This shift would play directly to the strengths of Saudi Arabia and the UAE, which hold the lion\u2019s share of the world\u2019s spare production capacity.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The caveat: <\/strong>The forecast assumes that the duration of the conflict remains limited, allowing for a swift normalization of energy markets. <strong>That is looking increasingly unlikely<\/strong> after the US started targeting oil export infrastructure on Iran\u2019s Kharg Island over the weekend, prompting the IRGC to threaten wide targeting of oil infrastructure across the region.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">Two scenarios<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ADCB\u2019s projections are looking at two scenarios for 2026<\/strong>, both of which represent a shift from the bank\u2019s pre-war forecast of 5.3% of GDP:<\/p>\n<ul>\n<li><strong>In a baseline scenario<\/strong>, the shortfall drops to 4.2% of GDP \u2014 down from 5.8% in 2025 \u2014 if Brent averages USD 72 \/ bbl. This holds even if daily exports dip to an average of 6.2 mn bbl \/ d;<\/li>\n<li><strong>A second scenario<\/strong> sees the deficit shrinking further to 3-3.5% of GDP if Brent averages USD 80 \/ bbl. This scenario hinges on the Kingdom scaling exports to over 7 mn bbl \/ d during 2H this year.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The second scenario brings ADCB\u2019s outlook closer to the government\u2019s targets.<\/strong> Saudi Arabia is shifting toward fiscal consolidation in 2026, looking <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/ksa\/2026\/01\/13\/the-2026-fiscal-pivot\/\" style=\"\">to narrow<\/a> its budget deficit to 3.3% of GDP (SAR 165 bn).<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>AD<\/strong><strong>CB isn\u2019t alone in its projections<\/strong>, with economists telling <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-03-15\/gulf-economies-at-risk-of-worst-strife-since-1990s-on-iran-war\" style=\"\">Bloomberg<\/a> that the Kingdom could be facing a 3% drop in GDP \u2014 which would be its worst hit since the Covid pandemic in 2020 \u2014 but will ultimately fare best among its Gulf peers during a protracted war.
