TODAY: SCA announces transit fee rebates for some vessels + an end to the Armenia-Azerbaijan conflict?

Good morning, friends. We have a packed issue for you this morning in terms of big agreements and partnerships in the region, though the news cycle for logistics on the global front has relatively quieted down.

THE BIG LOGISTICS STORY-Russian nuclear agency Rosatom and DP World have set up a joint venture to develop container shipping through the Arcticroute, which has recently become viable due to the melting of arctic ice.

PSA-SCA announces transit fee rebates for some vessels: The Suez Canal Authority (SCA) will grant dry bulk ships moving between Egypt’s Red Sea ports and South-West African ports a 20-45% rebate on transit fees, according to an authority circular (pdf). Vessels coming from or heading to Ghana, Togo, Benin, or Nigeria will receive a 20% rebate, while those en route to or from Cameroon will receive a 45% discount. The decision will go into effect starting November and will last until the end of June 2024.

A British inland bulk carrier sank in the German North Seaafter colliding with another vessel, Splash reports. The 2001-built 3.4k-dwt general cargo ship collided with 8k-dwt bulk carrier Polesie, which is still afloat, Splash reports. Four of the seven people who were on the ship are missing, and one has been confirmed dead. A search for the missing individuals is underway.

WATCH THIS SPACE #1- Russian Foreign Minister Sergey Lavrov says that the conflict between Armenia and Azerbaijan is close to being resolved, Russian News Agency Tass reports. The announcement followed a meeting of foreign ministers from the member countries of the 3+3 format, which comprises Georgia, Armenia, and Azerbaijan. “The conflict has largely been resolved. Both sides have agreed that Karabakh belongs to Azerbaijan, and this was the main unresolved problem,” Lavrov was quoted as saying. Practical steps are still necessary till the complete normalization of ties is realized, including the preparation of a peace treaty, the delimitation of borders, and the creation of unhindered transport and economic ties.

WATCH THIS SPACE #2-Brazilian investments for a logistics center for re-exports in the Suez Canal? The Arab-Brazilian Chamber of Commerce is reportedly conducting a feasibility study to establish a logistics center for re-exporting goods in the Suez Canal, with plans to submit a proposal to the Suez Canal Authority once the study is completely, Al Borsa quotes Secretary General of the Arab-Brazilian Chamber of Commerce Tamer Mansour as saying. Brazilian investors and companies are looking to invest in the food, pharma, cosmetic, and medical equipment sectors in Egypt, Mansour added. Brazilian companies are set to visit Egypt on 12-14 December for the Food Africa Cairo 2023 expo, where they are expected to establish partnerships between Egyptian and Brazilian companies, and enter new markets in Egypt and Africa.


DATA POINT-Iran exported 67.7 bn tons of non-oil goods worth USD 24.1 mn in 1H 2023, Mehr News Agency reported, citing Iranian spokesman of the House of Industry, Mine and Trade Development Commission Rouhollah Latifi. Some 3.5 mn tons of fish, livestock, agricultural, and food products worth USD 2.4 bn were exported, a 44% y-o-y increase in tonnage and a 37% y-o-y increase in value respectively, Mehr reported.

SCZone is in China: A delegation from Egypt’s Suez Canal Economic Zone (SCZone), led by Chairman Walid Gamal El-Din, is on tour in China in the provinces of Suzhou and Hefei, after visiting Hangzhou to drum up investments from Chinese companies into Egypt’s textile and garment industry and establish projects in the West Qantara Industrial Zone.

TheG7 Trade Ministers meeting will take place at the Osaka International Convention Center in Sakai, Osaka, Japan between 28 and 29 October. The event will bring together trade ministers from Canada, France, Germany, Italy, United States, United Kingdom, Germany and the European Union to discuss the changing environment surrounding trade, and growth of the global economy.

TheDubai Precious Metals Conference 2023 is taking place on 20-21 November 2023 at the ballroom at the SO/ Uptown Dubai in the UAE. The event will bring together industry experts, innovators, and leaders to discuss emerging trends, technologies, and strategies driving the metals industry.

Etihad Cargo will host the third iteration of ACE in Abu Dhabi between 4 and 6 December. The conference brings together air cargo industry executives with expert speaker debates, workshops, and networking via a one-to-one meeting scheduler and in-person meetings. The event will focus on the air cargo sector in the Middle East.

