Good morning, friends. We have some updates for you today from across the region, with a lot of movement happening on regional railways and a few new courier service companies popping up.

THE BIG LOGISTICS STORY- TheSaudi Ports Authorityhas inaugurated new projects at Jubail Commercial and Industrial Ports to boost throughput capacity and upgrade infrastructure, including a railway connecting the ports. Over in Iran, the country has launched its Hamedan-Sanandaj Railway in another move towards setting up the International North-South Transport Corridor (INSTC).

HAPPENING TODAY-

The Panama Canal is set to reduce ship transits in the coming months as an ongoing drought continues to impact the canal’s ability to accommodate vessels, the Financial Times reports. The Panama Canal Authority (ACP) is looking to impose additional limits to only allow 25 ships to pass through daily, eventually decreasing the number of vessels to 18 by February 2024. The canal had most recently cut daily crossing from 32 vessels to 31 as of 1 November.

The drought is holding up energy deliveries and driving shipping rates at the canal to record highs, Hellenic Shipping News reports. Shipping rates for Very Large Gas Carriers (VLGCs) rose to USD 250 a ton in the last week of September, the highest since 2016, pulling up prices for shipping liquefied petroleum gas (LPG) coming from the US.

WATCH THIS SPACE #1-Inceptio has plans to expand to GCC: Inceptio Technology, a Chinese developer of autonomous driving technologies for heavy duty trucks, has revealed plans to expand into the Gulf within the next year, according to a press release. Inceptio will conduct road tests in the UAE or Saudi Arabia and potentially open a regional AI software development center, according to the release. The pool of talent and interest in green technology investment makes the region a logical hub for the company’s global expansion, Inceptio CEO and founder Julian Ma said. Inceptio also expects to enter partnerships with two truck original equipment manufacturers (OEM) next year, Ma added.

WATCH THIS SPACE #2- Abu Dhabi’s Al Dhafrah is looking to tender the Mugharaq Port-Jabel Al Dhannah road project by 1Q 2024, Zawya reports, citing a source in the know. The contract will involve building a road linking Mugharaq Port to Jabel Al Dhannah Road in Al Dhafrah by 4Q 2025 at an estimated cost of USD 40 mn.

DISRUPTION WATCH-

Air travel to the Middle East has dipped since the outbreak of Israel's war on Gaza, Reuters reports. Flight bookings to Egypt, Jordan, and Lebanon have fallen since 7 October, with ticket prices to Egypt falling 26% y-o-y, 49% to Jordan, and 74% to Lebanon, the newswire cites vice president of insights at ForwardKeys Olivier Ponti as saying. Several airlines, including United Airlines, Turkish AIrlines, Wizz Air, Air Canada, and Air France have halted flights to Tel Aviv until further notice. Other airlines, including Royal Jordanian, have been seeing higher costs due to flight diversions for security reasons since the beginning of the conflict.

Israel deploys missile boats to Red Sea’s Eilat Port after Houthi attack from Yemen:The Israeli military has stationed missile boats in the Red Sea after the Houthi movement in Yemen released a statement saying it had launched missile and drone attacks on Israel, Reuters reports. Israel says it intercepted an “aerial threat” over the Red Sea, with Israeli National Security Adviser Tzachi Hanegbi describing the Houthi attacks as intolerable, without elaborating on how Israel plans to respond.

MARKET WATCH-

OPEC crude oil output has risen for the third straight month, led by Nigeria and Angola, despite ongoing cuts by KSA in efforts to support the market, according to a Reuters survey. OPEC pumped 27.9 mn barrels per day in October, an increase of 180k barrels per day from last month, the survey found.

AD Ports kicked off the International Association of Ports and Harbors (IAPH) World’sPorts Conference 2023 yesterday, which runs through 2 November, at the Abu Dhabi National Exhibition Center, under the theme ‘Reinventing Ports.’ The event will bring together more than 100 speakers, from port operators to influential figures in the industry, to network and share expertise on the industry.

