the system can absorb in the short term,\u201d Sindy Foster, principal managing partner of aviation and aerospace advisory firm <a target=\"_blank\" href=\"https:\/\/avaerocapital.com\/\" style=\"\">Avaero Capital Partners<\/a>, tells EnterpriseAM. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Now, with capacity tight and a fragile ceasefire holding, every airline plying the corridor <\/strong><strong>is circling the highest-yield slice<\/strong> of the global market: The first- and business-class passengers Gulf majors briefly lost. The contest is not for volume but for value \u2014 and the airlines best positioned to convert temporary spillover into permanent share will define the next decade of airline competition. <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/menaplus\/2026\/04\/20\/will-the-war-drive-gulf-carriers-to-build-redundancy-into-their-hub-and-spoke-model\/\" style=\"\">In the first part of this<\/a><a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/menaplus\/2026\/04\/20\/will-the-war-drive-gulf-carriers-to-build-redundancy-into-their-hub-and-spoke-model\/\" style=\"\">series<\/a>, we examined the USD multi-bn efficiency shock hitting the Gulf's hub-and-spoke model. Today, we look at who stands to gain \u2014 and where the next frontier lies.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cThe current shift in premium Asia-Europe traffic is partly disruption-driven, but it should <\/strong><strong>not be dismissed as purely temporary.<\/strong> Gulf hubs still have deep structural advantages: Scale, geography, premium product, connectivity, and strong transfer economics,\u201d Foster says. \u201cHowever, repeated airspace disruption, fuel volatility, and passenger sensitivity to connection risk are making some corporate and high-yield travelers reconsider routings that previously felt automatic.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The lay of the land:<\/strong> Regional air travel has begun recovering since a fragile ceasefire took hold in early April, but the recovery is far from complete. GCC-based carriers are <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/menaplus\/2026\/05\/04\/regional-air-travel-is-beginning-to-normalize\/\" style=\"\">steadily restoring<\/a> schedules and frequencies but remain below pre-war norms, as <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/menaplus\/2026\/04\/20\/will-the-war-drive-gulf-carriers-to-build-redundancy-into-their-hub-and-spoke-model\/\" style=\"\">we previously reported<\/a>. Several <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/airlines-cancel-flights-after-us-israel-strikes-iran-2026-04-28\/\" style=\"\">global players<\/a> \u2014 including Cathay Pacific, KLM, Air France, and Air Canada \u2014 have not yet resumed operations, opting to hedge against renewed hostilities. <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2026\/5\/5\/uae-intercepts-missiles-and-drones-for-second-day\" style=\"\">Iran\u2019s attacks<\/a> on the UAE this week underscored why.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The premium displacement Foster describes is real, but bounded.<\/strong> \u201cAirlines such as Turkish Airlines, Lufthansa Group, and Singapore Airlines are seeing incremental gains, but the scale is limited relative to the capacity removed,\u201d she says. \u201cThe system simply cannot absorb the volume displaced from Gulf hubs in the short term \u2014 most of what we are seeing is spillover rather than replacement.\u201d <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Don\u2019t expect Gulf carriers to give up their most valuable passengers without a fight: <\/strong>The shift is likely \u201ctemporary,\u201d with Gulf majors set to \u201cdo all in their power, pricing and marketing to recover that traffic,\u201d John Grant, partner at Midas Aviation, tells EnterpriseAM.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;text-align:left\">\n<p class=\"tag-border-left\">Group A: European players<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Not all winners are equal:<\/strong> Some airlines are absorbing displaced traffic as a tactical fix, while others are positioning to convert spillover into durable gains. Distinguishing between the two is key to understanding how the competitive landscape is shifting.