Good morning, friends. It’s a relatively calm start to the week, although we have plenty to keep you busy on this (very) warm Monday morning.

#1- US lawmakers are calling for a probe into Microsoft-G42 partnership: Republican lawmakers are calling on the Biden administration to prepare a formal intelligence assessment of Microsoft’s USD 1.5 bninvestment in Emirati state-owned AI firm G42 in a letter (pdf) addressed to US National Security Advisor Jake Sullivan, citing concerns over the IHC-backed AI outfit’s ties to China.

The letter referred to the investment as one of the most “consequential US investments in the Middle East in decades,” and urged the administration to implement national safety safeguards, highlighting risks posed by transferring “highly sensitive, US-origin technology” and “[the US’] most critical AI technology,” without a proper regulatory framework. The congressmen asked for the assessment to be conducted before the partnership enters its second phase, which will involve the export of US technologies.

REFRESHER- In February, G42 was reported to have already offloaded all of its investments in China — including a USD 100 mn stake in ByteDance — reportedly in a bid to appease US partners, culminating in Microsoft investing some USD 1.5 mn in G42. The second phase of the agreement entails Microsoft exporting large-scale AI components to the UAE, which will require licenses from the US government. Concerns that the US might pull the plug on the partnership have been swirling for weeks now, with Bloomberg recently saying that Pentagon officials are doubting G42’s commitment to fully divest from China.

#2- Off-the-record shipments of Kurdish oil to Iran are on the rise despite the closure of the oil pipeline between Iraq’s semi-autonomous Kurdish region and Turkey last year, a Reuters investigation found on Thursday. Some 1k tankers transporting around 200k barrels of cut-price oil travel to Iran, and on a smaller scale Turkey, each day, amounting to around USD 200 mn per month. The volume of unofficial exports is a factor in Iraq’s failure to adhere to the OPEC+ output cuts this year, an Iraqi official told the newswire.

The exports have not been approved by the Iraqi government, Iraqi Oil Ministry spokesperson Assim Jihad told the newswire, while Iranian and Turkish officials failed to respond to requests for comment. The US, a close Kurdish ally, is assessing if the trade breaches its economic sanctions on Iran, an unnamed US official told the newswire. Evaluating the trade may be tricky, however, as its proceeds are not accounted for or registered by the Kurdish Regional Government (KGR).

#3- Kuwait’s warehouse rental prices have doubled to KWD 400 following the Mangaf fire last month, the Arab Times reported last week. The increase in rental prices is largely due to “crisis traders” leasing unused residential spaces as warehouses and charging inflated prices, according to Director General of the Kuwait Industries Union Huda Al-Baqshi. The surge threatens food and pharma security in the country, experts warn.

#4- Egypt denies Suez Canal sale rumors: Egypt’s cabinet has denied rumors about a government plan to sell the Suez Canal for USD 1 tn, saying the canal will remain fully owned by the Egyptian state, according to a Saturday statement. The cabinet explained that according to the Egyptian constitution, “the state is committed to protecting, developing, and preserving the Suez Canal as an international waterway that it owns.”

MARKET WATCH-

#1- Baltic index records weekly gain: The Baltic Exchange’s dry bulk sea freight index — which tracks rates for the capesize, panamax, and supramax vessel segments — was up 2.6% to 1,997 points on Friday, logging a weekly gain impacted by high vessel rates, Reuters reports. Capesize increased 3.6% to 3,296 points, while the panamax index inched up 2.4% to 1,678 points. The smaller supramax segment rose 0.2% to 1,364 points.

#2- Oil prices eased on Friday as investors considered weak US consumer demand against an anticipated Fed rate cut in September, Reuters reports. Brent crude futures were down USD 0.37 to USD 85.03 / bbl, while US West Texas Intermediate fell USD 0.41 to USD 82.21 / bbl.

DATA POINT-

The Saudi General Authority of Civil Aviation (GACA) recorded a 41% y-o-y increase in airfreight volume in 1H 2024, hitting 606k tons, according to a statement. The authority saw a 17% y-o-y increase in passenger numbers to 62 mn, while the number of flights saw a 12% y-o-y growth to 446k.

Saudi Ports Authority (Mawani) saw 9.2% y-o-y growth in cargo throughput in June, hitting 27.6 mn tons from 25.3 mn tons in the same month last year, according to a statement. Exported containers went up 7.8% to 228k TEU, while imports rose 9.9% to 245.6k TEU. Meanwhile, transshipment container volumes dropped 54.9% y-o-y to 121.3k TEUs.

