TODAY: SAL’s IPO bookbuilding process kicks off today + new maritime port in Egypt?

Good morning, friends. We have a packed issue for you to start the week, with a lot of positive business news from across the region — especially from Saudi Arabia.

THE BIG LOGISTICS STORY- Saudi-based logistics company Sadr plans to build a USD 40 mn logistics center in the Industrial Gate City in Riyadh. Over in Jordan, we have news that the government plans to issue tenders for the development of a border crossing with Saudi Arabia in early 2024.

HAPPENING TODAY-

SAL Saudi Logistics Services’ IPO subscription period kicks off: The book building process for institutional investors to subscribe to 90% of the 30% stake of SAL that Saudia Arabian Airlines and Tarabot Air Cargo services plan to list on the Saudi Tadawul Exchange begins today and runs until 1 October, according to its prospectus (pdf). Retail investors’ book building process will kick off on 11 October to 13 October.

REMEMBER- The two shareholders will offer 24 mn shares in their subsidiary. SAL has been planning an IPO since at least 2021 where it had appointed HSBC Holdings as financial advisor at the time. The company got the greenlight to list a 30% stake in Tadawul from Saudi Arabia’s Capital Market Authority back in June.

Oman’s SalamAir halts flights to India: Omani budget carrier SalamAir is halting all its flight operations to and from India effective 1 October, the Times of Oman reports. The move includes the airline’s recently unveiled connections from the UAE’s Fujairah Airport to Jaipur, Lucknow, and Thiruvananthapuram in India. The airline reportedly cited a “limitation of flight rights allocation to India” as the reason behind the stoppage of Indian routes, according to an email sent by the airline to trade partners and picked up by the Omani outlet. Travelers holding bookings will be refunded, agents told Zawya.

Grain ship sets sail from Ukraine to Egypt: The Aroyat, a large ship loaded with 17.6k tonnes of Ukrainian wheat, has departed Chornomorsk port on the Black Sea and is bound for Egypt despite a de facto trade blockade by Russia, Reuters reported. This is the second of two big cargo vessels leaving the port this week via a humanitarian trade corridor. The first vessel was the much smaller Resilient Africa, which set sail on Tuesday carrying 3k tons of cargo. Five ships have already used the corridor, sailing along the coasts of Romania and Bulgaria.


WATCH THIS SPACE- Egypt is lining up a new port in Taba: Egypt has completed feasibility studies for a new maritime port in Taba, Sinai, Egypt’s Transport Minister Kamel El Wazir said during a phone-in on a late night talk show (watch, runtime: 5:41). Construction will begin on the new port soon, El Wazir said. The port is slated to become an important station in the Arab Trade Line logistics scheme, which will see cargoes hauled by ferries from Jordan’s Aqaba Port to Taba before being unloaded onto trains bound for El Arish and East Port Said, where they will be loaded onto container ships. The transit export initiative was developed upon calls from Jordan, El Wazir explained.

Also happening: A new passenger and freight railway line hugging Sinai and transiting Port Said, Bir El Abd, El Ferdan, El Arish, and Port Said, is slated to begin operations in early October, El Wazir added.

Dubai retains fifth spot in this year’s ISCD Index ranking: Dubai has maintained its ranking at number five in the International Shipping Centre Development (ISCD) Index Report for 2023 (pdf). The report, which is a collaboration between The Baltic Exchange for Trade and Shipping and Xinhua, placed Dubai as the only MENA port in the ranking’s top 10. Singapore, London, Shanghai, and Hong Kong took spots one through four in overall rankings.

Concerns grow over potential carbon leakage following the implementation of the EU’s emissions trading system: The European Sea Ports Organisation (ESPO) has raised concerns about the limited scope of the EU Emission Trading System (ETS), specifically the “transhipment clause,” which relates to emissions from ships calling at non-EU transhipment ports that are not directly subject to ETS charges, ESPO said in a press release. The port alliance also raised concerns that ships will find it cheaper to go to non-EU transhipment ports trying to evade high ETS charges. “One must realize that once evasion is established, and trading routes have changed, it will be very difficult to reverse the negative developments,” said ESPO Secretary General Isabelle Ryckbost.

