The UAE is now reaping windfalls from the new traffic in the form of shipping, ins., storage, and other fees \u2014 with Fujairah on track to becoming a major hub for oil exports. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">How it all started: <\/span><span style=\"\">A price cap of USD 60 per barrel on shipments of Russian oil mandated by G7 <\/span><span style=\"\">countries and Australia has been in the works for some time and came into effect in <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/02\/04\/eu-agrees-on-level-of-price-caps-for-russian-petroleum-products\/\" style=\"\">February<\/a><\/span><span style=\"font-weight:400;\">. The regulation seeks to curb revenues that Moscow can divert to its war in Ukraine while also ensuring relative stability in global oil supplies. The new rules meant that Western companies involved in the transport or ins. of Russian oil shipments priced above the cap risked being slapped with hefty fines. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Western insurers are staying safe:<\/span><span style=\"\"> Despite the fact that Russia\u2019s flagship Urals blend was trading below <\/span><span style=\"\">the cap when the regulation came into effect \u2014 and <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.reuters.com\/article\/russia-oil-urals-idINL8N3662U4\" style=\"\">continues<\/a><\/span><span style=\"\">to do so \u2014 Western outfits chose to give Russian oil exports a wide berth so as to not be caught out should the caps or mandates change. Given that the global maritime shipping and ins. <\/span><span style=\"\">industry<\/span><span style=\"font-weight:400;\"> is dominated by Western actors, Russia suddenly found itself without a supply chain to deliver its lucrative oil cargoes to customers in Asia.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Enter the UAE, which has well-developed maritime shipping and ins. sectors, and is not <\/span><span style=\"font-weight:700\">subject to Western price caps. <\/span><span style=\"\">\u201cShipping through the UAE helps Russian exports circumvent sanctions and the price cap by providing a route that avoids Western financial institutions and shipping companies,\u201d Andika Akbar (<\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.linkedin.com\/in\/akbaand\/\" style=\"\">Linkedin<\/a><\/span><span style=\"font-weight:400;\">), an energy policy consultant at the International Energy Agency (IEA), told Enterprise. Akbar spoke to Enterprise in a personal capacity, noting that his statements are not representative of the IEA.  <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Location is key:<\/span><span style=\"\"> The UAE is also conveniently placed as a pitstop halfway between Russian <\/span><span style=\"font-weight:400;\">ports on the Black Sea and the Baltics and big buyers of Russian energy in Asia \u2014 most notably China and India.  <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">T<\/span><span style=\"font-weight:700\">he UAE and Russia have several methods for the export of Russian crude<\/span><span style=\"\">, an <\/span><span style=\"font-weight:400;\">anonymous source in the industry told us. One method sees the UAE importing Russian oil for its domestic uses, and re-exporting its domestic production to the west, \u201cmaking at least USD 15 per barrel margin,\u201d the source adds. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">As for riskier trade of Russian crude that is priced close to the price cap, Russia makes <\/span><span style=\"font-weight:700\">use of two shipping lines in Dubai<\/span><span style=\"\"> \u2014 <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/www.fractalshipping.com\/\" style=\"\">Fractal Marine<\/a><\/span><span style=\"\"> and India-based Gatik \u2014 to haul cargoes of crude from ports on the Baltics and the Black Sea to the UAE, the source told us. Ins. for these shipments is provided by Russia\u2019s state owned <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/en.rnrc.ru\/\" style=\"\">Russian National Reinsurance Company<\/a><\/span><span style=\"font-weight:400;\">, the source tells us. The exact dynamics of how Russian oil gets in and out of the UAE remains a black box, however, with our source stressing that \u201cwe will never know\u201d the full details of what goes on due to the sensitive nature of the topic.  <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Fujairah is crucial to the UAE\u2019s oil hub ambitions: <\/span><span style=\"\">The UAE has its mind set on cashing in on the influx of Russian oil. \u201cThis includes <\/span><span style=\"\">increasing the capacity of the Fujairah oil hub and allowing trade using the AED,\u201d Akbar says. He adds that the UAE\u2019s state-owned energy giant ADNOC is carrying out upgrades at Fujairah that will see storage capacity at the port increase from 11.1 mn cubic meters to 42 mn cubic meters. These expansions, together with the increased traffic, will bolster Fujairah's position as a \u201cmajor crude oil hub in the Middle East, alongside Singapore and Rotterdam,\u201d Akbar explains. The influx of Russian oil has already led to a spike in storage fees at Fujairah which reached <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/logistics\/en\/news\/story\/9834228d-0177-408a-b7b9-c7c7c106d208\" style=\"\">record highs in 1Q 2023<\/a><\/span><span style=\"font-weight:400;\">. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">The rerouting is also a boon for Asia:<\/span><span style=\"\"> Other big beneficiaries include India and China, which for decades <\/span><span style=\"\">had to contend with higher energy prices than Europe due to the so-called <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/enterprise.news\/logistics\/en\/news\/story\/e78aa3aa-c7bd-46e7-8fb2-344b738f3d00\" style=\"\">Asian premium<\/a><\/span><span style=\"\">. Traditionally, India and China\u2019s high demand for hydrocarbons \u2014 as well as their remote location \u2014 placed them squarely as price-takers for oil exports from OPEC and accordingly had their shipments priced at a premium over Europe. The latest changes mean that Russian oil formerly bound for Europe is now diverted to Asia, thus lowering prices.
