The GCGRA followed up with a national <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/71e8adcd-e41f-4aa6-b89f-c7f7e72149c3\/uae-athletes-kick-off-olympics-2024-campaign-%2B-first-ever-lottery-license-awarded\" style=\"\" rel=\"noopener\">lottery license<\/a> for the Game, and issued various other gaming-related vendor licenses, allowing them to supply data, live casino, and B2B gaming content into the UAE market.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But with the roll-out comes new concerns and regulatory questions<\/strong>, as federal and emirate-level law attempt to regulate on-the-ground enforcement. A new <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/12\/1221.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a> by global gaming advisory firm SCCG finds that the early phase is already exposing regulatory ambiguities \u2014 especially when it comes to how each emirate is enforcing federal-level legislation. <\/p>\n<p class=\"tag-border-left\">How it currently works<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What we know so far: <\/strong>In the UAE, no legacy gaming case law exists, so enforceability is being created through regulation. Federal law sets the base, GCGRA rules carry immediate force, and license terms and contracts fill the gaps. Together, lawyers at Al Kabban & Associates Sara Al Kabban and Christa Hyman said, this \u201ccreates a legally robust framework even in the absence of historical jurisprudence.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>For online gaming, the GCRA is expected to adopt a one-license-per-emirate model<\/strong>, mirroring the framework used for land-based casinos. This means that while gaming is regulated at the federal level, <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/2b42e835-9af4-4ba1-a9dc-a6d37f8c93ca\/this-morning:-emirates-nbd%25e2%2580%2599s-push-in-india-could-move-ahead-as-indian-regulators-mull-raising-foreign-investment-cap-%2B-are-emirates-nbd-and-fab-eyeing-expansions-in-egypt%3F\" style=\"\" rel=\"noopener\">execution still depends on emirate-level participation<\/a>, particularly online. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Centralization matters: <\/strong>SCCG founder and CEO Stephen A. Crysta argues the federal layer is the system\u2019s stabilizer. \u201cIn the US, it\u2019s very much state by state, with very little role for the federal government, and that causes friction,\u201d he said. \u201cSo far, the feedback in the UAE has been quite positive. People like the structure.\u201d This follows Singapore\u2019s approach \u2014 a massive Asian gaming market \u2014 as opposed to the US, he added. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Federal authority is clearer than it looks: <\/strong>While SCCG highlights overlap between federal and emirate oversight, Al Kabban argues the hierarchy itself isn\u2019t in doubt. Because the gaming regulator was established by federal decree, its licences carry nationwide effect. \u201cRather than viewing them as discrepancies, they are jurisdictional variations that need to be accounted for,\u201d the firm said \u2014 translating into extra procedures, not uncertainty. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Still, some gray zones do exist.<\/strong> Several platforms \u2014 like <a target=\"_blank\" href=\"https:\/\/www.truewin.ae\/\" style=\"\" rel=\"noopener\">TrueWin<\/a> and Dream Island \u2014 are operating online casino-like games without full licensing being rolled out yet. Both operate by \u201cpiggybacking\u201d on The Game\u2019s license, SCCG said.  <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The ambiguity is typical of the current transitional phase<\/strong>, Crystal said. \u201cAs you regulate, there is a transition process between the gray market and the regulated market,\u201d he said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But it\u2019s a matter of time until authorities eventually have to clamp down<\/strong> on the irregularities, Crystal said. Allowing gray-zone activity to linger indefinitely would dilute license value, discourage compliant operators, and undermine long-term investment certainty, a lesson mature markets have already learned.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Other sticking points exist\u2026<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>When it comes to payments and gaming revenues, it\u2019s not straightforward either. <\/strong>Gaming revenue must be ring-fenced and handled through conventional (non-Islamic) banking channels, separate from non-gaming revenues, raising questions about whether financial separation limits the sector\u2019s broader economic contribution.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Islamic banks cannot touch gambling proceeds<\/strong>, and even within conventional institutions, gaming accounts are segregated to prevent commingling \u2014 ensuring compliance with shariah principles while preserving auditability and AML oversight.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Al Kabban and Hyman also note that gaming is classified as a high-risk activity<\/strong> under UAE AML rules, which is why segregation is mandatory. \u201cRing-fencing is designed to prevent the commingling of gaming proceeds with other funds,\u201d Al Kabban said. The result is heavier compliance, not a ceiling on growth.