House passes Old Rent Act amendments in final vote

Good morning, friends, and happy weekend. We’ve got an extra day at our disposal this weekend, and we’d suggest using it wisely — P.S. Staying in and getting some rest is a wise choice as well.

If you find yourself heading up north, however, we have a few suggestions on pocket-friendly gadgets you might want to take with you. From life-saving battery packs to beach-friendly speakers, this week’s guide is all about keeping you powered, connected, and fully in the moment.

LAST WEEK IN 3 MINS-

House passes Old Rent Act amendments in final vote: The House of Representatives has given its final approval to controversial amendments to overhaul decades-old rent law, despite pushback from several MPs over the article setting a transitional period to vacate residential units.

The law sets a seven-year transitional period for residential units and five years for non-residential units rented by individuals. After the transition, tenants must vacate the property, with all old rent regulations scrapped at the end of the period.

“Old rent” will see steep increases in the transitional period:

  • Residential units in “premium” areas: 20x the current “old rent”, with a minimum of EGP 1k per month.
  • Residential units in “middle-income” areas: 10x current rents, minimum EGP 400.
  • Residential units in “lower-income” areas: 10x current rents, minimum EGP 250.
  • Non-residential units rented by individuals, the increase is set at 5x current rents.
  • Rents will continue to rise 15% each year throughout the transitional period, whether for residential or non-residential purposes.

WHAT'S NEXT- The bill will be passed to President Abdel Fattah El Sisi to sign into law.

IPO WATCH-

Bonyan to kick off IPO this Sunday: Real estate investment firm Bonyan is looking to raise EGP 1.8 bn through the sale of a 20–21.94% stake in its IPO, which will open for subscription on Sunday, 6 July, according to its IPO prospectus. The indicative price range has been set at EGP 4.96–5.44 per share, while the independent financial advisor has valued the stock at a fair value of EGP 7.52 a pop. Subscriptions for both the retail and institutional tranches will begin Sunday. The private placement will close on 10 July, while the retail offering will close on 15 July. The debut price will be announced on 11 July.

TAX-

VAT amendments approved: The House of Representatives gave its final approval to the government-drafted bill amending the VAT Law. The amendments will impose a 10% tax on crude oil, apply the standard 14% VAT to construction and contracting services, and raise taxes on cigarettes and alcoholic beverages, helping the government bring in an additional EGP 200 bn in tax revenues.

ECONOMY-

#1- The economy grew 4.8% in 3Q FY 2024-2025, more than doubling from the 2.2% recorded during the same period last year, marking its strongest quarterly performance in three years. Average growth for the first nine months of the fiscal year rose to 4.2% y-o-y, up from 2.4% y-o-y a year earlier.

#2- Fifth review postponed? The IMF is considering merging its fifth and sixth reviews for our USD 8 bn loan program due to slow progress on structural reforms, potentially delaying the next USD 1.2 bn disbursement by up to six months

ENERGY-

#1- Israeli natural gas exports to Egypt have increased to 650-750 mn cubic feet per day (mcf/d) starting this week. After Israel restarted Egypt-bound exports with the reopening of its Leviathan gas field on Wednesday, limited exports only amounted to less than 200 mcf/d and were expected to gradually rise to 850 mcf/d over the coming two months.

#2- No more electricity discounts for industry? The government will cancel five-year-oldelectricity price breaks for industry players on extra-high, high, and medium voltages starting 1 July. The move comes amid Egypt’s rising reliance on costly LNG imports that are pushing up the country’s import bill.

INVESTMENT-

#1- El Khatib’s time in Shanghai bears fruit: Chinese players, across sectors, expressed their interest in pouring fresh investments into the local market during meetings with Investment Minister Hassan El Khatib in Shanghai. Among these plans:

  • From textile players: Zhejiang Holding is planning to invest an initial USD 20 mn in Egypt’s garment and textile sector, while Jiangsu Haite Fashion wants to build a USD 20 mn garment factory.
  • Beyond textile: Stationery manufacturer Deli Group has requested additional land to expand its operations with a new paper printing machine production line.
  • In the energy sector: Zhongman Petroleum and Natural Gas Group discussed prospects in oil and gas exploration and drilling services. Longi Green Energy reviewed cooperation possibilities for solar panel manufacturing and renewable energy technology transfer.

