TODAY: Another step towards non-USD dominant trade? + Iran unveils strategy for North-South Corridor

Good morning, friends. Today’s issue has a bit of everything, with a big focus on decarbonization in shipping, last-mile delivery and more.

THE BIG LOGISTICS STORY- Oman’s Khazaen Economic City is getting two freezones to support light and medium industries and trade.Meanwhile, Tehran is ramping up efforts to electrify its transport fleet, with plans to furnish its intra-city transport fleet with 50k electric cars and 200k e-bikes.

Indian refiners have started paying for some Russian oil imports in Chinese CNY, sources close to the matter told Reuters. The move comes as Western sanctions on Russia have left the country “frozen out” of USD and EUR-based financial systems. Sellers are now asking Indian refiners to settle their payments in alternatives to the greenback, which has so far been the default currency for global oil trade. Indian banks processing payments have also preferred to steer clear of the greenback so as not to come under the purview of Western sanctions. Non-USD payments by refiners have also been settled in Emirati AED, sources told the newswire.

HAPPENING TODAY-

The International Maritime Organization’s (IMO) Marine Environment ProtectionCommittee session kicked off earlier this week and is running till Friday at the IMO HQ in London, with in person and hybrid participation. The session’s main agenda is to adopt an upgraded IMO greenhouse gas strategy and reduction targets for the marine sector. The session will also look at ballast water and biofouling management, marine litter, guidelines for underwater noise, and the environmental risks of ship-to-ship transfers.

ICYMI- A debate is rising over a proposed global levy on shipping emissions, with a draft document seen by Bloomberg on Friday seeing the shipping industry agreeing to attempt to hit net zero “around” 2050 with a contentious proposal to levy a tax on shipping emissions — and other proposals including introducing limits to the amount of greenhouse gas emissions relative to energy used on ships.

The proposed taxation has triggered a response from China, which has urged developing nations to oppose what it described as an “unrealistic” global levy on shipping emissions. China warned that “an overly ambitious emission reduction target will seriously impede the sustainable development of international shipping, significantly increase the cost of the supply chain and will adversely impede the recovery of the global economy.” Beijing also said that rich countries were pushing the IMO to “reach unrealistic visions and levels of ambition” through a levy that would lead to a significant spike in maritime transport costs.

WATCH THIS SPACE-Iran has outlined “eight basic principles” for transit along the International North-South Transport Corridor (INSTC) during an Iran-Russia-India trilateral meeting to promote freight transport along the corridor, state aligned Tasnim News Agency reported yesterday. Iran’s roads minister Mehrdad Bazrpash outlined a new initiative dubbed “Iran-Rah” during the meeting, involving eight principles he believed should form the backbone of the new corridor: multilateralism, widened participation, “neighborhood” oriented and networked approaches to transit, facilitation, leveraging trade relations, technology, and flexibility and resilience.

About INSTC: The corridor is a 7.2km network of ship, rail, and road routes connecting South Asia to Europe. The final piece of the corridor — a EUR 1.6 bn in the Rasht-Astara railway — is set to be completed in four years.

Oman to establish two economic freezones in its Khazaen Economic City

Oman will establish two economic freezones in its south governorate Al Batinah called Khazaen Economic City, following two royal decrees issued by Oman’s Sultan Haitham, according to a tweet from Oman News Agency. The two freezones will fall under the supervision of Oman’s Public Authority for Special Economic Zones and FreeZones. The news agency did not disclose the timeline for the development and completion of the zones.

What we know: One of the zones will be used for light and medium industries and logistical activities, while the other will focus on business and trade, and offer customs and tax exemptions, according to the news agency. While the exact investments for the freezones was not disclosed, Khazaen was able to attract 100 investment agreements valued at OMR 300 mn, the news agency said.

Who’s involved? Oman Logistics Company — the operator of Khazaen Economic City — will operate the two new freezones. Khazaen Economic City Company, the economic city’s developer, will develop the two freezones, according to a tweet by the news agency.

About Khazaen Economic City:Khazaen is the trade, logistics and industrial hub of Oman and the largest development zone connected to Muscat, located on a 52 mn sqm land on the Muscat-Batinah Expressway. The “integrated economic city” includes an inland dry port, freezone, logistics and warehousing facilities, commercial, residential and mixed use developments, the news agency said. The development of Khazaen is reportedly set to be completed over two stages, with the first phase providing 3.2 mn sqm of leasable space for various sectors, Mubasher writes.

Oman — along with other GCC countries — is working to diversify its sources of income: Oman is striving to stimulate its economic growth by enhancing its logistics and industrial development, maximizing private sector participation within the county’s development, and attracting global and regional investments, according to the state agency.

Tehran to roll out 200k e-bikes by March of next year

Tehran is ramping up efforts to electrify its transport fleet, according to an IRNA news agency report cited by PressTV. The country’s ministry of industries (MIMT) has committed to furnish Tehran’s intra-city transport fleet with 50k electric cars and 200k e-bikes by March of next year, according to ministerial statements cited by the report.

The plan’s first phase will focus on Tehran’s busy southern and central regions, according to PressTV. Some 5k slow and fast charging stations will be distributed throughout the city to accommodate electric taxis and motorbikes. In line with these steps, Tehran’s municipality will finance the import and manufacture of about 150k e-bikes.

Electrification of Iran’s transport sector is a “top priority” for the government, according to statements by new MIMT boss Aliabadi cited in the report. Aliabadi explained that Iran’s government will back electrification by rolling back curbs on the imports of electric vehicles.

Iran joins Shanghai Cooperation Organization + Iran, Russia eye enhancing transport ties. PLUS: Egypt, Turkey reappoint ambassadors in a big move towards reconciliation

SCO officially welcomes Iran aboard: Iran has officially joined the Shanghai Cooperation Organization (SCO) as a full member, in a move that strengthens its ties with China and Russia, Al Arabiya reports. Iran’s participation was announced by Indian Prime Minister Narendra Modi during the SCO virtual summit held yesterday.

The move drives Iran’s inclusion: The country officially joining the SCO — a security and trade cooperation organization for Eurasian states, founded by Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan — will help pave the way for stronger cooperation with Russia and China amidthe isolation faced by Iran as a result of US sanctions. The move follows previous talks which anticipated Iran’s admission.

Iran + Russia looking to enhance transport ties: Iranian Vice President Mohammad Mokhber discussed deepening cooperation in transportation with Russia’s Aide to the President Igor Levitin in a meeting in Tehran on Monday, Iranian semi-official news agency Mehrreports. “In order to use all the transportation and transit potentials, we should try to develop our ports and put combined and multifaceted transportation on our agenda,” Mokhber said. He also stressed the importance of forming a joint shipping company and promoting cooperation in aviation, and called on Russian companies to invest in the development of the North-South Corridor.

Egypt, Turkey reappoint ambassadors: Egypt and Turkey yesterday restored diplomatic ties and announced the appointment of ambassadors for the first time in 10 years, marking a significant thawing of tensions triggered by the overthrow of Islamist president Mohamed Morsi in 2013. “This step aims to establish normal relations between the two countries once again and demonstrates their mutual determination to work towards enhancing their bilateral relations for the best interest of both the Turkish and Egyptian peoples,” the statement said.

This had been in the cards for a few weeks: President Abdel Fattah El Sisi agreed with Turkish President Recep Tayyip Erdogan to fully normalize ties immediately following Erdogan’s reelection in May. The chief diplomats of both countries in March pledged to put aside their differences and normalize relations in a meeting in Cairo only three weeks after Shoukry traveled to Turkey to show support following the earthquakes that hit the south of the country and Syria.
