Good morning, everyone. It’s been an eventful weekend, with a lot happening on the diplomacy front. Let’s dive in.

THE BIG LOGISTICS STORY- Abu Dhabi sovereign wealth fund ADQ and Turkey are holding talks over a proposed railway transiting Istanbul’s Yavuz Sultan Selim suspension bridge which links the Asian and European sides of the city, as part of a larger corridor linking the Middle East with Europe and Asia.

BUT FIRST-

Driving the news across the region: The Israeli military has launched retaliatory airstrikes in the Gaza Strip after Hamas gunmen killed at least 700 Israelis in a shock ground attack early on Saturday. More than 400 people in Gaza have died in the strikes in what international media is calling the deadliest day of violence in Israel since the 1973 war.

Major airlines have halted flights to Israel: Some 15% of airlines have canceled flights to Israel’s main airport, the Wall Street Journal, citing flight tracking site FlightAware. The Israeli occupation authorities yesterday also closed the Allenby/King Hussein Bridge crossing with Jordan for Palestinian travelers and closed all checkpoints around occupied East Jerusalem, Palestinian news outlet Wafa reports, citing various sources.

MEANWHILE- Russia ends ban on most diesel exports: Russia’s government has lifted a ban on pipeline diesel exports delivered via ports, removing the bulk of restrictions imposed on 21 September, Reuters reports, citing a Russian government statement. The lifting of the ban comes with one condition: that the manufacturer supplies at least 50% of the produced diesel to the domestic market, according to the statement.

This isn't the first time they’ve tweaked the ban: The initial temporary ban on fuel exports aimed to stabilize Russia’s domestic market after it suffered from shortages of gas and diesel. It was expected to be “short-lived and completely lifted once harvest is over,” according to analysts. However, shortly after it was imposed, the ban was tweaked to exempt bunker fuel used for some vessels as well as diesel with high sulfur content.

SPEAKING OF RUSSIA- Russian attacks continue to target Ukraine’s port infrastructure: Russian forces have struck another grain facility in Odessa, damaging port infrastructure, Re uters quotes Ukrainian authorities as saying on Saturday. The missile strike hit a portside grain facility, a boarding house, and injured four people. Russian forces have been regularly carrying out missile and drone strikes in recent weeks, hindering Ukraine from exporting its grain products.


PSA- CMA CGM has announced rate increases for cargo shipped from Asia to the Mediterranean, according to a company notice. The increased rates apply to dry, reefer, empty, and out of gauge cargo (OOG) shipments from all Asian ports to all Mediterranean ports and will be effective 1 November until further notice, the notice said.

Egypt is importing more gas from Israel: Egypt’s gas imports from Israel are expected to increase by 30% over the “coming period,” Egyptian Oil Minister Tarek El Molla told Asharq Business (watch, runtime: 7:07) on the sidelines of the Adipec expo in Abu Dhabi last week. Gas imports from Israel are used to supply Egypt’s two LNG plants, where gas is liquefied for re-export to Europe, El Molla cited the latter for boosting our gas imports from Israel.

More imports, less exports for Egypt: While Egypt’s gas imports from Israel rose 21.5% y-o-y to 903 mn cubic feet per day (cf/d) on average in 1H 2023, Israeli gas imports could rise as high as 1.05 bn cf/d this month due to falling seasonal demand in Israel. However, the country is bracing for its LNG exports to halve this year, alongside a drop in revenues from LNG exports, El Molla told Sky News Arabia, saying that he expects LNG exports to drop to 4 mn tons from the 8 mn tons recorded last year. Egypt exported some 3 mn tons of LNG during the first half of the year.

Iran + Azerbaijan start constructing road bridge to bolster freight transi t : Azerbaijan and Iran held a groundbreaking ceremony for the construction of a road bridge and border and customs infrastructure between the two countries in the Zangilan region, according to Interfax. The bridge — dubbed the Aras Corridor — will be built with Azerbaijani funding and will connect Azerbaijan’s Ağbənd to Iran’s Jolfa, Islamic Republic News Agency writes. The project should boost cargo transit and facilitate traffic to and from the Nakhchivan Autonomous Republic, Interfax writes.

