Good morning, friends. We’re heading into the weekend with a brisk read, with investment, data centers, and trade updates from UAE players. We also have a slew of regional and global aviation news across the issue as airliners prepare for the Paris Airshow next week. Let’s dive right in.

WATCH THIS SPACE-

#1- Libya is slated to wrap up its USD 1.3 bn modernization project of Benghazi International Airport in 2026, Libyan newspaper Libya Review reported last week. The project — managed by Libya’s National Development Agency (NDA) and developed by UAE-based firm Global Builders — has been undergoing construction for the past five months, Libya Herald reported on Monday. No exact date for the start of operations was disclosed.

About the project: The modernization project — covering the 24-sq-km Benghazi International Airport project — features a 3.8km runway suitable for large aircraft and a cargo terminal, and boasts a 15 mn passenger handling capacity per year, according to the NDA. The airport has 12 aircraft gates, a 129k sqm transit building, as well as an air cargo services station.

#2- The US has opened an official anti-dumping and countervailing duty investigation into imports of Egyptian rebar, alongside similar probes into exports from Algeria, Vietnam, and Bulgaria, according to a notice (pdf) issued by the US International Trade Commission. The move follows a complaint from six major American steel producers who allege that these countries are dumping rebar in the US market at unfair prices and benefiting from state subsidies that violate US TRADE LAWS

The commission is required to issue a preliminary determination by 21 July on whether Egyptian and other targeted rebar exports have materially harmed or threatened US industry. If the ruling finds merit to the claims, the US could impose anti-dumping duties and additional tariffs on rebar imports from Egypt.

The US investigation is part of a broader trend of increasing trade protectionism that has already hit Egyptian industries — particularly steel and petrochemicals. Earlier this year, the Trump administration imposed a 25% blanket tariff on all steel imports, while the EU slapped a 15.6% temporary tariff on Egyptian hot rolled coil, pending a final decision in October. Morocco also recently imposed a temporary anti-dumping duty of up to 92.2% on Egyptian PVC imports earlier this week, citing similar dumping concerns. Moroccan authorities have also opened probes into galvanized wire from Egypt and maintain duties on several other products, including carpets and canned tomatoes.

#3- Morocco close to placing Boeing, Airbus orders: Moroccan flag carrier Royal Air Maroc is close to finalizing an order of about two dozen Boeing 787 Dreamliners for long-haul destinations and up to 50 Boeing 737s for short-haul routes, Bloomberg reports, citing unnamed sources. The airline is also close to making a purchase of 20 Airbus A220s for regional travel, with the details slated for announcement during next week’s Paris Air Show, the sources said.

Rabat’s aviation MO + future plans: The orders dovetail into Boeing and Royal Air Maroc’s longstanding relationship, while Airbus seeks to secure a foothold in the Moroccan market, Reuters reports. Royal Air Maroc intends to quadruple its fleet in anticipation of its co-hosting of the World Cup in 2030, as Rabat plans to raise airport capacity to 78 mn passengers per year.

#4- Sanctions-weary Iran Air preps for best-case scenario: Iran Air is angling to set up codeshare agreements with Japanese, Moroccan, and Vietnamese flag carriers in the event US sanctions are scaled back, Bloomberg reports, citing unnamed sources. The Iranian carrier is mulling Boeing and Airbus jet purchases as it seeks to increase the number of its mostly grounded jets from below 50 to upwards of 100 aircraft.

Lots of sanctions friction for the airline: Airbus has omitted 100 aircraft from its order backlog after scrapping a 2016 Iran Air order back in January 2024. G7 nations — including the US — were also looking to roll out a ban on Iran Air operating in Europe back in March 2024. The carrier had also canceled all Europe-bound flights hours after the EU announced new sanctions on the country back in October.

MARKET WATCH-

#1- Oil prices went down this morning amid concerns of Middle East instability after the US decision to pull diplomatic personnel from the region, Reuters reports. Brent crude futures dipped by USD 0.30 to reach USD 69.47 a barrel, while the US West Texas Intermediate (WTI) decreased by USD 0.23 to USD 67.92 a barrel by 04.33 GMT. The drop came after a major rally yesterday that saw Brent and WTI rates surge to their highest levels since early April.

#2- Baltic index snaps winning streak: The Baltic Exchange’s dry bulk sea freight index — which tracks rates for the capesize, panamax, and supramax vessel segments — increased 3.5% to 1,738 points on Tuesday. The capesize index was up 4.7% to reach 3,096 points, while the panamax index inched up 2.9% to 1,337 points. The supramax index rose three points to settle at 922.

Hapag-Lloyd hikes select FAK rates: Shipping giant Hapag-Lloyd is set to raise its freight-all-kinds (FAK) rate for vessels departing from the West Mediterranean to the South American West Coast, Central America, and the Caribbean starting 1 July 2025, according to a statement. The rate will increase by EUR 200 for 20-foot and 40-foot standard and reefer containers when departing from any port in Italy. For similar containers sailing from all ports in Spain, the increase will be EUR 100.