The solution? Monitoring European ports should happen more frequently before ETS application dates to catch rerouting and evasion, which is already happening, according to ESPO.

Oman’s Duqm refinery completes start-up process: Oman’s Duqm refinery — a JV between the OQ Group and Kuwait Petroleum International — has wrapped up its inaugural procedures, and OQ aims to kick off full-scale operations by the end of the year, Reuters reports. “Significant progress has been made in the project's execution, with the start-up phase of the refinery now completed, marked by the production of high sulphur fuel oil (HSFO) – the first shipment of which has already been exported to the US,” OQ told Reuters. About 95k tonnes of HSFO from Duqm are en route to Corpus Christi, Texas. The refinery’s construction is more than 98% complete, with 65% of the commissioning process already accomplished.

DATA POINT - Alex Port sees uptick in ship traffic: Alexandria Port saw a 16% y-o-y increase in ship traffic in August, with 400 ships docking at the port, according to a statement by the Alexandria Port Authority. General cargo ships led the charge with a 33% y-o-y increase, while container ships rose 32% y-o-y.

MARKET WATCH-

Ru ssian oil producers send first CPC crude shipment to UAE: Two Russian firms — oil giant Lukoil and independent producer CenGeo — successfully supplied their first cargo shipments of CPC Blend crude to the UAE in August and September, according to traders who spoke with Reuters. Both companies are involved in the supply of CBC Blend, a grade predominantly produced in Kazakhstan and shipped to global markets through Russia’s Black Sea Port. The new export route comes as Moscow looks to find alternative markets for its oil amid sanctions from G7 countries since the start of war in Ukraine.

The Engineering Export Council of Egypt (EEC) will lead a trade mission consisting of 22 Egyptian companies to Iraq from 23 to 29 September. The delegation will tour Erbil and Baghdad. The participating companies, which operate across various sectors of the engineering industry, will be looking to secure export agreements with the Iraqi market.

Airline Economics Growth Frontiers Middle East & Africa kicked off yesterday and will run until tomorrow at the Ritz Carlton Dubai Beach Hotel in Dubai.The event will bring together lessors, manufacturers, banks, investors and law firms to discuss aviation finance and investment, according to Morgan Lewis.

The TMS Transportation and Climate Change Conference (TACCC) will kick off tomorrow in Abu Dhabi. The one-day event will gather industry leaders, experts, policymakers, and innovators together to discuss the climate-related challenges and actionable solutions that can guide us towards a sustainable future in the transport sector.

The Gulf-Iraq Business Forum is set to take pla ce in the UAE on 26 and 27 September. The forum will bring together key stakeholders, opinion leaders, and economic drivers to discuss bilateral cooperation and investment plans in the private and public sectors, as well as ways to enhance economic relations across several fields. The forum will also discuss economic obstacles and potential areas for development in Iraq and GCC countries, including potential areas for trade and investment.

A Saudi-Turkish Summit is scheduled to take place in Istanbul, Turkey on 8-12 October. Organized by the Türkiye Exporters Assembly in coordination with the Turkish Commerce Ministry, the summit will be attended by Turkish exporters and 70 members of Saudi Arabia’s Riyadh Chamber of Commerce. The participants will also include representatives from an array of sectors including food, non-ferrous metals, textiles, ready-made garments, chemicals, and furniture.

Shaping the Future of Shipping Summit , organized by the International Chamber of Shipping, will take place on 9 December in the UAE. The event will bring together government officials and leaders in energy, maritime, and all parts of the supply chain to discuss plans to address climate change and help transition the industry towards sustainability.

Sadr to open a USD 40 mn logistics complex in Riyadh’s Industrial Gate City

Saudi-based logistics company Sadr plans to build a USD 40 mn logistics center in Riyadh, according to a company disclosure on the Saudi Stock Exchange (Tadawul). The logistics complex — dubbed Sadr Park — will be built in the Industrial Gate City in Riyadh.