TheEurasian Economic Union (EAEU) exhibition is taking place from 4 to 7 December at Tehran Permanent International Fairgrounds in Tehran, Iran. The exhibition will be attended by EAEU members, members of the Shanghai Cooperation Organization, and the Persian Gulf Cooperation Council, and will bring together domestic and foreign companies in the industrial, mineral, and agricultural fields to showcase their latest products at the event. Seminars and conferences on transport, trade, and tourism will take place on the sidelines of the event.

DP World + Rosatom set up USD 10 mn JV for new Arctic container shipping route

Russia, DP World to jointly establish Arctic route for container transport:Russian nuclear agency Rosatom and DP World have set up a joint venture to develop container shipping through the Arctic, Reuters reports, citing a statement from Rosatom. The JV — dubbed International Container Logistics — has an authorized capital of USD 10.3 mn.

The details: A unit of Rostom responsible for the designated infrastructure operator of the Northern Sea Route will hold a 51% share, while the Russian unit of DP World will own a 49% stake. The company’s priorities are to complete the design of infrastructure facilities and specify the volume of investments necessary, Reuters said.

About the route: The route — which spans from Murmansk located close to Russia's border with Norway to the Bering Strait near Alaska — was only recently made viable on the back of melting Arctic sea ice due to climate change. The route is currently being used mostly to ship hydrocarbons, and only operates nine months of the year due to the thick ice covering most of the route during winter months, but is expected to become a year-round trade route in 2024.

The route can have significant benefits for Europe-Asia trade: The development of this route comes as one of Russia’s key objectives to boost trade between Europe and Asia, as Russia’s focus shifts eastwards amid Western sanctions due to its war in Ukraine. The route slashes seven days off the 23 days it currently takes to sail from the North American east coast to the Bering Strait via the Russia-hugging Northern Sea Route.

Putin’s been lobbying hard for the route: The move follows talks held by Russian President Vlademir Putin during China's Belt and Road forum, where he expressed optimism for the arctic corridor and invited investments. “Russia is not just inviting its partners to actively use its transit potential. I will say more: we invite interested states to directly participate in its development,” Putin said last week.

Background: The two companies had partnered up back in 2021 to collaborate on pilot container shipping between northwest Europe and east Asia through the Arctic.

Iran + Armenia ink USD 210 bn contract to build strategic road as part of north-south corridor

Iran + Armenia to construct part of International North-South Transport Corridor: Iran and Armenia have signed a contract for the construction of the Agarak-Kajaran Road, covering the southern section of of the International North-South Transport Corridor (INSTC), Islamic Republic News Agency (IRNA) reports. Construction work is scheduled to begin at the end of the year and to be completed within three years, Russian news agency Interfax reports.

The details: The contract includes building five interchanges, six overpasses, two tunnels with a length of 920 meters, and 17 bridges, according to Interfax. The upgrades could save 30 minutes of travel time in comparison to the currently available route, Armenian Economy Minister Vahan Kerobyan is quoted as saying.

Who’s footing the bill? The program is financed by loans from the Eurasian Development Bank and co-financing from the Armenian government, the Russian news agency said.

REFRESHER- The 7.2k-km INSTC serves as an artery for trade between South Asia and Europe, comprising ship, rail, and road routes. The INSTC links Russia, India, Iran, and Azerbaijan.

What they said: “The implementation of the project for the construction of the southern section of the North-South highway, implemented jointly with the Iranian side, will have a great impact on the economy of Armenia; in particular, a positive impact on GDP of about 0.4% is expected,” Interfax quotes Kerobyan as telling reporters.

Iran + Armenia are looking to deepen their ties: Iran and Armenia earlier this week agreed to construct another bridge over the Aras river, which passes through Armenia and Iran, to boost freight traffic, as well as scrap road duties for cargo transport. The two also announced that they intend to increase their annual bilateral trade to USD 3 bn, Tehran Times reports.

Neom + DSV to establish USD 10 bn logistics JV

Neom + DSV form USD 10 bn logistics JV: Saudi Arabia’s mega project Neom and Danish transport logistics firm DSV are establishing a USD 10 bn logistics joint venture to provide logistics services for Neom, according to a press release. The shareholders have committed some USD 5 bn in funding until 2031 for the JV, which is expected to create some 20k jobs.

