Good morning, friends. It\u2019s going to be a huge week for KSA \u2014 in Dubai.<\/strong> That\u2019s where Saudi officials are already locking horns with leaders of western economies on a final agreement at COP28.<\/p>\n

As we reported last week, Saudi is leading<\/strong> the Arab world\u2019s push-back against any <\/strong>agreement that includes a call for a phaseout of hydrocarbons. <\/strong>That\u2019s not going over well with negotiators from the European Union, the United States, and many small island nations. <\/p>\n

Today is key: <\/strong>It\u2019s the next-to-last official day of COP28. Pundits expect marathon negotiations over the next 36 or more hours \u2014 and it\u2019s not impossible talks will stretch past tomorrow\u2019s deadline. <\/p>\n

HAPPENING THIS WEEK-<\/strong><\/p>\n

<\/a> You can expect a lot of news out of Beijing<\/strong>, where a China-Saudi investment conference will get underway tomorrow as part of a visit<\/a> by Investment Minister Khalid Al-Falih. More than 700 people are set to attend, including investors, business leaders, and policymakers from both countries. <\/p>\n

On the agenda: <\/strong>Two-way investment in everything from finance, tourism, AI, and logistics to agriculture, mining, energy, and manufacturing. The conference is being co-hosted by the Investment Ministry and a wing of the China Chamber of Commerce.<\/p>\n

We\u2019re pushing hard on ties with Asia: <\/strong>Al Falih was just in Hong Kong for the Asia Future Investment Initiative Priority Summit, where he talked up deeper cooperation between the Kingdom and Asian economies. Earlier this month, the first Hong Kong-traded ETF of Saudi equities started trading. (We have more in this morning\u2019s news well and Diplomacy roundups, below.)<\/p>\n

AND- The <\/strong>Operational Excellence Conference (Opex KSA)<\/a><\/strong> takes place tomorrow and Wednesday at the Four Seasons in Riyadh. <\/p>\n

WHISPERS-<\/strong><\/p>\n

#1- Is the <\/strong>PIF angling for majority control of Heathrow Airport? <\/strong>That\u2019s the word from The<\/a>Times<\/a> of London, which reports that at least one other shareholder is edging toward an agreement to sell its shares after PIF and Paris-based equity firm Ardian agreed to buy a 25% stake held by Spanish infrastructure company Ferrovial. <\/p>\n

Who\u2019s selling? <\/strong>The Times thinks it\u2019s unlikely to be sovereign wealth funds from Qatar, China, or Singapore. But pension funds from Quebec, Australia, and the UK\u2019s Universities Superannuation Scheme could be in the market. The current shareholder agreement gives all parties the right to sell to PIF at the same price as Ferrovial, the Financial Times<\/a> adds. <\/p>\n

<\/a> #2- Is PIF about to add another player to its Liv \/ PGA \/ European Tour consortium? <\/strong>That\u2019s the word from Bloomberg<\/a> and CNBC<\/a>, which say that a consortium led by US sports stalwart Fenway Sports Group has gotten the green light to join the party. Talks on the lash up continue this week ahead of a 31 December deadline for an agreement.<\/p>\n

WATCH THIS SPACE-<\/strong><\/p>\n

#1- The <\/strong>US believes Saudi-Israel normalization is still possible despite the war in Gaza<\/strong>, Reuters<\/a> reports, citing statements by US Energy Envoy Amos Hochstein during an industry event in the UAE. \u201cI think that not every road is a straight road and sometimes it goes in different directions first. But the goal is still the same,\u201d he said. The Kingdom pulled the brake nearly two months ago<\/strong> on a US drive to see us normalize relations. <\/p>\n

#2- Fly directly to Tehran? <\/strong>Saudi Arabia and Iran will hold formal talks this week on a possible resumption of direct, scheduled flights between Tehran, Riyadh and other cities, Reuters<\/a>, reported yesterday, citing statements by an Iranian official to state-affiliated news agency ILNA. The two countries restored diplomatic ties back in March. <\/p>\n