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Turkish Airlines is \u201calready a serious player,\u201d<\/strong> Grant says, pointing to how it is \u201ccreating one of the largest hubs in the world with a domestic network that supports all of the international development.\u201d Its model shares some structural advantages of the Gulf's hub-and-spoke playbook, but it sits north of the conflict zone and runs <a target=\"_blank\" href=\"https:\/\/www.dailysabah.com\/business\/transportation\/istanbul-airport-named-europes-busiest-hub-in-january\" style=\"\">over 1.3k daily flights<\/a> without the same airspace risk.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The March numbers reflect the upside:<\/strong> Turkish Airlines moved 700k more passengers than in <a target=\"_blank\" href=\"https:\/\/kap.org.tr\/tr\/api\/file\/download\/4028328d9cc9d32c019cd2cbd2854fbf\" style=\"\">February<\/a>, and landings rose 9% m-o-m to <a target=\"_blank\" href=\"https:\/\/www.turkiyetoday.com\/business\/turkish-carriers-defy-aviation-crisis-with-robust-traffic-despite-iran-war-3218159?s=2\" style=\"\">44.7k<\/a> by our math. Its passenger load factor \u2014 aviation industry-speak for how efficiently an airline fills its planes \u2014 climbed from 82.7% to 83.6%. Budget arm Pegasus Airlines mirrored the pattern.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Whether the gains stick is another question.<\/strong> \u201cTurkish Airlines\u2019 recent gains reflect both structural advantage and timing. Its Istanbul hub is a powerful bridge between Europe, Asia, Africa, and the Middle East \u2026 But some of the current upside is also disruption-led. The key question is whether Turkish converts temporary traffic gains into loyalty, corporate contracts, and repeat premium demand,\u201d Foster says.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Lufthansa, by contrast, \u201chas no possibility of making a serious push,\u201d<\/strong> Grant tells us. It can capture some European premium and corporate traffic, but its cost base and operational complexity weigh it down. Early in the war, the carrier picked up initial spillover, only to be hit by what CEO Carsten Spohr called a EUR 1.5 bn cost explosion from unhedged fuel exposure and the brutal efficiency loss of long-haul detours \u2014 leading to <a target=\"_blank\" href=\"https:\/\/www.alarabiya.net\/aswaq\/travel-and-tourism\/2026\/03\/31\/%D9%84%D9%88%D9%81%D8%AA%D9%87%D8%A7%D9%86%D8%B2%D8%A7-%D8%AA%D8%AF%D8%B1%D8%B3-%D8%A7%D9%8A%D9%82%D8%A7%D9%81-%D8%B7%D8%A7%D8%A6%D8%B1%D8%A7%D8%AA-%D9%88%D8%AA%D9%82%D9%84%D9%8A%D8%B5-%D8%A7%D9%84%D8%B1%D8%AD%D9%84%D8%A7%D8%AA-%D8%A8%D8%B3%D8%A8%D8%A8-%D8%A7%D8%B1%D8%AA%D9%81%D8%A7%D8%B9-%D8%A7%D8%B3%D8%B9%D8%A7%D8%B1-%D8%A7%D9%84%D9%88%D9%82%D9%88%D8%AF\" style=\"\">flight reductions<\/a> and the <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/easyjet-warns-bigger-first-half-loss-middle-east-fuel-costs-legal-bills-2026-04-16\/\" style=\"\">grounding<\/a> of 27 aircraft. The constraints are structural, with the airline facing \u201cnumerous challenges from labor costs to fleet deliveries and network structure,\u201d Grant says.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>That gap explains why Gulf majors remain confident.<\/strong> Emirates President Tim Clark dismissed the threat from European and US legacy carriers chasing Asia traffic: \u201cThey have no aircraft to be able to do, or even come anywhere near the production capability of 270 widebody aircraft in Emirates alone.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Higher jet fuel prices are reshaping capacity decisions across the industry<\/strong> \u2014 pushing airlines toward tighter network discipline, high-yield routes, and fuel-efficient fleets, according to a <a target=\"_blank\" href=\"https:\/\/www.cirium.com\/thoughtcloud\/ascend-consultancy-how-higher-jet-fuel-prices-are-reshaping-airline-capacity-plans\/\" style=\"\">note<\/a> by Cirium\u2019s Ascend Consultancy. The shift away from growth for growth\u2019s sake reinforces where the action is: The small slice of the market that drives the highest returns.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The stress test isn't over.<\/strong> \u201cHigh jet fuel prices over time are historically a major reason for airline bankruptcies. Tawazun, the UAE\u2019s defense and security industry champion, and AD Ports launched the <strong>Al Selmiyyah Defence Industrial Free Zone<\/strong> \u2014 not a procurement deal, but a full defense manufacturing cluster, as we discuss below. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Abu Dhabi showed the Emirates has the financing depth to match its ambitions.<\/strong> Domestic banks <a target=\"_blank\" href=\"https:\/\/www.zawya.com\/en\/press-release\/companies-news\/moiat-unlocks-aed-18bln-in-industrial-financing-at-make-it-in-the-emirates-2026-dko6r20d\" style=\"\">pledged AED 18 bn<\/a> at this year\u2019s iteration of MIITE \u2014 on top of <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2025\/05\/20\/uae-banks-line-up-aed-40-bn-for-industrials-aed-1-bn-for-smes\/\" style=\"\">AED 40 bn<\/a> in long-term finance they pledged last year. <strong>Our friends at <\/strong><strong>Mashreq made the single biggest commitment at AED 10 bn<\/strong> \u2014 five times what it pledged in 2025 \u2014 targeting green loans, sustainability-linked facilities, supply-chain finance and trade finance. Emirates Development Bank committed AED 6 bn and Dubai Islamic Bank AED 2 bn. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u201cDemand from manufacturers for capex, working capital, and trade finance has scaled <\/strong><strong>materially\u201d<\/strong> as the UAE\u2019s industrial agenda matures, Mashreq\u2019s Shakil Haider, the bank\u2019s head of services and manufacturing, tells us. The new commitment is \u201cdeliberately structured to span the full industrial value chain,\u201d with the bulk likely flowing to strategic-autonomy sectors \u2014 food security, large-scale industrials, pharma and advanced manufacturing.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Global capital\u2019s love affair with the UAE hasn\u2019t cooled with the war: <\/strong>Capital Group (USD 3.3 tn AUM) and Man Group (the world\u2019s largest publicly-traded hedge fund) both made commitments to ADGM this week. The contours of each of these bets became crystal clear this week.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>On the buy side:<\/strong> The US State Department quietly cleared an additional USD 6.25 bn in Patriot interceptor missiles for the UAE \u2014 part of a USD 17.1 bn three-country package that also covers Kuwait and Bahrain, the <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/05\/07\/us\/politics\/weapons-stockpiles-iran-war.html\" style=\"\">New York Times<\/a> reported overnight.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>On the build side:<\/strong> Make It in the Emirates (MIITE) 2026, which wrapped yesterday, was where the country made the long-term half of its defense doctrine real \u2014 moving past local assembly and offset programs toward building a comprehensive domestic manufacturing industry with its own intellectual property and supply chain.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The two halves of the strategy fit together cleanly.<\/strong> Patriot interceptors, Thaad batteries, and the rest of the imported layered-defense kit close the operational gap right now, while localization narrows it even further for the long term.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">MIITE was an inflection point<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>MIITE has long been a defense-industrial showcase<\/strong>, but the focus has generally been on procurement, with domestic manufacturing something of a sideshow. The script flipped this week.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Three signals stood out<\/strong>, according to Malcolm Lyne, a director at Ernst & Young\u2019s Middle East business consulting practice who attended this year\u2019s edition. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#1- Al Selmiyyah Defense Industrial Free Zone<\/strong>, a joint initiative between defense and security industry champion Tawazun and AD Ports, was <a target=\"_blank\" href=\"https:\/\/www.wam.ae\/en\/article\/177h4p3-tawazun-council-for-defence-enablement-ports-group\" style=\"\">unveiled this week<\/a>, with both partners publishing the agreement on 6 May in <a target=\"_blank\" href=\"https:\/\/www.adportsgroup.com\/en\/news-and-media\/2026\/05\/06\/ad-ports-group-to-develop-al-selmiyyah-defence-industrial-free-zone\" style=\"\">a joint announcement<\/a>. Officials see it as a full defense-industrial cluster \u2014 licensing, manufacturing, logistics, export \u2014 closer in design to European aerospace clusters than to a typical Gulf free zone, Lyne told us. Tawazun will run regulation and licensing, while AD Ports handles master planning, land use, and infrastructure. The development timeline is not yet public.