Rather than deliver the awaited goal to phase out of fossil fuels, the draft text stated that fossil fuel production and consumption is to be reduced by 2050 in line with \u201cscientific advice,\u201d avoiding any mention of the contentious \u201cphaseout\u201d language despite being called for by over <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/environment\/cop28-enters-crunch-time-with-countries-odds-over-fossil-fuels-2023-12-11\/#:~:text=A%20coalition%20of%20more%20than%2080%20countries%20including%20the%20United%20States%2C%20the%20European%20Union%20and%20small%20island%20nations%20are%20pushing%20for%20an%20agreement%20that%20includes%20language%20to%20%22phase%20out%22%20fossil%20fuels%2C%20a%20feat%20not%20achieved%20in%2030%20years%20of%20the%20U.N.%20summits.\" style=\"\" rel=\"noopener\">80 countries<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s on the table, then?<\/strong> The <a target=\"_blank\" href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/GST_2.pdf\" style=\"\" rel=\"noopener\">Global Stocktake draft<\/a>, released by the UN climate body, called for a number of actions that countries \u201ccould\u201d take to rapidly reduce global emissions, including:<\/p>\n<ul>\n<li>Tripling renewable energy capacity and doubling the rate of achieving energy efficiency by 2030. <\/li>\n<li>Accelerating the phasing down of unabated coal and limiting unabated coal production.<\/li>\n<li>Accelerating zero and low emissions technologies and removal technologies such as carbon capture and utilization and storage.<\/li>\n<li>Reducing consumption and production of fossil fuels, in a just, orderly and equitable manner so as to achieve net zero by, before, or around 2050.<\/li>\n<li>Accelerating and substantially reducing global non-CO2 emissions, especially methane, by 2030.<\/li>\n<li>Accelerating emissions reductions from road transport through a range of pathways, including development of infrastructure and deployment of zero and low emission vehicles. <\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The draft\u2019s language is contentious:<\/strong> While the draft \u2014 if adopted without amendments \u2014 would go down in history as the first official text calling for a global reduction of fossil fuels, negotiators noted there is a lack of obligatory language given that commitments in the draft text are preceded by the phrase: \u201ctake actions that <strong>could<\/strong> include\u2026\u201d <a target=\"_blank\" href=\"https:\/\/time.com\/6344685\/cop28-draft-climate-deal-fossil-fuel-cuts\/\" style=\"\" rel=\"noopener\">Time<\/a> reported. \u201cThis text doesn\u2019t send the clear signals that are needed to avert the climate crisis.