FISCAL POLICY-<\/strong><\/p>\n

<\/a> #1<\/strong>- The kingdom has lined up a<\/strong> USD 11 bn syndicated loan, Al Jadaan confirms:<\/strong>Finance Minister Mohamed Al Jadaan confirmed news first reported by Bloomberg<\/a> last month that the Kingdom has secured a USD 11 bn syndicated loan from 14 banks. \u201cAcquiring debt is not worthy of news since it\u2019s the day-to-day business of the debt unit,\u201d Al Jadaan told Al Arabia (watch, runtime: 13:26<\/a>), adding that the ministry will keep taking advantage of favorable market conditions to take on more debt even if it is \u201cnot needed today.\u201d SPA also confirmed<\/a> the news yesterday.<\/p>\n

#2- <\/strong>Tax incentives for relocated HQs, not their for local arms:<\/strong>The 30-year tax breaks announced last week<\/a> for foreign companies that relocate their regional headquarters to the Kindom will apply only to HQ activities. Their \u201cproducing units [in the kingdom] will be subject to tax,\u201d Al Jadaan said during the same interview. <\/p>\n

DATA POINT-<\/strong><\/p>\n

The economy shrank again in<\/strong> 3Q on oil supply cuts:<\/strong>Total output contracted 4.4% y-o-y in 3Q 2023 as activity in the oil industry maintained a downward trend, declining by 17%, according to figures from the General Authority for Statistics (pdf)<\/a>. But the non-oil economy continued to grow<\/strong>, rising 3.5% in the same period. <\/p>\n

FIRSTS-<\/strong><\/p>\n

<\/a> A women\u2019s under-20 football national team: <\/strong>The Saudi Arabian Football Federation (SAFF) is for the first time forming a Women\u2019s U20 national team, it said in a statement (pdf)<\/a>. \u201cThis initiative is part of the SAFF's broader strategy to create sustainable and clear career paths for aspiring women footballers, reflecting a commitment to the growth of the sport at all levels,\u201d it said. <\/p>\n

CIRCLE YOUR CALENDAR-<\/strong><\/p>\n

The <\/strong>FIFA Club World Cup<\/a><\/strong>will kick off for the first time in the kingdom <\/strong>tomorrow<\/strong>, running through Friday, 22 December in Jeddah. You can buy tickets here<\/a>.<\/p>\n

The <\/strong>Jeddah Book Fair<\/a><\/strong> will run until Saturday, 16 December,<\/strong>with over 1k publishing houses set to attend.<\/p>\n

The <\/strong>Fintech Tour<\/a><\/strong> will continue until Wednesday, 13 December.<\/strong> The fintech-focused gathering includes more than 15 events, presentations, and meetups involving key local and international speakers in eight cities across the country.<\/p>\n

The International Arabian Horse Show kicks off on Wednesday, 13 December <\/strong>and continues through Saturday, 16 December at the King Abdulaziz Center for Purebred Arabian Horses\u2019 headquarters in Riyadh.<\/p>\n

Metallica is coming to Riyadh on Thursday, 14 December <\/strong>as part of the eclectic music<\/a>festival Soundstorm<\/a>. Soundstorm runs 14-16 December with a lineup that also includes Pharrell Williams, Chris Brown and Her, DJs Tiesto and David Guetta, Black Eyed Peas, and others.<\/p>\n

Cycling fans have just four days left until the Arab Road Cycling Championship<\/strong> comes to Riyadh, with the event running 15-23 December.<\/p>\n

Riyadh will host the<\/strong>Turkish Super Cup final<\/a><\/strong>between Galatasaray and Fenerbah\u00e7e <\/strong>on Friday, 29 December at Alawwal Park Stadium as part of the Riyadh Season<\/a>. <\/p>\n

Tickets are on sale for the 2024 Saudi Arabian Grand Prix <\/strong>with less than 100 days to go until the racetrack roars to life in Jeddah from 7-9 March. Grandstand, premium hospitality, and general admission tickets are now available<\/a>.<\/p>\n
