Gov’t announces EGP 30 bn industrial initiative

Good afternoon all you wonderful people, and happy Sunday. Read on for all the latest on a new EGP 30 bn initiative for local manufacturers, a deadly plane crash in South Korea, and all the recs you never knew you needed.

Banks will be closed on Wednesday, 1 January, to mark the end of their fiscal year, and will return to work on Thursday, 2 January, the Central Bank of Egypt said in a statement today.

THE BIG STORY TODAY

#1- A new EGP 30 bn initiative for local manufacturers: As we wrap up the year and look back at the government efforts to support the local industries, the industry and finance ministries have announced the launch of the first phase of a new EGP 30 bn initiative to support companies in priority industrial sectors, according to an Industry Ministry statement.

The beneficiaries: The initiative targets the pharmaceutical, food, engineering, chemical, ready-made garment, spinning and weaving, mining, and building materials sectors, and gives priority to border governorates, Upper Egypt, southern Giza, Port Said, Ismailia, and Suez (east of the Suez Canal).

A slew of incentives: The initiative provides beneficiaries with a subsidized interest rate of 15% for five years from the start date of the initiative, with a maximum financing limit of EGP 75 mn per client or a total of EGP 100 mn for related entities. It also provides additional interest rate reductions as local value-added increases or when projects introduce industrial activities that are not available locally and can reduce imports.

#2- Al Ahly Capital Holding now owns 97.6% of Easy Lease, after the National Bank of Egypt’s investment arm acquired an additional 93.1 mn shares — equivalent to a 46.6% stake — of the local financial leasing services provider from Elsewedy Capital for an undisclosed value, according to a statement (pdf). The share increase comes after the company acquired a 51% stake in Easy Lease back in April.

Behind the acquisition: NBE said the acquisition came under its strategy to develop Easy Lease’s finance portfolio and add new financial services, as it aims to strengthen the non-banking financial sector’s role in supporting businesses.

THE BIG STORY ABROAD

A South Korean passenger jet crashed this morning at Muan International Airport, leaving at least 174 dead in one of the country’s worst aviation disasters. The Jeju Air flight, en route from Bangkok with 181 onboard, was unable to deploy its landing gear, hitting a wall and erupting into fire. While two crew members made it out alive, the vast majority of passengers, mostly South Korean citizens, are feared to have died. The aircraft — a 15-year old Boeing 737-800 — was flown by a seasoned pilot and had a strong maintenance record, according to Jeju Air. (The Financial Times | Reuters)

The hegemony of English

Is English changing the way we think? With an estimated 1 in 5 people around the world now speaking English, the language has become the most widely used language in human history, The New Yorker writes. But what impact could English’s ever-expanding use have on the way we think, learn, and communicate?

The language’s position as the world’s lingua franca has long been controversial: The spread of English has long been accompanied by concerns about the loss of various other identities — particularly given that the language’s concepts are intimately tied to a particular anglicized Western culture and history of Western colonialism.

These concerns have not abated even as the exigencies of the global economy have increasingly mandated its learning and use,with English’s benefits — particularly in terms of employment — coming to pragmatically outweigh its more negative implications. Even France, long the most outspoken critic of English’s growing dominance, has in recent years mulled bringing English-medium classes into French universities, after many years of resisting the trend’s expansion in Europe.

English has had some advocates, however: Indian activists have promoted English learning and use among India’s Dalits — also known as “untouchables” — as a countermeasure against longtime discrimination against the group, which they say is embedded in Indian languages. Advocates hope that English’s high status in the country will afford Dalits greater respect and self-confidence, with prominent Dalit writer Chandra Bhan Prasad writing, “learning English has become the greatest mass movement the world has ever seen.”

Yet the question remains — what are the cognitive implications of English’s dominance? Much of the concern around the impact of English use on thought can be traced back to early linguists who theorized a direct relationship between speech and thought. The vestiges of these theories form the basis of claims that if a given language is particularly gendered, speakers are more likely to think in misogynistic terms, or if a language lacks a future tense, speakers will have no conception of the future.

These theories have largely been debunked, with academics like Stephen Pinker pointing out that common human experiences, like inventing new words for existing concepts, provide arguments against the idea that language always precedes thought. Yet language has also been shown to nudge — if not force — us in particular directions, with studies showing the vast array of ways in which different language speakers conceptualize space and time — with significant implications for what things we focus on and how we describe our world.

Despite its widespread adoption, the language is far from unitary. As English has traveled, it hasn’t stayed the same — local reworkings have integrated the language into the cultures to which it has spread, shaping it in turn. The proliferation of local twists on English around the world would seem to indicate that it’s not just speaking that shapes thinking, but thinking that shapes speaking as well.

ON THE TUBE TONIGHT

Squid Game 2.0

? Squid Game is back. After a three-year wait, the hit show about life-or-death games is back for its second season. Fans will be happy to learn that the thrill of the competition is still there, with new, dynamic players thrown into the mix.

