It recently <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/8e91d7d5-58fe-4fba-a787-de84440b3989\/this-morning:-weride-gets-approval-for-fully-driverless-robotaxi-operations-in-abu-dhabi-%2B-uae-chad-forum-mobilizes-usd-20.5-bn-in-investments\" style=\"\" rel=\"noopener\">completed the first government financial transaction<\/a> using the CBUAE-regulated digital currency. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">(<strong>** Tap or click the headline above to read this story with all of the links<\/strong> to our background and outside sources.)<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Uh, Enterprise, what\u2019s a digital AED?<\/strong> The central bank digital currency (CBDC), first <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/2\/1793.pdf\" style=\"\" rel=\"noopener\">revealed (pdf)<\/a> in March 2023, is a digital form of the AED that is issued and backed by the CBUAE, but operates on blockchain technology, allowing it to be exchanged without intermediaries like banks. This means users can settle payments instantly and at a lower cost, while the currency maintains a peg to the AED and remains state-controlled and stable. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The UAE is among over 100 countries exploring CBDCs but is moving ahead <\/strong><strong>of most<\/strong><strong>. <\/strong>The CBUAE\u2019s rollout plan includes three phases, beginning with international trade settlements: <\/p>\n<ul>\n<li>In <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/1d0fe47c-a96f-43b9-86c3-586e1f1b2cfb\/imf-releases-its-world-economic-outlook-today-%2B-sharjah-has-a-new-identity\" style=\"\" rel=\"noopener\">January 2024<\/a>, a pilot <strong>cross-border transaction<\/strong> using the digital AED saw AED 50 mn sent to China via mBridge, a blockchain-powered platform facilitating real-time transfers between central banks in China, Hong Kong, and Thailand;<\/li>\n<li>The UAE also conducted <strong>proof-of-concept trials<\/strong> with countries like India;<\/li>\n<li>The final phase \u2014 which we\u2019re about to enter \u2014 focuses on <strong>domestic usage<\/strong>, expanding the digital AED\u2019s use in <strong>retail<\/strong> and <strong>wholesale<\/strong> transactions.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The CBUAE says it has already tested the full cycle of issuance, redemption, payments<\/strong><strong>, and transfers<\/strong> across several retail use cases, including:<\/p>\n<ul>\n<li><strong>Food subsidies<\/strong> distributed by the Community Development Ministry, which could be programmed to control where and how the funds are spent;<\/li>\n<li><strong>Tourist wallets<\/strong> that offer <strong>VAT refunds<\/strong> and programmable incentives;<\/li>\n<li><strong>Parent-child wallets<\/strong> with programmable spending rules for children;<\/li>\n<li><strong>Fractional ownership of tokenized assets<\/strong>, including real estate.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>How is it different from a stablecoin? <\/strong>While stablecoins \u2014 which are also regulated and can be backed by the AED, among other fiat currencies \u2014 can be used like a currency, they are not legal tender. The key difference is a digital AED is the digital equivalent of physical banknotes \u2014 it\u2019s money in its purest form. A stablecoin, on the other hand, is issued by private companies, and only reflects the fact that you have private money held in a bank account somewhere. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It will also not carry interest and will likely be subject to holding limits<\/strong>, which the CBUAE says in a <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/8\/135.pdf\" style=\"\" rel=\"noopener\">policy paper (pdf)<\/a> will be \u201cessential for managing [bank] deposit withdrawals during stress periods.\u201d This is meant to discourage hoarding and reduce risks of bank disintermediation, particularly during times of stress. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It\u2019s not yet clear what the limits will be<\/strong>, but the paper mentions some literature identifying an optimal holding limit for the Eurozone of around EUR 1.5-2.5k. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Worried about privacy issues onchain? <\/strong>Wallet balances will be pseudonymous and encrypted, with no personal data stored on the ledger, while wallet providers will manage user data, and KYC\/AML compliance will be built into the system to meet regulatory requirements. <\/p>\n<p class=\"tag-border-left\">Why this matters<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>For the government, the currency aims to address pain points<\/strong><strong> in both domestic and cross-border payments<\/strong>, and looks to reduce dependence on banknotes and boost financial inclusion.
