Good morning, friends. The newsflow has picked up from its initial slowdown earlier in the week, with some big updates from the UAE, Egypt and Jordan.

THE BIG LOGISTICS STORY- The UAE has issued amendments to a law capping heavy trucks operating on the country’s roads to 65 tonnes, in a bid to promote safety and safeguard the UAE’s road infrastructure. The amendments will come into effect on 1 October, but vehicle owners will get a grace period of four months before being penalized.

Jordanian port workers injur ed in Storm Daniel dust up: Following the havoc wreaked by Storm Daniel, 20 port workers at Jordan’s Aqaba outlet were hospitalized with breathing problems as dust particle measurements rose to 200 microgram per cubic meter, the National cites a local official as saying. Workers at Aqaba have been ordered to halt work as a precaution, the outlet adds.

And p orts reopen in Libya : In Libya, major oil ports Brega, Es Sidra, Ras Lanuf, and Zueitina in Libya have reopened after shutting down on Saturday due to the storm, Reuters reports, citing a statement from port agent Al Omran International Maritime Agencies. Flash floods have caused a lot of damage in Libya, destroying several towns and causing a “huge” death toll, a senior Libyan official told the UN, the National writes.

Morocco sets up central warehouse for earthquake aid distribution: Morocco’s Mohammed V Foundation for Solidarity has established a warehouse in Marrakech to collect aid for victims of the devastating earthquake that hit the country last week, Morocco World News reports.The partners are receiving, organizing, and preparing shipments of aid for affected areas, which are donated by citizens and civil society organizations across Morocco, the outlet reports. The central warehouse will supply local warehouses in the Marrakech/Safi region, from where they will be delivered to those affected.

DP World has been announced as a “principal pathway partner” for COP28, according to a company press release. The move comes as part of the logistics giant’s decarbonization drive, as it looks to achieve carbon neutrality by 2040 and net zero carbon by 2050. “Our work with COP28 and other industry peers underscores our commitment to combating climate change and fostering sustainable global trade,” Group CEO Sultan Ahmed bin Sulayem said.

Adnoc guns for more trade with Europe: Emirati oil giant Abu Dhabi National Oil Company is looking to expand from its traditional Asian market and step up energy contracts with Europe and Africa — with a particular focus on liquified natural gas (LNG), an unnamed source told Bloomberg yesterday. Over the coming year, Adnoc is targeting two to three long-term contracts to buy LNG, and the same number of supply agreements with customers, in a bid to replace Russia as Europe’s main energy supplier, up its trading operations, and capture more of the value chain.

Oman’s new Duqm oil refinery has shipped its first diesel cargo as part of test runs: Oman’s new Duqm oil refinery has shipped its first 35k tons of diesel cargo to a destination in East Africa, Al Arabiya reported citing trade sources and ship tracking data. The 230k barrel per day facility is 50:50 owned between Oman’s OQ Group and Kuwait Petroleum International (KPI) and has been running trials since halfway through this year, sources told the news agency. Work at the refinery was 98.9% complete by July’s end, KPI CEO Shafi al Ajmi reportedly said. The refinery is expected to start commissioning soon and ramp up capacity within six months.

The Libyan Moroccan Forum for Trade and Business kicked off this week in Tangiers, Morocco and will run till today. The event will be held in partnership with the Libyan Export Development Centre and with support from the Libyan Economy and Trade Ministry. London International Shipping Week (LISW) kicked off this week and will run till Friday i n London, UK. The event is held under the themes of compliance, decarbonization, business and technology, security, and skills. The week-long cluster event will include seminars, conferences, and product launches, bringing together leaders and professionals from the global shipping industry, including ship owners, brokers, traders, regulators, and other stakeholders to network and share expertise and knowledge on the maritime sector.

The Belt and Road Summit kicked off yesterday and will run till today at the Hong Kong Convention and Exhibition Centre, Emirati news agency WAM reports. The event, hosted by the Government of the Hong Kong Special Administrative Region and Hong Kong Trade Development Council, will bring together government officials and business leaders from countries and regions alon — and beyond — the Belt and Road to cooperate and explore potential business avenues. The summit will have Middle East-focused sessions with the aim of exploring cooperation in urban transport, infrastructure projects, renewable energy, logistics, and technology.

The Sustainable Transportation and Legacy for Generations Conference and Exhibition, which is organized by Qatar’s Transport Ministry and sponsored by Qatar Airways Group, Mwani Qatar, and QNB, will take place on 17-18 September at the Doha Exhibition and Convention Centre, Gulf Times reports. The event will cover transportation sector trends, strategies for eco-friendly transit systems, and Qatar's role in global aviation. The conference will include six panel discussions featuring over 20 speakers from various transportation entities.

