Ministry data (pdf)<\/a>. This represents a mere 0.1% increase from the quarter last year, when revenues came in at AED 120.6 bn, according to the previous year\u2019s <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/3\/632.pdf\" style=\"\" rel=\"noopener\">data (pdf)<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong style=\"background-color: transparent;\">Taxes once again <\/strong><strong style=\"background-color: transparent;\">made up the lion\u2019s share of the government\u2019s overall revenues for the quarter<\/strong><span style=\"background-color: transparent;\">, reaching AED 75.2 bn \u2014 representing 62.3% of the UAE\u2019s total revenues in 1Q. Tax revenues were down 10.6% y-o-y.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Total expenditure rose by 10.9% y-o-y to reach AED 107.7 bn in 1Q<\/strong>, compared to just under AED 97.1 bn in the same quarter of the previous year. <strong>Breakdown <\/strong><strong>of spending:<\/strong><\/p>\n<ul>\n<li>AED 31 bn were spent on <strong>salaries and employee compensation<\/strong>;<\/li>\n<li>AED 29.6 bn went to <strong>spending on goods and services<\/strong>;<\/li>\n<li>AED 17.4 bn were spent on <strong>social benefits<\/strong>;<\/li>\n<li>AED 3.6 bn were allocated for <strong>financial interest payments<\/strong>;<\/li>\n<li>AED 2.3 bn went to spending on <strong>subsidies<\/strong>;<\/li>\n<li>AED 2.2 bn for <strong>fixed capital consumption<\/strong>;<\/li>\n<li>AED 244.5 mn for <strong>grants<\/strong>;<\/li>\n<li>AED 19.4 bn accounted for <strong>other unnamed expenses<\/strong>.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The UAE borrowed less in 1Q 2025 on an annual basis:<\/strong> Net lending\/borrowing at the state level amounted to approximately AED 13.1 bn, down from AED 23.5 bn in 1Q 2024. The fiscal surplus narrowed from AED 23.5 bn in the same quarter last year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>REMEMBER- The UAE is projected to see fiscal surpluses averaging 3.2% of GDP un<\/strong><strong>til 2028<\/strong> \u2014 but the surplus will halve relative to what was seen between 2021-2024, S&amp;P Global Ratings <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/8c76fceb-bf83-46f8-ab02-2567ac858bb6\/s&amp;p-global-ratings-assigns-the-uae-a-long-term-credit-rating-of-aa-%2B-emirates-nbd-gives-its-two-cents-on-the-uae%25e2%2580%2599s-economy\" style=\"\" rel=\"noopener\">wrote<\/a> previously. Lower oil prices and higher government spending is expected to lower the surplus to 2% of GDP this year, after which it will average 3.8% over 2026-2028, bringing it below the 6.4% average for 2021-2024. The pipeline has a capacity of 1.8 mn bbl\/d \u2014 about 67% of the 2.85 mn bbl\/d of crude oil exported from the Emirates this year. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The catch: <\/strong>The pipeline only links to Adnoc\u2019s Murban onshore fields, leaving offshore-sourced crude reliant on the strait for market access. This means that about half of the UAE\u2019s crude exports \u2014 1.5 mn bb\/d of offshore production \u2014 wouldn\u2019t be up for diversion through Adcop, which would force the UAE to up its production from the onshore Murban facilities.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The good news is: The UAE is working on new alternatives.<\/strong> Adnoc is developing <a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/542f693a-87fa-4b91-a160-35ea23ac6137\/hub71-launches-angel-investor-support-package\" style=\"\" rel=\"noopener\">a USD 3 bn 1.5 mn bbl\/d<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/uae\/en\/news\/story\/542f693a-87fa-4b91-a160-35ea23ac6137\/hub71-launches-angel-investor-support-package\" style=\"\" rel=\"noopener\">crude oil pipeline<\/a> to link up its Ruwais\u2019 Jebel Dhanna terminal with Fujiairah, but it won\u2019t be operational until 2027. The Emirates would see its bypassing capacity almost doubled when the project is operational.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Any measure to restrict movement in the Strait of Hormuz would \u201cparalyze the [Arabian] <\/strong><strong>gulf and impact the entire world,\u201d<\/strong> Iraqi economist Hilal al-Taan told <a target=\"_blank\" href=\"https:\/\/shafaq.com\/en\/Economy\/Iraqi-expert-warns-Hormuz-closure-would-paralyze-Gulf\" style=\"\" rel=\"noopener\">Shafaq News<\/a>. Notable ports like UAE\u2019s Jebel Ali, along with oil-reliant nations Iraq, Bahrain, and Kuwait will incur catastrophic financial losses, al-Taan said.
