disruptions seriously, with a supply chain resilience program in the works.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Analysts are still digesting the UAE\u2019s decision to exit Opec and Opec+<\/strong>, and the consensus is that more oil and gas investments are coming to the country, as well as a potential ramp-up in capacity that could lead to USD 40 bn in additional annual windfalls.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>On a less positive front: <\/strong>Data from Meed shows project awards slowed in 1Q 2026 \u2014 and March in particular \u2014 as the regional conflict dampened sentiment and led to disruptions.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>And in (very) good news for property owners: <\/strong>There\u2019s now no floor for property investment to be eligible for a two-year visa.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>WEATHER- Abu Dhabi\u2019s seeing a 40\u00b0C high today<\/strong> as summer arrives early, while temperatures in Dubai will peak at 37\u00b0C. Both emirates will see lows of 26-27\u00b0C.<\/p>\n<p class=\"tag-border-left\">Rate watch<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The Cen<\/strong><strong>tral Bank of the UAE kept interest rates unchanged<\/strong>, holding the base rate applicable to the Overnight Deposit Facility at 3.65%, it said in a <a href=\"https:\/\/ent.news\/2026\/4\/1584.pdf\" target=\"_blank\" rel=\"noopener\">statement (pdf)<\/a>. The CBUAE also left short-term borrowing costs unchanged at 50 basis points above the base rate. The decision to hold rates is in line with the US Federal Reserve\u2019s move, which we have more on in the news well below.<\/p>\n<p class=\"tag-border-left\">Watch this space<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><a id=\"wwtt1\"><\/a> <strong>SUPPLY CHAINS \u2014<\/strong> <strong>There\u2019s a \u201cnational supply chain resilience program\u201d in the <\/strong><strong>works<\/strong>, and while details are scant, the focus seems to be on \u201cvital commodities\u201d like food, medicine, and industrial goods, according to a <a href=\"https:\/\/www.mediaoffice.ae\/en\/news\/2026\/april\/29-04\/mohammed-bin-rashid-approves-launch-of-national-programme\" target=\"_blank\" rel=\"noopener\">statement<\/a>.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The plan is to first identify which vital goods need to be secured<\/strong>, evaluate the feasibility of their production within the UAE, and then establish \u201cstrategic partnerships with partners capable of large-scale production and supply\u201d \u2014 whether that\u2019s the private sector or partner countries involved in their production. The plan also includes supporting local manufacturing and agriculture.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>This comes as the blockade of the Strait of Hormuz continues to cause supply chain disruptions.<\/strong> Economy Minister Abdulla Bin Touq Al Marri had said (back in March) that the UAE has a <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/03\/10\/could-hormuzs-closure-disrupt-the-uaes-food-supply\/\" target=\"_blank\" rel=\"noopener\">stockpile of essential goods<\/a> that should last it about four to six months. The UAE relies on imports for about 80-90% of its food.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>It seems the strategy is already in its execution phase: <\/strong>UAE-based life sciences firm Arcera and China\u2019s Fosun Pharma just <a href=\"https:\/\/www.arceralifesciences.com\/news\/article\/arcera-life-sciences-and-fosun-pharma-launch-long-term-collaboration-framework\/\" target=\"_blank\" rel=\"noopener\">signed an MoU<\/a> to look into localizing biotechnology and working on R&amp;D around radiopharma, small interfering RNA therapies, and cell and gene therapies. The partnership also involves collaborating on innovative solutions in the neuroscience field, with a focus on neurodegenerative diseases like Alzheimer\u2019s.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>AND- Food and fertilizer imports were apparently topics of discussion<\/strong> during a recent meeting between Russian Deputy Prime Minister Dmitry Patrushev and Vice President Mansour bin Zayed, <a href=\"https:\/\/www.reuters.com\/world\/china\/russia-uae-discuss-fertiliser-supplies-brics-grain-exchange-2026-04-29\/\" target=\"_blank\" rel=\"noopener\">Reuters<\/a> reports. Patrushev said Russian domestic firms are \u201cinterested in \u2060further increasing exports to the UAE market not only of food products but also of mineral fertilizers.\u201d Russia accounts for one-fifth of fertilizer exports \u2014 which are disrupted due to the blockade \u2014 and is the world\u2019s largest grains exporter.<\/p>\n<hr style=\"height: 2px;border-width: 0;color: gray;background-color: gray\" \/>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><a id=\"wwtt3\"><\/a> <strong>FINANCE \u2014 Dubai International Financial Center\u2019s (DIFC) growth momentum is holding up <\/strong><strong>despite global uncertainty<\/strong>, with 775 new firms setting up shop in 1Q 2026, up 62% y-o-y, according to <a href=\"https:\/\/www.mediaoffice.ae\/en\/news\/2026\/april\/29-04\/difc-reports-strong-growth-in-global-client-base-in-first-quarter-of-2026\" target=\"_blank\" rel=\"noopener\">Dubai Media Office<\/a>.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The surprising stat? Growth accelerated in March<\/strong>, with 258 companies established in the month alone, up 59% y-o-y.