The ManpowerGroup 4Q 2025 <a target=\"_blank\" href=\"https:\/\/www.manpowergroup.com\/en\/insights\/report\/q4-2025-manpowergroup-employment-outlook-survey\" style=\"\" rel=\"noopener\">survey<\/a> shows IT maintaining a 35% hiring outlook, the highest of any sector globally. Net positive? Sure. But tell that to the 92 mn.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It\u2019s no longer enough to work in tech \u2014 you need to work in the right part of tech\u2026<\/strong> The layoffs have disproportionately hit roles that could be automated, consolidated, or judged non-essential to core operations. Meanwhile, specialists in AI, cybersecurity, data science, and cloud architecture are fielding multiple offers and negotiating signing bonuses that would make a sports agent blush.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>\u2026 and Egypt may be an unlikely contender for one of the smartest places to build <\/strong><strong>these careers.<\/strong> While Om El Donia is better known for the pyramids than Python, it has quietly built one of the fastest-growing tech sectors on the planet. The sector\u2019s GDP contribution jumped <a target=\"_blank\" href=\"https:\/\/en.amwalalghad.com\/egypts-ict-sector-posts-double-digit-growth-digital-exports-soar-to-7-4b-minister\/\" style=\"\" rel=\"noopener\">from 3.2% to 6% in seven years<\/a>, growing at a rate of 14-16% annually, according to ICT Minister Amr Talaat. The International Cooperation Ministry (MOIC) <a target=\"_blank\" href=\"https:\/\/moic.gov.eg\/news\/2092\" style=\"\" rel=\"noopener\">confirms<\/a> the sector hit 10.4% growth in 2Q 2024\/25.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>By the numbers:<\/strong><\/p>\n<ul>\n<li><strong>Digital exports:<\/strong> <a target=\"_blank\" href=\"https:\/\/www.zawya.com\/en\/economy\/north-africa\/egypts-digital-exports-reach-74bln-over-seven-years-eu8jj7lr\" style=\"\" rel=\"noopener\">USD 7.4 bn<\/a> (up 124% from USD 3.3 bn in 2018);<\/li>\n<li><strong>Outsourcing exports:<\/strong> Doubled from USD 2.4 bn in 2022 to USD 4.8 bn;<\/li>\n<\/ul>\n<ul>\n<li><strong>Outsourcing centers:<\/strong> currently 270+ nationwide;<\/li>\n<li><strong>Internet penetration:<\/strong> <a target=\"_blank\" href=\"https:\/\/naos-solutions.com\/egyptians-and-digital-2025-report\/\" style=\"\" rel=\"noopener\">81.9%<\/a>, up from 72.2% in 2024;<\/li>\n<li><strong>Network Readiness Index:<\/strong> Jumped six spots to <a target=\"_blank\" href=\"https:\/\/networkreadinessindex.org\/country\/egypt\/\" style=\"\" rel=\"noopener\">85th<\/a> globally;<\/li>\n<li><strong>Government AI Readiness:<\/strong> Climbed <a target=\"_blank\" href=\"https:\/\/oxfordinsights.com\/ai-readiness\/government-ai-readiness-index-2025\/\" style=\"\" rel=\"noopener\">46 places<\/a> (111th to 65th) since 2019.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Is ICT the diploma to pursue for young professionals? Not necessarily<\/strong>, according to Ragui Assaad, professor and freeman chair of International Economic Policy at the University of Minnesota. \u201cThe focus should [extend] beyond the education system and focus on training,\u201d he told EnterpriseAM in April. \u201cMany people find entry points through short-term training rather than [a diploma].\u201d Translation: university degrees matter less than practical skills, and the training infrastructure is doing the heavy lifting.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The training ecosystem has exploded:<\/strong> From 4k trainees in 2018\/19 to 500k in 2024\/25 and projections of reaching 1 mn by 2030. ITIDA <a target=\"_blank\" href=\"https:\/\/itida.gov.eg\/English\/Programs\/Industry-Outlook\/Pages\/default.aspx\" style=\"\" rel=\"noopener\">reports<\/a> that 300k+ jobs were created in offshoring alone, with 30%+ participation by women.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Global players have noticed.<\/strong> Deloitte\u2019s Innovation Hub, Capgemini\u2019s AI Center of Excellence, and PwC\u2019s Digital Services Export all set up shop in the Egyptian market within 18 months. Deloitte\u2019s hub is already at 350 employees and scaling; Capgemini plans to double its workforce to 1.2k by year-end, and triple it by 2026 \u2014 these aren\u2019t exploratory pilot programs, they\u2019re strategic bets backed by serious capital.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>At the <\/strong><strong><a target=\"_blank\" href=\"https:\/\/shorturl.at\/ndFiw\" style=\"\" rel=\"noopener\">Global Offshoring<\/a><\/strong><strong><a target=\"_blank\" href=\"https:\/\/shorturl.at\/ndFiw\" style=\"\" rel=\"noopener\">Summit<\/a><\/strong><strong> in November, 55 international companies <\/strong><strong>signed agreements projected to create 75k jobs over three years. <\/strong>Accenture, Luxoft, RSA, and Teleperformance signed expansion agreements. If the cluster effect is real and success breeds success, Egypt is reaching critical mass.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s keeping operations leaders up at night? The brain drain risk.<\/strong> \u201cThere\u2019s a worry among employers that we\u2019re losing a lot of people who have these skills to other Arab countries,\u201d Assaad told us. Gulf states pay more and actively recruit Egyptian talent, and are served by the remote work revolution \u2014 talent can serve foreign clients without actually leaving the country.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt\u2019s response? The best defence is a good offense.<\/strong> The updated National AI Strategy focuses on making Egypt a developer rather than a consumer. The national ICT sector isn\u2019t just growing, it\u2019s maturing into a legitimate global player at exactly the right moment. The value proposition is compelling: significant cost savings for international players versus Western markets, competitive pricing with traditional offshore destinations, superior time zone alignment
