Gov’t to pay another USD 1 bn in outstanding arrears to foreign oil and gas companies in March

Hello all you wonderful people, and welcome back to the work week. We have a packed issue for you today, so without further ado, let's jump into it.

THE BIG STORY TODAY

The government will pay out USD 1 bn of arrears owed to foreign energy companies early next month, a senior government official told EnterpriseAM earlier today. This will be followed up by the government settling all its debts to foreign energy companies operating out of Egypt by the end of the year, we were told. As a show of the government’s commitment to paying its dues to energy companies operating in Egypt, the payment should encourage energy players to deepen their investments in exploration and production, the source added.

It’s probably not a coincidence that the Egypt Energy Show will kick off tomorrow, with the government eagerly hoping to ink as many agreements as possible to further investment in the sector and up production to help close the gap between domestic supply and demand.

Remember: Following a costly few months of energy imports to bridge the gap between local production and demand, the Oil Ministry has been on a mission to start increasing local energy production starting in 2025. In addition to partially clearing arrears to international oil companies since the EGP float in March, the Oil Ministry is offering new incentives to energy players that include increasing production sharing ratios with foreign companies in exchange for new investments, enhancing exploration efforts, and increasing extraction rates with the aim of boosting local production.

THE BIG STORY ABROAD

Int’l headlines are a mixed bag today, with developments in Gaza and the Russia-Ukraine war sparring for top billing.

An Israeli airstrike in the southern Gaza strip killed three members of the area’s Hamas-run police force on Sunday, offering the latest test of the fragile ceasefire between Israel and Hamas, now in its fourth week. The strike, which was described by Hamas’ interior ministry as a violation of the ceasefire, came shortly after Israel received a shipment of MK-84 bombs that had initially been exported but then blocked by the Biden administration because of their devastating impact in dense urban areas.

Meanwhile, Russian and US officials are set to meet in Riyadh in the next several days to discuss plans to end the Russia-Ukraine war — notably without the participation of the Ukrainian side. Sources speaking to Reuters noted that the aim of the talks is to bring both Russian president Vladimir Putin and Ukrainian president Volodymyr Zelenskiy to the negotiating table with US president Donald Trump, with EU officials expected to be completely cut out of the negotiations.

  • A raft of proposals, agreements, and draft laws related to customs, renewables, and monetizing state assets passed in the cabinet’s weekly meeting, including a plan from the finance and investment ministries to improve the process of exporting and importing goods being passed in its bid to cut customs clearance times down from eight days to just two.

The Paris AI summit’s big takeaways

That’s a wrap on the annual AI Action Summit. The AI Action Summit — an annual conference gathering together a who’s who of global AI business elites and several high profile government officials — offered a series of sharp exchanges and diplomatic snubs, alongside a peek at what we can expect from tech regulation in the coming period, writes the Guardian. From US chiding of China, to Europe’s regulatory stance and Elon Musk’s looming absence, the conference’s third edition in Paris offered a reminder that AI isn’t just about algorithms — it’s also about power.

The US came first: US Vice President JD Vance made it clear that America won't let regulation slow down its quest for AI dominance. Vance criticized Europe’s regulatory frameworks and warned against partnerships with authoritarian regimes, clearly referring to China. With Beijing’s AI ambitions growing rapidly, Vance’s speech — coming just weeks after China’s DeepSeek model shook up the industry — confirmed that Washington’s determination to maintain its lead has only strengthened. The ultimate message? The US will chart its own AI path, with or without global consensus.

Global AI governance? Not so fast… Despite calls for international cooperation, the summit ended with key players refusing to sign the diplomatic declaration on “inclusive and sustainable” AI. The US and UK opted out, with Britain citing the document’s failure to address AI’s impact on national security. French president Emmanuel Macron didn’t hold back on capitalizing on the US’ recent “America First” rhetoric, using the opening ceremony to pitch Europe as a global AI hub and even taking a jab at the US’ fossil fuel dependence.

AI safety also took a backseat. While previous AI summits featured safety at the forefront, the Paris gathering saw focus shift toward economic competition. Leading researchers noted their unhappiness with this move, with Yoshua Bengio, a leading AI researcher, saying that “we have a mental block on the idea that there will be machines that are smarter than us” and Google DeepMind’s Demis Hassabis noting that concerns around AI safety “are not far-off or far-fetched, nor are they limited to one particular geography. They are global concerns that require focused, international cooperation.”

Still, environmental and labor concerns got their moment. Macron’s AI envoy — Anne Bouverot — described AI’s energy consumption as “unsustainable,” while UNI Global Union’s Christy Hoffman warned that AI could deepen economic inequality.

China extended an olive branch — sort of. China’ s AI advancements were a major topic at the summit, even without DeepSeek’s founder Liang Wenfeng in attendance. The country’s vice premier Zhang Guoqing emphasized China’s willingness to collaborate on AI security — despite significant skepticism, especially from Washington. Zhipu, a Chinese AI company at the event, made headlines by predicting AI could reach “consciousness” by 2030.

The Musk factor. Musk may have not attended, but he was very much there in spirit. A consortium led by Musk last week launched a near-USD 100 bn bid for OpenAI’s non-profit arm, forcing CEO Sam Altman to address the elephant in the room. “The company is not for sale,” Altman told reporters, adding Musk’s offer was probably just an attempt to “slow us down.” In a not-so-subtle dig, Altman commented that, “Probably his whole life is from a position of insecurity — I feel for the guy.”

Here's how it goes: The show follows Sarah Rowell (Betty Gilpin) and her son Devin (Preston Mota) as they trek across the lawless Utah Territory, desperate to reach Sarah’s husband. Along the way, they’re met with a dead guide, an unpredictable guide, bounty hunters, hostile Mormons, and a whole lot of gunfire.