The two-day Abu Dhabi Smart City Summit (ADSCS) kicked off yesterday in Abu Dhabi. The event is organized by the Department of Municipalities and Transport and is being attended by government officials and industry experts to discuss AI, urban planning and smart mobility.

Dubai Business Forum is set to take place on 1-2 November at Madinat Jumeirah, in Dubai. The event will bring together top business leaders to boost business partnerships and networking.

Transport Logistic Southeast Asia is taking place between 1-3 November at the Sands Expo and Convention Centre in Singapore. The event is the largest trade show for transportation and logistics, mobility, IT, and supply chain management in the Southeast Asia region. The Smart Transport, Logistics Infrastructure & Traffic Fair & Forum for the MEA Region(TransMEA) will kick off next week in Cairo, Egypt from 5-8 November. The event will bring together international regional players and some 350 exhibitors from 20 countries from the railway, metro, monorail, electric transport, roads, bridges, maritime transport, shipping, and logistics sector, to showcase solutions, trends, new products and technologies.

The third Caspian Economic Forum is set to be held in mid-November in Iran, state-owned Islamic Republic News Agency reports. The event is set to focus on transportation, joint ventures, oil and gas, finance, banking and technical cooperation in Iran, with Alireza Jahangiri, Iran’s deputy foreign caspian sea affairs minister, calling on economic institutions to attend, IRNA adds. The exact location and dates of the forum have yet to be confirmed.

The Dubai Air Show will be held from 13-17 November at DWC, at the Dubai Airshow site, in Dubai. The event will feature over 180 aircraft including business jets, drones, commercial airlines, military jets, helicopters, and electric vertical take-off and landing (eVTOL) aircraft. The event will also gather decision makers to discuss the latest trends and challenges across the aviation industry, and how to drive sustainable aviation operations.

New infrastructure projects at Jubail’s industrial and commercial ports

New projects inJubail’s Commercial and Industrial Ports: The Saudi PortsAuthority (Mawani) has inaugurated new projects at Jubail Commercial and Industrial Ports to boost throughput capacity and upgrade infrastructure at the ports, including a railway connecting the ports, according to a statement. The value of investments in the projects were not disclosed.

Mawani is also launching a petrochemical hub in Jubail: The projects include establishing a modern petrochemical hub, with ten berths and a storage area, according to the statement.

The impacts: Aside from boosting capacity, the projects aim to reduce congestion, minimize the port’s carbon footprint, and expand shipping operations, according to the statement.

About the Jubail ports: The commercial port is equipped with 16 berths fitted with new equipment, and machinery. It has an operational capability to handle more than 1.5 mn containers annually, with a capacity of up to 36 mn tons, according to the release. King Fahad Industrial Port, also located in Jubail, is the world’s largest industrial port that also handles diverse petrochemical products, and contains 34 berths that handle more than some 100 petrochemical products annually, including agricultural fertilizers, sulfur, and petroleum coke, according to the statement. It also has a capacity to handle up to 70 mn tons.

Iran launches the Hamedan-Sanandaj Railway, connecting Ardabil to the Rasht-Astara railway

Iran has kicked off operations for its Hamedan-Sanandaj Railway in another move towards setting up the International North-South Transport Corridor (INSTC), the Azerbaijan State News Agency cites CEO of Iran’s Construction and Development of Transportation Infrastructures Company Kheirollah Khadem as saying.

The details: The railway — which extends over 151 km with a total of seven stations, including in Qorveh, Dehgolan, and Sanandaj — will link Ardabil in Iran to the Rasht-Astara railway.

REFRESHER- The 7.2k-km INSTC serves as an artery for trade between South Asia and Europe, comprising ship, rail, and road routes. The INSTC links Russia, India, Iran, and Azerbaijan.

SAL shares soar 30% on its first day of trading

SAL Saudi Logistics Services saw its shares rise 30% in their first day of trading on the Saudi Tadawul Exchange,Reuters reports. The shares jumped USD 36.73 in early trading, surpassing the initial offer price of USD 28.3. This follows the company raising USD 678 mn in its initial public offering, seeing full subscription on the first day of the book building process for institutional investors amid high demand.

