The Russian president last week claimed that most of the wheat being exported by Ukraine is heading to developed countries, and threatened to intervene to direct more shipments to poorer nations in Africa and Asia. Turkey, which brokered the agreement between the warring countries with the UN, voiced support for Putin’s position.