Investment Watch

DHL to invest over EUR 500 mn in the Middle East with a focus on the UAE and Saudi

DHL Group has committed over EUR 500 mn for an investment push in the region between 2024 and 2030 with a focus on the UAE and Saudi, according to a press release (pdf). The investment will span the company’s four divisions: DHL Express, DHL Global Forwarding, DHL Supply Chain, and DHL eCommerce.

What they said: "Our investment reflects the region's increasing strategic importance in connecting Asia, Europe, and Africa, and our commitment to supporting its transformation into a catalyst for regional and global trade,” John Pearson, CEO of DHL Express said.

Breakdown by division:

  • DHL Express: Upgrades to hub and gateway infrastructure, paired with enhanced air fleet capacity, aim to drive greater service efficiency and faster deliveries;
  • DHL Global Forwarding: Plans include fleet expansion (including electric trucks) and partnerships to boost connectivity such as the recent partnership with Etihad Rail to boost connectivity;
  • DHL Supply Chain: The division will scale up warehousing capacity in the UAE and Saudi, modernize equipment, and deploy advanced technologies to boost efficiency.

Sectors to watch: DHL Group sees rising opportunities across energy (including renewables), life sciences, healthcare, and e-commerce. Saudi Arabia’s B2C market is seeing strong inbound activity, particularly in premium goods, as tourism initiatives and major events boost demand.

DHL is also investing in sustainable logistics—backing electric vehicles, alternative fuels for air, road, and sea transport, and clean energy sources such as solar power for facilities.

The logistics giant ?UAE and Saudi: DHL Supply Chain scaled its UAE operations in October, while DHL Global Forwarding acquired Danzas AEI Emirates, gaining 1,100 employees and 20 logistics facilities. In Saudi Arabia, DHL Supply Chain and Aramco formed a JV (ASMO), securing SAR 300 mn in agreements to develop the kingdom’s supply chain sector. DHL Global Forwarding also partnered with Hyperview Saudi to pilot hydrogen-powered trucks in Jubail.

Data Centers

G42’s Khazna partners up with Nvidia to build data centers in the region

#1- Khazna, Nvidia to build AI data centers across MEA: Dubai-based Khazna Data Centers is partnering with Nvidia to develop AI factories across the Middle East and Africa (MEA), starting with next-gen data halls in the UAE built to support Nvidia’s Blackwell architecture, according to a statement.

The details: The plan includes AI clusters with a capacity of up to 250 MW, with all future builds set to follow Nvidia-certified blueprints. Many of the clusters are set to be located within the planned 5 GW UAE-US AI campus announced during US President Donald Trump’s recent visit.

REFRESHER- The 5 GW AI campus is the centerpiece of a USD 200 bn US-UAE investmentpact covering AI, critical minerals, and energy. The facility is designed to be the largest data infrastructure site outside the US, and will host American-managed services and serve as a regional AI hub. The first phase of the complex — Stargate UAE, which Khazna majority stakeholder G42 backs — is set to come online in 2026, with plans for it to be equipped with Nvidia Grace Blackwell GB300 systems (potentially requiring around 100k chips). The agreement, however, remains “far from complete,” with security concerns over Chinese tech access stalling progress.

Big expansion push: The partnership comes as Khazna aims for 1 GW of capacity across Saudi Arabia, Egypt, Turkey, Kenya, France, and Italy. In Turkey, it is building a 100 MW AI-ready data center in Ankara. In the UAE, it’s developing three new AI-optimized facilities — two 30 MW data centers in Mafraq and Masdar city and a 100 MW site in Ajman — all due by end-2026. The company is also advancing builds in Saudi and finalizing plans for a USD 250 mn data center in Egypt. Khazna is currently valued at USD 5.5 bn.

Adnoc L&S forms USD 531 mn petrochemical exports partnership with Borouge

Adnoc Logistics & Service (Adnoc L&S) has entered into a 15-year partnership with Borouge to expand the production and export of petrochemicals from the Emirates, according to a statement (pdf). The agreement is expected to generate USD 531 mn (c. AED 2 bn) in value as well as USD 50 mn (c. AED 183.6 mn) in cost savings and efficiencies in the first five years, the statements said.

REMEMBER- Adnoc and Austria’s OMV finalized terms of an agreement to merge their polyolefins businesses after years of negotiations in March. The move created the petrochemicals JV Borouge International — a USD 60 bn global polyolefins player set to be the world’s fourth largest. The merged business, based in Austria with a regional HQ in the UAE, will have a capacity of 13.6 mn tonnes per year across Europe, the Middle East, and North America.

What’s in the cards: Adnoc L&S will oversee the transportation of up to 70% of Borouge’s annual production — offering its port management, container handling, and feeder container ship services for Borouge’s Al Ruwais Industrial City container terminal. Adnoc L&S is set to dispatch at least two container feeder ships to convey output from Al Ruwais to the ports of Jebel Ali and Khalifa Port.

Borouge is set to increase production: In a bid to maximize the output of its polyolefin complex, the firm is pursuing its Borouge 4 mega project, which is expected to boost production capacity by 1.4 mn tonnes per annum by the end of 2026. Adnoc petrochemicals JV Borouge inked two contracts for expansion projects — which combined with the Borouge 4 mega project — aim to boost its production capacity to over 6.6 mn per tonnes per annum (tpa) by 2028. The projects are poised to generate between AED 600 mn and AED 730 mn in annual EBITDA.

