TODAY: It’s the third day of TransMEA + Emirates Airlines to expand its cargo capacity

Good morning, friends. It’s the third — and penultimate — day of the TransMEA forum in Egypt, which brings together key regional players in sectors spanning rail, shipping and maritime and logistics.

Yesterday saw Egypt ink a slew of agreements with local and international firms to give a boost to its railway sector, whether through localizing the manufacturing of railway networks or agreements to complete its high-speed railway network.

ALSO HAPPENING THIS WEEK-

The US military has dispatched an Ohio-class missile submarine to the Middle East, CNN reports, citing a post on facebook by the US Central Command. The post, which is accompanied by an image that seems to show the sub in the Suez Canal, has been interpreted as a “message of deterrence” amid the ongoing war in Gaza, CNN explains.

LATER DOWN THE ROAD-

Large tankers are likely to divert away from the Panama Canal next year, moving towards routes via the Suez Canal or the Cape of Good Hope, due to the ongoing drought restrictions, Splash reports, citing several reports from brokers and research agencies. The ongoing drought has reduced water levels in Gatun Lake, making it increasingly difficult for the canal to accommodate the draft requirements of larger vessels. Slots for larger ships will be further limited as the canal authority looks to reduce the number of daily ships transiting the canal a day from 31 to 18 next year, with most slots usually taken up by container vessels, which have more leeway to book in advance.

Longer hauls = more demand for larger vessels: “The stark reduction in slots will push many of the tramp vessels (including tankers and dry cargo ships) away from the Canal,” New York-based tanker brokers Poten & Partners predicts. “This will lead to more ton-mile demand and possibly changes in segment utilization as longer hauls may stimulate the use of larger vessels.”

WATCH THIS SPACE #1- China could invest in Iranian infrastructure: Iran is offering up the manufacturing of two high-speed trains in Iran — as well the equipping and development of Iranian ports — to Chinese investors, Tasnim News Agency cites Iran’s Roads and Urban Development Minister Shahriar Afandizadeh as saying.

WATCH THIS SPACE #2- Emirates considering adding more cargo planes to its fleet:Emirates Airlines is considering an order for Airbus or Boeing freighters and may convert some of its passenger jets to double its cargo fleet over the next decade, Emirates SkyCargo divisional senior vice president Nabil Sultan told Bloomberg at an industry conference in Singapore. The carrier has not yet decided between the two manufacturers and it could take another four years to commit to either, Sultan stated, adding that some of the carrier's more than 100 Boeing 777 passenger planes could be converted to cargo planes. The carrier aims to evaluate by 2027 whether it will need a “different mix to what we have already,” Sultan added.

WATCH THIS SPACE #3- Iran and Russia are finalizing the technical details for the EUR 1.6 bn Rasht-Astara railway project, including inking an agreement for a loan from Russia for the completion of the project, Tehran Times reports, citing managing director of Iran’s Construction and Development of Transportation Infrastructures Company Kheirollah Khademi. The blueprint for the railway has been approved along with amendments to increase the speed and capacity of the route. Further technical details will be finalized soon, the outlet adds.

Background: The railway, for which Iran and Russia inked an agreement in May, will connect Rasht, near the Caspian Sea, with Astara on the border with Azerbaijan. Upon its completion, this railway link will enable the transportation of freight by rail from the Persian Gulf to Helsinki in Finland, passing through Russia's Saint Petersburg. It is considered a vital part of the International North-South Transport Corridor, which connects India, Iran, Russia, Azerbaijan, and other countries through railways and sea routes

DATA POINT - Qatar saw cargo transport rise some 6.7% y-o-y to 201.8k tonnes in September,according to statistics from its civil aviation authority. Air transport statistics also noted a 23.3% year-on-year rise in aircraft movement during the month.

CIRCLE YOUR CALENDAR-

The Turkish-Arab Economic Forum 2023 is set to take place on Wednesday, 8 November at the ÇırağanPalace Kempinski in Istanbul. The event will include networking sessions, and several sessions focused on Turkish-Arab collaborations in several sectors, including trade, according to the forum’s agenda (pdf).

