National mining champion Maaden has a USD 110 bn investment roadmap through 2040<\/strong>, with targets to double gold production by 2030 and triple phosphate capacity to become the world\u2019s largest exporter, CEO Bob Wilt said at the Future Minerals Forum (watch, runtime: 12:31<\/a>). The roadmap underpins a shift in the Saudi mining sector as the government looks to focus on expansion and localization. As part of a \u201cstrategy refresh\u201d<\/a> to unlock the Kingdom's untapped mineral wealth, Maaden\u2019s roadmap will also see the company hire 5k new employees.<\/p>\n

National mining investment targets doubled: <\/strong>The National Investment Strategy now aims to raise annual mining capital to SAR 92 bn between 2025 and 2030, up from SAR 45 bn in 2024, state news agency SPA<\/a> quoted Investment Minister Khalid Al Falih as saying. The plan targets doubling foreign direct investment by offering internal rates of return of 20% to 30%.<\/p>\n

Bridging the operational IP gap:<\/strong> Industrial and Mineral Resources Minister Bandar Al Khorayef signed three MoUs with Canada, Chile and Brazil \u2014 three of the world\u2019s most sophisticated mining jurisdictions \u2014 to localize know-how, the ministry\u2019s spokesman said in a statement<\/a> on X. The agreements focus on technical cooperation, knowledge exchange, and investment in the mining sector.<\/p>\n

Why it matters: <\/strong>This marks the \u201csourcing\u201d phase of the Kingdom\u2019s industrial strategy as the Kingdom positions itself as a neutral facilitator in a market shaped by US-China trade tensions over critical minerals such as lithium and copper. Through these agreements, the Kingdom is laying the diplomatic and regulatory groundwork to channel its capital into global mining projects while bringing in Western and Latin American expertise to help develop its own mineral resources in the Arabian shield.<\/p>\n

Manara is getting spun off<\/p>\n

Public Investment Fund (PIF) and Maaden JV Manara Minerals will be spun off from the <\/strong>sovereign wealth fund<\/strong>, Al Khorayef tells Reuters<\/a>. The decision to spin off Manara comes as the JV has fallen short on investing in critical minerals abroad, closing only its USD 2.5 bn acquisition of a 10% stake in Vale Base Metals in 2024. <\/p>\n

A sharpened focus:<\/strong> \u201cPIF is a large investor, but they don\u2019t have mining expertise,\u201d Al Khorayef said, telling the newswire that separating the two will push Manara \u201cfrom being only an investment vehicle to having more technical capability.\u201d <\/p>\n