What we know: The complex — which is set to be financed through a mix of debt and self financing — will offer storage solutions to customers for refrigerated, frozen and dry storage, according to the disclosure The project will be developed by a group of contractors from both within and outside Saudi Arabia, the disclosure adds, without revealing who they are.

The timeline: Construction is set to begin on 1 October, with an expected completion date of 25 March 2025.

About Sadr: Sadr provides a wide range of logistics services, including equipping, renting and managing warehouses. It also offers services for manufacturing shelves, storage systems, manufacturing wooden pallets and iron industries.

Jordan to float tender for border crossing with KSA early next year

Jordan plans to issue tenders for the development of a border crossing with Saudi Arabia in early 2024, with construction set to begin in the first quarter of next year, Aqaba Development Corporation(ADC) CEO Hussein Al Safadi said at a presser, according to Jordanian daily Al Ghad. The developments, which will cost some JOD 22 mn, will be fully funded by the ADC, Al Safadi added.

The details: The upgrades were needed following an uptick in the volume of transiting goods and passengers between Haql on the Saudi side of the border and Aqaba, Al Safadi noted. The improved facility will also be in close proximity to Saudi Arabia’s Neom megaproject, ADC’s chief added.

Saudi’s Ajex expands into the US

S audi’s Ajex expands its global footprint into the US: Saudi logistics outfit Ajex Logistics Services is expanding its operations into the US market, according to a statement. The company has established offices in Atlanta and Dallas to provide air freight services for heavy weight shipments for customers in the US, the statement added.

Ajex’s target sectors: The company will cater to underserved markets including automotive, energy, and e-commerce, with shipments to Jeddah and Dammam, the statement said.

Part of an on-going global expansion: Last December, the firm launched two services in China — Ajex international e-commerce express and Ajex international express service — as part of the company’s efforts to support soaring demand for cross-border commerce. Ajex established these new services to support exports and imports between China and the Middle East region.

What they said: “We are thrilled to embark on this strategic expansion into the US, as it signifies a significant milestone for Ajex, [and] reinforces our commitment to supporting the growth of trade between Saudi Arabia and the world,” Ajex’s newly appointed general manager in the US John Martin said.

About the company: Founded in 2021, Ajex is a logistics and transportation joint venture between Ajlan & Bros Holding Group, a Saudi-based investment firm and SF Express, a leading Chinese logistics company provider. The firm offers expertise in Middle East commerce distribution, logistics and shipping solutions, with a strong presence in the UAE, Bahrain, and China.

Damietta Port’s second container terminal could see a USD 125 mn loan from the IFC

The International Fi nance Corporation (IFC) is expected to greenlight a USD 125 mn loan for the construction of Damietta Port's second container terminal on 30 October, according to a disclosure on the lender’s website.

The details: The project, valued at USD 665 mn, is led by a consortium of European companies including Hapag-Lloyd, Eurogate Terminals, and Contship Italia who signed an agreement with the Damietta Port Authority last year to develop and operate the terminal. They will establish the terminal under a 30-year build-operate-transfer framework, increasing the port's capacity to 4.7 mn TEUs by the third year of operation. The terminal will have a final capacity of 3.3 mn TEUs and is expected to begin operating by 2024.

Remember: The funding is part of a USD 455 mn financing package involving the IFC, the European Bank for Reconstruction and Development (EBRD), the Asian Infrastructure Investment Bank (AIIB), Deutsche Investitions und Entwicklungsgesellschaft (DEG), and the French Development Agency’s private-sector investment arm Proparco. The AIIB is chipping in USD 100 mn, and EBRD allocated funding for a USD 125 mn loan last month.

This is a 100% private-sector venture: The three European companies will collectively own 98% of the joint venture, with Hapag-Lloyd holding 39%, and Eurogate and Contship Italia each owning 29.5%. Two Egyptian private sector firms — Middle East Logistics & Consultants and Ship & CREW Egypt — each hold a 1% stake.