TheIntra-African Trade Fair will take place from Thursday 9-15 November at the Egypt International Exhibition Centre and Al Manara International Conference Centre in Cairo, Egypt. The event — which takes place in collaboration with African Export-Import Bank (Afreximbank), the African Union and the AfCFTA Secretariat — will showcase goods, services, and investments from African countries, with the goal of establishing efficient channels for trade between African countries.

TheGCC-Türkiye Economic Forum will kick off on 11-13 November at Çırağan Palace Kempinski Hotel in Istanbul, Turkey. The forum will allow the GCC and Turkey to explore potential areas of cooperation, increase bilateral trade, and establish networks for joint projects, according to the forum website. The event will feature a number of Turkish and GCC speakers and panelists from sectors including trade, investment, industry and logistics, infrastructure, agriculture and food, and sports.

The third Caspian Economic Forum will be held in mid-November in Iran, state-owned Islamic Republic News Agency reports. The event is set to focus on transportation, joint ventures, oil and gas, finance, banking and technical cooperation in Iran, with Alireza Jahangiri, Iran’s deputy foreign caspian sea affairs minister, calling on economic institutions to attend, IRNA adds. The exact location and dates of the forum have yet to be confirmed.

The Dubai Air Show will be held from 13-17 November at DWC, at the Dubai Airshow site, in Dubai. The event will feature over 180 aircraft including business jets, drones, commercial airlines, military jets, helicopters, and electric vertical take-off and landing (eVTOL) aircraft. The event will also gather decision makers to discuss the latest trends and challenges across the aviation industry, and how to drive sustainable aviation operations.

The Supply Chain & Logistics Arabia summit is set to take place on 14-15 November at Narcissus in Riyadh, Saudi Arabia. The event will feature several panel discussions on matters including the future of supply chain, digitalisation and technology, procurement, warehouses, distribution and fulfillment, and last mile issues.

The IATA Slot Conference is set to take place on 14-17 November at the Dubai World Trade Centre in Dubai, UAE. The business meeting will host over 1k delegates, with representatives of more than 200 slot coordinated airports and over 225 airlines from across the world. The event allows the global airline community to meet for quick optimisation of planned schedules and to explore chances for growing routes and networks.

The Global Freight Summit 2023 will be taking place on 15-17 November at the Coca Cola Arena, Dubai, UAE. Hosted by DP World, the event aims to create a platform for the international freight forwarding and supply chain communities, bringing together industry leaders and the global freight community to discuss challenges that are prevalent across the sector. The event will be held under the theme Making the Future Supply Chain a Reality, with the aim of exploring how industry stakeholders can take action to face these challenges.

The first GCC-Egyptian Business Forum will be held on 22-23 November in Cairo, Egypt, Bahrain News Agency reports. The event is being held under the theme Business, Investment, Partnership, with a focus on investment opportunities in real estate, agriculture, the food industry, and tourism in the region. The event is hosted by the Federation of Egyptian Chambers of Commerce and organized in cooperation with the Federation of Gulf Cooperation Council.

Egypt inks several MoUs to localize its railway industry + new agreements to complete its 2k-km high-speed rail

Egypt inks several railway agreements at TransMEA: Egypt’s Transport Ministry inked a terms and conditions agreement, as well as two memorandums of understanding (MoUs) in the railway sector on the second day of TransMEA, according to a statement. The agreements allow the country to localize the manufacturing of several key parts of railway networks, including wagons and signaling devices.

#1- Signaling devices: The Egyptian National Railway Industries Company (NERIC) inked an MoU withSpain’s CBS Group’s subsidiary GTS to set up a manufacturing plant for signaling devices. The plant— which will be set up over an area of 1k square meters — will supply the railway authority with spare parts for signaling devices, according to the statement. The companies will also look to train technicians and engineers with international companies. GTS is looking to position Egypt as its hub for supplying signaling devices, through which they will serve the Middle East, Africa and other regions, the statement added.

#2- Localizing wagons: The Egyptian National Railways Authority inked a terms and conditions agreement with the Egyptian National Railway Industries Company (NERIC) to manufacture 500 wagons, along with their maintenance and spare parts, over the span of 15 years, the statement added. This marks the first phase in manufacturing 1k wagons between the Egyptian National Railway Authority and NERIC. The agreement makes Egypt the first in the region to manufacture mobile units, the statement said.

