and the whole region can exhale. All eyes are on the Strait of Hormuz for early signs that the supply chain disruption is finally unwinding.<\/p>\n<p><strong>This morning's issue is Saudi-heavy, and for good reason.<\/strong> The big story: Riyadh and Ankara want to lay rail through Jordan and Syria &mdash; goods, oil, gas, passengers, all the way to Europe in three to four years. The Gulf's other heavyweights could eventually plug in. The catch, of course, is the map: a route that runs through postwar Syria is a route that depends on postwar Syria holding together.<\/p>\n<p><strong>Elsewhere in the Kingdom:<\/strong> SAL is planting a flag in Amsterdam, and Saudi Arabia is quietly locking in more crude storage in South Korea's strategic reserve.<\/p>\n<p><strong>The UAE, meanwhile, is done relying on luck.<\/strong> Zero-reliance on the Strait is now the stated goal &mdash; Eastern harbors, pipelines, road and rail, all in feasibility. <strong>Plus:<\/strong> DP World is making its first move back into the US in two decades.<\/p>\n<p class=\"tag-border-left\"><strong>DP World, meet Texas<\/strong><\/p>\n<p><a id=\"wwtt1\"><\/a><strong>DP World is in exclusive talks to operate a new container terminal at the Port of Corpus Christi in Texas<\/strong>, which would be its first US container-port operation in 20 years, with the Dubai-based ports giant set to design and build the facility if the agreement is finalized, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-17\/dp-world-seeks-return-to-us-container-operations-at-texas-port\" target=\"_blank\">Bloomberg<\/a> reports, citing a press release.<\/p>\n<p><strong>Why wasn&rsquo;t DP World in the US to begin with?<\/strong> DP World was forced out of US ports in 2006 after security concerns were raised by lawmakers. It has maintained logistics operations in Pennsylvania and North Carolina since, with Vancouver as its main North American cargo gateway via rail to Chicago and inland markets &mdash; but no container terminals on US soil.<\/p>\n<p><strong>Corpus Christi gives DP World a Gulf Coast container play as nearshoring reshapes US trade flows.<\/strong> The Texas port handles more overall tonnage than most US peers, though mainly on energy, chemicals, and bulk cargo rather than containers. DP World says the new terminal would help it capture rising container demand as manufacturers diversify supply chains away from Asia &mdash; a trend that has made Gulf Coast capacity a strategic priority.<\/p>\n<p class=\"tag-border-left\"><strong>Never again<\/strong><\/p>\n<p><a id=\"wwtt2\"><\/a><strong>The UAE is zeroing in on maintaining zero reliance on Hormuz<\/strong> &mdash; peace agreement or not. Foreign Trade Minister Thani Al Zeyoudi told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-17\/uae-moves-to-cut-dependency-on-strait-of-hormuz-to-zero\" target=\"_blank\">Bloomberg<\/a> the UAE is working on a new harbor to sit alongside the Eastern ports of Dibba, Fujairah, and Khor Fakkan, along with new pipelines and wider rail and road networks to eliminate its dependence on the strait.<\/p>\n<p><strong>What we already know:<\/strong> Adnoc is <a href=\"https:\/\/enterpriseam.com\/logistics\/2026\/05\/19\/adnoc-set-to-fast-track-west-east-pipeline-expansion-as-it-braces-for-supply-chain-disruptions\/\" target=\"_blank\">fast-tracking<\/a> a second pipeline to double the amount of crude via Fujairah by 2027, building on the Habshan-Fujairah line that has been the backbone of the UAE&rsquo;s Hormuz bypass during the war. Borouge and AD Ports are also exploring building an <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/20\/first-it-was-crude-now-we-might-also-get-an-export-hub-for-petrochemicals-on-the-east-coast\/\" target=\"_blank\">alternative export hub<\/a> for petrochemical shipments on the east coast, centered around Fujairah and other eastern port facilities.