#2- The Arab Organization for Industrialization (AOI) and China’s Xingaoyi Medical Equipment (XGY) will develop a USD 100 mn medical equipment factory. A new entity, the Arab-Chinese Medical Industries Company, will be established by both parties to manage their partnership and the construction of the factory.

WHAT’S HAPPENING NEXT WEEK-

Here are the key news triggers to keep your eyes on next week:

#1- Brics assemble. The annual Brics Summit is taking place on 6-7 July in Brazil’s Rio de Janeiro, marking the first time the bloc of nations has met since US President Donald Trump returned to the White House. Some of the Trump administration’s most punitive tariffs have been focused on Brics members; Trump even threatened tariffs of 100% or 150% if the bloc attempted to launch a common currency or undermine the USD’s status as the global reserve currency.

#2- Rate pause or a third consecutive cut? The central bank’s Monetary Policy Committee (MPC) is holding its fourth policy meeting of the year on Thursday, 10 July to review rates. The MPC cut interest rates by 100 bps in its last meeting.

#3- Is inflation still on the rise? The business community and policymakers will have their eyes on June’s inflation figures due on Thursday, 10 July after headline inflation ticked up for the third month running to 16.8% in May. Some analysts are already expecting inflation to rise again on the back of fuel price hikes.

#4- Fingers crossed for the non-oil private sector moving back into the green. S&P Global will release its PMI report measuring non-oil private sector activity for June on Sunday, 7 July. There’s reason to be hopeful, with the S&P’s last report showing the country’s headline figure for May rising to just 0.5 percentage points shy of the 50.0 mark threshold separating contraction from growth.

AROUND THE WORLD IN SEVEN DAYS-

US President Donald Trump’s “big, beautiful bill” is still getting plenty of play as the House races to vote ahead of Trump’s Friday deadline. House Speaker Mike Johnson said he expects the vote to take place later today, though many are still unhappy with the USD 3.4 tn deficit it adds to the US’ ballooning debt, while others are concerned about cuts to healthcare programs. The bill includes a trove of tax cuts, immigration measures, and a phase-out of clean energy subsidies. (Reuters | Bloomberg | Wall Street Journal | Financial Times)

CLOSER TO HOME- Israel has agreed to a proposal for a 60-day ceasefire in Gaza, Trump said. The ceasefire will be used as a period during which “we will work with all parties to end the war,” Trump said, while urging Hamas to accept the agreement, warning that “things will only get worse” if it does not. This comes ahead of Israeli Prime Minister Benjamin Netanyahu’s upcoming visit to Washington on Monday, and following an escalation of violence that has killed hundreds in the past day alone.

Hamas indicated that it is open to a ceasefire agreement with Israel but maintained its core demand for a complete end to the war in Gaza. The group is “ready and serious regarding reaching an agreement,” Hamas official Taher Al Nunu said, adding that it would “accept any initiative that clearly leads to the complete end to the war.”

AND- Israel’s attack on Tehran’s Evin Prison last week killed 71 people. The prison holds political prisoners and foreigners, marking a shift from Israel’s attacks on military and nuclear sites. Victims included administrative staff, military conscripts, detainees, visiting family members, and nearby residents.

And the US and G7 members agreed to create a “side-by-side solution” under which US companies would be exempt from parts of the global minimum tax agreement. In return, Washington will scrap a retaliatory tax provision in Trump’s tax and spending bill. The new “side-by-side” system recognizes existing US minimum tax laws and aims to stabilise the global tax framework. The agreement follows Trump’s January executive order withdrawing the US from the Biden-era global minimum tax deal and threatening retaliatory taxes on countries taxing US firms under the 2021 agreement.

