Good morning, wonderful people. We have a packed issue for you this morning, as airline chiefs gather in Dubai for the annual Dubai Air Show and disruptions continue to hit ports and borders across the world.

THE BIG LOGISTICS STORY- DP World is reportedly in talks over an acquisition of Hong-Kong-based logistics firm Cargo Services Far East, which could potentially value the latter firm at USD 800 mn.

THE BIG LOGISTICS STORY OUTSIDE THE REGION-Some 20k trucks have been stuck on the Ukraine-Poland border amid Polish truckers’ protests calling for an end to competition from Ukrainian drivers, Ukrainian Infrastructure Minister Oleksandr Kubrakov said in a statement on Thursday. The protests have blocked three border crossings to all freight except military cargo since last Monday, and Kubrakov says the blockage has already begun to affect the economies of Ukraine and the EU.

The problem: Polish drivers are calling on the EU to reimpose transport quotas on the number of Ukrainian trucks that can enter Poland and the rest of the EU, after Ukraine began using Poland as an alternative trade route following Russia’s invasion and the country’s de facto blockade of its Black Sea ports. The protestors also say Ukrainian truckers are unlawfully loading goods in Poland and other places before returning to Ukraine.

ALSO HAPPENING IN UKRAINE-A russian missile hit a Liberian-flagged 91.8k dwt bulk carrier entering the Ukrainian port of Yuzhnylast week, killing the pilot and injuring three crewmembers and a dockworker, Splash news reported. The bulk carrier, Kmax Ruler,was due to take cargo of iron ore from Ukraine to China.

OVER IN AUSTRALIA- DP World Australia halted port operations in several states on Sunday due to a “serious” cybersecurity incident, Reuters reports. Operations have been suspended at container terminals in Melbourne, Sydney, Brisbane, and Western Australia’s Fremantle since Friday, though the company reportedly said yesterday that it has made “significant progress” in re-establishing operations. The company reportedly has not received a ransom demand and does not know the origins of the hacker.

There are some 30k containers currently stranded at DP World’s terminals, with truck access to terminals also suspended due to systems being offline, Bloomberg reports. “The cyber incident at DP World is serious and ongoing,” Home Affairs Minister Clare O’Neil said on X (formerly Twitter). The interruption will likely continue for a few days and will “impact the movement of goods into and out of the country,” National Cyber Security Coordinator Darren Goldie said.

The attack was one of a string of cyberattacks that took place over the past week, affecting the world’s biggest bank, the Industrial & Commercial Bank of China, and Boeing.

HAPPENING THIS WEEK-

Iraqi Airways has resumed direct flights between Iraq and Germany, with flights traveling from Baghdad and Erbil to Berlin, according to a transport ministry statement. Berlin is one of five destinations to Europe to which the airline has resumed direct flights — Frankfurt, Dusseldorf, Munich, and Copenhagen — with seven flights per week, according to the statement. This follows indications in October that the EU bloc has lifted the ban it had placed on the airline since 2015 due to safety concerns.

The Dubai Airshow will kick off today and run until Friday at DWC, at the Dubai Air Show site, in Dubai. The event will also gather decision makers to discuss the latest trends and challenges across the aviation industry, and how to drive sustainable aviation operations. The industry event is taking place against the backdrop of heightened regional tensions and violence, amid Israel’s current war on Gaza.

The war is leading to airspace closures and elongating flights, making them more expensive, Reuters reports. Despite the disruptions of airspace in the region, regional airlines are expected to secure new aircraft acquisition agreements at the industry event, including Emirates and flydubai, both of which are eyeing Boeing aircraft, Gulf News reports.

Saudi airline Riyadh Air could make one of the biggest buys during the event: The airline is set to order as many as 100 Boeing 737 Max jets as it adds short-haul jets to its fleet, Bloomberg reports,citing people in know. The carrier is considering ordering 50 jets along with a similar number of options as early as the Dubai Air Show, which launches today. The final discussions are ongoing and the number of aircraft could change, the sources added. Last week, the carrier’s CEO Tony Douglas said that the new airline will announce a “sizable” agreement to purchase narrowbody aircraft in the coming weeks.

REMEMBER- The new airline, launched by Saudi Arabia’s PIF, announced in March of this year plans to launch its first flight in 2025.

