TODAY: Arab Trade Line kicks off operations this week + UAE to streamline licensing procedures for marine vessels

Good morning, everyone. The end-of-year news slowdown is finally upon us, with very little happening in the logistics sector worth noting, save for a couple of interesting news coming out of the UAE and KSA.

Things have finally calmed down on the Red Sea front, with virtually no updates since we last wrote to you. Among the only chatter we picked up was from the Israeli press, which claims that a proposed UAE-Israel land corridor could be extended to Egypt. The land corridor, for the delivery of cargo, would connect Israel to the UAE to Israel via Saudi Arabia and Jordan, reports Print, citing undisclosed Israeli officials. So far, only Israeli media outlets have reported on the story. Jordan denied reports of plans to operate the land bridge earlier this month, Petra reported.

ICYMI:Earlier this month, Israeli media outlets suggested that UAE-based logistics companies FZCO and DP World could ink an agreement with Israeli logistics firm Trucknet to connect ports in the two countries, as well as KSA and Jordan, via a land bridge.

SPEAKING OF JORDAN + EGYPT-Operations along the Arab trade line connecting Jordan and Egypt are set to kick off this week, general manager of Arab Bridge Maritime Adnan Al Abadla told Almamlaka. The route is poised to present an alternative to shipment via the Red Sea following the decision by global carriers to pause transits in the light of security threats, and is expected to garner interest from GCC states, especially given that shipments from Jordan receive a 20% reduction on tariffs at Egyptian ports, Al Abadla said. The route will see cargoes shipped from the Jordanian port of Aqaba to Egypt’s Nuweiba port, before being loaded onto trucks bound for Egypt’s ports on the Mediterranean coast.

REMEMBER- Egypt, Jordan, and Iraq inked a cooperation protocol earlier this year for a transit trade scheme dubbed the Arab Trade Line to facilitate transit trade from Jordan, Iraq, and GCC countries via Egypt. The route relies on ferries operated by Arab Bridge Maritime, a joint venture between the governments of Egypt, Iraq, and Jordan.

THE BIG STORY TODAY- The only stories worth noting are a SAR 100 mn overhaul of the cargo terminal at King Fahd International Airport, and Agility subsidiary GCS getting the contract for operations and maintenance at Kuwait’s Shuaiba port.

HAPPENING TOMORROW-

Tajikistan will host the two-day Iran-Tajikistan Joint Economic Committee in Dushanbe starting tomorrow, Tasnim reports. The meeting will allow the two countries to explore ways to boost annual trade to USD 500 mn, up from the USD 300 mn expected by the end of the current Iranian calendar year which concludes at the end of March 2024, Mehr reports.

WATCH THIS SPACE-The UAE wants to streamline digital licensing for marine vessels: The Telecommunications and Digital Government Regulatory Authority inked an MoU with the Dubai Maritime Authority of Dubai Ports, Customs and Free Zone Corporation to amend the regulatory framework for maritime business operations in a bid to streamlining licensing procedures, WAM reports. The MoU aims to accelerate the process of handing out wireless device authorization for recreational marine vessels over 10.6 meters in length and other commercial marine vessels operating within the UAE.

DATA POINTS-

#1-Egypt’s East and West Port Said and Al Arish ports handled 348.3k TEUs in November, Al Masry Al Youm reported. The ports received a combined 254 vessels, representing 4.5 mn tons of realized capacity. East Port Said handled the lion’s share of the cargoes, processing 320k TEUs in November, the report said.

#2-Bahrain’s trade deficit widened in November: Bahrain’s trade deficit widened by 281% y-o-y to BHD 82 mn in November, according to data from the Information and Government Authority. The country’s national exports fell 15% y-o-y to BHD 299 mn during the month, compared to BHD 350 mn a year prior. Imports, on the other hand, grew by 3% y-o-y, reaching BHD 454, with China, followed by the United States and Australia, standing as its top importers. Re-exports increased 15% y-o-y during the period to BHD 74 mn.

SAL + DACO ink 20-year lease for the cargo terminal at King Fahd International Airport in Dammam

The cargo terminal at King Fahd International Airport (KFIA) will get an SAR 100 mn overhaul after SAL Saudi Logistics renegotiated its contract to run the Dammam Airports (DACO)-owned facility, according to a statement to Tadawul.

How it will work: SAL is committing to a three-phase, SAR 100 mn renovation and upgrade of the Dammam cargo terminal from now through 2033. The operator will get in return an SAR 13.8 mn break on rent over 20 years, saving it SAR 276 mn. The agreement spares Dammam Airports the need to go line up SAR 100 mn in new financing — and will see SAL entitled to an annual payment from Dammam Airports of SAR 16.5 mn or 5% of the terminal’s annual gross revenues, whichever is higher.

