In more positive news, <\/strong>Moody's<\/strong> Ratings has affirmed the <\/strong>UAE\u2019s Aa2 issuer and se<\/strong>nior unsecured ratings with a stable outlook <\/strong>following a periodic review, according to a statement<\/a> seen by EnterpriseAM. <\/p>\n

The reason? <\/strong>\u201cThe economy's high per-capita income, robust institutions, and effective policymaking that underpin ongoing progress on economic diversification, and the federal government's very low debt burden,\u201d Moody\u2019s added.<\/p>\n

Buffers remain strong:<\/strong> Despite near-term pressures, the federal government\u2019s balance sheet is well insulated, supported by years of fiscal surpluses and access to sovereign wealth through the Emirates Investment Authority. Moody\u2019s assumes full financial backing from Abu Dhabi \u2014 whose government financial assets exceed 300% of GDP as of the end of 2025 \u2014 in the event of stress.<\/p>\n

Scorecard breakdown: <\/strong>The UAE\u2019s economic strength is assessed at \u201caa3,\u201d underpinned by high per-capita income levels, a diverse economy, and vast hydrocarbon reserves, Moody\u2019s noted. The UAE institutions and governance are rated \u201ca2,\u201d reflecting a track record of effective policymaking and a relatively strong institutional framework. Fiscal strength comes in at \u201caa1,\u201d driven by a very low federal debt burden and a history of balanced budgets, while susceptibility to event risk is rated \u201cba,\u201d mainly driven by regional geopolitical tensions.<\/p>\n

Regional geopolitical tensions are \u2014 unsurprisingly \u2014 the main downside risk. <\/strong>Other pressures include global carbon transition challenges and gaps in data transparency and disclosure.<\/p>\n

Still \u2014 conflict impact is manageable: <\/strong>While there is a risk, Moody\u2019s notes that the UAE is better positioned than some peers to handle logistical shocks. The Habshan-Fujairah pipeline allows the UAE to bypass the Strait of Hormuz, carrying roughly 1.8 mn bbl \/ d, or about two-thirds of Abu Dhabi\u2019s pre-conflict exports.\u201d This is also why the ratings agency maintains a stable outlook on the UAE. <\/p>\n

Yes, but: <\/strong>The bigger problem is with the non-oil sector (read: The Big Story Today). \u201cThe conflict is also hindering non-oil economic activities and sectors sensitive to confidence, negatively affecting the UAE's overall economy,\u201d Moody\u2019s said in its review. <\/p>\n

Growth outlook has been slashed: <\/strong>Under Moody\u2019s baseline scenario, real GDP is expected to remain flat in 2026, a sharp downgrade from a pre-conflict growth projection of around 4.5%, as both oil and non-oil activity face headwinds. It\u2019s not alone: S&P Global \u2014 which also affirmed<\/a> the UAE\u2019s rating in March \u2014 also revised downwards its growth forecast for the UAE, though it penciled in 2.2% growth at the time. Others like Goldman Sachs are much more pessimistic \u2014 expecting a full-on contraction of 5%<\/a> if the war lasts through the end of April. <\/p>\n

What could move the rating?<\/strong> Faster progress on economic diversification, improved transparency and data disclosure, easing geopolitical tensions, or a rating upgrade for Abu Dhabi could exert upward pressure. On the downside, an escalation of the current conflict \u2014 especially if critical oil infrastructure is damaged \u2014 or any weakening of Abu Dhabi\u2019s financial support would weigh on the sovereign\u2019s credit profile.<\/p>\n","protected":false},"excerpt":{"rendered":"