<\/p>\n<p><strong>What&rsquo;s new:<\/strong> The UAE is now planning a third petroleum pipeline, Al Zeyoudi said, as well as investing in infrastructure like the new harbor and rail and road projects. The projects are still in their planning phase, with feasibility studies underway, but the main goal is &ldquo;having zero Hormuz dependency,&rdquo; as Al Zeyoudi puts it.<\/p>\n<p class=\"tag-border-left\"><strong>All clear (maybe)<\/strong><\/p>\n<p><a id=\"wwtt3\"><\/a><strong>Qatar is<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-17\/qatar-moves-lng-ships-back-to-mideast-ahead-of-hormuz-reopening\" target=\"_blank\"><strong>moving<\/strong><\/a> <strong>NG tankers back toward the Gulf &mdash;<\/strong> five empty Qatar-owned vessels heading to Ras Laffan after idling elsewhere, with four more Qatar-linked tankers waiting in the Gulf of Oman that could attempt a Hormuz passage into the Persian Gulf.<\/p>\n<p><strong>A full Qatari return could help ease the global LNG supply crunch:<\/strong> European and Asian prices are still above pre-war levels, and Qatar is the market's biggest swing supplier. Qatar has sent a limited number of cargoes to Asian buyers by masking tanker locations, but deliveries have stayed well below normal.<\/p>\n<p><strong>Iran's tankers are moving too<\/strong>: Four Iran-linked vessels &mdash; including two supertankers capable of hauling 2 mn barrels each &mdash; switched on their transponders and sailed out of Hormuz or the Gulf of Oman ahead of the agreement signing, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-16\/iran-is-moving-its-oil-tankers-around-ahead-of-us-deal-signing\" target=\"_blank\">Bloomberg<\/a> reports. At least three ships waiting at Chabahar port had also left their positions.<\/p>\n<p class=\"tag-border-left\"><strong>Market watch<\/strong><\/p>\n<p><strong>Oil prices slid over USD 1 this morning as a US-Iran accord improved the supply outlook,<\/strong> with Hormuz set to reopen and Iranian exports poised to return, <a href=\"https:\/\/www.reuters.com\/business\/energy\/oil-slips-again-us-iran-sign-peace-deal-2026-06-18\/\" target=\"_blank\">Reuters<\/a> reports. Brent crude futures slipped USD 1.64 to trade at USD 77.91 \/ bbl by 04.27 GMT, while US West Texas Intermediate (WTI) fell USD 2.34 to USD 74.99 \/ bbl.<\/p>\n<hr class=\"insert-line\">\n<p><strong>The Baltic Index slips further:<\/strong> The Baltic Exchange&rsquo;s dry bulk index &mdash; which tracks rates for the capesize, panamax, and supramax vessel segments &mdash; <a href=\"https:\/\/tradingeconomics.com\/commodity\/baltic\" target=\"_blank\">fell 0.6%<\/a> to 2,653 points on Wednesday. The capesize index was down 0.9% to 3,877 points, while the panamax index slipped 43 points to 2,223 points. The smaller supramax index inched up 1.2% at 1,705 points.<\/p>\n<p class=\"tag-border-left\"><strong>Data point<\/strong><\/p>\n<p><strong>96.7k cbm &mdash; that&rsquo;s how much marine fuel was sold in Fujairah in May, a record low amid continued disruption to Gulf shipping routes<\/strong>, <a href=\"https:\/\/www.reuters.com\/business\/energy\/uaes-fujairah-marine-bunker-sales-hit-record-low-may-2026-06-17\/\" target=\"_blank\">Reuters<\/a> reports, citing Fujairah Oil Industry Zone data published by S&amp;P Global Commodity Insights. Low-sulphur marine fuel saw the steepest decline, tumbling 27% m-o-m to 65k cbm, while high-sulphur bunkers saw a 15% drop to 31.6k cbm, giving it a larger slice of the market.<\/p>\n<p><strong>The May numbers land just as Hormuz is notionally reopening &mdash; but don&rsquo;t<\/strong> <a href=\"https:\/\/enterpriseam.com\/uae\/2026\/06\/17\/hormuz-may-be-reopening-but-the-actual-recovery-of-flows-will-take-much-longer\/\" target=\"_blank\"><strong>expect a quick snapback<\/strong><\/a> <strong>at Fujairah.