Riyadh Air takes flight: KSA’s second national carrier Riyadh Air took to the air for the first time yesterday as a newly delivered Boeing 787 Dreamliner performed a low altitude demo flight over Riyadh, the company said. The aircraft, showcasing the carrier’s purple livery, flew over several city landmarks including Kingdom Centre, Al Faisaliah Tower, and King Khalid Grand Mosque. The carrier — owned by KSA’s Public Investment Fund (PIF) — received its IATA operating code (RX) last week and is scheduled to begin operations in 2025.

The Suez Canal Authority has a new holding company: A new Suez Canal holding company will obtain ownership over two state-owned companies, one of which was earmarked for the country’s state privatization program, under a decision approved by ministers at a cabinet meeting last week. The Suez Canal Authority’s Canal Company for Mooring and Lights (CCML) and the Port Said Company for Engineering Works and Marine Construction will be transferred to the new firm, known as the Suez Canal Holding Company for Maritime Industries, Services and Investment, according to the statement. CCML was among the 32 companies named on the Egyptian government’s privatization list earlier this year.

Its responsibilities: The company, which will be headquartered in Ismailia, will be tasked with “managing and investing” its assets, the statement said. It will also provide services like ship repair and refurbishing, the statement added.

Increasing levels of blocked funds are threatening airlines in certain markets, the International Air Transport Association (IATA) said in a statement. The industry's blocked funds surged 47% y-o-y to USD 2.27 bn in April, the IATA said, while warning that airlines “cannot continue to offer services in markets where they are unable to repatriate the revenues arising from their commercial activities in those markets.” Nigeria, Bangladesh, Algeria, Pakistan, and Lebanon collectively represent 68% of the total blocked funds. IATA called on governments to adhere to international agreements and treaties to allow airlines to repatriate the funds generated from ticket sales, cargo space, and other business operations.

What’s behind the blocked funds? The IATA warned in December that the increase of blocked funds is threatening airlines, and attributed the rise of blocked funds to governments attempting to shore up depleted treasuries and issues like FX shortages.


MARKET WATCH- Asia-Pacific Supramax and Panamax time-charter equivalent rates have fallen by over 50% y-o-y in 2Q 2023 on diminished demand for Chinese commodities and reduced port congestions, according to S&P Global Commodity Insights data. The Platts APSI 5 Index, which tracks average rates of five Supramax routes in the Asia-Pacific region, plunged 60% from 2Q 2022 to USD 10.2k per day so far this quarter. The Platts KMAX9 Index, which tracks the average rates of nine Panamax routes globally, fell 52% to USD 12.2k per day during the same period. A decline in Chinese real estate and infrastructure development throughout the year has resulted in lower demand for key resources like iron ore and coal, coupled with lower consumption of Chinese products that has led to a decline in export volumes, impacting dry bulk shipping rates.

Maersk adds Jeddah Islamic Port to two key shipping lines, connecting it with Africa and Europe

Logistics powerhouse AP Moller-Maersk added Jeddah Islamic Port to two of its key shipping services, connecting the port with ports in Europe, Asia and Africa, according to a Saudi Ports Authority (Mawani) statement.

The breakdown: The AE12 service, which consists of 12 vessels with a total capacity for 15k containers, links Jeddah Islamic Port with 13 international ports, which include ports in Southern Europe, Africa and East Asia. AE7, on the other hand, connects the port with 15 international ports, including Yantian in China, Tanjung Pelepas in Malaysia, Colombo in Sri Lanka, Tangier in Morocco, Salalah in Oman, Khalifa in Abu Dhabi, Jebel Ali in Dubai. The AE7 service consists of 12 vessels with a total container capacity of 18k.

Background: The move follows other shipping lines recently added to Jeddah’s port, including MSC— which recently added the port to its dragon container shipping line linking Asia to Mediterranean ports. The port was also just added to Asyad’s Rex cargo service — linking to the ports of Nhava Sheva and Mundra in India, Salalah in Oman, and Ain Sokhna in Egypt.