The caveat: Plans for fleet renewals at Middle Eastern carriers including Emirates and QatarAirways are slow due to delays from manufacturers like Boeing and Airbus, AIN online reported. The region’s fleets have remained static since the outbreak of Covid, but as air travel demand approaches pre-pandemic levels, an influx of orders is expected by year-end, the outlet adds. Qatar Airways is currently awaiting some 195 aircraft on order, while Etihad Airways’ is awaiting 105, the outlet adds.

Delays to the 777X program specifically poses a major issue for the region’s fleet replacements and expansion, the outlet quotes Cirium global head of consultancy Rob Morris as saying. “Fleet growth at Emirates, Etihad, and Qatar is inextricably linked to the 777X and A350 programs,” Morris said. “The timeline for certification of the former remains uncertain and the A350 backlog at all three typically includes small scale in 2024 with concentration from 2025 onwards. Hence, fleet growth is likely to remain limited until greater progress is evident on the B777X.”

all comes as air cargo demand continues to recover:Air cargo demand, measured in cargo tonne-kilometers (CTKs), witnessed a 1.9% y-o-y uptick in September,according to an International Air Transport Association press release. “Air cargo eked out modest growth in September despite falling trade volumes and high jet fuel prices. That clearly shows the strength of air cargo’s value proposition,” IATA Director General Willie Walsh said. “With the key export order and manufacturing PMIs hovering near positive territory, we can be cautiously optimistic for a strong year-end peak season,” he added.

Air cargo capacity, measured in available cargo tonne-kilometers (ACTKs), was up 12.1% y-o-y during the same period. The Middle East’s carriers recorded a 2.5% y-o-y increase in air cargo volumes for the month. African airlines, however, reported a 0.1% y-o-y drop in volumes despite growth in demand on the Africa-Asia trade lane.

The Saudi port authority (Mawani) has launched the country’s first logistics link between sea and air, according to a statement. Logistics company DSV has used the new transit service to transport a commercial shipment from Jeddah Islamic Port to King Abdulaziz International Airport, after which it was received by SAL logistics company and taken to its final destination by Saudia Cargo.

Background: Mawani inked in June an MoU with the General Authority of Civil Aviation (GACA) and the Zakat, Tax and Customs Authority (ZATCA) to improve air and sea logistics connectivity in the country. The three-party agreement aims to improve the country’s customs services and logistics operations as well as identify and address challenges in cargo transportation through simulations.

MARKET WATCH-

French container carrier CMA CGM is urging the industry to avoid a price war as the delivery of new vesselsthreatens to cause a slump in global shipping, according to its earnings release. “New capacity expected on the market in 2024 will likely continue to pull down freight rates,” the company said. The slowdown in the global economy is expected to continue weighing on the industry, the release adds. Although macroeconomic forecasts point to relatively resilient global economic activity in 2023, a recovery is not expected in 2024, the release adds.

Two wars, elevated inflation, and high borrowing costs are also weighing on consumer purchases and business confidence. There is also a risk of imbalance due to weak demand and high supply, which can cause rates to fall, CMA CGM CFO Ramon Fernandez told Bloomberg. The outlook for 2024 is unclear and will depend on the behavior of industry players, Fernandez said.

Iraq to resume Kurdish oil exports in days, oil minister says:Iraq is keen to resume production and export from Kurdistan’s fields, Oil Minister Hayyan Abdul Ghani is quoted as saying by Iraqi News Agency (INA) after meeting with officials in the Kurdish region of Iraq. Abdul Ghani expects to reach an agreement with the Kurdistan Regional Government (KRG) and foreign oil companies to resume oil production within three days, Reuters quotes him as saying. This comes following talks with Kurdish officials in Baghdad that took place last week on resuming the production and export of oil from the region’s fields, INA adds.

REMEMBER- Turkey halted 45k barrels per day imports from the KRG after a 25 March landmark decision by the International Chamber of Commerce deemed the transfers illegal and ordered Turkey to shell out USD 1.5 bn in compensations to Baghdad.