<\/strong> Shipowners say they will wait until the agreement is &ldquo;material&rdquo; and visible inside the strait before resuming crossings, and mine-clearing alone could take approximately 40-50 days. Even then, tankers are likely to move first, with container lines last &mdash; meaning the vessels that bunker at Fujairah in the highest volumes will be slowest to return.<\/p>\n<p class=\"tag-border-left\"><strong>PSA<\/strong><\/p>\n<p><strong>CMA CGM is resetting India-Europe freight rates from 1 July &mdash;<\/strong> <a href=\"https:\/\/www.cma-cgm.com\/news\/5480\/fak-rates-from-the-indian-subcontinent-to-north-europe-the-mediterranean-amp-north-africa\" target=\"_blank\">applying<\/a> new freight rates on dry cargo from Northwest India, Southeast India, Pakistan, and Sri Lanka to North Europe, the Mediterranean, and North Africa. href=\"https:\/\/www.reuters.com\/world\/middle-east\/turkey-saudi-arabia-aim-build-rail-link-with-jordan-syria-minister-says-2026-06-14\/\" target=\"_blank\"><strong>rail link<\/strong><\/a> <strong>through Jordan and Syria within three to four years<\/strong> &mdash; a route for goods, oil, gas, and passengers connecting the Kingdom to Turkey and on to Europe. The UAE, Kuwait, Qatar, and Oman could eventually join the network. The two countries signed a pair of MoUs last week &mdash; with one covering logistics services and rail cooperation and the other spanning railway technologies, signaling and communication systems, and digitalization.<\/p>\n<p><strong>The idea is gaining traction &mdash; but it remains far from a functioning corridor.<\/strong> &ldquo;At the moment, we are seeing a gradual transition from political intent toward infrastructure and economic logic,&rdquo; Ziya Mammadov, transport and logistics specialist, tells EnterpriseAM. Recent maritime disruptions have accelerated interest, but coordinated infrastructure, aligned rules, and cross-border execution still need to come together first, he says.<\/p>\n<p><strong>The physical gap is clear:<\/strong> The Saudi-side route already reaches the Jordanian border, and Turkey's network runs from Islahiye to Kilis and Gaziantep near the Syrian border. What remains is a roughly 400 km missing section between Syria and Jordan. Meanwhile, Turkey is putting up around USD 100 mn to rebuild the route between its border and Aleppo, with a direct rail link onward to Damascus. A broader financing plan for the full corridor is still being drawn up.<\/p>\n<p><strong>Syria remains the biggest swing factor:<\/strong> Ankara has deepened ties with Damascus since the fall of Bashar al-Assad in late 2024 and has committed to supporting Syria's reconstruction &mdash; giving Turkey a direct stake in making the corridor work. Syria&rsquo;s reconstruction and day-to-day operational stability remain major variables for the route, he adds.<\/p>\n<p><strong>The hardest part is making the border work.<\/strong> Customs harmonization, digital border procedures, and transit governance need to come first &mdash; financing and long-term investment confidence come second,Mammadov adds.<\/p>\n<p><strong>Maritime freight will remain more cost-efficient for bulk shipments in most scenarios,<\/strong> Mammadov says. What the corridor offers is supply chain diversification, reduced transit uncertainty, and strategic optionality during Red Sea or Hormuz disruptions &mdash;  with time-sensitive cargo and regional trade the likeliest early movers. &ldquo;Assuming immediate large-scale freight shifts or volumes comparable to established maritime routes is still too early,&rdquo; he notes.<\/p>\n<p><strong>Geography alone will not shift freight:<\/strong> Shippers would need predictable transit times, competitive end-to-end costs, digital cargo visibility, affordable insurance, operational security, and schedule integrity before moving volumes onto a new corridor, Mammadov says.