The agreement runs through February 2042 and is retroactive to 3 January 2022. Work on the upgrade should begin in 2024.

GCS awarded contract for Shuaiba Container Terminal

GCS to continue to operate Shuaiba terminal: Kuwait-based Agility subsidiary and port operator Global Clearinghouse Systems (GCS) was awarded a maintenance and operations contract for Shuaiba Container Terminal by Kuwait Ports Authority (KPA), according to a statement.

Background: This marks the second time GCS has taken the contract for Shuaiba terminal which it has been operating since 2016.The company extended its Shubaiba Terminal contract with KPA for another year back in 2021.

The past eight years have seen GCS achieve some important milestones at Shuaiba: These include servicing more than 2.5k vessels and handling upwards of 2.97 mn TEUs while reducing truck turnaround time and vessel staying time at berths while boosting productivity at berths and gates.

Iran inks long-anticipated trade agreement with EAEU, eyes boosting trade ties with Turkey. PLUS: More from Morocco

Iran and EAEU finally ink FTA: Iran signed the long-awaited trade agreement with the Eurasian Economic Union (EAEU) on Monday at a ceremony in St. Petersburg, Russia, Tasnim reports. The agreement will remove all tariffs on up to 87% of goods traded between Iran and EAEU member states, which comprise Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. The agreement looks to boost trade between Iran and the EAEU by between USD 18 bn to USD 20 bn over the next five years.

It wasn’t easy getting here: The agreement follows three and a half years of talks which saw some 30 sessions of negotiations. 2018 saw Iran and the EAEU ink a preferential trade agreement (PTA), leading the pair to kick off negotiations to upgrade the agreement to an FTA, Tasnim said.

ICYMI: Armenia’s cabinet gave its approval for the agreement last week. The agreement comes at a time when both Iran and Russia are facing heavy Western sanctions.

Iran and Turkey eye USD 30 bn in bilateral trade: Iran’s Deputy Foreign Minister Mehdi Safari met with his Turkish counterpart Ahmet Yildiz in Tehran to discuss boosting mutual economic and energy exchange, with the aim of reaching USD 30 bn in annual trade, IRNA reports.

The pair held talks on a number of trade related concerns, including banking and customs arrangements, transit initiatives, joint investments, and increased cooperation in the natural gas and electricity sectors. They also discussed improved coordination between customs officers to streamline truck movements at the Bazargan-Gurbulak border crossing and plans for a new session of the intergovernmental economic committee to explore new ways to bolster trade ties.


The Canary Islands and Morocco are looking to reopen the maritime connection between the Archipelago and Tarfaya, according to an official statement. Canary Islands President Fernando Clavijo met with the counsel to Morocco Fatiha El Kamouri to discuss measures to expedite procedures to restore the link and boost economic and commercial cooperation between both countries.

Bahrain’s land transport strategy contract garners 11 bids from global consultants: Bahrain's Transport and Telecommunication Ministry request for proposals (RFP) tender for consultancy services to develop a national land transport strategy has attracted 11 bids from multinational consultants, Zawya reports. The bidders in the running are: Arthur D Little, Frost & Sullivan, Saudi Tech for Engineering Consultants, Crescar Partners Project Management Service, IDOM Consulting Engineering Architecture, MJ Management Consultancy, Oliver Wyman, MTI Consulting, A.T. Kearney Middle East, Orient Middle East Advisory Co, and Egis International.

It’s a wide range:The lowest bid came in from consulting solutions firm MTI Consulting, at BHD 100k, while the highest bid was from US management consulting firm Oliver Wyman, at BHD 1.7 mn.

The details: The chosen contractor is expected to develop a vision and strategic objectives for Bahrain’s land transport strategy, list initiatives and projects, and review current activities based on best practices and GCC guidelines.

Saudi-Jordanian Joint Land Transport Technical Committee concludes two-day talks in Jeddah: The committee looked at measures to boost trade and bilateral exchange, and discussed challenges facing carriers and licensed establishments in the land transportation sector, SPA reports. Both parties agreed on a set of solutions to improve land transport efficiency between Jordan and KSA, the report said.

TRADE-

Saudi Export-Import Bank signed an MoU with Japanese state-owned Nippon Export and Investment Ins. to streamline mutual exports, Argaam reported on Saturday. The agreement — which was signed during the Industry and Mineral Resources Bandar Alkhorayef’s visit — should see the two parties establish guiding principles for cooperation and bilateral relations, in addition to mitigating risks associated with cross-border transactions.