The games are still the highlight, with an added twist that allows players to vote on whether or not to continue after each round — increasing tensions and reshaping alliances. We’re introduced to new characters’ compelling backstories, which heightens the emotional and psychological stakes.

Gi-hun (Lee Jung-jae) returns following his Emmy-worthy performance in season 1. He’s back in the games again, haunted by his experience and eager to investigate the organizers.

The sub-plots weaken the impact. Potentially intriguing storylines like that of the frontman (Lee Byung-hun) — who’s torn between his duty and his personal motives — could have strengthened the plot, but instead felt underdeveloped and disconnected from the main thrust of the season.

The shock factor is also gone. We knew it was going to be hard for this season to match the impact of the original since the audience has already become familiar with the show’s blood-filled games and dystopian universe. Nevertheless, for those that enjoyed the original, you’re likely to get much more of the same the second time around.

Napoli goes for gold

Today in the Egyptian Premier League: The seventh round of the competition opens tonight with a meeting between Haras El Hodood and El Geish at 5pm, before Zamalek and Al Ittihad Alexandria face off at 8pm.

The English Premier League hits its midpoint: The Premier League’s 19th round, which kicks off today and runs through New Years Day, will see the curtain fall on the first half of the 2024-25 season.

Man City will open the round with an away match at Leicester at 4:30pm, but the real match to watch will be West Ham vs. Liverpool at 7:15pm. Man City, the league’s reigning champion across the previous four seasons, hopes to reverse a poor run that has seen the team earn only five points since the beginning of November. Liverpool, on the other hand, is riding a wave of positive results, leading the league by six points over Arsenal despite having played one fewer game.

The rest of the league’s matches air at 5pm:

  • Tottenham vs. Wolves
  • Everton vs. Nottingham Forest
  • Crystal Palace vs. Southampton
  • Fulham vs. Bournemouth

And over in Serie A: Napoli is eying the top spot in the Italian league as the team hosts Venezia as part of matchday 18 at 4pm. Napoli, which claimed the scudetto two seasons ago, needs a win to beat out Inter and close on leaders Atalanta, with Inter holding one game in hand. Meanwhile, Juventus, in sixth place, faces Fiorentina at 7pm. Both teams are tied with 31 points, with Fiorentina ahead on goal difference.

A classic showdown between Milan and Roma: AC Milan hosts Roma at 9:45pm in a matchup that continues to hold its allure despite both teams being far from the top of the table. The Rossoneri sit in eighth position with 26 points, while the Giallorossi are eleventh with 19 points.

What the markets are doing on 29 December 2024

The EGX30 fell 1.2% at today’s close on turnover of EGP 2.3 bn (42.4% below the 90-day average). Local investors were the sole net buyers. The index is up 18.9% YTD.

In the green: GB Corp (+4.1%), Palm Hills Development (+3.2%), and Ezz Steel (+2.2%).

In the red: Beltone Holding (-3.4%), Eastern Company (-3.1%), and Elsewedy Electric (-2.4%).

How Egypt’s industrial sector fared in 2024: Part II

How the government aided industry growth in 2024? In part I, we explored the challenges that hindered Egypt’s industrial sector, and slowed down the government’s strategy to accelerate growth. In part II of this series we’ll dive into how the government has actively supported the sector, aiming to turn Egypt into a regional industrial hub.

Shifting the industrial landscape: The new cabinet brought in a game-changing shift by separating the industrial portfolio from that of trade — a key request of industry players. Meanwhile, the reinstated Investment Ministry now oversees trade alongside local and foreign investment initiatives. This restructuring also introduced Kamel El Wazir as deputy prime minister for industrial development and industry and transport minister.

The new gov’t lays out a plan: Under its revamped agenda, the government has committed to a national strategy targeting industrial and trade competitiveness. It marked key objectives, such as achieving annual industrial output growth of 31.2% by FY 2026-27, and boosting exports to USD 130 bn by 2026-27 and to USD 145 bn by 2030.

Streamlining administrative hurdles: One of the year’s standout reforms was eliminating the need to get approvals from 23 separate entities to set up an industrial facility, with the Industrial Development Authority (IDA) now the sole entity responsible for issuing approvals.

Reopening idle factories: Additionally, the government is mulling reopening 12k stalled factories, approving immediate reopenings and waiving accumulated penalties for previously operational facilities, a government source told EnterpriseAM.

Land allocation is key: One of the main challenges facing the new government in this vein was a limited availability of affordable, serviced industrial land plots, which the government sought to address through a commitment to offering some 10 mn sqm of industrial land to investors under its plan to boost the sector in Sadat City, Borg El Arab, Sixth of October, Tenth of Ramadan, and Badr City. The IDA offered over 2.6k land plots in December, spanning 15.2 mn sqm across 37 industrial zones in 24 governorates in December.

