Speculation about a potential cabinet shuffle dominated the airwaves last night<\/strong> as talk show hosts parsed whether a change in personnel \u2014 including in the PM\u2019s seat \u2014 is warranted. The smarter half of the nation\u2019s erstwhile TV power couple (that would be Lamees, if you had any doubt) made a clear case for policy stability, while her more bombastic former-other-half argued for change. <\/p>\n

Also on the airwaves last night: <\/strong>What does Israel\u2019s recognition of Somaliland mean for Egypt?<\/p>\n

Is Cabinet staying put?<\/strong> Speaking on Al Soura with Lamees El Hadidi, Rep. Mostafa Bakry said Prime Minister Moustafa Madbouly struck an optimistic tone late last week<\/a> after revealing the government aims to \u201cbring [Egypt\u2019s external debt] down to levels the country hasn\u2019t seen in 50 years.\u201d Still, Bakry said that Madbouly staying on could reinforce the view that \u201cthere is no change \u2014 even if the entire cabinet is reshuffled.\u201d He added that he expects the next prime minister to come from within the current cabinet (watch, runtime: 9:06<\/a>).<\/p>\n

Whoever <\/strong>forms the next government has their work cut out for them.<\/strong> Asked whether either of the two deputy prime ministers could be in line for the top job, Bakry said the decision rests with the president, but argued that the government will need \u201cdecisiveness \u2026 delivery, forward momentum, an economic revival, and implementing what the current prime minister promised on reducing debt.\u201d <\/p>\n

Bakry is clearly worried about the regional backdrop<\/strong>, flagging that Egypt will need a strong PM as the region braces for \u201cdangerous political developments\u201d involving the fragmentation of states and territories \u2014 developments that, in his view, will require popular cohesion and broader social buy-in. (More on that below.)<\/p>\n

Over on El Hekaya, Amr Adib argued that the debate over Prime Minister Mostafa <\/strong>Madbouly\u2019s tenure is secondary to the need for a fundamental shift in \u201csocial and economic policies.\u201d<\/strong> Adib characterized current government policy as \u201cemergency measures\u201d that have reached their limit; keeping them in place will only yield the same results, he argued. Whether the mandate is carried out by Madbouly or a successor \u201cfrom within the cabinet \u2014 to be clear,\u201d Adib insisted the focus must be on implementing a new policy framework (watch, runtime: 4:27<\/a>). <\/p>\n

What new framework? <\/strong>Adib stopped short of explaining what sort of policy shift he\u2019s looking for \u2014 and simply skipped over the improvement in the economy and in business confidence over the past 12 months.<\/p>\n

\n

Why Somaliland set off alarms in Cairo<\/p>\n

It\u2019s part of a wider Israeli policy shift that threatens to destabilize the Red Sea<\/strong>.<\/strong> Commenting on Israel\u2019s recognition of Somaliland, former Assistant Foreign Minister Mohamed Hegazy told Ala Masouleety\u2019s Ahmed Moussa that the move fits into a broader regional and international scheme \u2014 led by Israel and Ethiopia \u2014 aimed at exerting control over Somalia and Sudan (watch, runtime: 4:17<\/a>). Hegazy warned that threats to Red Sea navigation are not limited to Israel and Somaliland, but also involve \u201cEthiopia, unfortunately with another regional power, and a global power as well.\u201d The battle, he said, is over \u201ccontrol of shipping lanes, the militarization of the Red Sea, and dominance over the region\u2019s gateways \u2014 from the Gulf of Aden to the Bab El-Mandeb strait.\u201d Those dynamics, tied to wider regional tensions including Iran, could have direct negative implications for the Suez Canal, he warned.<\/p>\n
