The summit will serve a vehicle for major announcements, providing momentum and guidance to the remainder of the COP. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt1\"><\/a> <strong>HERE\u2019S FIVE TOPICS WE EXPECT TO HEAR A LOT ABOUT-<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#1- The Loss and Damage fund: <\/strong>After months of contention and debate, the recommendations due to be presented to governments at COP28 on how the loss and damage fund will be operationalized was finally approved <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=e5569546-0c00-4037-a775-4973043c80c3\" style=\"\" rel=\"noopener\">earlier this month<\/a> despite reservations by developing nations and the US. The transitional committee \u2014 which represents a geographically diverse group of countries \u2014 agreed to recommend the World Bank serve as trustee and host of the fund for a four-year period, <a target=\"_blank\" href=\"https:\/\/climate.enterprise.press\/stories\/2023\/10\/22\/today-loss-and-damage-talks-stall-uaes-f9-capital-forms-a-blockbuster-jv-in-critical-minerals-mining-102978\/\" style=\"\" rel=\"noopener\">a point that has caused divisions<\/a> between the global north and south. COP28 President-designate Sultan Al Jaber emphasized the importance of <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=15e8d84d-47b3-4739-b1d2-2c936fcb77f9\" style=\"\" rel=\"noopener\">ensuring the loss and damage fund is operationalized<\/a> at COP as no country yet announced a specific financial pledge to the fund, though some have signaled their intent or interest.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#2- Reform, reform, reform: <\/strong>While not on the official agenda, Al Jaber <a target=\"_blank\" href=\"https:\/\/www.cop28.com\/en\/news\/2023\/11\/multilateral-development-banks-to-show--more-ambition\" style=\"\" rel=\"noopener\">called on multilateral<\/a><a target=\"_blank\" href=\"https:\/\/www.cop28.com\/en\/news\/2023\/11\/multilateral-development-banks-to-show--more-ambition\" style=\"\" rel=\"noopener\">development banks<\/a> (MDBs) to work through country platforms, revise climate finance targets for coming years, and lower the risk for the private sector. The International Monetary Fund (IMF) will also play a role in deploying climate finance. The IMF\u2019s board of directors is currently reviewing using SDRs on-lent to them as hybrid capital that could then be leveraged to expand their lending capacity. Al Jaber also invited the IMF to a high-level event on Finance Day at COP28 on international financial institution reform. More world leaders are also expected to endorse the <a target=\"_blank\" href=\"https:\/\/www.worldbank.org\/en\/news\/factsheet\/2023\/06\/22\/comprehensive-toolkit-to-support-countries-after-natural-disasters\" style=\"\" rel=\"noopener\">debt pause clauses<\/a> and <a target=\"_blank\" href=\"https:\/\/www.cliffordchance.com\/briefings\/2023\/11\/debt-for-nature-swaps--a-new-generation.html\" style=\"\" rel=\"noopener\">debt-for-nature<\/a> swaps. The World Bank is also expected to engage in talks under its updated mission to <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=64787fa6-da2a-4f1c-b9cd-d4c87025a71d\" style=\"\" rel=\"noopener\">include climate change<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- More funds pledged for the Green Climate Fund (GCF): <\/strong>Countries are expected to <a target=\"_blank\" href=\"https:\/\/www.nrdc.org\/bio\/joe-thwaites\/green-climate-fund-pledge-tracker\" style=\"\" rel=\"noopener\">replenish the fund<\/a> at the conference, with Gulf states being pressured to contribute. Some companies like the <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=e86297bd-d808-4c61-8fca-9c5181890f69\" style=\"\" rel=\"noopener\">UK<\/a> and <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=cbabe4cb-2b41-421f-8d3c-96628b398197\" style=\"\" rel=\"noopener\">US<\/a> already made pledges, yet many more are expected to put an amount to their contribution.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#4- The Global Stocktake: <\/strong>Assessing <a target=\"_blank\" href=\"https:\/\/www.wri.org\/insights\/article-2-1-c-paris-agreement-explained#:~:text=Article%202.1(c)%20of%20the%20international%20Paris%20Agreement%20on%20climate,on%20what%20exactly%20it%20entails.\" style=\"\" rel=\"noopener\">article 2.1(c)<\/a> of the Paris Agreement, <a target=\"_blank\" href=\"https:\/\/unfccc.int\/topics\/global-stocktake\" style=\"\" rel=\"noopener\">The Global<\/a><a target=\"_blank\" href=\"https:\/\/unfccc.int\/topics\/global-stocktake\" style=\"\" rel=\"noopener\">Stocktake<\/a> will measure progress towards the goals of the agreement for the first time. Al Jaber called on South Africa's Minister of Environment, Forestry and Fisheries Barbara Creecy, and Danish Minister for Development Cooperation and Global Climate Policy Dan J\u00f8rgensen <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=37bbaa03-e6d8-4463-9a55-f7d89dfac9f4\" style=\"\" rel=\"noopener\">to conduct consultations<\/a> with Parties, Groups, and constituencies, on critical elements regarding the outcome of the first global stocktake at COP28. Look out for discussions on the 1, 2, 12, and 14 December according to the COP28 <a target=\"_blank\" href=\"https:\/\/www.cop28.com\/en\/schedule\" style=\"\" rel=\"noopener\">schedule<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#5- Carbon markets: <\/strong>We expect to see more details to establish international trading for carbon offset credits at COP28. Several countries are expected to announce financial pledges that were agreed on at COP26 to regulate the trading of carbon credits. The COP28 presidency will host carbon market discussions at the <a target=\"_blank\" href=\"https:\/\/www.cop28.com\/schedule\/compliance-carbon-markets\" style=\"\" rel=\"noopener\">Compliance Carbon Market<\/a> meeting on Monday, 4 December. The Dubai Financial Market (DFM) plans to launch its <a target=\"_blank\" href=\"https:\/\/climate.enterprise.news\/news\/story?storyId=973fb9e8-83ce-4263-a138-e893db5528a8\" style=\"\" rel=\"noopener\">maiden voluntary carbon market<\/a> (VCM) during COP28 as well.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt3\"><\/a> <strong>THE GUEST LIST- <\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Harris to attend COP28: <\/strong>US Vice President Kamala Harris will attend COP28 along with Secretary of State Antony Blinken and other high-ranking American officials, <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-11-29\/kamala-harris-will-attend-the-cop28-climate-summit-in-dubai#xj4y7vzkg\" style=\"\" rel=\"noopener\">Bloomberg<\/a> reports. As we noted earlier this week, US President Joe Biden will not be attending COP28.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But the Pope won't be there: <\/strong>Pope Francis will follow doctors\u2019 orders and cancel his trip to COP28, according to a <a target=\"_blank\" href=\"https:\/\/press.vatican.va\/content\/salastampa\/en\/bollettino\/pubblico\/2023\/11\/28\/231128f.html\" style=\"\" rel=\"noopener\">press release<\/a>.