At the Movies

F1 is a cinematic breath of fresh air

? Cinema breathes anew with F1. Following a somewhat disappointing Hollywood season, director Joseph Kosinski — the director behind Top Gun: Maverick and Oblivion — delivers a film that has revitalized theaters. Since its debut last week, F1 has dominated the box office in the US and most countries worldwide, receiving widespread acclaim from both audiences and critics alike. The film is produced by Apple Studios, Formula 1 icon and seven-time champion Lewis Hamilton, and Brad Pitt’s Plan B Entertainment.

Gearing up. F1 follows Sonny Hayes (Brad Pitt), a semi-retired Formula 1 driver in his 50s, whose passion towards the sport waned after a tragic accident while competing in an F1 race in the ‘90s. Hayes faded from the spotlight and spent his years settling for regular races.

A second chance. When Hayes’ old friend, Ruben (Javier Bardem), reaches out to offer him a spot on his F1 team, our protagonist takes him up on it. Ruben’s team hasn’t secured a single victory in three years, and if the team doesn’t secure one in one of the 9 upcoming races, it’s game over. To help his friend and his team avoid being torn apart by the board of directors, Sonny joins promising young driver Joshua Pearce (Damson Idris) on a mission to save the day.

Comedy, drama, romance, and thrills — F1 has it all. The two-and-a-half-hour-long film leaves no room for boredom. The characters are all well-written, well-rounded, and incredibly human — with their strengths and weaknesses getting equal time to shine. The cast did a stellar job bringing their characters to life, allowing audiences to mourn their defeats and cheer for their victories. The presence of many real-life F1 celebrities in pivotal scenes also added to the thrill of it all. The film’s crowning glory? Hans Zimmer’s soundtrack, which brought even more suspense to the film.

It’s a film for everyone. One of the film’s greatest strengths is how it tackles a deeply personal narrative in a way that attracts both Formula 1 fans and first-timers alike. Whether or not you’re a die-hard sports fan, you’ll get your money’s worth.

The bigger, the better. With stunning cinematography and real scenes that eschew any special effects, Kosinski makes it clear that this is a film meant to be watched on the biggest screen possible with the best possible sound system. Want the full experience? Watch it in IMAX.

The hardest thing in the world is to live only once

? One tear-jerker coming right up. Vietnamese-American poet, writer, and On Earth We’re Briefly Gorgeous author Ocean Vuong has mastered the art of writing in a manner so few can claim to have done. Vuong knows how to draw you in, keep you guessing, and strike when you least expect it. His debut novel On Earth We’re Briefly Gorgeous proved as much, and his second novel, The Emperor of Gladness, proves his first wasn’t just a lucky shot.

The emperor. In The Emperor of Gladness, we follow Hai, a 19-year old Vietnamese-American boy. Hai seems to have lost all hope in life, and we first meet him as he contemplates ending it all. When fate — manifested in the form of an 80-year-old Lithuanian woman called Grazina— stops him from making the jump, Hai wonders if perhaps there’s a way to turn his life around. After moving in with Grazina, Hai begins reflecting on his life, his dreams, what once was, and what may still be.

Fast food, slow read. As the 19-year old finds a job in a restaurant in his wreck of a small town — East Gladness — our cast of characters begins to make themselves known. This isn’t your average novel, however.

If you’re familiar with Ocean Vuong, you’ll know what’s coming. If you’re not, brace yourself. The Emperor of Gladness is quite different from Vuong’s debut — which was written in the form of a series of letters from son to illiterate mother. Yet, certain themes and glaring similarities persist. While the novel itself is not based on a true story, it draws heavily from Vuong’s own life. If you’ve read Vuong’s previous works, you’ll likely be able to tell where the novel is headed — or at least, who Hai is as a character might not come as a surprise.

Yet, The Emperor of Gladness still proves unputdownable. The novel is character-driven, and is poetic in nature. As much can be discerned from the very first chapter — one dedicated entirely to describing the all-but-abandoned town in which the story unfolds. Yet here’s the thing about Vuong, no matter how many descriptors he may use, none of them are filler. You might begin a paragraph and wonder where it’s taking you, only to have your jaw drop by the end of it. The novel discusses substance abuse, depression, the struggles of immigrants, and what family truly means.

