HAPPENING TODAY-

It’s the third and final day of the Airports Council International annual conference — better known as WAGA 2024 — in Riyadh. The day will kick off with an invitation-only session with the CEOs of Saudi-based Cluster 2, Riyadh Airports Company, Hermes Airport, Airports Company South Africa, and Delhi International Airport. Also, UK-based global travel data, and analytics provider Official Airline Guide — aka OAG — will release its aviation 2024 outlook report on the sidelines of the event. #1- Are CVC and ADIA also in talks to acquire DB Schenker’s logistics unit? A consortium led by CVC Capital Partners and Carlyle Group submitted a bid valuing the company at EUR 14 bn, and are in talks to partner with the Abu Dhabi Investment Authority (ADIA) and Singapore wealth fund GIC on the acquisition, sources told Bloomberg.

There’s a queue: European logistics giants DSV, AP Moeller-Maersk A/S and MSC have also made offers, the people said, but the consortium is reportedly more “aggressive” in terms of pricing. Abu Dhabi sovereign wealth fund ADQ was also reportedly vying for a bid, as was Saudi shipping firm Bahri.

#2- Saudi Ports Authority (Mawani) and Global Maritime Services Company have finalized the blueprint for a SAR 219 mn development at Globe Park in Jeddah Islamic Port, according to a statement. The project — spanning 135k sqm — will include container and cargo storage facilities and looks to provide integrated logistics services and boost the port’s competitiveness.

REMEMBER-Mawani recently inked an agreement with MSC logistics arm Medlog to establish a SAR 175 mn integrated logistics park at Jeddah Islamic Port for the handling and storage of empty containers. The 100k sqm hub will increase the volume of containers handled at the port to 2 mn TEUs over a ten-year period and introduce the use of alternative energy to curb emissions.

IN OTHER KSA NEWS- Saudi Arabia has promised Japan a steady supply of oil, Reuters reports, citing statements by Saudi Arabian Crown Prince Mohammed bin Salman to Japan’s Prime Minister Fumio Kishida. Japan counts on KSA to assume a primary role in maintaining stability in oil markets, including through additional production increases, Kishida said.

KSA and Japan also inked a slew of MoUs on Tuesday at the Saudi-Japan Vision 2030 business forum, spanning energy, manufacturing, and other sectors. “Saudi Arabia is Japan's biggest supplier of crude oil and one of the most important partners in terms of energy security,” Japanese industry minister Ken Saito said on the forum’s sidelines.

And IATA is heading to Riyadh: The International Air Transport Association (IATA) is looking to open a regional headquarters in Riyadh, IATA Africa and Middle East VP Kamil Al Awadhi told Asharq Al Awsat.The move comes as the body expects air traffic and passenger numbers in the Middle East to see a 4% to 6% bump this year compared to 2023, the outlet said.

#3- Advanced weapons held by Yemen’s Houthis can reach the Mediterranean, Bloomberg reports, citing an anonymous senior US defense official. Non strikes in the Mediterranean have been detected so far, the official added. It is also unclear whether the Iranian-backed group has the ability to hit moving vessels at such a range with successful strikes so far limited to waters nearby Yemen, the outlet said. The Houthis had said two weeks ago that they plan to expand the scope of their attacks “immediately” to target Israel-bound vessels in the Mediterranean.

#4- Flag states facilitating operations for Russia’s dark fleet are looking to bribe port states to sidestep detection, according to a Paris MoUstatement (pdf). Unnamed states have “attempted to conclude bilateral agreements with other port states to avoid detentions,” the statement said. The UN’s International Maritime Organization (IMO) adopted a resolution in December 2023 that looked to crack down on shadow fleet operations and called on port states to subject ships to “enhanced inspections” if they know these ships are taking measures to avoid detection.

MARKET WATCH-

#1- Oil prices continued to ease this morning as markets expect that persistent inflation in the US would delay interest rate cuts and stifle demand for oil, Reuters reports. Brent crude futures dipped 0.6% to USD 81.44 by 04.24 GMT, while US West Texas Intermediate (WTI) futures dropped 0.7% to USD 77.03, the newswire reports. Both benchmarks fell over 1% on Wednesday.

