Good morning, friends, and welcome back. We have a packed issue for you this morning, as we return from a long weekend that saw plenty of updates on the diplo and freezones fronts in the region.

THE BIG LOGISTICS STORIES- Iraq and Iran are planning to establish a joint freezone on their shared border by March 2024. Meanwhile, AD Ports Group has partnered up with Emirati and Japanese firms to establish a green iron supply chain hub in its Kezad Musaffah freezone.

THE BIG LOGISTICS STORY ABROAD- The aftermath of Russia’s exit from the Black Sea grain pact has dominated headlines: Ships picking up grain cargoes for the Black Sea grain pact fell 35% last week, compared to the week before, following Russia’s exit from the UN-brokered agreement, Reuters reports, citing data from Shipfix. Ukraine’s ports were subject to consistent attacks from Russia over the past week, which it said came in retaliation following Ukraine’s attack on the Crimea bridge. Russia also said it will now deem all ships heading to Ukraine as targets potentially carrying arms, Reuters added. Adding salt to the wound, ins. firms have suspended cover for shipments from Ukraine following Russia’s exit, ins. industry sources told Reuters.

But there’s still hope for the restoration of the pact: Russian Foreign Ministry spokesperson Maria Zakharova said the onus was on the United Nations to comply with Russia’s demands over the next three months, which is the duration of Russia’s notice period for its exit from the pact, Reuters reported. Russia’s main demand and the reason for pulling out of the pact is concerns that promises to facilitate its own shipments of food and fertilizers had not been kept under the pact, the newswire added. Turkish President Recep Tayyip Erdogan also said his planned talks with Russian President Vladimir Putin could lead to restoration of the initiative, while calling on Western countries to take Russia’s demands into consideration, Reuters reported, without clarifying when the talks will take place.

HAPPENING TODAY-

Iran’s proposal to host a shipping event in Tehran in conjunction with the UN International Maritime Organization’s (IMO) annual maritime day in October has been rejected, following a US-led proposal to rescind their bid, Reuters cites an agency spokesperson as saying. The IMO’s executive council had accepted Iran’s bid to host the shipping event back in 2015, but the US put forward a proposal to rescind the decision, according to the outlet.

The rationale: The majority of the IMO’s 40 council members voted in favor of rescinding the offer, citing Iran’s actions towards vessels in recent years, which they say includes attacks, harassment, and detention and seizures, according to Reuters. Iran recently attempted to seize two commercial oil tankers in the Gulf of Oman, which was met with US Navy intervention.

WATCH THIS SPACE #1- The UAE could develop another terminal at Karachi port: Pakistan has put together a committee tasked with negotiating a draft framework G2G agreement with the UAE to develop a bulk and general cargo terminal at Karachi Port’s East Wharf, according to a Finance Ministry statement.

Background: AD Ports Group was granted last montha 50-year concession to “manage, operate, and develop” Karachi Gateway Terminal Limited (KGTL) at Karachi Port’s East Wharf. AD Ports Group has been on an expansion spree, recently signing other agreements to operate ports in the Congo and Egypt.

WATCH THIS SPACE #2- Iraq to provide Lebanon with fuel to power its electric stations: Iraq has inked an MoU with Lebanon to supply the country with fuel and crude oil to support its electricity sector, state-owned Iraq News Agency (INA) said. The agreement is renewable for another year with an option to up quantities involved, Iraq’s Oil Minister Hayan Abdul Ghani said in statements cited by INA. Technical committees from both countries will work to develop mechanisms to implement the agreement, including details involving the logistical obligations of each side, prior to ratification by the countries’ governments, Abdul Ghani said.

DATA POINT- Iraq’s state owned General Company for Ports of Iraq raked in next to IQD 500 bn of revenues in 1H 2023, surpassing proceeds from the same period last year, according to a statement. The country has been working on improving port infrastructure, fleets, and the development of local skills, the statement added.

MARKET WATCH-The Baltic Exchange’s main sea freight index recorded a 10% weekly drop last week, due to reduced demand for larger shipping vessels, Reutersreports. The capesize index gained 1.5% on Friday, but still fell nearly 13% for the week. The Panamax index fell 2.2% on Friday, its sixth consecutive drop, registering a weekly decrease of 15.6%.

The Drewry World Container Index (WCI) inched up 3.3% this week, reaching USD 1,536.86 per 40-foot container, according to Drewry. The index was still down 77.5% y-o-y and 85% below its peak in September 2021. The WCI is now 43% lower than the ten-year average, reflecting a return to more normal prices, but is still 8% higher than pre-pandemic rates in 2019.