The Global Trade and Supply Chain Summit is taking place on 19-20 September at the Address Dubai Marina Hotel, UAE. The event, hosted by Economist Impact, will bring together some 500+ business and supply chain leaders, high level government representatives, and policymakers to discuss the implications of trade policy, business logistics, supply chain diversification from China, sustainability, product traceability, digital trade, customs compliance and evolution, supply chain resilience, and trade in emerging regions, among other topics.

The Saudi Maritime Congress will take place at Dhahran Expo in Dammam, Saudi Arabia on 20-21 September. Amendments to the UAE’s heavy vehicles law caps truck weight at 65 tonnes

UAE to ban trucks weighing over 65 tonnes in February 2024: The UAE’s federal government has issued amendments to a law capping heavy trucks operating on the country’s roads to 65 tonnes, WAM reported. The nation-wide mandate looks to promote safety and safeguard the UAE’s road infrastructure.

Truckers will have until 1 February 2024 to tow the line: Despite the legislation taking effect on 1 October, vehicle owners and companies will have a four-month grace period to adjust before penalties are enforced beginning 1 February 2024, Al Mazrouei said (watch, runtime: 03:29). 24 smart electronic gates will be installed throughout the UAE to monitor compliance and record violations, Al Mazrouei added.

Who will be affected? All heavy vehicles operating on the UAE’s roads fall under the law’s purview, including those that were licensed outside the UAE and permitted into the country, WAM added. Security, military, police, and civil defense vehicles are exempt from the law.

Safer highways, reduced maintenance costs, and emissions cutbacks are expected upshots: Studies show that accidents involving heavy trucks result in deaths 62% of the time, a rate that is “unacceptable,” Al Mazrouei commented. The new amendments are expected to roll back deaths from motor accidents by 50%, WAM reported. The regulation is also slated to reduce road maintenance bills by AED 200 mn a year and cut back carbon emissions by 5 bn kilograms by 2032, WAM said.

What they said: “The new amendments support the government’s efforts to ensure our infrastructure is one of the safest and most technologically advanced in the world,” said Minister of Energy and Infrastructure Suhail bin Mohammed Al Mazrouei, according to WAM.

Egyptian private players in talks to develop USD 2 bn Eastern Desert industrial zone in Egypt

A handful of Egyptian private players are in talks with the government to help set up an industrial zone in the Eastern Desert’s Golden Triangle in Egypt, government sources confirmed to Enterprise after the news was first reported by Asharq Business. The planned industrial zone’s first phase is set to cost USD 2 bn in initial investment, says Asharq, adding that the zone will ultimately cater to the mining, agriculture, trade, and tourism sectors.

Who’s in the running? Egyptian private industrial developers — includingOrascom Construction subsidiary Orascom Industrial Parks, Elsewedy Electric subsidiary Elsewedy Industrial Development, CPC Egypt, and Samcrete’s IDG — have all held meetings with the government about their potential involvement, government sources told Enterprise, confirming the names reported by Asharq. Polaris Parks was also named by Enterprise and Asharq sources, though General Manager Bassel Shoriah told us that the company is not in fact involved. Representatives of Elsewedy, Orascom, and IDG either declined to comment or were not immediately available to do so.

A group project? The government expects to reach an agreement with “several” of the developers in early 2024, our sources said. The developers will be responsible for parceling out the land by sector and allocating plots to investors, they said, adding that the zone has already received offers from companies working in cement, building materials, glass, silicon, rubber, phosphate, and gold refining.

ICYMI- Earlier this summer, the zone received three offers from local and international investors to set up fertilizer complexes worth a total USD 1.6 bn.

What’s so golden about this triangle? Located in the area between Qena, Safaga and Quseir, the 2.2 mn-feddan desert area is thought to hold some 75% of the country’s entire mineral wealth — including reserves of gold, iron, copper, silver, granite, and phosphates. Phosphates are a key component of fertilizer, one of the country’s most lucrative exports.

The economic zone has been years in the making: Plans to develop the Golden Triangle Economic Zone go back further than 2016, when a study conducted by Italian consulting firm RINA(formerly known as D’Appolonia) and funded by the Kuwait Fund for Arab Economic Development estimated the project to be worth some USD 16 bn. In the following years, the state established the authority responsible for the zone and made the necessary land transfers, before the pandemic arrived and stalled investment, government sources told us.