#3- Boosting maintenance capabilities: The railway authority also inked an MoU with Czech carmaker Škoda to boost cooperation in managing and operating unit maintenance workshops, the statement said. The agreement encompasses enhancing technical capabilities, and equipping the workshops with advanced technologies.

ALSO FROM TRANSMEA-

The event also saw several agreements for Egypt’s 2k-km high-speed rail, according to a separate statement. The railway, which will run 660 km between Ain Sokhna, Alexandria and Marsa Matrouh, is being developed by a consortium of Siemens Mobility, Orascom Construction and Arab Contractors. The first leg of the line, from Alexandria to Ain Sokhna, includes a freight line that Siemens has called a “Suez Canal on tracks” (watch, runtime: 2:32).

#1- The Delta Development Consortium (DDC) and Chinese firm CRIC inked an MoU to establish a high-speed rail line between Port Said and Abu Qir under a build-operate-transfer (BOT) agreement.

#3- Orascom Construction, Arab Contractors, and Elsewedy Electric also inked an MoU to design, supply, and install electromechanical systems at the first line (Ain Sokhna - Al Alamein) of the railway.

Egypt also inked MoUs with Morocco for railway cooperation + road safety: Morocco’s Transport Minister Mohammad Abdeljalil also inked agreements with Egypt’s Transport Minister Kamel Al Wazir during the event, according to a separate statement. The first MoU is focused on the bolstersting skill sets, exchange of expertise, and road safety, while the second MoU focuses on developing bilateral cooperation in railway transport, including through setting up a working group that schedules annual visits to exchange expertise, the outlet adds. The pair also signed an MoU for the mutual recognition of crew certificates in maritime transport.

UAE’s Edge Group acquires a majority stake in autonomous systems developer Anavia

Emirati tech and military conglomerate EDGE Group has acquired a 52% stake in Switzerland-based vertical and take-off (VTOL) systems developer Anavia, according to a press release. The move comes as Edge looks to expand its portfolio of multi-domain systems and solutions and strengthen its “autonomous aerial vehicle capabilities,” Managing Director and CEO of EDGE Group Mansour Al Mulla said.

The details: The acquisition aims to position Edge as a market leader in the advanced unmanned helicopter domain, with the help of Anavia’s product range, which spans a variety of mission profiles, including mapping and cargo capabilities. The partnership aims to facilitate advancement in the autonomous aviation field and “deliver ground-breaking solutions” in military and civilian aviation sectors, according to Founder and Co-CEO of ANAVIA Jon Andri Jörg.

Agility to challenge Kuwaiti court decision that can force it to vacate Sulaibiya land

Agility to challenge the decision that may find them evicted from its sites: Kuwait’s warehousing and industrial developer Agility will challenge a decision by the Kuwaiti Court of Appeal that has ruled in favor of the Public Authority of Industry, which could force Agility to vacate its warehouse plots of land in Sulaibiyah, the company said in a Boursa Kuwait disclosure (pdf). The dispute revolves around a contract from 2003, concerning a land area in Doha Kuwait of 941k square meters.

The ruling: The court’s ruling rejected Agility’s case, which argued that the court prevent the PAI from interfering with Agility’s use of the area until a final judgment is ruled on the related lawsuit, according to the disclosure.

What’s being disputed? The land plot is one of five contested by the Kuwaiti government, which together constitute roughly 3.5% of the company’s consolidated revenues (KWD 43 mn), according to an earlier disclosure. The land houses some of the company’s warehousing facilities, which it leases out to customers, according to its website. The book value of these areas accounts for approximately 6% of the company's total assets, according to Agility’s website.

Background: Earlier this year, media reports suggested that the PAI may request Agility to vacate certain areas within a week. However, Agility claimed that it had not received any official notification from either PAI or any government entity. The Kuwaiti Court of appeal later ruled in favor of PAI, overturning a contractual decision that provided that Agility and PAI had a contractual relationship for a period of twenty years from 1 January 2023 till 31 December 2042.

What’s the impact on Agility? The impact “can’t be assessed at the moment,” the company said, adding that it plans to challenge the decision in the court of cassation, according to the disclosure. If the court rules in PAI’s favor to evict Agility from the site, Agility will lose the revenues it derives from the site, the disclosure adds.