But the real question is — what is Sarah's journey really about? Things get even more complicated when a bounty hunter appears hot on her trail seeking to claim the hefty reward for her capture. Let’s just say, peace and quiet are not part of the package.

It’s not for the faint of heart, or anyone looking for a lighthearted watch. This show is violent, bleak, and filled with enough tension to keep you on the edge of your seat. While there are no promises that anyone's getting out alive, the show is worth your time — the performances are what makes it worthwhile and the brutal survivalist drama will have you hooked from the first episode.

The race for the Nile League continues + two important English Premier League matches

Zamalek and Ahly are eyeing victory in the Egyptian Premier League. The battle for the top of the Nile League rages on as Zamalek goes head-to-head with Petrojet in the opening match of matchweek 14 at 4pm. The White Knights sit third with 26 points and aim to close in on league leaders Pyramids and arch-rivals Al Ahly, who will be playing Ismaily in an intense fixture later on in the evening at 7pm. The Red Devils are currently second with 29 points, just one point behind Pyramids, making their game a must-win encounter to keep the pressure on.

Over on Europe’s football pitches, Liverpool looks to extend their lead: Matchweek 25 of the English Premier League continues today with two other important matches. Liverpool will take on Wolves at 4pm, hoping to extend their four-point lead at the top after Arsenal cut the gap with a surprising victory over Leicester yesterday. Spurs and United, meanwhile, will kick off at 6:30pm, with both sides fighting to climb the table.

The Italians are also having quite the evening: In Serie A the race for the Scudetto is getting intense as Inter Milan takes on Juventus in matchweek 25 at 9:45pm. Inter sits second with 54 points, just two behind leaders Napoli, who dropped points in a 1-1 draw with Lazio. A victory tonight would see the Nerazzurri reclaim the top spot. As for Juventus, who currently sits fifth with 43 points, a victory would propel them into the top four on goal difference and keep their Champions League hopes alive.

A look into dark web kill lists

? Let’s step into some dark web contract killings, shall we? Hosted by tech journalist Carl Miller, Kill List is an investigative podcast that follows the discovery of a hitman-for-hire website containing a list of targets, complete with payment transactions, personal details, and murder instructions.

While this does sound like the premise of a Hollywood thriller, the episodes make it clear that these kill lists do in fact exist and the people on them are in some very real danger. Miller and Christ Monteiro — the IT expert who found the website— attempt to warn these potential victims and are surprised to find themselves met with skepticism from law enforcement.

How do you tell someone they're on a dark web kill list? Miller takes on the role of a messenger and deals with the psychological toll of delivering the news to these strangers, leading to the involvement of the FBI.

We get some insight into human nature through patterns that appear on the kill lists. Most of the targets are women listed by their ex-husbands and boyfriends, adding nightmarish betrayal to the already shocking case.

Henkel was founded in 1876 and today employs a diverse team of about 48k people worldwide, united by a strong corporate culture, shared values and a common purpose — "pioneers at heart for the good of generations.” Our business unit, Adhesive Technologies, is the global leader in the market for adhesives, sealants, and functional coatings. The company’s Consumer Brands segment also holds leading positions across multiple markets, especially in laundry, home care, and hair products.

Founded in 1992 as an extension of the German industrial and consumer goods giant, Henkel Egypt began by importing and distributing select products in the local market. Just a year later, it started local production of brands such as Pril, General, and Fa. Henkel has had a significant impact on the development of the manufacturing sector since entering the Egyptian market, with investments in infrastructure and modern technology amounting to approximately EUR 80 mn.

The company also directly employs around 500 people across three key business units — laundry and home care, beauty care and personal care, and adhesive technologies — with production centered at our renowned factory in Sixth of October City, which is considered one of the most advanced and largest facilities in the Middle East for detergents and home care products.

Over the past few years, we have successfully increased local sourcing from approximately 62% to 74%, and are working on steadily increasing this percentage. This aligns with Egypt's ambitious plans to boost exports and enhance the competitiveness of domestic manufacturing. Our focus on local sourcing not only contributes to Egypt’s economic development but also helps to ensure the sustainability of our operations.

The equation has evolved in recent months. Given the current economic landscape and the push for increased domestic production, we have been proactive in further strengthening our local sourcing capabilities. We've seen an improvement in the availability of high-quality local components. Additionally, we have focused on building closer relationships with our local suppliers, enabling greater flexibility and responsiveness. While we still rely on some imports for specialized components, our strategy remains centered on expanding local sourcing as much as possible to enhance our supply chain resilience.

Our primary focus is on achieving long-term economic sustainability and maintaining a competitive edge in the market. If we identify a local or international supplier offering superior financial terms or better overall value, we are always open to considering such options to optimize our supply chain. We continuously evaluate potential suppliers to ensure that we are getting the best possible solutions for our production needs.

We are actively working to position Egypt as a key export hub, especially within the African continent, which presents significant growth opportunities. In line with enhancing our production capabilities to support this vision, our goal is to increase our export volumes while maintaining a strong and sustainable presence in the local market, ensuring that we continue to meet the needs of Egyptian consumers.

Egypt’s manufacturing and export sector possesses numerous advantages that enhance companies' growth potential. Egypt’s strategic location — connecting Africa, the Middle East, and Europe — provides exceptional access to major global markets.   • Global metal manufacturing firm World Metal is investing EGP 100 mn to build a new factory aimed at doubling its production capacity, company CFO Amr Mostafa told Al Borsa. The facility is under construction in Abu Zaabal Industrial Zone in Qalyubia, and is set to be completed and operational in 2025.