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The inflows are spreading across segments: <\/strong>Financial services authorizations rose 21% y-o-y, while foundation registrations \u2014 a proxy for wealth structuring demand \u2014 more than doubled during the quarter, underscoring DIFC\u2019s growing role as a hub for both institutions and family capital.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Who are some of the new tenants? <\/strong>Swiss asset manager <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/14\/finreon-opens-difc-office-etihad-expands-china-routes-sobha-enters-abu-dhabi-with-aed-40-bn-plan-and-more-tasreef-work-completed\/\" target=\"_blank\" rel=\"noopener\">Finreon<\/a> and US-based multinational hedge fund <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/29\/vara-gives-the-greenlight-to-more-firms-uae-firm-makes-moves-in-egypt\/\" target=\"_blank\" rel=\"noopener\">Citadel<\/a> are among those to have joined DIFC\u2019s ranks since the start of the war.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Policy tailwinds are helping sustain that momentum:<\/strong> Regulators have rolled out <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/10\/govt-support-extends-to-difc-diez-firms\/\" target=\"_blank\" rel=\"noopener\">support measures for DIFC firms<\/a> amid the regional conflict, as the center pushes toward its ambition of becoming one of the world\u2019s top four financial hubs.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>REMEMBER- DIFC is scaling capacity to meet demand<\/strong>, with an <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/01\/28\/this-morning-difc-in-for-an-aed-100-bn-expansion-eurasian-development-bank-lines-up-more-aed-denominated-paper\/\" target=\"_blank\" rel=\"noopener\">AED 100 bn<\/a> expansion plan set to add 17.7 mn sqft by 2040. The lender is priming around AED 2 bn in extra credit limits for customers, deferring repayment deadlines for clients and businesses, waiving fees on domestic transactions, and offering cashback for FX transfers, according to a <a href=\"https:\/\/www.zawya.com\/en\/press-release\/companies-news\/rakbank-strengthens-support-for-uae-smes-with-expanded-financing-relief-measures-and-growth-incentives-hitd0kry\" target=\"_blank\" rel=\"noopener\">statement<\/a>.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>ICYMI- <\/strong>SMEs have already been thrown a safety line from <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/08\/this-morning-washington-and-tehran-agree-to-a-two-week-ceasefire\/\" target=\"_blank\" rel=\"noopener\">Emirates NBD<\/a>, Dubai-based spend management platform <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/01\/ihc-takes-stake-in-sammaan-smes-get-another-liquidity-cushion-mubadala-ihc-back-whoop-and-hospitality-financing-startup-launches-in-uae\/\" target=\"_blank\" rel=\"noopener\">Qashio<\/a>, and <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/07\/another-support-package-for-smes-rak-developer-pushes-ahead-with-dubai-expansion-and-kezad-sees-new-projects\/\" target=\"_blank\" rel=\"noopener\">Dubai South<\/a>. More widely, authorities moved <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/03\/31\/dubai-is-offering-financial-stimulus-for-tourism-art-and-more\/\" target=\"_blank\" rel=\"noopener\">in late March<\/a> to introduce an AED 1 bn package to cushion the blow to the private sector.<\/p>\n<p class=\"tag-border-left\">Data point<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><a id=\"wwtt2\"><\/a> <strong>36<\/strong><strong>% \u2014 that\u2019s the y-o-y rise in Abu Dhabi\u2019s non-oil foreign trade last year, reaching<\/strong> <strong>AED 415.4 bn<\/strong>, according to <a href=\"https:\/\/www.mediaoffice.abudhabi\/en\/economy\/abu-dhabi-non-oil-foreign-trade-records-36-percent-growth-in-2025\/\" target=\"_blank\" rel=\"noopener\">Abu Dhabi Media Office<\/a>. The biggest rise came from non-oil exports, which were up 63% y-o-y to AED 175.4 bn in 2025, followed by imports, which saw a 22% yearly rise to AED 170.4 bn. Re-exports came in at AED 70 bn, up 20% y-o-y.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>REMEMBER-<\/strong> Federal non-oil foreign trade <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/03\/03\/this-morning-jpmorgan-trims-gulf-growth-forecast-adnoc-shelves-dim-sum-issuance-amid-regional-conflict-2\/\" target=\"_blank\" rel=\"noopener\">topped USD 1 tn<\/a> last year. The UAE is aiming <a href=\"https:\/\/enterpriseam.com\/uae\/2025\/06\/04\/abu-dhabis-non-oil-foreign-trade-up-25-7-y-o-y-in-1q-2025\/\" target=\"_blank\" rel=\"noopener\">to reach AED 4 tn<\/a> in total foreign trade by 2031 and is already well on its way, having clocked AED 3 tn in total foreign trade <a href=\"https:\/\/enterpriseam.com\/uae\/2025\/02\/06\/the-uaes-non-oil-foreign-trade-hit-aed-3-tn-in-2024\/\" target=\"_blank\" rel=\"noopener\">two years ago<\/a>. More recently, the Emirates was listed among the top 10 goods exports internationally, registering a <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/06\/this-morning-ega-could-need-a-year-to-restore-full-production-at-al-taweelah-the-uae-is-now-the-9th-top-goods-exporter\/\" target=\"_blank\" rel=\"noopener\">trade surplus of AED 584 bn<\/a>. A divided Federal Reserve kept the policy rate in the 3.50%-3.75% range \u2014 four policymakers voiced their dissent, a level of division unseen since 1992. The bank cited persisting inflation and rising energy prices for the move, pointing to a \u201chigh level of uncertainty\u201d stemming from the US-Iran war.