Etihad Cargo appoints new Area General Manager for the Indian Subcontinent

Etihad Cargohas appointed Giridharan Srinivasan ( LinkedIn ) as area general manager for the Indian Subcontinent, according to a statement. Srinivasan will be based in Bangalore, India and will be responsible for developing old and new partnerships with the air freighter’s clients in India, Bangladesh, Pakistan, Sri Lanka, the Maldives, and surrounding countries. Srinivasan comes to Etihad Cargo with upwards of 17 years of working experience in logistics, including five in aviation. His career has seen him assume leadership roles in sales, business development, client relationship management, and operations, the statement says.

Kuwait, Iraq discuss Khor Abdullah maritime agreement + China, Kuwait to cooperate on ports and freezones. PLUS: Iran, Maldives resume diplomatic ties + more from Egypt, Jordan, Iraq and Oman

Kuwait + Iraq discuss Khor Abdullah maritime agreement: Kuwaiti Prime Minister Ahmed Nawaf Al Sabah met with Iraqi Prime Minister Mohammad Shia Al Sudani in New York on the sidelines of the 78th UN General Assembly session to discuss the potential impacts of Iraq’s recent annulment of a law governing its Khor Abdullah maritime agreement with Kuwait, Kuwaiti news agency KUNA reports. Al Sabah highlighted the need for the demarcation of the Kuwait-Iraq maritime boundary, as well as for the Iraqi government to address what he described as “ historical inaccuracies ” against Kuwait presented in court.

What agreement? The agreement designated Khor Abdullah as a maritime line dividing the two countries, and stipulated that “each party would exercise its sovereignty over the part of the waterway that lies within its territorial water.” The agreement was signed after the First Gulf War and is in line with a UN resolution issued in 1993.

REMEMBER- An Iraqi court has ruled that the agreement — signed by former Prime Minister Nouri Al Maliki in 2013 — was unconstitutional because it should have been ratified by a two-thirds majority of the Iraqi parliament rather than a simple majority.


Iran and the Maldives decided to restore diplomatic relations following a seven-year rift, Irani official news agency IRNA reports. The two countries agreed to develop relations and cooperation in investment, trade, travel and people-to-people contact, science, and technological innovation, IRNA adds.

Egypt + Jordan + Iraq discuss strengthening economic ties: The foreign ministers of Egypt, Jordan, and Iraq discussed enhancing economic cooperation, the completion of proposed projects between the three countries, and the introduction of new projects in several fields including trade, according to a statement. The meeting took place last week on the sidelines of the United Nations General Assembly.

China and Kuwait ink MoUs in port development + freezones: Kuwaiti Deputy Prime Minister and Oil Minister Saad Al Barrak and Chinese Transport Minister Li Xiaopeng inked an agreement on the development of Kuwait’s Mubarak Al Kabeer port, Kuwaiti news agency KUNA reports. The Kuwait Direct Investment Promotion Authority and Chinese Trade Minister Wang Wentao also inked an MoU on economic and freezone development.

Egypt looks to Kazakhstan for wheat imports: Egypt is in talks with Emirati bank Abu Dhabi Commercial Bank (ADBC) to finance wheat purchases from Kazakhstan, Reuters reports, citing Egyptian Supply Minister Ali Moselhy. The value and terms of the loan as well as the amount and price of the wheat purchase it would cover are yet to be determined, though sources told Reuters the Kazakh wheat will likely provide a better-priced option to Russian wheat. Moscow recently intervened to stop at least one recent purchase of Russian wheat by Egyptian state grain buyer GASC on grounds that the pricing undercut an unofficial price floor.

Shipping could prove a problem: Traders are quoted as telling Reuters any purchase of Kazakh wheat could be logistically challenging since delivering the wheat from the landlocked Central Asian country would require sending it overland through other countries.