Russia’s crude exports rallied for the week ending 19 May, as the country switches out caps on oversea exports to “deeper” OPEC+ production cuts, Bloomberg said. Higher output from refineries which have recovered from damage caused by Ukranian drone strikes also boosted weekly export figures. OPEC+ oil ministers are set to convene on 1 June to discuss production policy, where Russia and other group members are expected to settle on whether voluntary production cuts will be extended into 3Q 2024, Bloomberg also said.

#2-Baltic index dips, yanked by drop in capesize rates: The Baltic Exchange’s dry bulk index — which tracks rates for the capesize, panamax, and supramax vessel segments — was down 0.97% to 1,829 points on Tuesday, as falls in capesize offset gains in the panamax subindex, Reuters reports. The larger capesize segment decline 1.96% to 2,655 points, while panamax surged 0.61% to 1,822 points. Meanwhile, the supramax index ticked down 0.72% to 1,382 points, the newswire said.

DATA POINTS-

UAE’s Ports, Customs, and Free Zone Corporation (PCFC) recorded a 105% y-o-y surge in bunkering licenses in 1Q 2024, according to a statement. The growth parallels Dubai’s improved maritime performance and efficiency, which saw a 3.4% increase in anchoring approvals and a 82% rise in ship towing operations.

Morocco’s airports saw a 26% y-o-y boost in air cargo to 30.7k tons in the first four months of 2024,Al Arabiya reports, citing figures from Morocco’s National Airports Office (ONDA). Passenger number rose 18% during the period to 9.52 mn passengers, the report said, citing Hespress.

GCC exports to the US spiked 20% y-o-y to USD 6.2 bn in 1Q 2024, according to US government data seen by Mubasher. The total value of GCC imports from the US also rose, hitting USD 12.25 bn, compared to USD 11.2 bn last year. KSA came in as GCC’s largest exporter to the US, exporting some USD 3.28 bn worth of goods in 1Q. Nevertheless, the Kingdom’s exports to the US were down 25% y-o-y.

Queen Alia International Airport (QAIA) handled 6.5k tons of air cargo in April, up 27.5% y-o-y, Petra reports, citing operator Airport International Group (AIG). Aircraft movements bumped down 6.3% during the period to 5.78k aircraft, while passenger numbers were also down 6.2% to 669.2k passengers, Petra said.

Cargo

SAL inks air cargo lease + development agreement for King Khaled Int’l Airport Cargo Village

SAL Saudi Logistics has signed an air cargo lease and development agreement from Riyadh Airports Co to lease a 90k sqm plot for 20 years at King Khaled International Airport’s Cargo Village, it said in a disclosure to Tadawul.

The financials: SAL will invest SAR 360 mn into the developments and pay a total of SAR 458 mn in rent over the entire period of the binding agreement or a 4-6.5% share of revenues, depending on which is higher, it said. SAL expects lease cost reductions to come in somewhere around SAR 500 mn throughout the set 20-year period.

REMEMBER- SAL Saudi Logistics handles nearly all of Saudi’s inbound and outbound air cargo. Earlier this year, the cargo firm said it will invest over SAR 12 mn to establish and develop a new cargo terminal at Madinah’s Prince Mohammed bin Abdulaziz International Airport. The terminal would help boost capacity and operational efficiency at the airport. The cargo terminal at King Fahd International Airport (KFIA) will also get an SAR 100 mn overhaul after SAL Saudi Logistics renegotiated its contract to run the Dammam Airports-owned facility in December.

It's not just air: Saudi Ports Authority (Mawani) and SAL also inked an agreement in November to build a logistics park at Jeddah Islamic Port.

IN OTHER AVIATION NEWS-

Saudi is set to launch a new national air carrier later this year as part of the country’s bid to establish links to 250 destinations worldwide by 2030,General Authority of Civil Aviation (GACA) Economic Policies and Logistics Services Executive Vice President Awad Al Sulami told Asharq Al Awsat. Studies are currently underway to determine the needs of Saudi’s aviation sector.

REMEMBER- An unnamed Saudi investor is also looking to kick off a new airline to boost the Kingdom’s links with Africa last month.

