A wave of returning hot money inflows. <\/strong>Some USD 450 mn came in yesterday, bankers we spoke with estimate, bringing the two-day total to just under USD 1.8 bn.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>We won\u2019t be out of the woods until the war in the Gulf is over<\/strong>, but this much is clear: Officials do not have their thumb on the scales, and that\u2019s allowing the EGP to do exactly what it\u2019s meant to do \u2014 to serve as a shock absorber.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>\u201cIf inflows continue and there is no further escalation [of the war], the EGP could recover <\/strong><strong>further<\/strong>, potentially pushing the USD toward the EGP 50 level,\u201d one banker told us.<\/p>\n<p class=\"tag-border-left\">Privatization: A welcome recalibration?<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><a id=\"wwtt3\"><\/a> <strong>The Madbouly government is cutting its estimate of how much it will net from the <\/strong><strong>sale of state assets <\/strong>through the privatization program. Officials now expect to bring in proceeds of c. USD 4.5 bn in the coming three years, a senior government official tells us \u2014 that\u2019s a significant dip from <a href=\"https:\/\/enterpriseam.com\/egypt\/2026\/03\/18\/egypt-eyes-usd-3-4-bn-by-year-end-in-renewed-post-eid-privatization-push\/\" target=\"_blank\" rel=\"noopener\">the USD 6 bn target<\/a> officials had hoped to hit in the upcoming fiscal year alone.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Cabinet sees the privatization process as being about bringing in the private sector<\/strong>, not just the maximizing of receipts, the official reiterated.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Underpromise, overperform: <\/strong>There may be upside to the USD 4.5 bn in three years figure, but this is a welcome recalibration. Spillover from the conflict in the Gulf has sapped investors\u2019 appetite for risk and we need a big, successful IPO (or two) to prime the pump for more listings. Much better that Cabinet signal a realistic outlook than commit to targets that external forces have (for now) made unrealistic.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Banque du Caire and Misr Life are two of the three big privatization sales now on deck<\/strong>, Finance Minister Ahmed Kouchouk told reporters earlier this week. The government continues with administrative procedures to list other assets that could be folded into the program, but we see this as exactly what they are: Early administrative procedures for which officials would like tub-tubs, not meaningful progress.<\/p>\n<p class=\"tag-border-left\">Budget: No more slush funds<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><a id=\"wwtt1\"><\/a> <strong>BUDGET WATCH \u2014 FinMin is drafting a consolidated general <\/strong><strong>government budget for the third <\/strong><strong>consecutive year <\/strong>in line with an agreement struck with the International Monetary Fund \u2014 and we\u2019ve had a sneak peek. General budget expenditures in FY 2026-27 will rise to EGP 9.7 tn from the EGP 8.5 tn expected by the end of the current fiscal year, according to a document seen by EnterpriseAM, while revenues will increase to EGP 8.34 tn from EGP 7.2 tn.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>But Enterprise, isn\u2019t a budget just a budget? <\/strong>No, this is the <a href=\"https:\/\/enterpriseam.com\/egypt\/2026\/04\/14\/egypts-finance-minister-promises-no-new-taxes-in-wartime-budget\/\" target=\"_blank\" rel=\"noopener\">general budget<\/a> we all know but with financial data from all public economic authorities attached. There are currently 59 public economic authorities across 12 sectors included in the consolidated budget \u2014 think of the Grand Egyptian Museum, the Suez Canal Economic Zone (SCZone), or the General Authority for Industrial Development. All of those are public economic authorities, and their revenues are reflected in this consolidated budget. Most of these are established by presidential decree to manage a public utility or provide a public service and have broad powers to manage their own financial and administrative affairs.