Customs Authority to release imported passenger cars that violated gov’t rules

Good afternoon folks, and happy Wednesday. The presses are churning at a rapid clip this morning as regional M&A headlines and (even more) AI drama kick off your news and views roundup for today.

THE BIG STORY TODAY

#1- Gov’t to release all cars held at ports over ACI violations: The Egyptian Customs Authority is releasing passenger vehicles that have been held at ports for violating the registration rules of the Advanced Cargo Information (ACI) system, according to a decision by the authority yesterday. Owners of the cars must pay owed customs and fees plus up to EGP 10k in fines per vehicle to take advantage of the new policy.

Background: Cars had been piling up in Egypt’s ports over the past few months after the authorities refused to release cars whose owners had tried to dodge the ACI’s passenger car registration restrictions by registering their passenger cars under other categories.


#2- EFG Hermes-backed K-12 operator Spark Education Platform (SEP) inked definitive agreements to acquire a majority stake in Riyadh’s Qimam El Hayat International School, it said in a statement(pdf). No publicly available information has yet been released about the transaction size.

Remember: SEP is backed by the USD 300 mn Saudi Education Fund (SEF), which was launched in November 2024 by our friends at EFG Hermes. SEF plans to deploy its capital over the next three years, with a primary focus on the Kingdom, alongside its ventures in the UAE and Bahrain. The fund has previously acquired seven schools under the Britus Education brand, four of which are in the Kingdom.

What’s next? The move includes relocating the school to a new fit-for-purpose campus and boosting the K-12 institution’s student capacity by over 50%, including by adding two new buildings.

THE BIG STORY ABROAD

AI continues to dominate the int’l headlines this morning, with OpenAI claiming that it has evidence that Chinese AI upstart DeepSeek used OpenAI’s proprietary models to train DeepSeek’s newly released R1 model, the Financial Times reports.

The company behind ChatGPT has said that it has evidence that DeepSeek used “distillation” — a process by which a developer uses output from a large model to improve the performance of a smaller model — to develop DeepSeek R1, which surprised many with its sophistication despite a relatively low investment cost. While distillation is a common industry practice, using it to build one’s own model is a violation of ChatGPT’s terms of service, opening DeepSeek to claims that it breached OpenAI’s intellectual property.

And over in India, dozens have been killed in a stampede at the Hindu Maha Kumbh festival in northern India this morning, Reuters reports, with authorities yet to officially confirm the full casualty count. The tragedy occurred as tens of mns gathered to bathe in what are considered sacred river waters on the most auspicious day of the six-week festival, this iteration of which only occurs once every 12 years.

What’s for dinner in the MENA region?

The results are in on the top spots to dine in our neck of the woods. Global gastronome 50 Best has released its annual ranking of MENA’s 50 Best Restaurants, receiving the stamp of approval from S.Pellegrino & Acqua Panna and Lavazza on its way out.

How did we fare? Khufu’s cracked the top five, being the only restaurant based outside of Dubai to do so. The restaurant boasts an unmatched view of the Giza Pyramids and reimagined local dishes.

Khufu’s is joined by six other Egyptian restaurants on the list, including Zooba in 21st place (up from 24th last year), Kazoku in 24th place (down from 12th), Sachi Cairo and Sachi Giza in 27th and 40th place respectively (the Cairo branch up from 33rd and the Giza branch down from 15th), Izakaya in 34th place (up from 30th), and newcomer to the list Reif Kushiyaki in 47th place.

Our seven restaurants made us the second most decorated city, following the undefeated Dubai with 19 eateries on the list. Dubai has consistently topped the rankings since 50 Best’s regional launch in 2022, with Orfali Bros Bistro, a catalog veteran, scoring the highest this year. Amman was hot on our heels with six restaurants mentioned — while we had a higher number of restaurants on the docket, Amman’s six offerings scored higher than our seven.

How do restaurants make the cut? 50 Best operates on a voting system much like The Oscars’ Academy, polling almost 1.1k constituents from 27 international regions — each with a panel of 40 voters —, all of whom are food experts. Each voter submits 10 restaurants that they must have visited at least once within the previous 18 months, with a maximum of 6 of the votes being located in the voter’s home region — members cannot vote for restaurants they own or have financial ties to. Consultancy firm Deloitte independently adjudicates the data.

ON THE TUBE TONIGHT

A poignant look at the aftermath of life under war

? Seeking refuge in the unknown. After starring in Capharnaüm — the film that received the Jury Prize at Cannes in 2018 — young Syrian refugee Zain Al Rafeea returns with his younger sister Riman to star in The Sand Castle alongside Nadine Labaki once again. This movie delivers a realistic and suspenseful glimpse into the horrors of war and how it impacts the children that live through it.

The plot: On a deserted island free of anything but a few bushes, we’re introduced to a family that has fled a war and is now stranded on an island seeking refuge. Consisting of a father, Nabil (Ziad Bakri), a mother, Yasmine (Nadine Labaki), and two siblings, Adam (Zain Al Rafeea) and Jana (Riman Al Rafeea), all of the family’s hope lies in a ship passing or help arriving to rescue them. As Nabil and Yasmine attempt to use the lighthouse’s lamp and radio to secure help, Adam is left wallowing in despair while imaginative Jana conjures up a monster waiting to swallow anything that dares come close to the water.

As the events begin to unfold, the line between reality and imagination becomes increasingly blurry. We see the story through the eyes of two children who are witnessing their family exchange the horror of the war for the horror of the sea — all in search of survival. The film’s many poetic moments bring this home, as when Nabil says, “When your family is taken from you, when your voice is taken from you, your dignity… everything you ever fought for. Nothing remains but the sea.”

The movie is visually captivating and the actors all give emotional performances — especially Riman, who manages to convey all the emotions that an exhausted and dejected child might feel with just her eyes. While some critics have argued that the plot is too complex and not sufficiently entertaining, this complexity mimics real life with all its painful details — highlighting the suffering that children endure in such circumstances. The Sand Castle offers a glimpse at a struggle that those who haven’t lived won’t recognize — but one that thousands of people experience every day, whether they remain in the midst of war or are dealing with its haunting memory.

An action-packed end to the Champions League’s group stage

The football world is on the edge of its seat as Europe gears up for an intense night of matches at 10pm, with 18 simultaneous kickoffs marking the grand finale of the Champions League’s group phase.

A game-changing format is shaking up UEFA: The competition is operating on a whole newsystem this year, with the group stage seeing 36 teams battling it out without first being drawn into groups. Instead, each team plays eight matches — four at home, four away — randomly sorted by the draw.

The top eight teams at the end of this round punch their ticket straight to the round of 16. Meanwhile, those finishing between 9th and 24th place have to fight through a two-legged playoff for the remaining spots. The bottom eight? They pack their bags and wave goodbye to Europe.

It’s time for the country’s largest book fair. The Cairo International Book Fair is back for its 56th edition till Wednesday, 5 February. The event will take place at the Egypt International Exhibition and Convention Center in New Cairo, and will host guests of honor that include the Sultanate of Oman, scientists and artist Ahmed Mostageer, and author Fatma Elmadoul.

The ultimate gaming event in Egypt is here. Gamergy Egypt will feature live competitions, immersive experiences, and activities to bring together gaming fans of all ages.