What they said: “[The partnership] brings significant benefits to Borouge; driving substantial operational cost savings and enhancing our Logistics Variable Cost (LVC), as well as complementing our existing rail operations and expanding the flexibility of our supply chain network,” Borouge CEO Hazeem Sultan Al Suwaidi said.

Updates on cargo and shipping from Oman, Saudi Arabia, and the UAE

CARGO-

#1- Oman Air has extended its contract with Worldwide Flight Services (WFS) to handle cargo and trucking services for the airline, according to a statement (pdf). As per the agreement, WFS — a subsidiary of the Singapore-based cargo services major SATS — will handle Oman Air’s cargo at Paris Charles de Gaulle Airport and provide trucking services to connect the cargo to 11 regional French airports. WFS will also provide Oman Air with perishable cargo services focused on pharma and animal products.

DATA POINT- Oman Air currently runs four weekly direct flights between Muscat and Paris, transporting 7.5k tonnes of cargo per year.

#2- Omani AI and drone services company Esbaar is set to launch cargo delivery using drones by the end of the year, Oman Observer reports. The new service will deploy delivery drones capable of carrying a payload of up to 700 kg and operating “at any time, above traffic and terrain, including in remote or real-time critical areas,” Esbaar’s cargo drones Project Manager Hamadi Ben Fatima told the news outlet.

About Esbaar: The Muscat-based firm’s original specialty is inspection, surveying, and mapping services using drones and AI-powered applications, according to their website. Esbaar uses and produces drones with beyond visual line of sight (BVLOS), computer vision, and machine learning to cut down on company expenses and optimize data collection and handling.

Other regional drone delivery ventures: The Saudi General Authority for Civil Aviation gave the green light in January for US delivery drone firm Matternet to launch its M2 drone in Saudi Arabia. Gulfnav also inked an MoU with eVtol outfit Wings Logistics Hub in January 2024 to use their drones for passengers and cargo transportation, firefighting, and mapping and surveillance across UAE ports. Talabat collaborated with Muscat Bay to launch Oman’s first drone food delivery service in 2022.

SHIPPING + MARITIME-

#1-The Saudi Ports Authority (Mawani) added CMA CGM’s MEDEX shipping service to Jeddah Islamic Port, according to a statement. The new service — with a capacity of 10k TEUs — will connect the port with 12 regional and global ports, including Abu Dhabi and Jebel Ali in the UAE, Karachi in Pakistan, Mundra and Nhava Sheva in India, Colombo in Sri Lanka, Piraeus and Malta in Greece, Genoa in Italy, Fos in France, and Barcelona and Valencia in Spain.

ICYMI- Mawani has recently added three new SeaLead shipping services, including WARM with a handling capacity of up to 600 TEUs, 5CX with a 1.5k standard container capacity and RESIN with a 1k standard container capacity.

#2- Premier Marine Shipyards debuts Rawabi 73: The UAE’s ship repair and building facility Premier Marine Shipyards has launched the Rawabi 73, a 70-meter anchor-handling tug supply vessel, according to Trade Arabia. The vessel, described as its most advanced offshore support ship, is poised to offer a wide range of services, including anchor-handling, towing, and subsea support. The Rawabi 73 was custom-built for Vallianz Shipbuilding & Engineering, a Vallianz Holdings Ltd. subsidiary.

Boeing sees 303 new orders, 45 deliveries in May amid tariff war pressure + New aviation agreement projections from upcoming Paris Airshow

Boeing has secured 303 new orders from customers in May, the sixth-highest monthly figure in its history, Reuters reports, citing company data. The company also completed production of 38 new 737 MAX jets and delivered 45 aircraft in the same period — a feat the US planemaker has reportedly been striving toward for over a year. Rival Airbus delivered 51 aircraft in May, the newswire reports.

Tariff-happy US inspires Boeing orders: The biggest single order in May — Qatar Airways’ order for 160 jets with an option to add 50 more aircraft — was inked during US President Donald Trump’s high-profile tour of the GCC region. The move is seen as part of an emerging trend of attempting to win Washington’s favor amid a simmering tariff war through Boeing orders. For example, Vietnam has also incurred a USD 560 mn loan to back a major Boeing order, in a bid to forge stronger links to US financial and aviation sectors and get a leg-up in tariff negotiations with the US.

IN OTHER AVIATION NEWS- VietJet in talks for 100-jet Airbus order: Vietnamese budget airline VietJet is mulling plans to order an additional 100 A321neo narrow jets from Airbus at the Paris Airshow next week, Bloomberg reports. The acquisition would follow VietJet’s order for 20 A330neo jets last month.

AND- Low-cost Malaysian airline AirAsia is set to order nearly 100 regional jets at the Paris Airshow, with the company currently reviewing whether to order Airbus’ SE A220 or Embraer SA’s E2, indicating a rift between the two manufacturers, Bloomberg reports. Airbus has supplied 240 jets to AirAsia’s fleet, with a further 350 jets in backlog.