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The same logic applies to crypto. <\/strong>Direct crypto wagering remains off-limits, but licensed operators can use regulated exchanges as on-ramps, converting virtual assets into fiat before funds enter the gaming system. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Balance over velocity: <\/strong>Crystal sees the structure as deliberate calibration. \u201cThere has to be a balance between shariah law and local customs and norms and the best way to transact in the gaming industry,\u201d he said, calling the reliance on conventional rails and crypto-to-fiat \u201cthe right balance.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">It\u2019s not a major deterrent<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Will friction scare off operators? <\/strong>Crystal doesn\u2019t think so. Asked whether ring-fencing, patchy card acceptance, and crypto limits could deter global gaming groups, he was blunt: \u201cI would say no.\u201d In gaming, he argues, complexity is the norm, not the exception.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Technology as the shock absorber: <\/strong>\u201cWhat\u2019s significant about the gaming industry is the sophistication of its technology,\u201d Crystal said, pointing to operators\u2019 ability to ring-fence funds, deploy alternative payment routes, and meet KYC and AML requirements simultaneously. Having worked across more than 100 jurisdictions, he calls technology the industry\u2019s \u201csaving grace\u201d \u2014 reducing friction while strengthening compliance, rather than cutting off access.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Plus, gaming is not just about what happens on the casino floor:<\/strong> \u201cThere are lots of ways from a non-gaming standpoint that the UAE will benefit,\u201d he said, pointing to tourism, hospitality, entertainment, and corporate roles. In mature destination markets like Las Vegas and Macau, a large share of value accrues outside the casino floor.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Our take:<\/strong> That logic is clear in the UAE\u2019s integrated-resort model. Casinos may anchor the system, but tourism and entertainment do much of the economic heavy lifting \u2014 and create the range of roles needed to support workforce localization over time.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Speaking of\u2026 <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Labor is another unresolved tension:<\/strong> Emiratization requirements apply, but direct casino roles remain culturally sensitive. \u201cStarting out, it may be a struggle,\u201d Crystal said. \u201cThey may need to be creative,\u201d pointing to a likely split between Emiratis in corporate, compliance, and oversight roles, and expatriates on gaming floors.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Al Kabban\u2019s<\/strong><strong> lawyers agree that UAE nationals will likely be placed in<\/strong> nationals in \u201cadministrative, compliance, and oversight functions,\u201d calling it a practical way to meet obligations while respecting cultural sensitivities.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Growing pains, not red flags: <\/strong>Crystal is explicit that these frictions shouldn\u2019t be overread. \u201cAnytime you\u2019re going from strict prohibition to permission, you\u2019re going to have issues,\u201d he said. \u201cThese are what I call growing pains.\u201d In his view, the UAE\u2019s infrastructure, regulatory resolve, and talent pipeline mean the system is designed to adapt (not stall) as the market matures.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Why all of this matters<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The sector shows huge potential for economic contribution. <\/strong> Under a conservative path \u2014 which would see the UAE host one integrated resort and limited online gaming \u2014 annual revenue could reach USD 1.5-2 bn. A broader rollout, with multiple resorts and regulated online gaming in select emirates, lifts that figure to USD 5-6 bn.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The ceiling is much higher:<\/strong> In a fully expanded scenario \u2014 multiple integrated resorts plus nationwide online gaming \u2014 SCCG sees annual revenue climbing to USD 8-10 bn, approaching Singapore-scale outcomes over time. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Demand will not be an issue: <\/strong>\u201cThere is unlimited demand,\u201d Crystal said. What separates the outcomes is alignment between federal rules, emirate-level execution, banking rails, labor policy, and enforcement once the market moves beyond licensing announcements.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A bid to set the model: <\/strong>\u201cRight now, the UAE is learning from other markets,\u201d he said. \u201cIn the future, other markets will learn from the UAE.\u201d He points to the country\u2019s blend of strict oversight and tech-led compliance as a potential global reference point \u2014 echoing a playbook the UAE has already deployed in newer sectors like crypto, which international observers have <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/4d0252a0-174d-4593-b124-37c36ad21068\/uae%25e2%2580%2599s%253cmark%253e-crypto%253c%2Fmark%253e-edge:-strong-regulation-and-a-rising-talent-pool,-says-okx-exec\"