Tetraturk secures design contract for the Abu Dhabi leg of the UAE-Oman railway

Tetraturk snags contract for UAE-Oman railway infrastructure design: Turkish engineering and architecture company Tetraturk has secured an infrastructure design contract for the Abu Dhabi-Sohar segment of the UAE-Oman Railway Network, Trade Arabia reports.

The details: As part of the contract, Tetraturk will design road projects, trackworks, road and railway line drainage works, hydrology and flow assessment report, scour analysis on bridges and culverts and tender documents, according to the statement. The Oman-Etihad Rail JV — established by Oman Rail and Etihad Rail — will manage the project, including its financials and schedules.

About the rail network: The UAE-Oman Railway Network is a USD 3 bn, 303 km railway for high-speed trains connecting Abu Dhabi and Sohar in the north of Muscat. The transport link between the UAE and Oman — first announced i n September — is aimed at boosting trade between the two countries and the region. The rail line serves both passenger and freight trains.

Jordan’s Aqaba Container Terminal gets 5G

Orange Jordan to set up 5G network at Aqaba Container Terminal: Orange Jordan and Aqaba Container Terminal (ACT) inked an agreement to create a private mobile network for ACT using 5G technology, according to a press release. The agreement makes Orange Jordan the first in the Orange Group in the Middle East and Africa to offer 5G network business solutions, after they launched 5G services in the country in July.

SOUND SMART- Orange Jordan’s 5G network business solutions offer faster and more reliable internet connectivity to businesses and individuals, as well as cybersecurity solutions, Orange Jordan CEO Philippe Mansour said in an interview last month.

What does this mean for ACT? The adoption of 5G in ACT means better service in the industrial area, stimulating innovation and bringing in more investments that can boost the local economy, as per the press release. “This forward-thinking initiative not only enhances our operational efficiency but also strengthens Aqaba's digital infrastructure,” said ACT CEO Harald Nijhof.

Boeing deliveries fall in August as it grapples with manufacturing flaw

Boeing delivered 35 planes in August — its lowest number since April — as it struggles to correct a manufacturi ng defect on its 737 MAX, Reuters reports. The aircraft manufacturer is now on the “low end” of its 400-450 target for deliveries of 737s this year, Boeing CFO Brian West is quoted as saying by the outlet. The slowdown is attributed to the time-consuming process of inspecting and fixing thousands of misdrilled holes on the 737 MAX 8 aft pressure bulkhead, West adds. Some 75% of the 220 737s will need reworks to be fixed, Reuters reported separately. The company has booked new orders for 43 planes, according to Reuters.

Qatar + Portugal work towards boosting investment opportunities: Qatar Chamber vice chairman Rashid bin Hamad Al Athba and Trade and Investment Agency Economic Counselor Manuel Couto Mirandadiscussed avenues for fostering cooperation and enhancing partnerships between Qatari and Portuguese companies during a meeting, the Qatar Tribune reports. The two sides also discussed incentives at Qatar’s freezones and in Portugal’s various business sectors.

KORTA promotes Korea-Kuwait business relations: The Korea Trade-Investment Promotion Agency in Kuwait (KOTRA Kuwait) organized a trade connection event earlier this week between a Korean power equipment delegation and Kuwaiti entrepreneurs, Zawya reports. The delegation included seven Korean companies specializing in power equipment and supplies. The meetings focused on several topics related to energy infrastructure including water surge management, scaffolding, electrical conductor materials, and environmental equipment.

MSC launches EUR 1.3 bid for Hamburg port operator

MSC to possibly acquire almost half of Hamburg port: Container shipping firm MSC has offered to buy almost half of the shares in Hamburg port’s main operator HHLA in a transaction that could be worth nearly EUR 1.3 bn, Reuters reports. The transaction between MSC and the city of Hamburg will see MSC making a cash offer of EUR 16.7 (USD 17.9) per share to acquire all listed class A stock in HHLA. If the offer is taken up, MSC would acquire a 49.9% stake in HHLA at a cost of EUR 1.26 bn, according to Reuters’ calculations. If MSC acquires the shares, the city of Hamburg, which currently owns 69% of HHLA’s A shares, will still retain its control over the port with a 50.1% stake.

Bidding war? Hapag-Lloyd is also reportedly said to have its eyes on the 49.9% HHLA stake, but has not yet commented on a potential bid, the outlet adds. If Hapag-Lloyd were to join the bidding fray, it would “certainly be an uphill battle,” analyst Marc Zeck told Reuters.

Market reax: HHLA’s shares soared by 49%, a 19-month high, after German logistics bn’aire Klaus-Michael Kuehne said that he was considering a counter offer, Reuters reports.