Short on land plots? Not a problem anymore: The government has introduced verticalexpansion measures, allowing factories to construct additional floors to boost production capacity. This is proving especially useful in zones where new industrial land is limited. Meanwhile, the government is making strides in legalizing factories operating on agricultural land under the Building Reconciliation Act, a move that could ease pressure on industrial zones and create room for growth.

Cutting red tape virtually: To leverage digital transformation advantages, the government launched the new Egypt Digital Industrial Platform, allowing investors to book land, explore investment opportunities, and apply for permits — all via one online portal. The platform’s coming updates will integrate payment systems and licensing capabilities, cutting out the endless loops of traditional bureaucracy.

Financial incentives on the table: To sweeten the deal, the government has slashed the costof land application fees by 50% to EGP 2.5k and reduced reservation deposits to just 10% of the total land value. Investors no longer need to submit bank guarantees, and a simple project summary now replaces exhaustive feasibility studies.

Momentum builds locally and internationally: These reforms are paying off — with streamlined land allocation and golden licenses on the rise, Egypt has seen significant localization wins. The country’s first shipping container manufacturing plant is officially in the works, old aluminum foil factories are being revived, and local production of routers and mobile devices is scaling up. Combined, these efforts are poised to save us hundreds of mns of USD annually in imports while positioning Egypt as a manufacturing powerhouse.

The automotive sector experienced a serious growth in local production, with local auto player El Nasr Automotive resuming operations through a partnership with Al Safi Group. Auto feeder industries are also a key target of the government’s localization push, with the state this month releasing details on a raft of tire manufacturing projects as well as a new initiative to produce EV batteries.

Foreign appetite for the auto industries: As Egypt’s industrial landscape continues to evolve, foreign companies are increasingly eyeing local manufacturing opportunities, especially in the auto industry. Among the most significant moves is the plan by Al Mansour Automotive to build a new assembly plant for traditional and electric MG cars, in partnership with China’s state-owned automotive giant SAIC. Additionally, Nissan has announced its intention to invest USD 55.9 mn in the Egyptian market until 2026, while automotive player Kasrawy Group is preparing to open a new plant for Jetour vehicles.

Investors flock to renewables: The renewable energy sector has also attracted substantial foreign investment. Polish renewables player Hynfra is planning a USD 10.6 bn green ammonia plant in Egypt. Scatec, Fertiglobe, and Orascom Construction are progressing with their green hydrogen project, while another collaboration between Orascom Construction, Engie, and Toyota will soon add another 150 MW to their 500 MW wind farm in the Gulf of Suez.

Golden licenses as a key attraction: Turkish firm Beko began constructing a home appliance factory in 10th of Ramadan City with investments exceeding USD 100 mn, securing a golden license for the project. Balkan for Food Industries was also granted a golden license in November for the establishment of a new factory in New October City to produce tomato paste and other food products.

China has the lion’s share of fresh industrial investments in Egypt: China has been a dominant force in Egypt's industrial development, with the Suez Canal Economic Zone (SCZone) leading the charge. The SCZone in April signed 14 agreements with Chinese companies, paving the way for several projects in collaboration with local private-sector players. These projects include a USD 800 mn factory for fiberglass and polyester production by Chinese synthetic fiber manufacturer Xin Feng Ming Holding in the China-Egypt TEDA trade zone in Ain Sokhna. Meanwhile, CNG Egypt New Energy Glass, a subsidiary of China National Glass Holdings, has laid the foundation for a USD 300 mn glass production facility. This plant will feature a daily output of 1k tonnes of flat glass and 800 tonnes of photovoltaic glass.

Brics-managed NDB to play a part in the country’s industrial rise: Egypt is looking to secure a USD 1 bn — or its equivalent in another currency — soft loan from the Brics’ New Development Bank (NDB) by the beginning of 2025.

The gov’t capped 2024 off with a tax legislation overhaul: The government has introduced unprecedented tax relief measures as 2024 draws to a close, including 20 reforms aimed at resolving most of the industry’s long-standing investment challenges. The list features the resolution of tax disputes, a new tax regime for SMEs with annual revenues under EGP 15 mn, and the first-ever centralized clearance system, which will expedite payments to manufacturers by directly offsetting owed amounts against taxes and customs dues.

More pro-investment measures in the works: The Finance Ministry is gearing up to roll out another package of measures to spur investment in the country’s industrial sector, as told by Deputy Finance Minister for Tax Policies Sherif El Kilani. The new measures include exempting factories from property tax and streamlined customs processes to align with global best practices. The ministry is also reviewing temporary import permits to improve competitiveness.

The industrial sector looks set in 2025 to overcome challenges and seize new opportunities. In part III of this series, we will delve deeper into how these changes are shaping Egypt’s industrial future.