First day of Arab-China Business Conference sees USD 250 mn agreement for local manufacturing of rolling stock and parts in KSA

Sabatco + Chinese firm to set up rolling stock plant in KSA: The inaugural day of the 10th Arab-China Business Conference saw the signing of a USD 250 mn agreement between Saudi rolling stock maintenance outfit Sabatco and China’s state-owned rolling stock manufacturer CRRC,Saudi Press Agency (SPA) reported. The agreement — facilitated by the kingdom’s investment ministry — looks to line up local production of railway vehicles and wheels for the kingdom.

The 10th Arab-China Business Conference kicked off in Riyadh on Saturday to the tune of USD 10 bn in new investments in sectors like mining, renewables, tech, tourism and healthcare, Saudi Press Agency (SPA) reported. The conference saw officials discuss boosting cooperation between Saudi Arabia and China on aviation, logistics, infrastructure and supply chains, SPA said separately (here and here).

Oman’s Wakud to establish plant in Khazaen Economic City for biofuel production

Oman’s first biofuels producer Wakud plans to establish a biofuel plant with a capacity of 250 tons per day at an investment cost of USD 120 mn to USD 150 mn in partnership with Omani-British green energy venture X2E, who will be funding the project, the two companies’ top executives told Zawya Projects last week. The plant, which will be set up in the country’s Khazaen Economic City, comes as part of Wakud’s plans to boost its production capacity 10x, they said.

What we know: Construction on the project is set to begin in two months, with a completion timeframe of 16 months, Wakud CEO Maher Al Habsi said. Production is expected to begin by the end of 2024, he added.

The plant could also expand to encompass SAF production: “With this huge factory, we will be ready to produce sustainable aviation fuel (SAF) and marine fuels by 2025, depending on raw material availability,” he said.

Background: X2E acquired a 60% stake in Wakud for USD 1.4 mn, and plans to spend an additional USD 3.6 mn soon to raise the capacity of Wakud’s existing facility, which produces 20 tonnes of biofuel a day, he added. The company announced the acquisition in a LinkedIn statement yesterday.

The company’s eyeing regional expansion: Wakud could also be looking at expanding to Saudi Arabia and the UAE, he said. "About 90k tonnes per month of used cooking oil (UCO) is available in Saudi. The country has big plans for the sector, and we would like to participate in that," he said.

About Wakud: The Omani-based company is a joint venture between Carbon Management Services, the UK’s leading manufacturer of sustainable biofuel process equipment Green Fuels, and Al Habsi to set up a biofuel ecosystem in the Middle East starting with Oman, according to the company’s website. It supplies biofuels to various industries, including construction and shipping, in a bid to help them slash their carbon footprint.

Iran to boost bilateral trade with turkey to USD 15 bn by 2025

Iran and Turkey are looking to strengthen bilateral trade to reach USD 15 bn by 2025 through cooperation with the private sector, Mehr News Agency quotes Head of Iran's Trade Promotion Organization (TPO) Farzad Piltan as saying. However, certain items traded between the two countries are facing challenges due to US sanctions. “Some of these commodities are subject to the sanctions and we have to carry out more negotiations for the PTA agreement to become more effective,” he added. Annual trade between the two countries reached some USD 13.6 bn in March, with Turkey being Iran’s third largest non-oil export customer with some USD 7.5 bn exports. Iran’s imports from Turkey experienced a 15% y-o-y growth in the year to March to reach USD 6 bn.

A global shipping tax could be coming + Tanker orders are on the decline, indicating a potential supply shortfall

The shipping industry’s zero-tax status could be changing, with proposals from the group of Pacific nations that the industry pay a global levy for its carbon emissions to encourage it to transition away from hydrocarbons, Reuters reported on Monday. If applied by the International Maritime Organization (IMO), the levy would help raise an annual USD 100 bn that could go to poorer nations to help them cope with climate change and build up green shipping industries. The levy is one of the ideas on the agenda of French President Emmanuel Macron’s summit on a “new global financial pact” in Paris later in June. The IMO will then meet in early July, possibly setting a timeframe for introducing a levy if momentum is built.