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Powell may be stepping down as chair, but he\u2019s not leaving the Fed just yet. <\/strong>After his term as chair comes to an end on 15 May, he will \u201ckeep a low profile as a governor\u201d for an indefinite period, preventing President Donald Trump from clinching a majority on the Fed\u2019s Board of Governors. The value of contracts awarded also fell 26% m-o-m to USD 9.7 bn during the month, while project awards fell 18.5% y-o-y for the entire 1Q 2026 to USD 29.2 bn. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The UAE was not alone:<\/strong> Saudi Arabia saw project awards halve during the quarter to USD 11 bn \u2014 its second-lowest level in more than five years, according to Meed data cited by <a target=\"_blank\" href=\"https:\/\/ent.news\/2026\/4\/1536.pdf\" style=\"\">Kamco Invest (pdf)<\/a>. The decline in awards in the UAE and Saudi Arabia \u2014 the Gulf\u2019s two largest project markets \u2014 led to a 9.7% y-o-y decline in regional awards during the quarter, which was offset by growth in awards in Kuwait, Oman, and Qatar. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN CONTEXT- The regional war has dampened foreign investor sentiment and caused disruptions at several major energy and industrial facilities across the Gulf. <\/strong>Foreign investors pulled some USD 120 bn from the UAE earlier in the conflict, and some major firms have paused plans to invest further in projects, including London-based data center firm Pure Data Centers. CEO Gary Wojtaszek told <a target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2026\/04\/29\/oaktree-owned-pure-dc-investment-decisions-gulf-data-centers.html\" style=\"\">CNBC<\/a> recently that the firm is pausing data center investment decisions in the region due to the war until \u201ceverything settles down,\u201d adding, \u201cno one\u2019s going to run into a burning building, so to speak.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>BACKGROUND- <\/strong>The company\u2019s data center on Abu Dhabi\u2019s Yas Island was among several hit by debris from an Iranian strike earlier in the conflict. Still, he says the firm sees long-term prospects in the region, with strong demand and ambitious national visions. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Gulf is now also facing a whopping USD 58 bn repair bill for existing energy infrastructure<\/strong>, as well as rising raw material costs, which means a recalibration of project funding is not out of the question. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>This comes as some USD 86.7 bn worth of projects remain in the bid evaluation stage<\/strong>, and USD 52 bn are in tendering. That\u2019s out of an estimated USD 550 bn worth of projects in the pipeline, mostly in construction and transport. <\/p>\n<p class=\"tag-border-left\">By the sector<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The UAE maintained its position as the largest projects market in the region<\/strong>, and saw growth in project awards in two sectors, namely gas and transport. Transport accounted for more than a third of projects awarded during the quarter, at around USD 10.1 bn, up significantly from USD 3 bn in 1Q 2025. Meanwhile, the gas sector saw USD 8.5 bn in contracts awarded, up from USD 2.9 bn in the same quarter last year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The sectors that got hit the hardest:<\/strong> Power, recording a 95.8% y-o-y fall in contracts awarded to USD 333 mn in 1Q 2026, and construction, which saw awards fall 39.9% y-o-y to USD 7 bn. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER-<\/strong> Construction is among the sectors likely to see a slowdown due to the war\u2019s <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/03\/17\/uaes-real-estate-four-week-risk-window-as-activity-plunges-51\/\" style=\"\">impact on real estate demand<\/a>. Fitch Ratings <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/03\/09\/developers-will-prioritize-liquidity-over-significant-expansions-amid-expected-cooldown-from-the-war\/\" style=\"\">expects<\/a> developers to prioritize cashflow over major expansions to navigate a cooling buyer sentiment. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">What\u2019s next? Expect a sluggish year for new projects <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cGCC project activity is anticipated to witness sluggish momentum in 2026<\/strong>, weighed down by the destabilizing repercussions of the US-Iran conflict for the region as well as for the global economy,\u201d according to Kamco Invest. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Activity is expected to rebound quickly in 2027<\/strong>, though, according to Kamco Invest, in line with the expected rebound in economic activity. Remember: Most economists see the UAE\u2019s economy stagnating this year, but growth is expected to rebound near the 5-6% mark. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>There are already some positive signs for 2Q 2026, at least. <\/strong>The UAE kicked off the quarter with several major contracts awarded, including <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/04\/28\/more-awarded-contracts-for-palm-jebel-ali-kuwait-petroleum-international-eyes-further-expansion-in-the-uae-and-adia-deploys-more-capital\/\" style=\"\">AED 3.5 bn worth of contracts<\/a> for Palm Jebel Ali.
