{"id":107513,"date":"2026-04-16T00:00:00","date_gmt":"2026-04-16T00:00:00","guid":{"rendered":"https:\/\/enterpriseam.com\/ksa\/?p=107513"},"modified":"2026-04-16T04:05:02","modified_gmt":"2026-04-16T04:05:02","slug":"this-morning-pifs-five-year-strategy-inches-closer-to-the-light","status":"publish","type":"post","link":"https:\/\/enterpriseam.com\/ksa\/2026\/04\/16\/this-morning-pifs-five-year-strategy-inches-closer-to-the-light\/","title":{"rendered":"THIS MORNING: PIF\u2019s five-year strategy inches closer to the light"},"content":{"rendered":"<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Good morning, wonderful people, and happy THURSDAY.<\/strong> We\u2019re sliding into the weekend with a packed issue \u2014 starting with the Public Investment Fund moving forward with its long-awaited 2026-2030 strategy, which shows signs of a mature approach to the fund\u2019s structure and the Kingdom\u2019s overall priorities. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong> <a id=\"wwtt1\"><\/a> The PIF will focus on shoring up domestic competitiveness, ramping up<\/strong><strong> private sector participation, and catalyzing local investments<\/strong> under its new five-year plan. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The strategy, which its board of directors <\/strong><strong><a target=\"_blank\" href=\"https:\/\/www.pif.gov.sa\/en\/news-and-insights\/press-releases\/2026\/chaired-by-hrh-crown-prince-pif-board-of-directors-approves-pif-2026-2030-strategy\/\" style=\"\">approved yesterday<\/a><\/strong><strong>, will divide PIF investments <\/strong><strong>into three portfolios<\/strong>, as the fund looks to improve its asset management and boost its long-term returns:<\/p>\n<ul>\n<li><strong>The vision portfolio integrates investments across strategic sectors<\/strong> to create greater value across portfolio firms, creating more avenues and attracting global capital. This portfolio will focus on tourism, travel and entertainment, urban development, advanced manufacturing, industrials and logistics, clean water, water and renewables infrastructure, and Neom;<\/li>\n<li><strong>The strategic portfolio focuses on managing strategic assets<\/strong> to boost financial returns while growing portfolio companies into competitive players;<\/li>\n<li><strong>The financial portfolio manages \u201cdirect and indirect investments in global markets\u201d <\/strong>with a focus on generating sustainable returns, implementing a more diversified strategy for global investments, and deepening international partnerships.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The focus is now on the long game, as the fund looks to balance global investments with <\/strong><strong>domestic growth.<\/strong> Building on its previously announced commitments, the fund is focusing 80% of its capital allocations on local investments to drive non-oil economic growth, with the rest <a target=\"_blank\" href=\"https:\/\/www.spglobal.com\/ratings\/en\/regulatory\/article\/-\/view\/type\/HTML\/id\/3487605#:~:text=As%20of%20June%2030%2C%202025%2C%20international%20investments%20constituted%2019%25,the%20fund'\"&sa=D&source=editors&ust=1776315828420220&usg=AOvVaw1d5ZSDy9aUIHmAiE3TT0m6\" style=\"\">going to global equities<\/a>, infrastructure, technology, aerospace, and video game companies. International investments will grow in USD terms, but will account for a smaller share of PIF\u2019s portfolio moving forward, Governor Yasir Al Rumayyan said, according to <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/pif-board-approves-2026-2030-strategy-saudi-sovereign-wealth-fund-2026-04-15\/\" style=\"\">Reuters<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But prioritizing local investments isn\u2019t happening at any cost:<\/strong> Priorities for Neom are being reassessed under a restructuring plan aimed at ensuring long-term financial viability and phased execution, Al Rumayyan said. This includes letting go of an imperative to complete The Line by 2030, he said, but maintained that the project is not being canceled. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Taking on new importance: Oxagon<\/strong>, which Al Rumayyan said must be completed by the end of the decade. This was mirrored by a sharp 18.8% drop in hotel spending, signaling a significant pull-back in discretionary leisure spending. Education spending fell at a similar pace as the cycle of tuition and fee payments comes to a close.
