Among the items on the agenda:<\/p>\n<ul>\n<li><strong>A new law enabling non-Saudis to own real estate property in the Kingdom got the <\/strong><strong>greenlight from the cabinet<\/strong>, allowing foreigners to purchase and own property for residential or commercial purposes in designated areas without a residency permit. We explore what that will mean for our real estate market in today\u2019s issue.<\/li>\n<li><strong>The Kingdom ratified the general agreement for the Pan-Arab Electricity Market<\/strong>. The index rose 3.1% y-o-y <a target=\"_blank\" href=\"https:\/\/enterprise.news\/ksa\/en\/news\/story\/06fc5ecb-bbc8-4893-898d-4a56e4d65c80\/\" style=\"\" rel=\"noopener\">in April<\/a>, fueled by growth in mining and quarrying, manufacturing, and waste management activities. The increase was largely driven by a 7.4% y-o-y rise in manufacturing activity.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>WEATHER- Riyadh <\/strong>is expected to see a high of 42\u00b0C and a low of 27\u00b0C, while <strong>Jeddah<\/strong>\u2019s mercury will go as high as 39\u00b0C and as low as 29\u00b0C. <strong>Makkah<\/strong> will see a 43\u00b0C high and a 29\u00b0C low.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\"> WATCH THIS SPACE-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt1\"><\/a> Sabic is mulling IPO among other options for gas unit<\/strong>: Saudi Basic Industries Corporation (Sabic) and the National Gas and Industrialization Company (Gasco) are evaluating strategic options for the National Industrial Gases Company (Gas), including the possibility of an initial public offering (IPO) on the Saudi Exchange\u2019s main market, according to statements from <a target=\"_blank\" href=\"https:\/\/www.saudiexchange.sa\/wps\/portal\/saudiexchange\/newsandreports\/issuer-news\/issuer-announcements\/issuer-announcements-details\/?anId=88684&anCat=1&cs=2010&locale=en\" style=\"\" rel=\"noopener\">Sabic<\/a> and <a target=\"_blank\" href=\"http:\/\/details\" style=\"\" rel=\"noopener\">Gasco<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The move is part of Sabic\u2019s broader strategy to optimize its portfolio and focus on core <\/strong><strong>businesses<\/strong>, with the aim of strengthening its financial position and enhancing shareholder value. Sabic owns a majority stake in Gas, while Gasco is an investee stakeholder. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">DATA POINTS-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt2\"><\/a> #1- <\/strong><strong>Foreign investments <\/strong><strong>in the Kingdom\u2019s economy surpassed SAR 3 tn for the first time <\/strong><strong>at the end of 1Q 2025<\/strong>, according to Saudi Central Bank (Sama)\u2019s latest monthly report. This marks an increase from SAR 2.6 tn during the same period last year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The breakdown: <\/strong>Foreign direct investment (FDI) recorded SAR 995.5 bn, while portfolio investments, which include equity and fund investment shares and debt securities reached SAR 1.2 tn. Other investments, including loans, currency and deposits, came at SAR 808.3 bn.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong><a id=\"wwtt3\"><\/a> #2- <\/strong><strong>Consumer spending via point-of-sale (PoS) transactions in the Kingdom was up <\/strong><strong>5% <\/strong><strong>w-o-w in the week ending 5 July<\/strong>, reaching around SAR 14.3 bn, according to the Saudi Central Bank\u2019s <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/7\/560.pdf\" style=\"\" rel=\"noopener\">weekly report (pdf)<\/a>. The number of weekly transactions increased 4.8% w-o-w to about 230.5 mn during the week. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The details:<\/strong> Food and beverages made up the bulk of consumers\u2019 spending during the week in terms of value, rising 6.9% w-o-w to SAR 2.1 bn. Restaurants and caf\u00e9s came in second place, increasing 3.5% w-o-w to nearly SAR 2 bn. This was followed by gas stations spending, which edged up 1.1% w-o-w to SAR 974 mn, clothing and footwear, which increased 7.4% w-o-w to SAR 892.6 mn, and healthcare, which rose 3.7% to about SAR 871.4 mn.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Riyadh had the highest value of PoS transactions at about SAR 4.9 bn<\/strong>, followed by Jeddah at about SAR 2.1 bn.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<hr style=\"height:2px;border-width:0;color:gray;background-color:gray\">\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#3- <\/strong><strong>The <\/strong><strong>number of con<\/strong><strong>tainers handled at Saudi sea ports rose<\/strong><strong> 18.7% y-o-y in June to 696.8k <\/strong><strong>TEUs<\/strong>, alongside transshipments increasing 35.9% y-o-y to 165k TEUs, the Saudi Ports Authority (Mawani) said in a <a target=\"_blank\" href=\"https:\/\/mawani.gov.sa\/article?news=80725\" style=\"\" rel=\"noopener\">statement<\/a>. Saudi Arabia is building out over 130 GW of renewables by 2030. That\u2019s more power than the domestic grid can absorb, especially during midday solar peaks. PAEM offers Riyadh a regional outlet for surplus capacity. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Power sharing can reduce the need for unnecessary power plants:<\/strong> By leveraging existing surplus electricity and pooling reserves, PAEM could significantly cut down the region\u2019s need for new power generation capacity. A <a target=\"_blank\" href=\"https:\/\/ent.news\/2025\/3\/6.pdf\" style=\"\" rel=\"noopener\">World Bank study (pdf)<\/a> found that regional electricity trade could eliminate the need for up to 63 GW in new generation capacity by 2035. This means fewer expensive plants and less fiscal pressure on already strained public budgets. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A <\/strong><strong>multi-bn-USD<\/strong><strong> cost-saving chance: <\/strong>One of the biggest advantages of PAEM is its potential to bring down the overall cost of electricity across the region. The study found that in a scenario in which gas prices are liberalized, carbon caps are introduced, and regional grid interconnections come into full effect, costs could decline by up to USD 196 bn \u2014 a 13% reduction compared to a scenario without electricity trade. Even conservative estimates suggest that regional integration would cut costs by at least USD 107 bn, primarily through fuel savings and optimized generation capacity. Indeed, increasing cross-border transmission projects through investments of just USD 7.5 bn could save USD 35 bn in system costs \u2014 a 4.7x return.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>As governments face tighter budgets, PAEM offers an alternative path<\/strong> \u2014 leveraging electricity trade as a means of improving grid efficiency, attracting private investment, and ensuring energy security.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>BUT- Infrastructure is a bottleneck:<\/strong> While electricity trade already occurs via bilateral agreements (except the GCC-interconnection), unlocking the full economic benefit of PAEM will require major investments in transmission infrastructure. The World Bank identified 25 priority projects, including expansions to existing interconnectors and the construction of 18.5 GW of new cross-border capacity. Six of these twenty-five projects include electricity lines linking the kingdom to Egypt, Yemen, Jordan, Iraq, Kuwait, and Oman. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Another challenge is financing the massive investment ticket for improving and adding <\/strong><strong>new cross-border transmission infrastructure. <\/strong>While some interconnections already exist (Saudi is already investing in links with <a target=\"_blank\" href=\"https:\/\/www.zawya.com\/en\/projects\/utilities\/jordan-saudi-electricity-interconnection-project-in-final-stages-report-re9zdslc\" style=\"\" rel=\"noopener\">Jordan<\/a> and <a target=\"_blank\" href=\"https:\/\/www.zawya.com\/en\/projects\/utilities\/iraq-saudi-arabia-agree-to-advance-electrical-interconnection-project-wcolaycm\" style=\"\" rel=\"noopener\">Iraq<\/a>), many are underutilized \u2014 operating at just 5-7% capacity on average<strong>.<\/strong> Fixing that will require market incentives and trust in the trading system. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Uncompetitive pricing models are also holding trade back: <\/strong>One of the biggest roadblocks to expanding electricity trade is the lack of a standardized pricing framework. Many Arab countries still heavily subsidize electricity production, leading to distorted market prices that make regional electricity trading financially unviable. As a result, most cross-border electricity exchanges in the region occur in-kind \u2014 meaning electricity is traded for electricity rather than banknotes, and mainly in cases of emergency. To resolve this, countries will need to gradually phase out domestic fuel subsidies and adopt a commercial pricing model for electricity trade, according to the World Bank. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>An interim solution<\/strong> could be to apply international fuel prices to cross-border transactions, even as subsidies remain for domestic consumption. However, for PAEM to fully unlock its potential, governments must expedite the shift toward market-based pricing mechanisms \u2014 including unbundling utilities and paving the way for private players to trade across borders. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Politics is still in the way too\u2026:<\/strong> A unified Arab Grid Code is in development, and new institutions \u2014 including a PAEM secretariat and a regulatory committee \u2014 are supposed to handle dispute resolution and rule harmonization. For now, they remain loosely defined under the umbrella of the Arab League. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u2026 and political stability is the big unknown:<\/strong> Grid infrastructure requires peace and cooperation to build and operate. Ongoing conflicts mean not all countries can immediately participate to their full capacity. Investments will be cautious unless a minimal level of stability and governance is present. <\/p>\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID} -->\n\n\n    <div