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Why should you care? Think of the consolidated general budget as a welcome dose of <\/strong><strong>sunshine: <\/strong>It helps curb room for ministries and other authorities to hang onto their \u2018personal\u2019 slush funds. The Finance Ministry has for years pushed all arms of the state to return proceeds to the treasury, eliminating room for them to hang on to cash and use them for off-the-books purposes.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>It doesn\u2019t stop there: Some arms of the state don\u2019t provide services with the same <\/strong><strong>efficiency as, say, the good folks at the SCZone<\/strong> \u2014 and are less capable of generating revenue, which leads them to seek subsidy support or borrow with government backing. That all comes out in the consolidated general budget.<\/p>\n<p class=\"tag-border-left\">Did PHD just get a piece of Ras El Hekma?<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Palm Hills Developments has <\/strong><strong><a href=\"https:\/\/asharqbusiness.com\/economics\/127826\/%D8%A8%D8%A7%D9%84%D9%85-%D9%87%D9%8A%D9%84%D8%B2-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%A8%D8%B5%D8%AF%D8%AF-%D8%AA%D8%B7%D9%88%D9%8A%D8%B1-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%81%D9%8A-%D8%B1%D8%A3%D8%B3-%D8%A7%D9%84%D8%AD%D9%83%D9%85%D8%A9-%D9%85%D8%B9-%D9%85%D8%AF%D9%86\/\" target=\"_blank\" rel=\"noopener\">reportedly<\/a><\/strong><strong> reached an agreement with the UAE\u2019s Modon<\/strong> to develop a 2k feddan project in Ras El Hekma. Palm Hills is reportedly hoping to launch sales of the project\u2019s first phase as early as this summer to tap summer interest in the North Coast. We\u2019re poking into the story and will be back with fresh details next week.<\/p>\n<p class=\"tag-border-left\">No IMF top-up?<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>The IMF<\/strong><strong> is not currently discussing a top-up of Egypt\u2019s USD 8 bn loan program<\/strong> despite the regional war\u2019s impact on our economy, <a href=\"https:\/\/www.reuters.com\/world\/imf-chief-says-12-or-more-countries-seeking-loans-cope-with-middle-east-war-2026-04-15\/\" target=\"_blank\" rel=\"noopener\">Reuters<\/a> reported, citing comments by IMF Managing Director Kristalina \u200cGeorgieva.<\/p>\n<p class=\"tag-border-left\">Gov\u2019t eyeing 5% growth target?<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Egypt\u2019s<\/strong><strong> economy is expected to grow by a rate ranging between <\/strong><strong>4.8% and 5% during 3Q<\/strong> <strong>of the current fiscal year<\/strong>, Planning Minister Ahmed Rostom <a href=\"https:\/\/asharqbusiness.com\/economics\/128454\/%D9%86%D9%85%D9%88-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D8%AE%D9%84%D8%A7%D9%84-%D8%A7%D9%84%D8%B1%D8%A8%D8%B9-%D8%A7%D9%84%D8%AB%D8%A7%D9%84%D8%AB-%D9%85%D9%86-%D8%A7%D9%84%D8%B9%D8%A7%D9%85-%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A-%D8%A7%D9%84%D8%AC%D8%A7%D8%B1%D9%8A\/\" target=\"_blank\" rel=\"noopener\">said<\/a> on the sidelines of IMF and World Bank Spring Meetings in Washington. Growth in the 4Q remains contingent on the de-escalation of regional geopolitical tensions, he reportedly said. White House officials <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/us-shuts-down-irans-maritime-trade-despite-optimism-more-talks-2026-04-15\/\" target=\"_blank\" rel=\"noopener\">signaled confidence<\/a> that a diplomatic resolution is within reach. Folks are also holding their breath to see if Powell steps down from the board when he exits as chair \u2014 while his term at the head of the table runs out on 15 May, he isn\u2019t required to leave the board until January 2028.<\/p>\n<p style=\"padding: 0;margin: 0;line-height: 1.15;text-align: left\"><strong>Also in the US of A: JPMorgan Chase, Goldman Sachs, and Citigroup are all doing <\/strong><strong><a href=\"https:\/\/www.ft.com\/content\/67d444ab-bfcf-49a1-ae46-ff6e78bc8c64\" target=\"_blank\" rel=\"noopener\">large<\/a><\/strong><strong><a href=\"https:\/\/www.ft.com\/content\/67d444ab-bfcf-49a1-ae46-ff6e78bc8c64\" target=\"_blank\" rel=\"noopener\">share buybacks<\/a><\/strong>, as are Bank of America and Morgan Stanley.