REMEMBER- Saudia Arabian Airlines and Tarabot Air Cargo services jointly listed a 30% stake in their subsidiary SAL on Tadawul, with both shareholders offering 24 mn shares.

Background: SAL has been planning an IPO since at least 2021 where it had appointed HSBC Holdings as financial advisor at the time. The company got the greenlight to list the 30% stake in Tadawul from Saudi Arabia’s Capital Market Authority back in June.

Advisors: HSBC Saudi Arabia was tapped as the sole bookrunner, underwriter, financial advisor, global coordinator and lead manager for the IPO.

Ras Al Khaimah has granted its transport authority new licensing power over maritime transport in the emirate

Ras Al Khaimah Transport Authority gets more authority under new bill:UAE Supreme Council Member and Ruler of Ras Al Khaimah Sheikh Saud bin Saqr Al Qasimi has issued a new law handing the Ras Al Khaimah Transport Authority new licensing and regulatory powers over maritime transport in Ras Al Khaimah (RAK), Emirati news agency WAM reports.

The new responsibilities: The transport authority will be responsible for developing comprehensive plans for the marine transport system — and all related construction work — in the emirate, including approving development programs and projects, and supervising them, according to WAM. Planning routes, networks, and marine activity sites, as well as the construction of berths and storage places, will also fall under its scope, WAM reports.

Training marine transport workers is another responsibility: The authority will train, qualify, and license marine transport crew, as well as inspect all means of transport to ensure their compliance with safety standards and procedures and create a marine transport database for the emirate.

Iraq, Iran to boost non-USD trade + Iran, Armenia to develop customs ties. PLUS: Egypt, Tunisia to boost trade

Iran + Iraq are looking to boost non-USD trade: Iran’s Industry, Mine and TradeMinister Abbas Aliabadi met with Iraqi Prime Minister Mohammed Shia’ Al Sudani to discuss enhancing the use of national currencies in bilateral trade, according to a statement. The pair also touched on increasing trade exchange in the petrochemical industries and fertilizers sectors.

Iranian and Armenian customs officials also met todiscuss boosting bilateral trade by increasing the efficiency of truck transportation between the countries and to develop customs areas on border crossings, between both countries, the Islamic Republic News Agency (IRNA) reports.

Agility’s warehouses in Cote d’Ivoire receive EDGE advanced certification as green buildings:Agility Logistics’ park warehouses in Abidjan, Cote d’Ivoire are the first in West Africa to be granted the green building excellence in design for greater efficiencies (EDGE) advanced certification, according to press release. EDGE, which is overseen by the International Finance Corporation (IFC), is the global standard for energy-efficient buildings.

The reasons for the award: The certification requires a minimum projected reduction of 20% energy use, water use, and “embodied energy” in materials when benchmarked against a standard local building. The Abidjian facility is the second Agility warehouse to receive EDGE Advanced certification, after its logistics park in Riyadh was awarded the certification in 2022.

Saudi Ports Authority’s (Mawani) Jeddah Islamic Port has received the Advanced Port Infrastructure Awardat the Landmarks in Logistics 2023 awards ceremony in the UAE, according to a statement. Jeddah Islamic Port has upgraded its ports by adding modern berths to accommodate a new generation of mega vessels. It has also deployed the Smart Ports Initiative, which automates operations through 5G technology, according to the statement.

Abu-Ghazaleh for Technology (TAGTech) was included in Jordan Airport Freezone’s 2023 Golden List, according to a press release. TAGTech is a manufacturer of electronic devices and has branches in Jordan, Egypt and Lebanon. The corporation met the 2023 Golden List’s membership requirements based on trade activity, its amount of fixed capital, and commitment to corporate social responsibility.

