Are<\/strong> Gulf SWFs the new underwriters of the intelligence economy?<\/strong> State<\/a>Street CEO Ron O\u2019Hanley<\/a>, speaking at the Milken Institute Global Conference in Los Angeles this week, has described the GCC\u2019s deployment of capital as \u201can enormous export of capital to lots of people in this room\u201d reshaping how transactions play out globally. <\/p>\n

The framing signals a shift in how Gulf capital is viewed on the global stage. <\/strong>Gulf sovereign wealth funds (SWFs) have graduated from LPs writing checks to driving allocation and shaping terms and structures. GCC governments and SWFs have deployed some USD 3.2 tn in capital globally.<\/p>\n

Why this new reality is particularly fragile now: <\/strong>\u201cThe Iran war, and what that is triggering now, I believe will be a big realignment of capital flows,\u201d O\u2019Hanley said. Regional escalations risk forcing Gulf firepower to turn inward to focus on domestic defense and reconstruction, thus costing US tech firms and AI hyperscalers their primary underwriter, according to the Council on Foreign Relations<\/a> \u2019 Rebecca Patterson. Saudi Arabia's PIF already cut international allocations to 20% down from 30%<\/a> in April, and there\u2019s no replacement pool. <\/p>\n

The counter-narrative? Mubadala is bullish on the US. <\/strong>With 44% of its portfolio already stateside, Deputy Group CEO Waleed Al Muhairi calls it \u201cthe best risk-reward\u201d globally<\/a> and sees a \u201cV-shaped recovery\u201d ahead, with further upside in AI infrastructure, energy, and healthcare. <\/p>\n

Not everyone at Mubadala agrees. <\/strong>CIO Oscar Fahlgren told the same audience the world is \u201cstanding just in front of the worst energy crisis we have seen in living memory\u201d and that markets haven\u2019t begun to price the Strait of Hormuz closure\u2019s effect on the real economy.<\/p>\n

The global finance elite is hungry for a bumper year regardless. <\/strong>Apollo, Blackstone, and Morgan Stanley executives at Milken all flagged expanding M&A pipelines and a reopening IPO window for quality issuers, with Apollo President Jim Zelter pointing to \u201cthe ocean of private capital in aggregate.\u201d Private credit, in particular, seems to be back in favor, with Carlyle CEO Harvey Schwartz framing them as a healthier \u201cdistributor of risk.\u201d<\/p>\n

The catch? <\/strong>All of this rests on a market PGIM\u2019s John Vibert called \u201cpriced to perfection\u201d \u2014 with much of the actual geopolitical risk \u201cnot yet priced in.\u201d<\/p>\n

Could the yield chase be going global? <\/strong>\u201cEmerging markets, a forgotten asset class for the last six, seven years, became now a considerable asset class for global portfolios,\u201d BTG Pactual Chairman Andre Esteves said, while MUFG\u2019s US macro strategy head George Goncalves flagged that global rates are finally offering \u201ccompetition for the US for the first time.\u201d<\/p>\n