The bridge is set to be operational within a year, the news agency adds. The bridge is set to be 220 meters long and 25 meters wide, accommodating some 1.1k vehicles per day, according to semi-official Tasnim News Agency. The Aras Corridor will form the Azerbaijan-Iran-Nakhchivan Corridor by linking the East Zangezur region in Azerbaijan to the Nakhchivan Autonomous Republic through Iran's territory, Tasnim adds.


WATCH THIS SPACE #1- Turkey is expecting to enter into a comprehensive trade and economic agreement (CEPA) with Qatar by the end of this year, Turkey’s Trade Minister Omer Bolat said at Ankara’s pavilion at the Expo 2023 Doha, Gulf Times reports. The agreement would abolish customs duties, which would stimulate trade and investment between the two countries, with potential areas of investments including transportation, renewables, banking and financial services, and construction, Bolat reportedly added.

WATCH THIS SPACE #2- Saudi Railways and French company Alstom have initiated trials for the region’s first hydrogen-powered trains in the Kingdom this month, the Saudi Press Agency reports. The trials will assess the trains’ compatibility with the existing local infrastructure in preparation for their future launch.

WATCH THIS SPACE #3- GCC inches closer to common market: The GCC’s Financial and Economic Cooperation Committee has set out a roadmap and timetable for achieving a customs union before the close of 2024, the Saudi Gazette reported. The committee’s 120th session in Muscat also greenlit new laws streamlining GCC economic integration and exemptions for industrial input trade across the bloc, according to the Gazette. The members of the committee also expressed approval for the US-led IMEC infrastructure project unveiled at the G20 summit, the report added.

MARKET WATCH-

Saudi Arabia and Russia will continue their oil production cuts into November and December, according to an OPEC statement. Saudi Arabia will continue its 1 mn barrels a day (bbl / d) cut, while Russia will continue to cut some 300k bbl / d. The reduction in output volumes first came into play in July, but has now been extended until the end of the year, capping November and December’s production figures to 9 mn barrels per day. The decision will be reviewed next month to consider deeper cuts or increasing production, the statement said.

CIRCLE YOUR CALENDAR-

A Saudi-Turkish Summit kicked off yesterday in Istanbul, Turkey and will run till Thursday, 12 October. Organized by the Türkiye Exporters Assembly in coordination with the Turkish Commerce Ministry, the summit will be attended by Turkish exporters and 70 members of Saudi Arabia’s Riyadh Chamber of Commerce. The participants will also include representatives from an array of sectors including food, non-ferrous metals, textiles, ready-made garments, chemicals, and furniture.

Intermodal Europe 2023 will begin tomorrow at RAI Amsterdam in the Netherlands and will run till Thursday. The event brings together representatives from the container shipping and intermodal transport sectors, including cold chain, technology, containers, transport and tracking, together for three days of networking and industry collaboration.

The Cool Logistics Global 2023 conference will kick off tomorrow at the Genoa Stock Exchange in Genoa, Italy, and will run till Thursday. The three day conference will bring together analysts, cargo owners, and cold chain logistics stakeholders to discuss key challenges facing the sector. The first day of the event will focus on the transition to net zero, while the second day of the conference will focus on innovation, technology, cool cargo operations, infrastructure, and assets, with the final day focusing on perishables trade and cold chain logistics in Italy and the wider Mediterranean.

The GCC-Türkiye Economic Forum is set to take place on 11-13 November in Çırağan Palace Kempinski Hotel, Istanbul, Turkey. The event will cover trade, investment and finance, energy, infrastructure, transportation and logistics, industry, tourism, agriculture and food, and sports sectors.

The Supply Chain and Logistics Conference 2023 will take place on 22-23 October at the Four Seasons in Riyadh, Saudi Arabia. The conference will bring together supply chain decision makers to discuss ways that Saudi Arabia can strengthen its economy and make itself a global logistics center and hub connecting three continents in line with the Kingdom’s Vision 2030.

UAE + Turkey mull joint railway project over Bosphorus strait

ADQ mulls financing for railway over iconic Bosphorus strait: Abu Dhabi sovereign wealth fund ADQ and Turkey are holding talks over a proposed railway transiting Istanbul’s Yavuz Sultan Selim suspension bridge which links the Asian and European sides of the city, Bloomberg cites Turkish officials familiar with the talks as saying. The railway would come as part of a larger corridor linking the Middle East with Europe and Asia, according to Bloomberg.