UAE-based Fertiglobe bags first green ammonia tender to supply green ammonia to Europe

Fertiglobe inks ammonia export agreement with H2Global: UAE-based urea and ammonia exporter Fertiglobe secured a EUR 397 mn offtake agreement from the German government’s H2Global program to export 19.5k tons of green ammonia to Europe in 2027, according to a statement (pdf). The agreement will have Fertiglobe supply green ammonia to the EU from its Egyptian facilities between 2027 and 2033 to secure 10% of Germany’s annual ammonia needs.

The details: With a production cost of EUR 1k per ton, the agreement will see Fertiglobe initially export 19.5k tons of green ammonia in 2027, potentially scaling up output to a cumulative 397k by 2033. Fertiglobe will produce the green ammonia at its Ain Sokhna plant in Egypt, which it is developing as part of a consortium comprising Scatec, the Sovereign Fund of Egypt, and Orascom Construction.

Fertiglobe inked a 20-year offtake agreement with the consortium to provide the green hydrogen, which will be used as the raw material to produce the green ammonia at the plant, according to a statement.

About the plant: The plant kicked off its first phase in November 2022 and aims to produce some 13k tons of green hydrogen a year, which will be used to create 70k tons of green ammonia at Fertiglobe’s ammonia plants. 270 MW of solar and wind power plants will be installed to power the plant.

What’s next? The consortium expects to reach financial close on the plant in 1H 2025.

Fertiglobe already made a shipment from its Egypt plant: Fertiglobe sent the world’s firstISCC PLUS-certified (International Sustainability and Carbon Certification) green ammonia shipment to India from its electrolyzer facility in Egypt’s Suez Canal Economic Zone in December.

The firm is also working on expanding in the UAE: Fertiglobe, alongside Adnoc-ADQ JV Ta’ziz, GS Energy, and Mitsui, also signed a shareholder agreement to construct a facility to produce some 1 mn tons of low-carbon ammonia annually in the UAE. The company is currently studying another green hydrogen project in the UAE in collaboration with Masdar and Engie.

EDECS inks construction contract with Red Sea Container Terminals for new terminal at Egypt’s Ain Sokhna Port

EDECS bags construction contract for 1.61 mn TEU container terminal at Ain Sokhna Port: Red Sea Container Terminals has inked a construction contract with leading regional construction company EDECS for a new container terminal at Sokhna Port’s Red Sea Containers Terminals, Al Mal reports.

Details: EDECS will serve as the main contractor for all phases of the project, and the terminal is expected to be fully operational within 18 months. EDECS will manage infrastructure construction, yard development, and the integration of technological solutions. The project aims to elevate Ain Sokhna Port’s status as the largest port on the Red Sea in terms of quay wall length, which will exceed 20 kilometers, said EDECS Chairperson and Managing Director Hussein El-Dessouky.

Background: Egypt inked an agreement with a consortium made up of France’s CMA Terminals, Hong-Kong’s Hutchison Ports, and China’s COSCO Shipping Ports, dubbed Red Sea Container Terminals, to construct the new terminal at Sokhna Port back in March last year. The joint venture is set to operate and maintain the terminal for 30 years. Egypt also inked an agreement with Hutchison Ports and MSC to build a terminal at Dekheila Port, with both agreements worth some USD 1.6 bn. The two terminals are expected to bring in around USD 5 bn in revenues over the 30-year contracts.

Plugging investments into Egypt: Hutchison Ports has said that it is looking to pour some USD 2 bn in investments in Egypt over the next few years. Cosco Shipping Line said last month that it will invest USD 375 mn to increase its container capacity at various Egyptian ports this year.

Egypt + Serbia ink 10 MoUs to boost economic cooperation, Kyrgyzstan eyes Iran’s southern ports

Egypt and Serbia inked several MoUs to boost economic cooperation between the two countries, according to a statement released on Saturday. The two countries signed a freetrade agreement (FTA) to strengthen bilateral trade and signed 10 agreements across several sectors, including investment, agriculture, tourism, communications, and information technology.

Background: Egypt and Serbia have been working on this FTA for two years, first brought up during President Abdel Fattah El Sisi’s visit to Serbia in 2022.

Kyrgyzstan to invest in Iranian ports: Iran inked an MoU with the National Investments Authority of Kyrgyzstan for the latter to invest in developing its southern ports, including in establishing joint logistics centers within the ports, Mehr reported on Saturday. No investment ticket or timeline have been revealed.

Oman inaugurates 5.8km Shinas link road

ROADS-

Oman inaugurates Shinas link road: Oman’s Transport Ministry (MTCIT) has inaugurated the Shina link project, a 5.8km dual carriageway linking Batinah main road and the Batinah expressway, according to a statement. The road comprises two 26.5-meter lanes and two new roundabouts with entry and exit lanes.