Ownership breakdown: Neom will hold a 51% stake in the JV, while DSV will hold the remaining 49%, according to the release.

The details: The JV will provide ground, sea, and air logistics services for the delivery of goods within the city, as well as supply chain management, development, and investments in infrastructure and logistics and transport assets. A portion of the JV’s revenues will also be allocated to developing technologies and commercializing new sustainable next-generation logistics solutions, including establishing an innovation center at the Neom’sOxagon, according to the press release.

The rationale: Neom is expecting high demand for construction logistics up until 31 December 2031, as well as sustained growth in the non-construction logistics sector later, according to the statement.

The timeline: The partnership is awaiting regulatory approvals that are expected to be obtained in 2Q 2024, according to the press release, which does not indicate the timeline for kicking off the JV’s operations.

Saudi Aramco + KNOC sign oil storage agreement to reserve 5.3 mn barrels of oil over five years

Saudi oil giant Aramco inked an oil storage agreement with Korea National Oil Corp (KNOC) to store 5.3 mn barrels of oil for five years, state-owned South Korean news agency Yonhap reports. The move follows South Korean President Yoon Suk Yeol’s visit to Riyadh where he met with Saudi Crown Prince Mohammed bin Salman.

The details: The oil will be stored in South Korea’s southeastern port city of Ulsan, Reuters adds. The majority of Saudi crude will be Arab Light grade, S&P Global cites a KNOC official as saying. An initial shipment of 2 mn barrels will be sent to the country soon, the source adds. KNOC will have the right to purchase the oil held in reserve in emergencies, the official said.

What they said: “The agreement, which comes at a time when oil prices are fluctuating due to political instability in the Middle East due to the armed conflict between Israel and Hamas, would boost South Korea's energy security by preemptively attracting large volumes of Middle Eastern sour crude,” KNOC said in a statement.

The agreement is good news for both KSA + South Korea:The storage agreement boosts South Korea’s supply security as it shifts away from Russian oil, South Korean refiners told S&P Global. It also helps Saudi Arabia gain a bigger market share in Asia.

This is not the first storage agreement between Gulf oil producers and South Korea: KNOC also secured a storage agreement with Adnoc to store 4 mn oil barrels earlier this year.

Egypt is set to see a network of green foods centers by 2024

Egypt to unveil network of “green food centers”: Egypt is set to launch 17 logistics hubs for wholesaling fruit and vegetables — an initiative the government has dubbed “ green food centers ” — in partnership with the private sector, the Supply Ministry said in a statement. The centers will have refrigeration, packing, and sorting facilities and will target both foreign and local markets. Private sector firms will be involved in the design, building, and operation of the new hubs, according to the statement.

Green food centers? The centers, which will be developed in partnership with the French Development Agency, will minimize food waste by implementing a more contained and sustainable supply chain. The centers will also recycle food waste using renewable energy.

The first center will be in Ismailia: The first center in Ismailia will need investments of EGP 3-4 bn, Deputy Supply Minister Ibrahim Ashmawy said in an interview with Asharq Business (watch, runtime: 5:52). The first phases of the project will kick off in 2024 and it is expected to be completed within two years, Ashmawy added. The Ismailia project will cover an area of 100 feddans and will be strategically located near major sea ports.

The centers are poised to boost food security, decrease waste, and provide sustainable infrastructure to strengthen value chains with the private sector, the statement said.

TheSaudi Authority for Industrial Cities and Technology Zones (Modon) has inked three logistics agreements with Chinese and Japanese firms at the Supply Chain and Logistics Conference in Riyadh to provide third party services in industrial cities, Saudi Press Agency (SPA) reported. The agreements include allocating land in Riyadh’s second industrial city in Dammam to TAD Logistics, allocating a ready logistics unit in Dammam’s second industrial city to Kintetsu World Express, and a partnership with AJ Logistics, SPA said, without clarifying the terms of the agreement with AJ.

Gulf Printing & Packaging (GPP) has signed an agreement with Khalifa Economic ZonesAbu Dhabi(KEZAD) for an expansion of its facilities at Kezad Al Ma’mourah, according to a press release. The expansion encompasses an area exceeding 45k square meters, increasing GPP’s footprint to 67k square meters. This marks its second expansion since 2021, resulting in a threefold increase in the size of its facility.
