FDI net inflows fell <a target=\"_blank\" href=\"https:\/\/enterprise.news\/ksa\/en\/news\/story\/8f2a5e7b-9e66-410c-9545-9e67a73df075\/%253cmark%253efdi%253c%2Fmark%253e-net-inflows-inch-down-in-2024\" style=\"\" rel=\"noopener\">6% y-o-y in 2024<\/a> to SAR 80 bn, despite FDI inflows rising 24% to SAR 119 bn during the year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Is Saudi on track to hit Vision 2030 targets? <\/strong>Analysts we spoke to were skeptical. \u201cI really don\u2019t see that,\u201d Head of MENA Economics at S&P Global Market Intelligence Ralf Weigert told EnterpriseAM Saudi in July, explaining that inflows would already need to be USD 50-60 bn a year if Vision 2030 were on track. Oxford Economics\u2019 Scott Livermore struck a similar tone, saying FDI performance has improved but remains insufficient, with global trade tensions and regional geopolitical risks further weighing on investor appetite.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Beyond the target:<\/strong> Livermore cautioned against focusing narrowly on FDI, highlighting broader Vision 2030 gains. \u201cOur analysis highlights several areas of success: the growing non-energy share of the economy, expansion in tourism, and improvements in the labour market. However, slower progress in other areas \u2014 such as FDI trends and non-oil exports \u2014 prompted adjustments to project timelines, with some likely to extend beyond 2035.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Incentives boost: <\/strong>\u201cAuthorities, for example, now offer a 30-year tax relief to global firms establishing regional headquarters in the Kingdom \u2014 an incentive that should help boost FDI in the near to medium term,\u201d he added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Who\u2019s investing? <\/strong>Weigert sees a clear rivalry shaping flows, with the China expected to keep growing its investments in the Gulf and catch up with US investment in the next couple of years. \u201cSaudi Arabia and the UAE very wisely do not want to choose the US or China,\u201d he told us.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Challenges remain:<\/strong> \u201cThe labor force needs to be developed further. The education system is still not quite as far developed as most investors would like. There\u2019s kind of a gap in skills,\u201d Weigert said. \u201cOn the one hand you have the Saudization drive and the need for every investor to employ Saudis, but on the other hand you still have a skill gap there.