A lot of projects in Shinas: MTCIT inked a OMR 79 mn agreement in April for the construction of the first phase of the Batinah Coastal Road project, which spans 244 km from the Wilayat of Barka to Khatmat Malaha in the Wilayat of Shinas. Oman kicked off a project last November to connect four villages in Shinas to its Batinah expressway, which involves the construction of roads connecting the villages of Al Ghatl, Al Masdar, Al Humaidah, and Wadi Shuraim, as well as the construction of entrances and exits for Wahla Camp Bridge on the expressway. Oman also signed an agreement with QSS Maritime last August to develop, manage, and operate Shinas Port.

Milaha launches new shipping services linking Gulf Coast ports to China and India: Qatar Navigation (Milaha) has launched a new gulf express service, dubbed MGX2, linking Gulf Ports with China and India using three 3k TEU vessels on a 42-day rotation, according to a statement. The service offers direct calls at Hamad, Sohar, and Dammam.

Fimar Group lands Mirex services in Egypt: Egypt’s Finmar Group has launched M-Line’s Mirex service in Egypt, connecting El Dekheila port with ports in St Petersburg, Jebel Ali, and India, according to a statement released last week. The rotation will cover Nhava Sheva, Mundra, Jebel Ali, El Dekheila, and St Petersburg.

ZONES-

Oman’s Special Economic Zones and Freezones Public Authority (OPAZ) has launched an e-services platform for investors to streamline access to government and operational services in the zone, according to a statement. The platform will cut down on the time spent managing services within the zone as well as reduce administrative and financial costs, the statement said.

Rakez + AIA enter new strategic partnership: The Ras Al Khaimah Economic Zone (Rakez) has inked an MoU with the All India Association of Industries (AIAI) to develop a platform to attract Indian enterprises to Ras Al Khaimah, according to a press release released last week.

China’s Zhejiang Hengsheng lands in West Qantara Zone: Chinese dyeing and finishing outfit Zhejiang Hengsheng has begun construction on a USD 70 mn factory in Egypt’s Qantara West Industrial Zone, according to a press release. The 200k square meter facility will be completed over two phases, according to the statement.

ICYMI- A delegation from Egypt’s SCZone visited China last October to drum up investments from Chinese companies in Egypt’s textile and garment industry and to establish projects in the West Qantara Industrial Zone. The SCZone has so far attracted 15 companies to West Qantara, six of which have signed final agreements for their projects, according to the statement.

AVIATION-

A whole lot of new EgyptAir routes: The country’s flag carrier EgyptAir launched a number of new routes connecting Cairo with UAE’s Fujairah, the Czech capital Prague, Djibouti, and Somalia’s Mogadishu.

Even more to come: The new routes come as EgyptAir aims to increase the number of weekly flights to African countries from 109 currently to 276 by 2028. The new flights will see EgyptAir expand its footprint to cover 30 African countries from 24 currently.

Maersk Air Cargo debuts Boeing 777F to its aircraft fleet

Maersk welcomes Boeing 777F to its fleet: AP Moller’s Maersk Air Cargo (MAC) received the first of two Boeing 777F at its hub in Billund, Denmark, according to a press release. The B777F has a main deck that can take 3-meter-high pallets and a carrying load of 102k kgs. The aircraft will be deployed on Maersk’s Europe-China route with three weekly flights initially, which will later be increased to six weekly flights. A second 777F is scheduled for delivery in late 3Q 2024.

Ukraine seized a cargo vessel in the Black Sea for allegedly transporting Russian grain from Crimea last week, Reuters reported on Thursday, citing Ukraine’s SBU security service. An investigation is underway to “establish all the circumstances of the crime and identify other persons involved in the illegal activity,” the SBU said. Ukraine is accusing the vessel’s captain and 12 crew members of exporting Ukrainian grain to the Middle East for sale on Russia’s behalf. Shippers have expressed concern about potential Russian retaliation for the seizure, which could affect the flow of Ukrainian exports at a time when the country’s outgoing grain shipments are at their peak.

The US cracks down on Chinese metal exported from Mexico: The US will apply tariffs on metal coming into the country from Mexico, implementing duties of up to 25% on steel not poured and melted in North America and 10% on aluminum imports that are made up of primary smelt from China, Belarus, Iran, or Russia, The Financial Times reported citing a White House statement.

Background: The US went on the offensive in its trade war with China back in May, with the White House announcing a raft of tariff increases on USD 18 bn worth of Chinese imports that will take effect between 2024 and 2026. Major US port operators urged the Biden administration to reconsider a 25% tariff on Chinese-made cranes last week, arguing they will negatively impact port efficiency.