This is a slow read, and one you’ll have to savor. If you’re looking for a fast-paced plot-driven read, Vuong’s second novel might not be for you. However, if a slow reading session with a cup of coffee in hand in a quiet corner sounds like a good time, you won’t want to miss out on The Emperor of Gladness.

Hot and Fresh Out of the Kitchen

Care for a trip to Nişantaşi, Turkey?

?When asked to name as many cuisines as possible, Turkish likely won’t be amongst the first few that come out of your mouth, but it should. Turkish cuisine feels familiar enough to remind you of home-cooked flavors, but also feels foreign enough to be exciting. Cairo-based Turkish restaurant Nişantaşi has artfully mastered that balance.

It’s like stepping into your grandmother’s vintage salon. Nişantaşi draws lots of inspiration from its namesake Turkish district; it’s classical, maximalist, and — perhaps most importantly — feels like home. The restaurant has two branches, one in Nasr City’s City Stars, and the other at Cairo Festival City Mall, with views of CFC’s Village fountain. We opted to visit the latter…a couple of times.

Be it breakfast, lunch, or dinner, this Turkish destination is ready to serve. Nişantaşi’s menu is expansive without feeling overwhelming, if you’re going for breakfast, the restaurant serves a mean shakshouka, spectacular simit, sojouk omelettes, and even croissants if you’re not feeling adventurous.

For our first visit, we ordered a little bit of everything off the breakfast menu, and discovered lots of hits, and barely any misses. The star of the show was the simit with scrambled eggs and spinach, which all but literally melted into our mouths. A subjective miss? The scrambled eggs were a little too basic, especially when compared to the rest of the breakfast offerings.

Now, for the encore. We returned a mere few hours later as curiosity began bubbling inside — if breakfast was this good, what would lunch look like? For round two, we got the the meze plate — complete with five different cold appetizers and dips — the Yaprak Sarma (stuffed vine leaves), Za’atar Pide (essentially a manouche), the Saç Kavurma (a tender beef stew), and a kebab sandwich. To put it simply, the plates were wiped clean.

Our humble verdict: The citrusy stuffed vine leaves disappeared almost immediately, followed by the Za’tar pide, which was hot and fresh to the point of tears (happy ones, that is.) Though our appetites had begun to wane, they were quickly reignited at the sight of the Saç Kavurma. The spice-riddled beef dish undoubtedly reigned supreme given its tenderness, and is one we’ll definitely be going back for. The sandwich did not disappoint either, yet once again paled in comparison.

WHAT TO LISTEN TO

It’s a very funny story…

?A surprisingly comedic history of the world. In BBC’s You’re Dead to Me, British historian and comedian Greg Jenner offers a new perspective on historical tales — one that combines academic depth with comedic wit. The podcast presents history in a manner that proves incredibly engaging. Jenner — who co-wrote and produced popular television series Horrible Histories — knows when to stay serious, and when to integrate humour.

Tales from all over the world. The podcast takes listeners on a journey across the world and through different eras; from ancient civilizations to marginalized figures and events absent from traditional narratives, such as the early days of football and the ancient British queen Boudica — who casually rebelled against the Roman empire. The podcast’s appeal lies in its dual structure — on one hand, Jenner the historian provides the facts, whereas Jenner the comedian comes prepared with the jokes. It’s this playful balance that makes the podcast accessible to wider audiences.

A bite into the history of chocolate. In one particular episode, the podcast dives into the history of chocolate, tracing its origins all the way back to when cocoa was currency, noting its status as a sacred drink amongst the Mayans and Aztecs. The episode then dissects the impact of colonialism on changing its production and consumption patterns, culminating in the emergence of the modern-day chocolate we all know and love. The episode features writer and journalist Alex Hutchinson and British novelist Richard Osman.
