The backdrop of regional tensions and supply chain disruptions meant that domestic manufacturing and localization have now become a matter of existential importance and a national priority. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The shift can be seen most starkly in the defense industry<\/strong>, but it cuts across others as well, including energy and petrochemicals. With a potential <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/07\/taziz-eyes-new-chemical-production-with-aed-10-bn-backing-dana-gas-levidian-plan-graphene-park-in-sharjah\/\" style=\"\">USD 10 bn<\/a> chemicals expansion in Al Ruwais Industrial City at stake, a new <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/07\/taziz-eyes-new-chemical-production-with-aed-10-bn-backing-dana-gas-levidian-plan-graphene-park-in-sharjah\/\" style=\"\">Graphene Park<\/a> in Sharjah, an expanded ICV program and AED 200 bn worth of local procurement prospects courtesy of Adnoc, the focus was squarely on localizing critical industrial inputs and bringing technical expertise, technology, and inputs on the ground. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>For the defense industry particularly, the event marked an \u201cinflection point\u201d<\/strong> as the country moves beyond localization alone toward a more integrated ecosystem spanning manufacturing, technology, supply chains, and export capability.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>We spoke with Malcolm Lyne (<\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/in\/malcolmlyne\/\" style=\"\">LinkedIn<\/a><\/strong><strong>), director of defense and national security consulting at EY Middle East<\/strong>,<strong> to break down the biggest signals from MIITE 2026<\/strong>, how geopolitical disruption is reshaping industrial policy in the UAE, and where the country\u2019s defense push is headed next. Edited excerpts from our conversation:<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>EnterpriseAM UAE: Which MIITE 2026 agreements mattered most from an industrial strategy perspective?<\/strong><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Malcolm Lyne: <\/strong>Although there were a number of significant agreements, the most important signal was the strategic shift in direction. The UAE is clearly moving beyond just local assembly or procurement, and pushing towards owning the full ecosystem (components, IP, supply chains, and tech transfer). We\u2019re also seeing a strategic shift from buying off the shelf to building capability and managing the end-to-end supply chain. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Probably the most tangible defense move was the UAE signing for <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/05\/fdi-takes-a-step-back-as-focus-turns-towards-domestic-investments\/\" style=\"\">10 Embraer C-390 Millennium aircraft<\/a><\/strong>, with options for 10 more. They\u2019ll replace the older C-130 fleet \u2014 so a real operational upgrade, but also a shift away from US company Boeing. The agreement includes local MRO and support, which is key, [while the] full local testing and evaluation process shows a more independent procurement approach and detailed regional application.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The <\/strong><strong><a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/06\/uae-defense-sector-investment-drive-gains-momentum-with-plans-for-new-funding-platform\/\" style=\"\">Tawazun-LIG South Korea MoU<\/a><\/strong><strong> is another signal of moving toward true co-development<\/strong>, not just buying equipment. It covers R&D, production, MRO, and supply chains and requires an actual UAE presence, not just a representative office. It highlights a broader diversification strategy beyond traditional Western suppliers, too.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/07\/tawazun-ad-ports-partner-on-new-defense-manufacturing-hub-in-abu-dhabi\/\" style=\"\">Al Selmiyyah Defense Industrial Freezone<\/a><\/strong><strong> \u2014 a joint initiative between Tawazun Council and AD Ports Group to create a proper defense industrial cluster \u2014 is a big structural step.<\/strong> It\u2019s designed to bring global players into the UAE long term, and spans everything including licensing, manufacturing, logistics, and exports.