Etihad Cargo bagged two awards at two separate ceremonies: The airline received the Overall Carrier of the Year Middle East award at the Payload Asia Award, according to a statement. It was also named the best cargo airline at the inaugural Arabian Cargo Awards, which recognises success in the GCC-based cargo and logistics Industry, according to a separate statement)

Saudi Post launches new delivery service in KSA: The Saudi Post (SPL) inked a partnership with Al Dawaa Medical Services Company subsidiary Abana Group Company and Proceed Logistics, to launch the National Parcel Stations Network Company (Parcelat), according to a statement. The agreement was inked on the sidelines of the Global Health Exhibition in Riyadh, according to Saudi Press Agency (SPA). The partnership aims to contribute to development of the quality of delivery operations in the kingdom, and to expand delivery options to increase last-mile services.

M&A WATCH-

Bahri now owns 40% of Petredec: The National Shipping Company of Saudi Arabia (Bahri) has increased its stake in LPG transporter and distributor Petredec Group to 40.08%, up from 30.03%, after it acquired the shares of an exiting partner, according to a Saudi Exchange (Tadawul) disclosure. The transaction will be financed through Petrodec Group’s available money, the disclosure states. Bahri’s first investment in Petredec was in 2005 with a 24.39% ownership.

STORAGE & WAREHOUSING-

Egypt-basedLATT Logistics was awarded an EGP 70 mn contract for a warehouse for dangerous goods in Alexandria Port, making it the first private firm to receive a license to build and operate a warehouse of the kind, the company’s managing director, Mohamed Hassan Abdelkader, told Enterprise Logistics. The 1.5k sqm warehouse in the port comes alongside another 3.5k warehouse for general cargo at the port, as well as 4k sqm of open yard storage space, Hassan said, adding that the company plans to begin setting up the warehouses within days.

The details: The two warehouses will have the capacity to store 80k tons of dangerous and general goods a year, Hassan said.

Germany-based shipping company Hapag-Lloydis adding Egypt’s Alexandria Port to its Adriatic Sea Express route starting December 2023, according to a press release. The shipping line will link Alexandria to ports in Venice, Croatia, Greece, and Slovenia.

Africa could get a US, EU-backed railway to trade in EV minerals + US removes four African countries from zero-tariff list. PLUS: More war-related news and electric vessel progress

US + EU plan USD 1 bn+ Africa rail link for EV minerals: The US is looking to help develop a new railway linking mines in Central Africa with a port on the Atlantic in order to secure minerals necessary for EV production, Bloomberg reports. The proposed “Lobito Corridor” project would involve laying hundreds of miles of rail tracks from Zambia’s Copperbelt to an existing line in Angola.

The details: The trade route will mainly carry key minerals that are crucial for the production of EVs, including metals like copper and cobalt, the outlet adds. A feasibility study for the Lobito Corridor is expected to start by year-end and take six months, and the project itself should be complete within five years, said Helaina Matza, US President Joe Biden’s acting special coordinator for the administration’s Partnership on Global Infrastructure Investment.

US removes four African countries from zero-tariff trade list over human rights record: The US has removed Uganda, Gabon, the Central African Republic, and Niger from its zero-tariff trade list under its African Growth and Opportunity Act (Agoa) over human rights violations and lack of democratic progress, the Financial Times reports. Agoa, introduced in 2000, aimed to stimulate African exports to the US through preferential trade access for some 1.8k designated goods. The loss of Agoa status for the aforementioned countries will go into effect in January 2024.


EU sanctions could hit EUR 5 bn in trade with Russia:The EU is considering new restrictions that would hit some EUR 5 bn (USD 5.3 bn) in trade with Russia in an effort to curtail the latter’s ability to continue waging its war in Ukraine, Bloomberg reports. The new measures would include export restrictions on welding machines, chemicals, and other technologies used for military purposes, sources in the know told the outlet. There could also be software license bans and restrictions on imports on some processed metals and aluminum products, construction items, transport-related goods, and diamonds, the outlet adds.

Belgian unions are calling on members to refuse to handle Israel-bound munitions, as “various airports in Belgium are seeing arms shipments in the direction of the war zone," according to a statement (pdf) circulating on social media. "We, several unions active in ground logistics, call on our members not to handle any flights that ship military equipment to Palestine/Israel, like there were clear agreements and rules at the start of the conflict with Russia and Ukraine," the unions said.