The UAE’s Finance Ministry is holding a digital public consultation on its website that began last Wednesday and runs until 2 August,as part of the UAE’s corporate tax freezone regulations,Emirati news agency WAM reports.The consultation aims to gather feedback from freezone-based companies, WAM added.

Kuwaiti Foreign Minister Sheikh Salem Al Sabah will visit Iraq by the end of the month,state-owned Iraqi News Agency reports, citing statements from the Kuwaiti ambassador to Iraq, Tariq Al Faraj. Al Faraj met with Iraqi President Abdul Latif Rashid yesterday to discuss ways to enhance bilateral cooperation and resolve outstanding issues.

The Second Summit Russia-Africa Economic and Humanitarian Forum will take place in Saint Petersburg, Russia on Thursday 27 and Friday 28 July. The event will build on discussions in the last iteration of the summit, which took place in Sochi in 2019. It will also look to develop ties between Russia and partner countries in Africa, as well as African organizations such as the African Union.

Iran + Iraq to open joint freezone by 2024

Iraq and Iran are planning to establish a joint freezone at the countries’ shared border by March 2024, Iran’s semi-official Tasnim News Agency quotes Iran’s Secretary of Supreme Council of Trade-Industrial and Special Economic Zones Hojjatollah Abdolmaleki as saying. Feasibility studies for the freezone are currently underway, Abdolmaleki said.

What we know: The zone is set to be located in Iran’s western province of Ilam, in the area of the Mehran border crossing.Iraq will use the zone to export products to other countries through Iran’s access to the Indian Ocean, Tasnim reports.

Background: The establishment of a freezone comes following a meeting between Iran’s Vice President Mohammad Mokhber and Iraqi Labor Minister Ahmed Al Asadi, in which they discussed the need to enhance economic cooperation by establishing joint factories and a joint freezone, Iran’s state-owned Islamic Republic News Agency writes.

Iraq + Iran have been exploring different avenues of cooperation to deepen their trade ties: The countries have agreed to cooperate on production lines to export meds and pharma products to countries in the MENA region. They also inked an agreement back in May to complete the 32 km Shalamcheh-Basra railway, which will connect Iran’s Shalamchech to Basra. The countries are also looking into constructing a new rail link from the Khosravi border crossing in Iran to Iraq’s Karbala.

UAE and Japanese firms to establish low-carbon iron supply chain hub in Abu Dhabi

Emirati and Japanese firms partner on green iron supply chain: Steel manufacturer Emirates Steel Arkan, the UAE’s AD Ports Group, Japan’s ITOCHU Corporation, and JFE Steel have inked a non-binding MoU to cooperate on the establishment of a low-carbon iron supply chain hub in Abu Dhabi, according to a company statement. The complex — which the statement says is a world first — looks to produce low carbon emission inputs to steelmaking.

The agreement will see the parties work together to develop a logistical and digital framework for the new low carbon iron supply chain, the statement said. AD Ports Group will provide land for the hub in Kezad Musaffah, as well as maritime and logistical services for incoming iron ore and outgoing low carbon iron exports, it added. The company may also supply a jetty to streamline the import of iron ore and export of steel products on a build, own and operate (BOO) basis, the statement added.

The project will be implemented over several phases, AD Ports Group’s statement said without providing details regarding timelines and investments.

Background: Japan’s Prime Minister Fumio Kishida visited the UAE last week as part of a wider GCC tour, where he inked 23 agreements and MoUs with the country to bolster trade and transport ties.

Delivery Hero acquires remaining 37% stake in HungerStation

Delivery Hero fully acquires Saudi subsidiary HungerStation: German online food delivery company Delivery Hero has acquired all outstanding minority shares in its Saudi subsidiary, HungerStation, which operates Delivery Hero in Saudi Arabia, for USD 297 mn, according to a press release. The shares amounted to a 37% stake, giving Delivery Hero sole ownership of the Saudi subsidiary. The move aims to strengthen the company’s presence in the Middle Eastern food delivery market. Enterprise Logistics was unable to reach representatives from Delivery Hero or Hunger Station ahead of dispatch.

A boon for HungerStation’s operations: The acquisition will see Delivery Hero strengthen HungerStation’s ties with its ecosystem through exchanging knowledge and tech integration, the press release said.