Will Europe say goodbye to Egyptian gas? Egypt’s LNG exports to Europe are expected to remain “low to zero” this winter due to the fallout from Israel’s war on Gaza, according to an analyst quoted by Reuters. A combination of surging domestic demand and reduced imports of Israeli gas since 7 October has made Egypt’s ambitions to become the main exporter of LNG to Europe “unachievable” in the short and medium term, according to a recent report (pdf) picked up by Reuters.

There’s caution among ins. firms: Several ins. companies are excluding Israel, Lebanon, Egypt, and Jordan from their event cancellation policies after a slew of event call-offs, Reuters reports.

DP World in talks to acquire Hong Kong-based logistics firm

Emirati logistics giant DP World is in talks to acquire Hong Kong-based Cargo Services Far East, Bloomberg reports, citing sources in the know. DP World is working with an undisclosed financial adviser on the potential transaction, which could value the Hong-Kong-based firm at an estimated USD 800 mn, the sources said. Negotiations are still ongoing and other bidders may emerge, they added.

About the company: Cargo Services Far East — owned by Hong Kong tycoon John Lau — operates in cold chain logistics, ocean and freight shipping, and fashion distribution, according to Bloomberg. The company has offices in 35 cities in China, Singapore, Australia, South Africa, and the US.

What’s on the table? Earlier this year, interest from potential buyers left Lau — who also owns a majority stake in Hong Kong-listed CN Logistics International and a significant minority stake in logistics firm EV Cargo — considering his options for a sale of his logistics assets, Bloomberg reported earlier. An agreement could involve a single buyer for all of the assets, or multiple transactions involving several different companies, Bloomberg said, citing sources with knowledge of the matter.

DP World has been expanding its presence in East Asia: In November 2022, DP World signed an agreement to help develop a trade zone in Shanghai, China, according to Zaywa. The company also has a joint venture with Goodman Group, which owns a logistics center in Kwai Chung Container Terminals in Hong Kong.

UK allocates GBP 250k to Egypt for WTO trade program implementation + Afreximbank launches trade management system

The UK has allocated GBP 250k in funds to implement the World Trade Organization’s trade facilitation agreement (TFA) in Egypt, according to a UNCTAD statement. increasing Egypt’s trading capacity and trade revenues. The program focuses on fostering capacity-building by improving the country’s capability to respond to future trade-related crises, and boosting digitalization of trade procedures through the implementation of UNCTAD’s reform tracker. The reform tracker is a web-based project management and monitoring tool used to measure trade facilitation reforms.

What’s the TFA? Talks between WTO members had culminated in the TFA in Bali in 2013, which outlines provisions to help member countries reduce red tape and streamline trade and customs procedures.

A boon for Egypt’s trade reform plans: Egypt had ratified the agreement in 2019 and has implemented 23% of the provisions as of last month, according to data from the WTO TFA database. It aims to fully implement the provisions of the agreement by 2025.

What they said: “This project comes at a very timely juncture,” Iman Refaat, undersecretary of the Egyptian Ministry of Trade and Industry, said. “We are confident that these [trade facilitation] reforms will revolutionize our trade landscape, fostering efficiency, transparency and prosperity, with UNCTAD’s expertise steering our agenda.”

Afreximbank has dedicated USD 1 bn to a new system for managing cross-border trade in Africa, during the Intra-African Trade Exhibition in Cairo, Egypt, according to a statement. An additional USD 30k will be allocated towards supporting innovations targeted at enhancing trade and facilitating the movement of goods on the African continent.

The details: The bank joined the Common Market for Eastern and Southern Africa (COMESA) in 2021 to facilitate the establishment of the cross-border system, which includes the issuance of bonds that can transform the continent into an integrated market.

Egypt approves establishment of new Ain Sokhna private freezone + Hutchison Ports eyes USD 2 bn in investments in Egypt

Egypt’s cabinet has approved a draft decision to establish a new private freezonein Ain Sokhna over an area of 40k square meters for the Italian Egyptian Company for Sustainable Technological Industries, according to a cabinet statement. The freezone will specialize in establishing and operating factories to produce high quality feldspar, and no-silica bio quartz and panels. The statement did not disclose a timeline for the construction of the freezone or the value of investments expected.

What we know so far: The company will export some 80% of its annual production and will use local components in 90% of its production inputs in its first three years of operation, the statement adds.