Is that you, Development Road? Turkey has been working to ramp up efforts to gather support for Iraq’s USD 17 bn Development Road logistics corridor, which it paints as a better alternative to the US-backed IMEC corridor that posits routes bypassing Turkey. The country has also been pursuing a logistics corridor connecting it with Azerbaijan and markets in Central Asia.

The proposed railway could supply a strategic link between Europe and Asia: Turkey is angling to leverage its strategic position at the junction of Europe and Asia to become a crucial partner in a trade corridor linking China, the Middle East, and Europe.

Newfound friends: The move is one of several proposed investments by the UAE in Turkey following the thawing of relations between Ankara and the GCC following a yearslong rift, Bloomberg added. The UAE hopes to see its bilateral trade with Turkey top USD 40 bn by 2030, with energy, logistics, tourism, and agriculture among “key sectors” attracting the interest of UAE investors, an Emirati official told Bloomberg.

Is a link between Turkey and the GCC also in the works? The country has broader plans that will see it connecting its railway and highway networks with the GCC, with more infrastructure projects to follow, Bloomberg cites the officials as saying.

REMEMBER- The UAE is also expected to play a big role in the Iraqi project, with Emirati officials holding frequent talks with Iraqi counterparts to discuss contributions and investments in the project.

GFH Partners acquires USD 150 mn of logistics assets in KSA + UAE

GFH Partners' snaps up USD 150 mn logistics real estate assets in KSA + UAE: Dubai-based subsidiary of GFH Financial Group, GFH Partners, has acquired a USD 150 mn portfolio of logistics and industrial zone real estate assets in Saudi Arabia and the UAE, according to a press release (pdf). The exact number of facilities and their location was not disclosed in the press release. It also has not disclosed who the sellers of the assets are.

What did it acquire? The portfolio includes light industrial and cold storage facilities, as well as distribution and warehousing assets that are leased to regional and international tenants, across logistics zones and industrial areas in Riyadh and Dubai, according to the press release. The tenants include blue-chip companies, the statement said.

The plan for the assets: The company’s logistics platform has development plans with local developers to capitalize on the portfolio assets, the statement said, without disclosing further details.

What’s next: The company is looking to expand its GCC logistics real estate platform to SAR 1 bn over the next 12-18 months, Mustafa added.

GFH Partners has been on an acquisition spree: GFH Partners has acquired more than 50 logistics assets across six countries in three continents, according to the release. These transactions have poured some USD 4 bn into the logistics real estate sector by leasing units to Amazon, FedEx, DHL, among others, according to the press release.

MSM Logistics to build AED 85 mn storage warehouse in Abu Dhabi's ADAFZ

MSM Logistic to build AED 85 mn building complex in the Abu Dhabi Airports Freezone: Construction firmMSM Logistic will build an AED 85 mn building complex in the Abu Dhabi Airports Freezone (ADAFZ), a subsidiary of Abu Dhabi Airports, has inked an agreement with construction firm under a new agreement, according to a press release. The project will be the first in the Al Falah district, a master development near Abu Dhabi International Airport.

Details: MSM Logistic will build a 16.5k square meter warehouse that can be split into three areas to cater to different storage needs, according to the statement.

Timeline: The freezone will lease the land for the warehouse through a Musataha agreement in 4Q 2023, according to the statement.

Mushtaha agreement? A musataha agreement gives investors the right to construct a building or to invest in, mortgage, lease, sell or purchase a plot of land belonging to a third party for a specific period of time, according to the Abu Dhabi Investment Office.

IN OTHER NEWS FROM ADAFZ- ADAFZ and Masdar City Freezone ink MoU coordinating their activities: The Abu Dhabi Airports Freezone (ADAFZ) has signed an agreement with Masdar City Free Zone where the latter’s companies will be able to lease warehouses and manufacturing space in ADAFZ, Wam reported. ADAFZ will also provide streamlined licensing and registration along with other services and incentives to Masdar under the agreement. The agreement will allow companies in each zone to hold licenses and benefit from services in both zones, promoting synergies among Abu Dhabi’s free zone ecosystem, Wam explained.