An M&A trend in the F&B delivery sector? The highly competitive food delivery industry has witnessed a trend of consolidation, with numerous companies acquiring rivals to enhance their size and reach, CNBCreports

About DeliveryHero: Founded in 2011, the company operates in more than 70 countries across Asia, Europe, Latin America, the Middle East, and Africa, and is currently one of the biggest delivery companies in Europe, with a USD 10 bn valuation. The company faced difficulties in its home country and ultimately had to exit in December 2021 after ceding ground to Netherlands-based Just Eat Takeaway.com.

About HungerStation: HungerStation is a leading food delivery player in Saudi Arabia and Bahrain, and currently connects more than 20k partners, including restaurants and grocery stores, with customers. The company saw its revenues rise a significant 36% to EUR 609 mn in FY 2022, and achieved a positive EBIT, the press release said.

Tunisair boosts topline in 1H 2023

Tunisair’s topline rose 24% y-o-y in 2Q 2023 to TND 369.7 mn,according to financials (pdf) published on the Tunis Stock Exchange. Freight and postal activity revenues rose 21.1% y-o-y to TND 8.2 mn during the quarter. Total tonnage carried by the airline during the quarter rose 4% to 92k tonnes.

The company had a solid 1H 2023: The company’s revenues rose 20.8% y-o-y during 1H 2023 to TND 658.8 mn, according to its financials. The freight and postal activities sector saw revenues rise 19.4% y-o-y to 15.85 mn during the first half of the year, while the airline carried some 179.2k tonnes of cargo — a 9.1% increase — during the period.

The introduction of two novel A320 aircraft during the second quarter was the driving factor behind revenue growth, boosting capacity — which is measured in available seat kilometers — by 31%. The company also revealed changes in their expenses during 2Q 2023, including a 17% drop in fuel costs due to lower fuel prices. Airport fees, however, increased by 22%, while commercial assistance also grew by 16%.

Diplomacy

Algeria eyes BRICS membership + Turkey, UAE ink USD 50 bn agreements. PLUS: KSA, Iran sever ties with Sweden, and news from Bahrain and the US, Iran and Brazil, Egypt and Indonesia, Syria and Iraq, and Qatar and Turkey

Algeria has formally applied to join the BRICS groupwith a contribution of USD 1.5 bn, Ennahar TV quoted Algerian President Abdelmadjid Tebboune as saying, Reutersreports. The country aims to access new economic opportunities through this move, Tebboune said, adding that Algeria seeks to diversify its economy and strengthen ties with nations like China. Several countries from the region have been looking to join BRICS — which consists of Russia, Brazil, India, China and South Africa in recent months, including the UAE, Egypt and Saudi Arabia.

China is also planning to invest USD 36 bn in Algeria, in sectors including manufacturing, new technology, the knowledge economy, transport, and agriculture, Reuters added.


Turkey + UAE inked several multi-bn-USD agreements to expand trade + economic ties: The agreements, estimated to be worth around USD 50.7 bn, include the establishment of a joint economic and trade commission, commitments to develop energy and natural resources projects, and an extradition pact, WAM reports. The agreements signify the strengthening of ties between the two regional powers, which had been at odds for the larger part of the last decade.

Saudi Arabia +Iran cut off diplomatic channels with Sweden over Quran desecration: Iran and Saudi Arabia have both summoned their ambassadors to Sweden following protests in the country that have seen the desecration of the Quran, the countries said in separate statements (here and here). Iran said it will not accept the new Swedish ambassador who was set to arrive in Tehran over the next few days, while Saudi Arabia handed Sweden a protest note demanding the country puts an end to “disgraceful acts that violate religious teachings, int’l laws and norms,” the foreign ministry said.

Bahrain and the US discussed building on the US-Bahrain Freetrade Agreement during the strategic dialogue held between both countries on Wednesday, Bahrain News Agency reports. Bahrain’s Foreign Affairs Minister Abdullatif bin Rashid Al Zayani and Secretary of State Antony J. Blinken discussed boosting economic ties, and confirmed their commitment to freedom of navigation in international waters and ensuring safe passage for commercial shipping.

John Dietrich is FedEx’s new CFO

FedEx Corphas appointedJohn W Dietrich (Linkedin) as its executive vice president and chief financial officer effective 1 August, replacing Michael C. Lenz (Linkedin), who will serve as a senior advisor until the end of the year, according to a statement. Dietrich will bring over 30 years of air cargo and aviation experience, including 20 years as president and CEO at Atlas Air Worldwide. The company has also made changes to its finance organization. FedEx recently announced plans to reduce expenses and restructure the firm amid a changing economy.