Moroccan startup CloudFret secures EUR 2 mn to expand its operations

Moroccan transport and logistics firm CloudFret has secured EUR 2 mn (USD 2.1 mn) from investors AfriMobility and Azur Innovation Fund, according to Afrikan Heroes. The startup will use the funds to to introduce a new solution to optimize empty truck returns, especially in the intra-European market. The startup also plans to double its workforce by the 2024 year end, according to the report.

Previous funding rounds: The startup raised USD 1 mn back in 2022 from Plug and Play, PRC Ventures ICAV, Azur Innovation Fund, AfriMobility, and business angel Khalid Zitouni, which was said to be used to enable the startup to expand into European and African markets.

About CloudFret: Established in 2021 by Driss Jabar (Linkedin), CloudFret is a digital platform that links truck loaders with carriers across Europe and Africa, according to its website. Emirates Group posts record bottomline in 1H 2023-2024

Emirates group sets a new record for 1H 2023-2024: Emirates Group recorded an all-time high six-month bottomline of AED 10.1 bn in 1H 2023-2024, up 138% y-o-y, according to its earnings release. Topline figures for the same period also jumped 19.5% y-o-y to AED 20.6 bn on the back of increased global demand for air transport. The company’s financial year begins in April.

Driving growth during 1H: The company boosted connectivity for customers by entering codeshare and interline agreements with eight airlines in 1H 2023-2024. Capacity during the period also increased 25% y-o-y to 28.5 bn available tonne km (ATKM) due to the increased flights, and passenger traffic rose 35% y-o-y. Its cargo subsidiary, Emirates Skycargo, handled some 1 mn tonnes of cargo during 1H 2023, an 11% y-o-y increase.

Looking ahead: The company expects strong customer demand to persist across business divisions, though it cites headwinds like rising fuel prices, strengthening of the USD, inflationary costs, and geo-politics, as potential risks, Chairman and CEO Sheikh Ahmed bin Saeed Al

ALSO-Emirates cargo and ground handling subsidiary Dnatarecorded a bottomline of AED 709 mn in 1H 2023-2024, up 200% y-o-y, as it ramped up operations in cargo, ground handling, catering and retail and travel service businesses, according to the earnings release. The number of aircraft turns handled by dnata increased 11% y-o-y to 384k, while the volume of cargo handled fell 5% y-o-y to 1.3 mn tonnes of cargo, reflecting the continued softening of the global air freight market.

Jazeera Airways’ bottomline dips in 3Q 2023

Kuwaiti low-cost airline and freight service provider Jazeera Airways’ bottomlinefell 47.7% y-o-y in 3Q 2023 to KWD 7 mn, as it saw its income impacted by lower yield and higher operating costs, according to its earnings presentation (pdf). The airline’s revenue for the quarter also fell 3.4% y-o-y to KWD 61.1 mn. The carrier’s 9M 2023 bottomline also fell 36% y-o-y to KWD 13.27 mn, while its 9M revenues increased 12.8% y-o-y to KWD 158.9 mn, according to an earnings release. quarterly financials (pdf).

The airline hit records for passenger + aircraft movement: Jazeera Airways saw its most active quarter in the history of Jazeera in respect to passenger movement with an increase of 35.6% y-o-y in passenger numbers in 3Q, according to the presentation. Meanwhile, aircraft movements rose to their highest in the airline’s history in 9M 2023, with 13.2k movements. The carrier added new routes to Moscow, Samarkand, Larnaka, Sphinx (Cairo), Shiraz, Tivat, Belgrade, Tirana, Islamabad, and Tehran, it added.

And its revenues from cargo rose during the quarter: Cargo revenues rose during the quarter 10.6% y-o-y to KWD 555k, according to the presentation.

Looking ahead: The airline maintains a “cautious outlook” for the rest of the year, as i8t forecasts depressed yields in 4Q 2023 on the back of overcapacity in the market, coupled with higher passenger movement, it said. The carrier is eyeing adding more routes in Iran, Iraq, Saudi Arabia, and the Eastern European region, and plans to launch routes to new destinations in 2024, according to the presentation. It also plans to maintain focus on cost control during the final quarter of the year, the presentation said.