UAE, India eye new virtual trade corridor + Iran, Kurdistan to boost trade. PLUS: More from Algeria, Tunisia, KSA, Qatar and the UAE

India, UAE discuss possibility of launching virtual trade corridor: The 11th meeting of the UAE-India High Level Joint Task Force on Investments saw officials from the two countries discuss the Abu Dhabi-India Virtual Trade Corridor, which seeks to boost trade volumes by creating data exchange systems that streamline paperless trade between the two nations, Wam reports. The meeting, co-chaired by the UAE’s President Mohamed bin Zayed Al Nahyan and India’s Commerce Minister Piyush Goyal, also reviewed the progress of the Comprehensive Economic Partnership Agreement (CEPA) implemented in May 2022.

KSA, India to work on clean energy supply chain: Saudi Arabia has inked with India an MoU in green hydrogen, supply chains, and electrical interconnection between the two countries, a statement by Saudi Arabia’s Energy Ministry read. The MoU was signed by Saudi Arabia’s Energy Minister Prince Abdulaziz bin Salman and Indian counterpart Raj Kumar Singh during the MENA Climate Week in Riyadh. The MoU aims to set up a framework for the co-production of green hydrogen and renewable energy in both nations. It aims to establish a solid and secure supply chain for materials used in both sectors, according to SPA.


Iran + Iraq’s Kurdistan government to enhance trade: Iran and the Iraqi Kurdistan Regional Government (KRG) are set to boost trade cooperation between them, Tasnim news agency reported, citing secretary of Iran’s Supreme Council of Trade-industrial and Special Economic Zone Hojjatollah Abdolmaleki. Investors from the Iraqi Kurdistan region visited Iran’s freetrade-industrial and special economic zones, where they discussed establishing joint freezones to boost trade, Abdolmaleki said.

Algeria and Tunisia have signed 26 cooperation agreements spanning sectors including trade and transportation, Telesur reports. The agreements were signed during the 22nd Grand Joint Commission for Cooperation held in Algiers, which was co-chaired by Algeria’s Prime Minister Aymen Benabderrahmane and his Tunisian counterpart Ahmed Hachani.

Saudi Economy Minister Faisal bin Fadel Al Ibrahim discussed bolstering trade and aviation ties during visits to Austria and Portugal, according to a ministry statement.In Austria, he discussed enhancing collaboration in several sectors including trade with the Austrian Industries Federation, a key representative of the country's manufacturing sector.

I n Portugal, Al Ibrahim, representing the Saudi transport minister, inked an air transport services agreement with Portugal’s Infrastructure Ministry on the sidelines of a Saudi-Portuguese Joint Committee meeting, according to a separate ministry statement. The agreement aims to pave the way for organized international air services that prioritize safety and security, bolster trade relations, and foster economic growth in both nations.

LAST MILE-

Aramex has introduced fully electric vehicles (EVs) to its last mile delivery fleet in the UAE, according to a press release. The move is part of a larger company drive to achieve carbon neutrality by 2030 and to become net-zero by 2050, and it builds on earlier initiatives by Aramex in Jordan and KSA. This follows several trials conducted to ensure that the existing infrastructure could ensure timely and reliable delivery, the statement said.

Looking ahead: Aramex will work with global EV players to further its global fleet electrification plans going into 2030, the statement adds.

AVIATION-

Royal Jordanian undertakes capital restructuring to mitigate losses: Jordanian airline Royal Jordanian agreed to undertake a capital restructuring at an extraordinary meeting last week to reduce some JOD 385.2 bn in losses it has accumulatedin 2022, which puts it at risk of liquidation, Jordan News reports. The restructuring will help the airline modernize and expand its fleet to 41 aircraft, with full modernization expected by early 2026, the outlet reports. The losses came on the back of fallout from covid-19 and fuel prices, according to the outlet.

The details: The General Assembly agreed to substantially reduce the company's capital from 324.6 mn shares/JOD to 123.6 mn, amortizing JOD 200.9 bn from the losses and another JOD 14.8 mn from the mandatory reserve, reducing losses to JOD 184.2 bn, Jordan News adds, citing Al Mamlaka TV. The assembly also approved a capital increase of 170 mn shares in the Jordan Airports Company, in which it holds a 90% stake, Jordan News added. The capital increase will be supported by the Jordanian state through its Government Investment Management Company, with a further 240 mn shares.

