The novel follows Khaled, a spoiled son of a Pasha, and Malim, a carpenter\u2019s apprentice, whose name translates to penny. Disillusioned by the injustice Malim faces when they cross paths, Khaled cuts ties with his autocratic father and joins Malim\u2019s fellowship of con artists living in the ruins of a Mamluk citadel.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Reviews of the book cite Kamel\u2019s wit and craftsmanship<\/span><span>, but Waleed Almusharaf, the translator responsible for the English edition, <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;\"><a href=\"https:\/\/arablit.org\/2020\/06\/24\/waleed-almusharaf\/\" style=\"\">sums it up best<\/a><\/span><span style=\"font-weight:400;\">. He finds both comfort and frustration that the \u201cbasic seeds\u201d of Cairo exist today just as they did when the novel was written in the early 1940s. But publishers during Kamel\u2019s time didn\u2019t agree: The manuscript was rejected by the Arabic Language Academy in 1942, prompting Kamel to quit the publishing industry altogether and move to the United States. Kunafa and avocado (not sorry at all, Etoile).<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Why, then, do so many companies assume that their place of business should mix <\/span><span style=\"font-weight:700;\">(almost always unlicensed) with residential buildings?  <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Most of us can at least try to skip the kunafa during Ramadan \u2014 unless, that is, the <\/span><span style=\"font-weight:700\">pastry shop opens on your ground floor<\/span><span style=\"font-weight:400;\">, rubbing sweet syrup into the open wound that is Egypt\u2019s zoning regulations. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"\">(And while we\u2019re on the subject of pastries \u2014 and with Ramadan just 13 or so days away \u2014 a <\/span><span style=\"font-weight:400;\">note to all pastry shop owners out there: Please leave the kunafa alone? Just this year? No more exotic fillings or hidden surprises for us. The only green thing you can stuff into our kunafa are USD bills.)<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Stop me if you\u2019ve lived this before: <\/span><span style=\"\">You go to sleep all peaceful and happy \u2014 then wake up <\/span><span style=\"font-weight:400;\">the next day to a living nightmare. Your building has turned into a construction site, and it\u2019s not the historic villa down the street being bulldozed. No, it\u2019s the ground floor of your building that\u2019s being transformed into a hair salon, a caf\u00e9, a restaurant. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Or better still: The apartment right next to you is suddenly \u201cglobal headquarters\u201d for a <\/span><span style=\"font-weight:700\">startup<\/span><span style=\"font-weight:400;\">, their army of (overpaid) fresh graduates stalking the hallways, huffing their vapes as they make phone calls in a building that has never (ever) been zoned for office space.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700;\">The problems are too numerous to count. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"-webkit-text-decoration-skip:none;font-weight:700;text-decoration-skip-ink:none;\"> <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">For starters, the company has staff, visiting clients, and guests \u2014 all of whom have cars.<\/span><span style=\"\"> <\/span><span style=\"font-weight:400;\">Cars that need parking spots \u2014 commodities worth fighting for as cavemen fought with clubs and spears to defend their shelters. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">How do we cope? As <\/span><span style=\"-webkit-text-decoration-skip:none;font-weight:700;text-decoration-skip-ink:none\"><a href=\"https:\/\/enterprise.press\/stories\/2023\/02\/23\/want-to-win-the-water-war-talk-to-your-bawab-or-get-ready-to-pay-a-hell-of-a-lot-more-for-h2o-97829\/\" style=\"\">Abu Ahmed<\/a><\/span><span style=\"font-weight:700\"> would tell you: All is fair in love and <\/span><span style=\"text-decoration-skip-ink:none;-webkit-text-decoration-skip:none;font-weight:700;text-decoration:line-through\">war<\/span><span style=\"font-weight:700\"> parking <\/span><span style=\"font-weight:700\">spaces. <\/span><span style=\"font-weight:400;\">And war it is. Once your car leaves that sweet parking spot in front of your building, your own Abu Ahmed will \u2014 like the veteran soldier he is \u2014 defend it. His weapon of choice may vary, but will surely include one or more of the following: pumpkin-orange cones. Big stones. Massive potted plants. Cement blocks. Metal posts with jury-rigged padlocks. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">How to make it worse? Throw three companies into a building that lacks enough <\/span><span style=\"font-weight:700\">underground parking spaces for all of its (legal, licensed) residences <\/span><span style=\"font-weight:400;\">\u2014 if, indeed, it has underground parking at all. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">And so it is that those of us unfortunate enough to live above (or below or next to) that <\/span><span style=\"font-weight:700\">hot startup are forced daily to do war<\/span><span style=\"font-weight:400;\"> if we have a hope of finding a parking spot in a three-block radius of our building. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Not bothered by having to engage in street fights over parking? Consider the litany of <\/span><span style=\"font-weight:700\">fire, health, and safety issues<\/span><span style=\"font-weight:400;\"> that come with a business moving into your building. Think: Fire exits. The stench of grease from a deep fryer. Massive waste collection issues (from offices and restaurants alike). Or mental, for that <\/span><span style=\"font-weight:700\">matter: <\/span><span style=\"font-weight:400;\">Who the hell can unwind when, after engaging in a war over parking and wading through startup people in your hallways, you arrive upstairs to be serenaded by noise from the caf\u00e9 next door or the restaurant across the street?<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700;\"> <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">A case in point: A good friend not long ago complained endlessly about the rarity of <\/span><span style=\"font-weight:700\">good restaurants in Maadi. She stopped the day an Italian seafood place opened up in her literal back yard. <\/span><span style=\"font-weight:400;\">Her living room and its kitchen share the same wall. Once the commotion of frying pans and pots start in the kitchen, my friend (in all other circumstances a peaceful human) turns into the Demogoron, ready to open a dimensional portal and take the restaurant with her to the Upside Down.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">We don\u2019t get to choose our neighbors, but we do choose our neighborhoods and the <\/span><span style=\"font-weight:700\">types of buildings in which we nest. <\/span><span style=\"font-weight:400;\">Your neighbor\u2019s kid? The one modeled on Dennis The Menace? Nothing you can do. But you can choose not to live next to a nursery of little shrieking minions.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">This is one area in which folks who live in new-build developments have an edge over <\/span><span style=\"font-weight:700\">those of us in established neighborhoods: There are iron-clad regulations for residential, commercial, and mixed-use buildings.<\/span><span> And where a SODIC or a PHD or whoever will <\/span><span style=\"\">consistently <\/span><span style=\"font-weight:400;\">enforce those rules, not so our friends at the local district council (hayy). For folks like us, zoning violations and random construction have become the norm, and while the state has recently shown some interest in solving the problem, its enforcement drive has been haphazard at best.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Zoning violations are being handled as part of the same \u201creconciliation\u201d program that <\/span><span style=\"font-weight:700\">has seen the state give owners of illegal buildings a path to legalization. <\/span><span style=\"font-weight:400;\">Owners who have rented to (or who run themselves) businesses in purely residential buildings are dealt with under the same program as wildcat builders, giving them the chance to rezone properties if they pay a fine. The program has been amended more than once to be less financially taxing, more inclusive, and even more forgiving. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:400;\"> <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Mercifully for those of us who have to live in these buildings, reconciliation is not a <\/span><span style=\"font-weight:700\">simple process. <\/span><span>Many owners raced to apply for licenses last year when the Housing Ministry said it would allow ground floors to be rezoned for commercial enterprises. <\/span><span style=\"font-weight:700\">I bet they stopped in their tracks when they read the requirements<\/span><span style=\"font-weight:400;\">, which include:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight:400;\">The unit should be on a main street;<\/span><\/li>\n<li><span style=\"font-weight:400;\">The street on which the unit resides needs to at least 21 meters wide;<\/span><\/li>\n<li><span style=\"font-weight:400;\">No similar or conflicting businesses can be in the same neighborhood; <\/span><\/li>\n<li><span style=\"font-weight:400;\">The Building Owners\u2019 Association (read: your neighbors) need to agree they\u2019re cool with having a business in the building;<\/span><\/li>\n<li><span style=\"font-weight:400;\">The building (or the area) needs to have sufficient parking spaces to avoid the creation of traffic problems. <\/span><\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"\">(You know what else the program should stipulate? That those of us driven \u2018round the bend <\/span><span>by companies in our buildings be allowed to send the violators bills for our psychotherapist's fees \u2014 in <\/span><span style=\"\">reconciliation<\/span><span style=\"font-weight:400;\">). <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">And that program? Its fate could be in question <\/span><span style=\"\">after the Supreme Administrative Court <\/span><span style=\"font-weight:400;\">issued a controversial ruling, saying that rezoning residential properties as administrative or commercial violates the Building Act.<\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Navigating the maze of laws is not for this sailor. <\/span><span style=\"\">All I want is a neighborhood that respects <\/span><span style=\"font-weight:400;\">its neighbors. As much as we want to see our neighbors become rich, rich, filthy rich by building their own businesses, we prefer they not do it in our building \u2014 or by renting their flat out as a dance studio. <\/span><\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><span style=\"font-weight:700\">Ultimately, I don\u2019t believe in fairy tales. <\/span><span style=\"\">I would love to fantasize about a happy marriage of <\/span><span style=\"font-weight:400;\">commercial and residential tenants in the same building \u2014 the same way we fantasize about the princess marrying the frog. But we all know better, people. The frog won\u2019t turn into a charming prince.