Saudi Cargo is moving headquarters: KSA’s Saudia Cargo has inked a 5-year strategic agreement with Saudi Technic to move its headquarters to Saudi Technic’s Maintenance, Repair and Overall (MRO) Village at Jeddah’s King Abdulaziz International Airport, according to a statement. The 6k sqm facility is scheduled to be operational by September 2025. The pair look to boost operational performance and cut down on costs by sharing the space.

Oman plans to open six new airports by 2028/2029 with design work kicking off this year, Chairman of Oman’s Civil Aviation Authority Nayef bin Ali Al Abri told Asharq Business. The move comes as Oman targets 50 mn passengers using its airports by 2040. The investment tickets for the new airports were not disclosed.

Microsoft + G42 will build a USD 1 bn data center in Kenya

US tech giant Microsoft and UAE AI outfit G42 will build a USD 1 bn geothermal-powered data center in Kenya, according to a statement. The data center is part of a comprehensive suite of digital investments in Kenya to accelerate digitalization and promote cloud computing and AI services in East Africa.

The details: The facility will be located in Olkaria and will be powered by renewable geothermal energy and water conservation technologies. G42 will offer access to Microsoft Azure through a new East Africa cloud region, expected to be up and running within two years of parties signing definitive agreements, Microsoft noted.

The letter of intent will be signed on Friday between Microsoft, G42, and Kenya’s Ministry of Information, Communication, and Digital Economy as part of Kenyan President William Ruto's visit to the US.

REMEMBER- Microsoft committed investments worth some USD 1.5 bn in G42 last month to position the UAE as a “global AI hub,” with a focus on expanding data center infrastructure in Central Asia and Africa.

Quality control and safety measures: The cloud region will operate as part of a “trusted data zone” based on global digital safety, privacy, and security standards, the tech giant said. Both parties will also ensure the nation has sufficient resources and technical assurance before the hub is complete.

G42 is all-in on Africa’s data infrastructure: The company inked an MoU with Kenya’s EcoCloud in March to establish a 100 MW data center powered by geothermal energy to promote the development of cloud computing and AI services in a bid to stimulate Kenya’s digital economy. It also signed an agreement with Mauritania's Digital Transformation, Innovation, and Modernization Ministry in mid-2023 to develop and improve the country’s national data center.

Dubai South + Aldar to build a Kuehne + Nagel logistics facility in Dubai

Dubai South + Aldar to develop facility for Kuehne + Nagel: Dubai South and Abu Dhabi-based real estate developer Al Dar Properties (Aldar) inked an agreement to develop a build-to-suit facility for Swiss-based logistics provider Kuehne+Nagel at Dubai South’s EZDubai e-commerce hub, according to a press release. The investment ticket for the agreement was not disclosed.

What we know: Slated for delivery in 2Q 2025, the facility will span an area of 22.9k sqm and provide third-party logistics services (3PL), goods handling services, office space, warehousing capabilities, and an amenities block, the statement notes. The facility will also leverage connections via a bonded logistics corridor to nearby Al Maktoum International Airport and Jebel Ali Port.

REMEMBER- Dubai South and Aldar formed a JV back in February to develop Grade A logistics facilities at Dubai South’s Logistics District. The facilities include developing build-to-lease and build-to-suit facilities for tenants including third-party logistics (3PL), e-commerce, and retail.

Aldar has big plans for UAE’s logistics sector: The developer earmarked AED 1 bn for logistics expansions in Abu Dhabi and Dubai in January. The developer acquired 7 Central Logistics Hub from steel supplier Seven Seas Steel Industries and an adjacent plot in the Dubai Investment Park. Aldar also plans to add 33k sqm of GLA to its 132 sqm Abu Dhabi Business Hub.

Tanger Med Port ranks among top 20 global container ports + King Abdul Aziz Port takes Port of the Year title

Morocco’s Tanger Med Port is among the top 20 container ports for 2023, ranking nineteenth worldwide, Le Monde reports, citing a yearly ranking by French maritime analyst firm Alphaliner. Tanger Med saw a 13.4% y-o-y growth in volumes in 2023, the outlet said, with the port handling some 8.6 mn TEUs throughout 2023, Morocco World News adds citing Tanger Med Port Authority. Tanger Med Port has benefitted from reroutes on the back of Red Sea disruptions, but is struggling with congestion.