Egyptian president signs off on customs breaks for intra-African trade: A presidential decree ratifying the bill for Egypt’s membership in the African Continental Freetrade Area(AfCFTA) agreement was published in its Official Gazette last week, bringing the customs breaks under the agreement into effect. The House of Representatives in June approved a bill ratifying the customs reductions under AfCFTA.

FYI- Countries that have ratified the trade agreement have committed to eliminating tariffs on 90% of tariff lines over five years (10 years for low-income countries).

Qatar + Ooredoo ink MoU to boost international businesses and investments: The Qatar Freezones Authority (QFZ) and Ooredoo have signed an agreement to expand connectivity and ICT solutions for businesses and investors in the country’s freezones, according to a statement. Under the partnership, Ooredoo will offer a comprehensive range of business products and services to QFZ investors, including fixed and mobile connectivity services along with cutting-edge ICT solutions. The company will provide these services through a dedicated office at the Investor Relations Center at the Business Innovation Park in Ras Bufontas Freezone.

RAKEZ eyes stronger e conomic and trade ties with China: CEO of the UAE’s Ras Al Khaimah Economic Zone (RAKEZ) Ramy Jallad wrapped up a roadshow in China’s Guangdong province that involved discussions on enhancing trade and economic cooperation, Emirati news agency Wam reports. Business forums were held in cities including Guangzhou, Shenzhen, and Dongguan where parties explored creating foreign trade platforms to strengthen bilateral long-term bilateral business ties.

Oman’s Public Authority for Special Economic Zones and Freezones’ (OPAZ) Board of Directors has approved a scheme for unifying usufruct fees for lands allotted to companies at Duqm and directed managers at OPAZ to study the feasibility of doing the same at all OPAZ-affiliated zones, according to a statement. The board also considered requests for extending usufruct fee exemptions by local companies, and discussed plans to regulate the electricity sector at the Special Economic Zone at Duqm (SEZAD) in conjunction with the Public Services Regulatory Authority, the statement added.

SCZONE met with delegations from Brazil + Czech Republic: Suez Canal Economic Zone (SCZONE) president Walid Gamal El Din met with Czech Ambassador Ivan Jokel and Brazilian Ambassador Paulino Franco de Carvalho Neto in two separate meetings (here and here). Gamal El Din discussed with both ambassadors avenues for partnership and collaboration, including in the production of green fuels.

SHIPPING + MARITIME-

Mawani + SIRC ink agreement to protect marine ecosystems: The Saudi Ports Authority (Mawani) has inked a cooperation agreement with the Saudi Investment Recycling Company(SIRC) to establish ship waste management and recycling facilities, enhance environmental sustainability, and preserve the marine environment, according to a statement. The agreement also includes a commitment to joint efforts to use satellite-based monitoring, modeling, and simulations in environmental conservation.

Bahri + SAIL ink sustainability MoU: Saudi shipping and logistics company Bahri inked an agreement with SAIL, a subsidiary of the Saudi Investment Recycling Company, to collaborate on sustainable shipping and eco-friendly practices in the maritime sector, according to a statement.

INFRASTRUCTURE-

Oman awards new contract to complete strategic road east of the country: Oman’s Transport, Communications, and Information Technology Ministry has awarded a OMR 4 mn tender for the design and construction of the second phase of a new road linking Wadi Bani Jaber to Wilayat Sur in the east, Muscat Daily reports. The new 6km stretch will help boost tourism, while addressing challenges, such as the uneven terrain that demands substantial cutting and filling, Youssef al Mujaini, director of the road construction department at the ministry, said.

Egyptian president greenlights USD 400 mn World Bank loan for the Cairo-Alex freight link: Egyptian president Abdel Fattah El-Sisi ratified the USD 400 mn loan from the World Bank to support the development of the Cairo-Alex freight link, according to the Official Gazette.

REMEMBER - The Egyptian transport ministry plans to launch a tender for the construction of the Cairo-Alex freight in Q1 2024, with 11 consortia already qualified for the tender. Reports claim that the ministry will announce the consortia later this year and award the contracts in April.
