{"id":112152,"date":"2026-03-04T00:00:00","date_gmt":"2026-03-04T00:00:00","guid":{"rendered":"https:\/\/enterpriseam.com\/uae\/?p=112152"},"modified":"2026-03-05T12:12:36","modified_gmt":"2026-03-05T12:12:36","slug":"capital-outflows-to-be-expected-in-the-near-term-as-war-dents-the-uaes-safe-haven-status-analysts-say","status":"publish","type":"post","link":"https:\/\/enterpriseam.com\/uae\/2026\/03\/04\/capital-outflows-to-be-expected-in-the-near-term-as-war-dents-the-uaes-safe-haven-status-analysts-say\/","title":{"rendered":"Capital outflows to be expected in the near-term as war dents the UAE\u2019s safe-haven status, analysts say"},"content":{"rendered":"<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Markets are reopening this morning and more people are returning to work <\/strong><strong>\u2014 ma<\/strong><strong>king today a litmus test <\/strong>for how investors respond to the damage inflicted by the war.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The biggest damage, as we\u2019ve said time and time again, is to the Gulf\u2019s reputation as a <\/strong><strong>safe haven. <\/strong>But the hit to sentiment among both offshore investors and residents depends largely on the war\u2019s outcome, BMI Middle East and North Africa Senior Country Risk Analyst Mariette Kas-Hanna tells EnterpriseAM.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>\u201cThe unprecedented nature of strikes on cloud centers and energy facilities is likely to <\/strong><strong>spook foreign investors<\/strong>, at least over the short-to-medium term, though high returns and strong reform drive could somewhat provide some tailwind to GCC markets,\u201d Kas-Hanna said.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Moody\u2019s also warned that strikes have likely shaken expat confidence<\/strong>, potentially leading to an exodus of talent, particularly in Dubai, Doha, and Manama, according to a <a href=\"https:\/\/maaal.com\/news\/details\/%D9%85%D9%88%D8%AF%D9%8A%D8%B2-%D8%A7%D9%84%D8%B3%D8%B9%D9%88%D8%AF%D9%8A%D8%A9-%D9%88%D8%A7%D9%84%D8%A7%D9%85%D8%A7%D8%B1\/\" target=\"_blank\" rel=\"noopener\">report<\/a>.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>But it\u2019s BAU for lots of us: <\/strong>Two foreign executives with businesses and investments here in the UAE that we\u2019ve spoken to sounded an optimistic note. \u201cIt is business as usual [for us],\u201d Suvo Sarkar, the vice chairman of wealth management firm Wealthbrix, tells EnterpriseAM. \u201cWe are fortunate to operate in a world-class financial jurisdiction with high-quality infrastructure and connectivity,\u201d he added.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Of course, some will pull out: <\/strong>Regional stock markets\u2019 performance so far this week and the number of expats who have evacuated signal a spike in risk-off sentiment. Capital outflows are expected given that markets will reopen while the war is ongoing, Kas-Hanna told us.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>IN CONTEXT- <\/strong>Egypt, which hasn\u2019t been dragged into the conflict, saw at least USD 3.7 bn in foreign portfolio funds exit its primary and secondary security markets since 22 February.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>WHAT TO WATCH NOW: \u201cSWFs are not tasked with stabilizing crises<\/strong>, at least for the time being, as markets are simply having normal reactions to an escalating war situation,\u201d MENA economist Hamzeh Al Gaaod tells EnterpriseAM.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>We\u2019re looking at moderate outflows \u2014 but banks are so far in good shape despite rising <\/strong><strong>risks<\/strong>, S&amp;P Global wrote in a research note seen by EnterpriseAM. Banks will need to be watchful of credit risk as the conflict drags on, it said, but it stopped short of a doomsday scenario. Banks seem well-positioned to weather the outflow of capital from the region, which S&amp;P thinks could be \u201cmoderate\u201d in magnitude.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The bottom line: <\/strong>The duration and scope of hostilities will determine the magnitude of outflows.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Fitch<\/strong><strong> Solutions\u2019 credit market research subsidiary CreditSights has lowered its <\/strong><strong>recommendations on several Middle Eastern banks<\/strong> to \u201cmarket perform\u201d from a previous \u201coutperform\u201d position, citing increased pressure on the GCC\u2019s growth outlook, according to a note seen by EnterpriseAM.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Foreign investors are also likely to pull out of the market<\/strong>, CreditSights said, noting it now advises against property credits.<\/p>\n<p class=\"tag-border-left\">The bigger picture<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>BMI slashed its growth forecast for the GCC to 4.5%<\/strong>, down from 4.8%. It also cut the UAE forecast by 0.6 percentage points to 5%, according to Kas-Hanna. This follows JPMorgan\u2019s reported move to trim its 2026 non-oil growth forecasts for GCC economies by an average of 0.3 percentage points.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Disruptions to travel, trade, logistics, and other non-oil business activity are to blame<\/strong>, with the hydrocarbon sector expected to weather a likely short-lived hit, Kas-Hanna said.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>There\u2019s (semi) good news and bad news. The good-ish news: <\/strong>BMI sees the war dragging on for a maximum of eight weeks given the economic cost on all parties involved, she said.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The bad news? <\/strong>Just more than four weeks of disruption to economic activity would see losses rise \u201cmaterially,\u201d with the UAE\u2019s GDP expected to