SHIPPING + MARITIME-

The UAE’s Energy and Infrastructure Ministry and Norway-based classification society DNV will establish the region’s first maritime decarbonization center in the UAE,Emirati news agency WAMreports. The center will drive research, innovation and collaboration to expedite the implemnetation of sustainable practices, technologies, and policies in the maritime sector, WAM said. It will also offer access to funding and allow collaboration between industry stakeholders, as well as foster strategic partnerships and initiatives to help reduce greenhouse gas emissions from the maritime sector

ZONES-

AD Ports Group and state-owned engineering firm China Machinery Engineering Group Corporation (CMEC) will establish a “strategic cooperative relationship” under a three-year MoU, according to an AD Ports Group statement. Under the terms of the agreement, AD Ports Group and state owned CMEC will coordinate their actions in a number of sectors, including global economic cities and freezones, logistics, finance, infrastructure, and others.

The details: The two companies will explore potential areas for cooperation in the Middle East, Central Asia, South Asia, South East Asia, East Asia, Africa, South America, and Europe in particular, according to the statement. That includes providing solutions and services to each other’s projects, including, but not limited to, survey, design, building, operation and maintenance, it added.

CMA CGM to cooperate with Egypt on dry ports, multipurpose terminals and logistics areas: Egyptian Transport Minister Kamel El Wazir inked an MoU with shipping giant CMA CGM to cooperate on maritime transport, and jointly develop multi-purpose container terminals, a dry port and a logistics area connected to seaports via rail, according to a statement.

Background: This follows talks that took place last month between CMA CGM and Egyptian President Abdel Fattah El Sisi, where they discussed expanding the company’s participation across Egypt’s maritime transport sector, and managing additional ports.

LAST MILE-

FedEx Express rolls out new packaging solution in the UAE, Bahrain, and Kuwait:FedEx subsidiary FedEx Express has rolled out a new mobile shipping solution — dubbed FedEx Ship Manager Lite (FSML) — for shippers located in the UAE, Bahrain, and Kuwait, to facilitate their packaging processes, according to a press release. The FSML will enable shippers in these three countries to fill out their shipment information and create a shipment reference QR code through their own smart devices and present it to the FedEx agent when dropping off their package, removing the need to fill out paper airway bills, print shipping labels, and commercial invoices, according to the statement.

Saudi Arabia’s postal service is about to get a digital + regulatory boost: Saudi Arabia’s Transport and Logistics Ministry has issued a general policy for its postal sector, which aims to enhance growth of the postal sector services and improve services for its users, Saudi news agencySPA reports. The policy aims to develop the current postal service’s delivery standards, introduce new services, enhance competitiveness among local and foreign investors, and support e-commerce and the digital economy, Transport and Logistics Minister and Chairman of Saudi Post Saleh bin Nasser Al-Jasser stated. This includes removing administrative, regulatory, technical, and procedural obstacles facing businesses, and proposals for new, helpful laws and regulations that can help create a healthy, competitive environment.

Enter AI: Innovative technologies including AI, internet of things, and drones, among other technologies, will be deployed to the sector, according to the news agency.

Qatar + Japan to bolster trade ties: Qatar’s Investment Promotion Agency (IPA Qatar) has partnered with Japan External Trade Organization (Jetro) to boost trade and investment between the two countries, according to a statement. The partnership seeks to lure Japanese companies and investors to explore business avenues and expand their businesses in Qatar by supporting their market entry, streamlining investment processes and facilitating knowledge exchange, according to the release. The partnership will “leverage our respective strengths and expertise to drive innovation, trade and investment opportunities that will benefit our businesses and contribute to the economic progress of both nations,” Jetro Chairman and CEO Norihiko Ishiguro said.

Around the World

India bans exports of white rice, triggering further food inflation

India — which is responsible for 40% of the world’s exports — has banned exports of white rice as of last Wednesday, 20 July,in order to contain domestic prices and ensure availability to the local market, according to a notification (pdf) by the Directorate General of Foreign Trade. The ban, which comes after erratic weather curbed domestic production, is expected to add to global inflation and increase rice prices, Reuters reports. “We expect a minimum gain of around USD 50 a metric ton and it could be USD 100 or even more,” said one Singapore-based trader at an international trading company.

There will be exceptions: Countries in need of rice exports to plug their food security needs can be granted exemptions from the Indian government upon their request, the notification said.
