and 10-years-old. This summer, five-day camps will be held at schools in Tagamoa and 6 October between July and the first two weeks of August. Campers can choose to learn a new sport, picking from football, dodgeball, volleyball, frisbee, and basketball. Five days will be priced around EGP 1.8k and parents can make payments through installment plans of between six and 12 months.

And the mind: Beyond Egypt’s camps also include daily workshops, which bring together campers to discuss topics including emotional growth, wellbeing, or digital addiction with coaches. The workshops start with a 10-minute introduction to the topic followed by a time for sharing.

For the adventurous: WellSpring has a variety of day and overnight camps planned for the summer, introducing campers to new skills and activities. Day camps for children aged from four to 12 years old will be held in New Cairo and New Giza. WellSpring provides two overnight camps — iCity Camp and Boca Adventure Camp. iCity caters to 8 to 10-year-olds and will be held at the Mountain View Club in New Cairo, while the Boca Adventure Camp will be held for 11 to 13-year-olds in Sahel. WellSpring’s Youth Development Program Camp for 14 to 17-year-olds will be held at the Mountain View Club in Ras El Hekma with both day and overnight camps on offer. WellSpring is currently giving parents 70% off of their annual day camps pass, bringing the price to EGP 7k, and payments can be made in installments through EFG Hermes Holding’s consumer finance platform valU. Camp registration starts this Thursday, 30 March.

Lego-based learning: Snapology of Egypt will host hands-on educational summer camps this year that use lego to help students delve into STEAM (Science, Tech, Engineering, Arts and Math) subjects. All programs are guided by an experienced Snapologist and campers will learn teamwork, communication, and creative problem solving to create structures, robots and machines. Camps will be split into two age groups — one group for four- and seven-year-olds, and a second group for children aged 8+ — and students can be signed up weekly for either half or full days. The camp does not have any requirements for prior educational experience and caters to children with special needs, including ADHD and dyslexia.

The dates of Snapology’s camps have not yet been announced. Parents can expect that half days will cost EGP 1.5k a week and full days EGP 2.6k a week. One time attendance is also available at a lower price. The camps will take place at Almaza in Heliopolis and Arkan Mall in Sheikh Zayed.

Inclusive camps: Bridges Academy helps children with special needs engage through a variety of therapies including cognitive, speech, occupational, and fitness. This year the academy will host summer camps under the theme Fashion and Fun, with therapy sessions that engage art and music. While the camps are not yet announced they will be posted on Bridges Academy’s Facebook page in May and are expected to take place throughout the summer. Further camps are expected to be put on by special educational needs providers Hope Academy and Launch Egypt.

For those curious about the natural world: Animal lovers will be able to attend “edutainer”Nutty Scientist’s Zoo Camp to learn about different animal behaviors, their role in the food chain, and how we can protect them. Nutty Scientists also plan to host their Invent-O-Mania camp, investigating different creations from the past 400 years, their creators, and how their impact on the world. The camp’s applications are expected to open in May for children aged five to 11 years old, with the camp running for five days a week.

Create your own summer wardrobe: Budding designers can attend The Fashion Atelier, which will announce their June-August summer camps over the next month. Little ones can create their own clothes learning how to build a pattern design, cut fabric, and sew new outfits. The camp will be open for students aged six to 16 years old.