Regional transport ministers meet up at TransMEA + Afghanistan, Iran to boost transport and trade ties

Qatar + Morocco look to boost transport ties: Qatari Transport Minister Jassim Al Sulaiti met with Moroccan Transport and Logistics Minister Mohammed Abdeljalil on the sidelines of TransMEA to discuss enhancing transport ties between both countries, according to a statement. The pair also discussed increasing cooperation in logistics services, commercial ports and civil aviation.

Afghanistan’s new Taliban government visits Tehran for the first time to discuss economic collaboration: Representatives from Iran and Afghanistan gathered at a joint economic and trade commission meeting in Tehran, where they discussed the formation of joint working groups for the trade, transit, customs, and transportation sectors, Islamic Republic News Agency (IRNA) reported. The officials also discussed plans to form more working groups to identify challenges to economic cooperation between the two countries.

Afghanistan is also looking to increase its trade through Iran’s transit routes, including the Chabahar Port and Bandar Abbas, Baradar is quoted as saying by semi-official news agency Tasnim.

Seafarers’ happiness slumped in 3Q

Seafarer welfare index down in 3Q 2023: The latest Seafarer Happiness Index reveals a further drop in seafarer sentiment in 3Q 2023, indicating a consistent decline, according to the Index (pdf). The index determined seafarer happiness levels at 6.6 out of 10, down from 6.77 in 2Q and 7.1 in 1Q 2023, according to the index. Dissatisfaction with wages, workloads, onboard connectivity, and barriers to diversity and inclusion were noted as reasons for the decline.

RwandAir to double fleet, increase connectivity to Africa and the Middle East: Rwanda’s flagship airline RwandAir aims to nearly double its 13-aircraft fleet to 25 planes and expand its network to 39 destinations over the next five years to boost its reach, including to the Middle East, The National cites CEO Yvonne Makolo as saying. RwandAir aims to increase the frequency of flight to existing routes like Doha and Dubai as well as expand to other destinations in the region, Makolo said. The airline is already taking delivery of three leased Boeing 737s this year.

ZONES-

Saudi Arabia has launched the Center for Riyadh Special Economic Zones, the Saudi Press Agency reports. The center — managed by the board of the Royal Commission for Riyadh City — will supervise the special economic zones in Riyadh, provide incentives, and help create a regulatory framework for various economic activities within the zones in a bid to attract investments, SPA adds.

Korea + Egypt’s SCA discuss enhancing collaboration: The chairman of Egypt’s Suez Canal Authority (SCA) Osama Rabie met with a Korean delegation led by Deputy Speaker of the National Assembly Kim Young-joo to discuss collaboration in areas of mutual interest and to showcase the latest development projects in the canal, according to an SCA statement.

Oman Post’s new AI sorting boosts efficiency 43%: Oman Post, a subsidiary of Omani logistics provider Asyad Group, recently launched an AI parcel sorting system that has boosted efficiency 43% by the end of August 2023 compared to the same period a year before, Oman News Agency reports. The system can sort 6k parcels per hour.

INVESTMENT WATCH-

Up to USD 50 bn of Emirati investment heading to India? The UAE is looking to invest up to USD 50 bn in its second-largest trading partner, India, sources with knowledge of the matter told Bloomberg. The UAE is eyeing stakes in Indian infrastructure projects and state-owned assets, the sources said, adding that some of the agreements could involve Abu Dhabi wealth funds ADQ, the Abu Dhabi Investment Authority, and Mubadala Investment Company. Provisional agreements could be announced as soon as early next year, with investment to come in during 2H 2024.

SHIPPING + MARITIME-

Gulf Marine Services (GMS) has secured two contract extensions in the GCC and a brand new contract spanning two years, Oil and Gas Middle East reports. The contract extensions extend over a duration of four years, and are set to enhance its presence and topline across Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE.

The US plans to invest some USD 653 mn to port development

The Biden administration is devoting USD 653 mn to port development across the USin a bid to “strengthen American supply chains,” according to a statement by the US Department of Transportation. The US Department of Transport Maritime Administration (MARAD) says the investment — which is part of its historic USD 17 bn bipartisan infrastructure law — will fund 41 port improvement projects under the Port Infrastructure Development Program (PIDP). The project aims to expand capacity and speed up movement of goods through American ports, US Secretary of Transportation Pete Buttigieg said.