How much is the levy? Led by the Marshall Islands, the group of Pacific nations are suggesting a levy that starts at USD 100 a tonne and then moves upwards from there to make fossil fuels as expensive as cleaner fuels.


Tanker orders are on the rise, but not at the rates needed to prevent future supply shortfalls, according to a recent Gibson Shipbrokersreport (pdf). Lingering effects from a pandemic-related drop in new tanker orders, diminishing near term yard availability, uncertainty about long-term demand for oil, as well as questions about vessel designs and fuels going forward have meant that tanker order books were at their lowest in at least 20 years at the start of the year, the report says. Despite a recent uptick in orders in 2023, the latest orders are below the amounts needed to make up for vessels facing retirement within the next few years, Gibson says.

At the same time, existing tankers are aging quickly, the report warns. Although some vessels are seeing their lifelines extended by new Russian trade, Russian demand for tankers is limited and will be exhausted, meaning that “focus will once again shift to demolition.” Environmental and regulatory pressures, in addition to risk aversion by major oil outfits, means that scrapping will soon catch up, leading to further shortfalls in tanker supply, Gibson explains.

AVIATION-

Italy’sLeonardo to upgrade Kuwait airport’s navigation system: Kuwait’s Directorate General of Civil Aviation (DGCA) has inked a USD 21.4 mn contract with Italian aerospace, defense, and security outfit Leonardo to upgrade Kuwait International Airport’s air navigation system, Kuwait News Agency (KUNA) reports. The agreement will see the design, manufacture, import, and operation of two new advanced radar systems at Kuwait International Airport. Crew training, maintenance, and technical support are also part of the agreement, KUNA says.

OIL AND GAS-

Egypt + Jordan strengthen natgas cooperation: Egypt and Jordan have signed two agreements to make it easier and cheaper for Egyptian natural gas to reach Jordan, the Egyptian Oil Ministry said in a statement. Under the first pact, the two countries will work to increase the flow of Egyptian gas through the Arab Gas Pipeline — which links Egypt with Jordan, Syria, and Lebanon — to feed industrial zones in Jordan. The second agreement will see Egypt and Jordan reduce operational costs of LNG shipments by jointly using the floating LNG terminal at Jordan’s southern port of Aqaba.

The agreements will enable Jordan to create an attractive environment for investments,create jobs, and upswing their exports to participate and compete in global markets while contributing to the Jordanian economy by relying on Egypts expertise in the field, the statement said.

MARITIME-

Gulf Marine Services has secured two contract extensions in the GCC, according to a press release. The first extension is for the use of a large class vessel until the end of November 2023, while the second contract extends the lease for a small class vessel until the end of March 2024. The offshore vessel provider was also awarded three other contracts this year.

First government-to-government crude oil cargo shipment from Russia arrives in Pakistan

Pakistan receives first shipment of Russian oil at a reduced price: Pakistan’s port of Karachi has received the country’s first shipment of reduced-price Russian crude oil, Pakistani Prime Minister Shehbaz Sharif said on Twitter. The shipment, part of a larger agreement between Pakistan and Russia, offers much-needed relief to Pakistan, which is grappling with a payment crisis and the potential threat of defaulting on its debt, Reutersreports. Energy imports make up the majority of Pakistan's external payments. Pakistan paid for the shipment in CNY, Pakistan’s Oil Minister Musadik Malik told Reuters, without disclosing an exact amount. Pakistan's purchase provides Russia with an additional market, in addition to its growing sales to India and China, as the country redirects its oil away from Western markets due to the fallout from the ongoing Ukraine conflict.