<\/p>\n<p><strong>Central Asia is still likely to anchor to the Middle Corridor &mdash; but a Gulf-Turkey route could add a southern layer rather than compete with it.<\/strong> Kazakhstan, Uzbekistan, and other Central Asian economies have the most natural alignment with the Middle Corridor toward Europe, Mammadov says. &ldquo;In modern logistics, redundancy and multiple route options increasingly create value,&rdquo; The two countries signed an MoU covering cooperation across oil, gas, refining, petrochemicals, energy investment, crude pipeline infrastructure, innovation, and digital transformation.<\/p>\n<p><strong>The mechanisms are simple but the positioning matters:<\/strong> Saudi barrels <a href=\"https:\/\/enterpriseam.com\/logistics\/2023\/10\/25\/saudi-aramco-knoc-sign-oil-storage-agreement-to-reserve-5-3-mn-barrels-of-oil-over-five-years\/\" target=\"_blank\">stored<\/a> in Korea can function as commercial inventory for Aramco and as emergency cover for Seoul. In 2023, Aramco had inked a five-year agreement with KNOC to store 5.3 mn barrels of Saudi crude at one of KNOC&rsquo;s storage facilities in Ulsan, South Korea, with the Asian country holding emergency purchase rights over the barrels.<\/p>\n<p><strong>The Kingdom is not the first Gulf producer to run this playbook:<\/strong> UAE energy giant Adnoc has used a similar model with KNOC &mdash; securing <a href=\"https:\/\/enterpriseam.com\/logistics\/issues\/hormuz-matters-for-more-than-oil-a-third-of-global-fertilizer-supply-at-risk\/\" target=\"_blank\">storage access<\/a> in Northeast Asia while giving South Korea priority access during supply disruption. Kuwait has also <a href=\"https:\/\/enterpriseam.com\/logistics\/2024\/11\/04\/heaps-of-updates-in-warehousing-shipping-and-digitalization-from-ksa-kuwait-and-uae\/\" target=\"_blank\">signed a two-year agreement<\/a> to store 4 mn barrels of crude at Ulsan on similar terms.<\/p>\n<p><strong>IN CONTEXT-<\/strong> &ldquo;Producers of crude oil and condensates in the Gulf region typically have limited need for large storage capacity beyond what is required for logistical purposes,&rdquo; global oil markets strategist and former Onyx Group head of research Harry Tchilinguirian previously told EnterpriseAM.<\/p>\n<p><strong>Korea has been hardening its energy system since the regional disruptions exposed how dependent its refiners are on Gulf flows<\/strong>. In April, Seoul <a href=\"https:\/\/www.reuters.com\/business\/energy\/south-korea-says-secures-273-mln-barrels-crude-via-routes-outside-strait-hormuz-2026-04-15\/\" target=\"_blank\">said<\/a> it had secured 273 mn barrels of crude through year-end from Middle Eastern producers and Kazakhstan &mdash; routed outside the Hormuz &mdash; including Saudi commitments to ship 50 mn barrels in April-May through Red Sea ports and prioritize Korean companies for another 200 mn barrels through year-end.<\/p>\n<p><strong>Why this matters for Korea:<\/strong> South Korea is one of the world&rsquo;s major crude importers, with Middle Eastern barrels <a href=\"https:\/\/www.spglobal.com\/energy\/en\/news-research\/latest-news\/refined-products\/040826-south-korean-govt-secures-110-mil-barrels-of-crude-for-april-may-amid-hormuz-disruptions\" target=\"_blank\">accounting<\/a> for 70% of its crude imports in January-February. Its petrochemicals base adds another layer of exposure, with S&amp;P also describing Korea as Asia&rsquo;s biggest naphtha importer and naphtha as a key <a href=\"https:\/\/www.spglobal.com\/energy\/en\/news-research\/latest-news\/crude-oil\/070623-south-korea-removes-import-tariffs-on-naphtha-crude-oil-for-petrochemicals-feedstock\" target=\"_blank\">feedstock<\/a> for ethylene, which feeds plastics, synthetic fiber, and rubber.