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#2- Perhaps a bigger indicator:<\/strong> The UAE Air Force <a target=\"_blank\" href=\"https:\/\/www.embraer.com\/media-center\/en\/?mediatype=NEWS&detail=25860-Tawazun-Awards-Contract-to-Embraer-for-Up-to-20-C-390-Millennium-for-the-UAE-Air-Force\" style=\"\">signed an agreement to buy 10 Embraer<\/a><a target=\"_blank\" href=\"https:\/\/www.embraer.com\/media-center\/en\/?mediatype=NEWS&detail=25860-Tawazun-Awards-Contract-to-Embraer-for-Up-to-20-C-390-Millennium-for-the-UAE-Air-Force\" style=\"\">C-390 Millennium aircraft<\/a>, with options on ten more as it looks to replace its older Boeing C-130 fleet. The deal includes local maintenance, repair, and overhaul, and went through a full domestic testing and evaluation cycle \u2014 a more independent procurement model than the country has historically run. Lyne reads that as a deliberate move to diversify from US procurement sources.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- Tawazun<\/strong> <strong><a target=\"_blank\" href=\"https:\/\/gulfnews.com\/business\/markets\/uae-signs-deal-to-build-global-defence-manufacturing-hub-in-abu-dhabi-1.500529928\" style=\"\">inked an agreement with South Korea\u2019s LIG Defense and Aerospace<\/a><\/strong> for true co-development covering R&D, production, MRO, and supply chains. The agreement requires LIG to operate in the UAE as a \u201clanded company\u201d rather than a representative office \u2014 the kind of structural condition that forces foreign IP and presence into the country instead of keeping it offshore.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Abu Dhabi-based advanced technology defense conglomerate EDGE used the show less <\/strong><strong>to announce and more to demonstrate.<\/strong> The state-backed defense champion published a hard set of numbers at MIITE: more than 80% of its systems are now made in the UAE, current order backlog stands at USD 20.4 bn, and 2025 was a record year, with USD 7.96 bn in new order intake and AED 596 mn (USD 162 mn) in in-country value generated, <a target=\"_blank\" href=\"https:\/\/www.zawya.com\/en\/press-release\/events-and-conferences\/edge-charts-defence-manufacturing-progress-at-make-it-in-the-emirates-2026-aht3wxxy\" style=\"\">according to its own announcement<\/a>. The group also <a target=\"_blank\" href=\"https:\/\/www.cxoinsightme.com\/business\/industries\/transport\/edge-signs-global-air-carrier-services-agreement-with-etihad-airways\/\" style=\"\">signed a global air carrier services agreement with Etihad Airways<\/a> at the show \u2014 consolidating airfreight for itself and its 35 portfolio companies under the national carrier. Manufacturing is key, sure \u2014 but the UAE is making a play for end-to-end control of the supply chain. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">It\u2019s all about sovereignty<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Localization in the UAE used to be sold as economic diversification<\/strong> \u2014 a way to capture industrial value at home rather than send it offshore. After the Iran war, officials are framing it differently. Roughly 30-40% of critical defense inputs remain import-dependent, including Patriot and Thaad, Lyne said, with officials at MIITE openly acknowledging the gap. Export restrictions, crisis-period delays, and limited access to the most sensitive technologies have all moved from theoretical risks to documented ones.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN CONTEXT- Saudi Arabia is running a parallel build, on a different model.<\/strong> Riyadh has set a 50%-by-2030 localization target, with the General Authority for Military Industries setting policy and Saudi Arabian Military Industries (SAMI) acting as the single state-owned national champion. It is top-down, vertically integrated, and concentrated.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The UAE is doing it differently.<\/strong> Tawazun is the regulator, EDGE is the national champion, and Al Selmiyyah is built explicitly to bring foreign prime defense contractors \u2014 \u201cprimes,\u201d in industry-speak \u2014 in on long-term, structurally embedded terms.
