Executives also met investors in London around that time, as part of early market soundings, with the focus on listing in Tadawul rather than overseas exchanges like the NYSE.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>If it goes ahead, Ninja would slot into a Saudi IPO pipeline that\u2019s still active even as Gulf <\/strong><strong>listings have slowed.<\/strong> A few names are already moving forward, including <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/ksa\/2026\/05\/05\/dar-al-balads-tadawul-ipo-sees-robust-institutional-demand\/\" style=\"\">Dar Al Balad for Business Solutions<\/a>, which became the first IPO launch since the conflict began, targeting about USD 55 mn. The seven-year came in at 105 bps, and the three-year at 95 bps.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Why this matters:<\/strong> Thursday\u2019s agreement is one of the clearest signals yet that the public market window has reopened for Gulf names. PIF last tapped the markets in January with a <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/ksa\/2026\/01\/25\/pif-starts-2026-debt-issuances-with-a-bang\/\" style=\"\">USD 2 bn 10-year sukuk issuance<\/a>, and then went quiet as the Iran conflict rattled GCC issuers and pushed many of them into private placements.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The deficit angle:<\/strong> The issuance came hot on the heels of Saudi posting a <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/ksa\/2026\/05\/07\/budget-deficit-widens-to-eight-year-high-in-1q\/\" style=\"\">1Q budget deficit<\/a> of SAR 125.7 bn \u2014 the biggest since 2018 \u2014 as Riyadh ramped up spending to absorb the economic hit from the Hormuz disruption. The National Debt Management Center (NDMC) said this week that it has completed its 2026 annual borrowing plan, but with a wrinkle \u2014 roughly 90% of that funding came through private placements and domestic issuance rather than the international public market.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The PIF agreement is not part of the sovereign borrowing program<\/strong>, but a heavily oversubscribed PIF book gives the sovereign and other Saudi issuers an easier runway if they need to come back to public USD markets in 2H.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The wider GCC picture is shifting in the same direction.<\/strong> The Islamic Development Bank <a target=\"_blank\" href=\"https:\/\/www.spa.gov.sa\/N2580935\" style=\"\">raised USD 1 bn<\/a> from its first benchmark sukuk of the year on Thursday. Meanwhile, <a target=\"_blank\" href=\"https:\/\/enterpriseam.com\/uae\/2026\/05\/08\/fab-issues-an-oversubscribed-usd-700-mn-sukuk-but-the-pricing-premium-hasnt-gone-anywhere\/\" style=\"\">Emirates NBD<\/a> priced an AT1 agreement earlier in the week, and First Abu Dhabi Bank placed a sukuk on Wednesday.