Etihad Cargo has expanded its cargo handling partnership with Worldwide Flight Services (WFS) for operations across the US as of 3 October, according to a press release. The expanded partnership will see them partner across three American airports: Chicago O'Hare International Airport (ORD), John F. Kennedy International Airport (JFK) and Washington Dulles International Airport (IAD). It will also see Etihad Cargo use WFS’ facilities, including ones at ORD, the statement said.

SHIPPING + MARITIME-

Global energy maritime logistics leader Adnoc Logistics & Services has invested some USD 2 bn in environmentall y friendly ships for its fleet, including 13 ships equipped to use biofuel, and 37% of ships equipped with AI-powered smart ship monitoring systems, Arabian Business quotes Adnoc L&S CEO Abdulkareem Al Masabi as saying on the sidelines of ADIPEC 2023. The AI system has reportedly helped reduce the carbon intensity of the company’s fleet operations by more than 20% between 2018-2022, the outlet adds.

ENERGY-

Iraq + Turkmenistan ink energy agreement: Iraq has inked an agreement with Turkmenistan to supply gas to meet the needs of production and electrical stations, Iraqi news agency INA reports,quantities were not revealed. This follows meetings between Iraqi ministries and representatives from Turkmenistan’s gas sector back in August, where they reached a preliminary gas import agreement to fuel the electric power plants. The turn to Turkmenistan for gas supply also comes as Iraq tries to move away from Iran to a country that has no imposed sanctions or supply issues.

ZONES-

The Abu Dhabi Chamber of Commerce and Industry (ADCCI) inked agreements with national organizations to boost the private sector's growth in Abu Dhabi, WAM reports. ADCCI CEO Ahmed Khalifa Al Qubaisi signed a collaboration agreement with Etihad Credit Ins. (ECI) to offer UAE-based companies with export credit ins. services. The chamber also inked an agreement with Khalifa Economic Zones Abu Dhabi (KEZAD) to develop major projects with businesses operating in the port and the industrial sectors, as well as attract investors and FDI to the zones and establish economic complexes.

STORAGE + WAREHOUSING-

Egypt’s Red Sea Ports Authority inked a contract with the state-owned Canal ShippingAgencies and the Suez Shipping and Unloading Company for the management and operation rights of two cargo storage yards in Safaga Port, according to an EGX disclosure (pdf). Under this arrangement, 80% of the authority's net revenues will go to the General Red Sea Ports Authority, while the consortium between Canal Shipping Agencies Company and the Suez Shipping and Unloading Company will receive 20% of the net revenue, with 70% going to Canal Shipping Agencies Company and 30% to the Suez Shipping and Unloading Company. The contract spans 7 years for a 24k square meter area and 5 years for a 5.1k square meter area.

CMA CGM teams up with Renault, Volvo on new electric van company + US trade deficit narrows on falling imports

CMA CGM, Renault, and Volvo pool resources for new electric van company: Renault Group and Volvo Group have inked binding agreements to kickstart a new company where they will each initially hold equal ownership stakes and invest EUR 300 mn apiece over a three year timeframe, according to a company statement. CMA CGM has inked a non-binding letter of intent to join the company through a EUR 120 mn investment via its green energy fund, Pulse. The new venture will roll out a new generation of electric vans starting in 2026, as it looks to meet the growing demand for decarbonization in the logistics sector, the statement said.

US trade deficit shrinks in August to almost three-year low: The US trade deficit shrank 9.9% m-0-mk to USD 58.3 bn in August, reflecting a drop in American demand for foreign products and increased oversea shipment of goods, Bloomberg reports. Imports declined by 0.7%, which includes a decline in capital goods such as cell phones and consumer goods, the outlet writes. Exports increased 1.6% and were boosted by a rise in shipments of capital and consumer goods. Adjusted for inflation, the trade deficit reached USD 83.9 bn, the smallest since March, according to Bloomberg.

The exports boost might not last too long, though: The increased exports may be short-lived due to a high USD making US goods and services expensive for overseas customers.