KSA inks 50 MoUs with African countries, including in transport + Iran inked agreements with Tajikistan, Afghanistan. PLUS: More from Qatar, Egypt, UAE and KSA

Saudi Arabia inked over 50 MoUs with African countries at the Saudi-African Summit in a wide range of economic fields, including transportation and logistics services, Saudi Press Agency reports. The summit, held on 10 November in Riyadh, KSA, aimed to promote strategic partnerships and economic cooperation between the two countries. The two countries also issued the Riyadh declaration, which encouraged joint investment by diversifying intra-trade and highlighted the importance of exploring avenues of common interest, with an emphasis on transport and logistics, particularly maritime transport, air connectivity, and ports.

Iran and Tajikistan inked 18 agreements to enhance cooperation in several areas, including transportation, according to a statement by the Iranian presidency. Iranian President Ebrahim Raisi and his Tajik counterpart Emomali Rahmon signed a joint statement, as well as 18 cooperation documents and memorandums of understandings (MoUs) in Dushanbe to enhance long-term bilateral trade and economic cooperation till 2030, Xinhua News Agency reports. The agreements also include establishing joint freezones, as well as inter-city cooperation in several sectors.


Qatar + Peru ink air services agreement: Head of Qatar’s Civil Aviation Authority Mohamed Faleh Alhajri and Peruvian Transport and Communications Minister Raul Ricardo Perez Reyes Espejo have signed an air services agreement between the two countries, Qatar News Agency (QNA) reports. The two officials also discussed boosting bilateral ties in air transport.

Qatar + Turkey look to boost freezone cooperation: Qatari State Minister and Chairman of Qatar Freezones Authority (QFZ) Ahmed Al Sayed met with Turkish Treasury and Finance Minister Mehmet Simsek on the sidelines of the Turkish-Arab Economic Forum to discuss enhancing cooperation in freezones, investments, and business between the two countries, according to a statement. Qatar’s Transport Minister Jassim Al Sulaiti also discussed with his Turkish counterpart Abdul Qader Uraloglu boosting cooperation in transportation, ports, and civil aviation.

TRADE-

The GCC states have unanimously approved a unified tourist visa for the region, according to a press release. The visa aims to enhance tourism and the economy by facilitating the movement of residents and tourists between the six GCC states. Previously, tourists and foreign residents of the bloc required different visas or visa waivers to travel between GCC states. The system is set to come into effect in 2024 or 2025 in the GCC states of Bahrain, KSA, Kuwait, Oman, Qatar, and the UAE, Khaleej Times reports. The decision aims to contribute to the GCC’s 2030 tourism strategy, which seeks to increase the number of visitors to the bloc to 128.7 mn visitors per year by 2030.

AVIATION-

Etihad Airways has big expansion plans through to 2030, Etihad’s chief executive Antonoaldo Neves told The National in an interview. The carrier aims to double its fleet to 150 planes and triple its number of passengers to 33 mn. The airline will leverage Microsoft’s AI tool, copilot, to boost Riyadh Air’s offerings, services, and operational models. Kuwait Petroleum Corp (KPC) has sold 80k-120k tonnes of very low sulfur fuel oil (VLSFO) via a tender, for loading in 1H 2024, Reuters reported, citing market sources. The term tender was awarded at USD 7 to USD 8 per metric ton less than Singapore 0.5% VLSFO cargo quotes on a FOB Kuwait basis.

Activists and trade unions block arms containers from reaching Israel in Spain + Australia

The Barcelona port stevedores’ union is refusing to handle military material amid Israel’s attacks on Gaza, Reuters reports. The move is symbolic and aims to encourage other Spanish ports to refuse to load or unload military material, secretary of the OEPB union Josep Maria Deop told Reuters. Deop added that “organizations promoting peace” can help unions track down which containers are carrying military equipment, but did not clarify whether any such organizations have agreed to do so. This follows a similar move by Belgium’s unions, which called on members to refuse to handle Israel-bound munitions last week.

Hundreds of protestors have rallied to prevent a container ship owned by Israeli shipping company ZIM from docking in the Port of Botany, Sydney, according to a statement. Protestors at the rally, organized by the Australian Palestine Justice Movement, wove flags from the shore and rode jet-skis on the water where the ship was due to dock to block the ship from entering Port Botany, according to ABC News. The organization said it was “standing against genocide and its enablers on the port and in politics.”
