\ud83d\udd0c Cairo is a city that doesn\u2019t sleep \u2014 or at least it wasn\u2019t until about a week ago.<\/strong> While Egypt\u2019s new commercial hours curfew is an energy conservation necessity, it\u2019s an existential crisis for countless restaurants, bars, cafes, and retail destinations that make the bulk of their money after dark.<\/p>\n

\n

The plan<\/p>\n

A shockwave:<\/strong> The government\u2019s decision to shutter all commercial establishments at 9pm on weekdays and 10pm on Thursdays and Fridays has initially been set for one month starting 28 March, and it serves as part of a broader package of energy conservation steps. Egypt\u2019s fuel import bill which has more than doubled to USD 2.5 bn in March<\/a> from USD 1.2 bn in January, driven by the fallout from the US-Israeli war on Iran.<\/p>\n

The logic is sound, the economic pain is real, and the effect on the street was immediate. <\/strong>No one was sure how all this would play out, whether or not the rules would be strictly enforced, or who would be exempt \u2014 it didn\u2019t take long for businesses to find out that this was no joke. After 9pm, Cairo really does go dark. Metal shutters come down, street lights are dimmed, billboards flicker off, and it gets eerily quiet by Egyptian standards.<\/p>\n

\n

The execution<\/p>\n

The government has made clear that this is not a suggestion.<\/strong> Businesses are being fined, and store managers have been arrested for violations, according to Ahmad Badreldin (LinkedIn<\/a>), Managing Director of Arkan Palm Developments, which owns Arkan Plaza, one of the largest F&B, hospitality, and retail destinations in Sheikh Zayed. Another source we spoke to described a wedding at an outdoor venue in Sheikh Zayed where authorities arrived at 9pm, and when met with resistance, shut down the DJ and confiscated his equipment. <\/p>\n

Hotels and tourism establishments are exempt \u2014 but even that line is being drawn narrowly. <\/strong>A patron at Frank & Co., a popular bar that operates as part of a hotel in Maadi, says police forced the outdoor section to close, allowing only indoor service.<\/p>\n

\n

The fallout<\/p>\n

\u201cIt's catastrophic for our business,\u201d says <\/strong>Nadim<\/a><\/strong><\/a><\/strong>Samy<\/a><\/strong>, founder and CEO of Meat Party Foods<\/strong>, which operates Tipsy Camel, a popular restaurant and bar in Maadi. \u201cI make 85-90% of my revenue after 9pm.\u201d Samy says he tested the waters on the first night, staying open past 9pm \u2014 at 9:15pm, authorities arrived, cut the power and water, and warned that a repeat offense could mean permanent closure. \u201cIt's not just a matter of issuing fines. It\u2019s forced closure.\u201d<\/p>\n

It's a similar story at Brass Monkey, a multi-level entertainment and dining destination at U Venues Mall in New Cairo<\/strong>, owned by El Sewedy Group. \u201cGenerally 80-90% of Brass Monkey\u2019s revenue comes after 9pm,\u201d says Ahmed El<\/a>Sewedy<\/a>, COO of El Sewedy Group. El Sewedy says the venue draws 500-600 people on a typical day \u2014 traffic that has now largely evaporated during the curfew window.<\/p>\n

To put it bluntly, an entire shift is essentially gone, explains Abou Bakr Shaaban, founder of Babbo\u2019s Eats<\/strong> \u2014 a restaurant with locations in Zamalek and Sheikh Zayed. He estimates that closing at 9pm means he is relinquishing 60% of his revenue. <\/p>\n

\n

The pivot<\/p>\n

Businesses aren\u2019t waiting around \u2014 they\u2019re getting creative and adapting fast.<\/strong> Samy is pivoting Tipsy Camel towards mornings, launching a breakfast menu, investing in a coffee brand, hosting weekend brunches, and is even planning to spin off a new concept called Sober Camel. A recent Instagram post<\/a> invites people to come work from Tipsy on the mandatory work-from-home Sundays. El Sewedy says his team is pushing Brass Monkey\u2019s<\/a> corporate events \u2014 companies can book the venue for events during the workday \u2014 and exploring family-friendly brunch programming on weekends.<\/p>\n

But pivoting a nightlife culture takes more than a menu change.<\/strong> \u201cObviously, you're not going to shift the culture of Egypt in one month,\u201d El Sewedy concedes. \u201cPeople are very resistant to change but I am starting to see some shifts. Our parking garage is now full starting 11am \u2014 that was not previously the case.\u201d <\/p>\n

Businesses will get some relief this coming weekend:<\/strong> The cabinet has approved<\/a> extending operating hours to 11pm from Friday, 10 April through Monday, 13 April, covering Coptic Easter and Sham El Nessim. It\u2019s a welcome reprieve, but a short one.<\/p>\n

\n

What\u2019s next<\/p>\n

The decree is set for review after one month, but few expect the regional energy picture to improve quickly.<\/strong> Badreldin is cautious: \u201cWe are still assessing the full impact,\u201d he says, adding that Arkan is exploring ways to cushion the blow for tenants. But he makes a point that several business owners echoed: \u201cLost revenue from businesses that depend on nighttime traffic also means lost tax revenue for the government.\u201d Service workers who depend on tips, he adds, are seeing their incomes collapse even if salaries are nominally covered.<\/p>\n

El Sewedy says layoffs are not in his playbook <\/strong>\u2014 \u201cthis is not our school\u201d \u2014 but acknowledges that if the curfew extends for several months, \u201cit will be a very big hit for commercial and retail.\u201d<\/p>\n

The consensus among the business owners we spoke to is clear: nobody is questioning the government\u2019s rationale.<\/strong> Egypt\u2019s energy constraints are real, the war\u2019s trajectory is unpredictable, and as Samy puts it, \u201cwe understand that they really have no other option.\u201d But the economic collateral damage \u2014 to small businesses, to service workers, to a city whose identity is inseparable from its nights \u2014 is mounting by the day, and it\u2019s going to get more and more difficult as the summer months approach and the days get longer. <\/p>\n