King Abdul Aziz Port has been named Port of the Year at the ShipTek Awards’ 19th edition, according to a press release. The port received the award for making upgrades to its infrastructure, technologies, and port’s capabilities. These upgrades include increasing the port’s handling capacity to 7.5 mn TEUs, integrating technological advancements by partnering with STC, and investing SAR 1.2 bn in four integrated logistics parks.

The US-China trade war is pushing trade South

China-Mexico trade routes are attracting global shippers as Mexico overtakes China as the US’s largest exporter, Bloomberg reports. “It is probably the fastest growing trade on planet Earth right now,” says chief analyst at Oslo-based trade analyst firm Xeneta Peter Sand. Three new carriers were added this month to the trans-Pacific sea lanes that deliver electronics, auto parts, and machinery to Mexican ports. Shipping liners CMA CGM, MSC, and Orient Overseas Container Line all launched new routes between China and Mexico this month.

Circumventing US tariffs: Shipping between the two countries spiked in 2022 amid growing US-China tensions, with manufacturers focusing on final production in Mexico. US tariffs have doubled rates on Chinese-made semiconductors and marked up EVs by 102.5%. US tariffs on Chinese-made goods may be forcing imports to go via Mexico as a way of relabeling their origin.

The fallout: Ocean shipping rates from Asia to Mexico spiked 57% m-o-m to around USD 3.3k per 40-foot container last month, its highest rate since May last year, Bloomberg notes, citing Eternity Group Mexico’s EAX Index. Mexico’s Pacific ports, including Manzanillo and Lazaro Cardenas, are experiencing trade bottlenecks as activity continues to rise.

BACKGROUND- The White House launched a raft of tariff increases on USD 18 bn worth of Chinese imports last week that will begin taking effect partially on August 1. China struck back this week with the Commerce Ministry restricting US-based General Atomic Aeronautical Systems and General Dynamic Land Systems from import, export, and investment activities in China.

TRADE-

Morocco’s BCP + AfDB enter USD 70 mn trade financing agreement: Morocco’s Banque Centrale Populaire (BCP) and the African Development Bank (AfDB) have inked a USD 70 mn risk-sharing agreement (RSA) to boost trade across the continent and expand private sector financing, Morocco World News reports. Under the agreement, local African banks will be allocated an overall risk limit, allowing for greater financial inclusion for economic operations with a focus on SMEs. The initiative is set to encourage SMEs to engage in foreign trade and is expected to generate around USD 200 mn in trade.

Rising sea levels due to climate change risk disruptions to global oil trade

Chinese think tank warns of effects of rising sea levels on oil shipments: Rising sea levels could disrupt crude oil shipments and impact energy security in import-reliant countries, with many of the world's largest oil terminals at risk of flooding, Reuters reports, citing a report by think tank China Water Risk (CWR). Melting polar ice caps could “sink key oil ports and disrupt global oil trade, but also swamp coastal refineries and petrochemical facilities,” CWR reports.

What are the risks?Some of the world’s largest ports may become inoperable by 2050 due to rising sea levels, according to a separate report by Lloyd Register. A 2021 report by the Intergovernmental Panel on Climate Change predicts sea levels to rise by more than a meter. Ports in low-lying deltas and bunkering facilities are at risk with 12 out of the world’s top 15 tank terminals expected to be impacted by the one meter rise in sea level, CWR said.

Regional exports are in the line of fire: 42% of global crude exports from KSA, Russia, the US, and the UAE stand at risk, in addition to 45% of imports down the line to China, the US, South Korea, and the Netherlands. Japan and South Korea source three quarters of their oil imports from ports vulnerable to the one meter rise in sea level, with most of their receiving terminals also at risk, CWR added.

What can be done? The Global Maritime Trends 2050 report suggested that ports vulnerable to rises could create flood surge barriers. Holland built the Maeslant Barrier, which is a forward flood rise barrier that bears the full force of rising tides from the sea.
